City of Charleston Committee on Ways and Means 9/26/23

C
A
A
Second,
any
discussion
on
any
of
the
matters
and
business
purchases
all
in
favor
and
he
opposed
the
eyes.
Have
it
number
four
Parks
capital
projects,
approval
of
parking
garage,
continued
maintenance,
fee
Amendment
with
ADC
Engineering
and
amount
of
thirty,
two
thousand
eight
hundred
five
dollars
funded
by
the
parking
facilities
and
structural
Affairs
fund.
We've
got
a
motion,
a
second
any
discussion,
any
questions
all
in
favor.
Are
there
any
opposed?
A
You
guys
have
it
next
again:
Parks
capital
projects,
approval
fire
station
number,
18,
Renovations,
94,
520,
coming
from
facilities,
maintenance,
budget,
I've,
heard
a
motion
and
a
second:
is
there
any
discussion
all
in
favor?
Are
there
any
opposed?
You
guys
have
it
number
six
stormwater
management
approval
of
the
Barbary
Woods
Improvement
fee
amendment
number,
six
with
W.K
Dixon.
This
one
is
the
amount
of
forty
thousand
dollars
money
coming
from
seven
to
several
different
sources.
A
I've
heard
a
motion
in
a
second:
is
there
any
discussion
on
this
one,
all
right,
y'all
a
quiet
lot
tonight,
all
in
favor
all
right,
any
opposed
the
eyes.
Have
it
number
seven,
the
police
department?
Second,
supplemental
allocation
for
victim
Services,
20,
City,
match
you
heard
a
motion
in
a
second
any
discussion,
all
in
favor
any
pose
the
eyes.
Have
it
I
have
to
recuse
myself
from
number
eight
I'm
going
to
ask
the
mayor
to
lead
us
on
number.
Eight.
If
you
don't
mind,
please,
sir,
he.
D
Is
a
Budget
Finance
and
collections
approval
for
a
special
assessment
in
the
amount
of
a
million
two
I
think
it'd
be
split
and
two
payments
regarding
the
city
gallery
and
improvements
that
need
to
be
made
by
the
well
the
regime
of
all
the
owners
there
and
there
there
will.
There
is
or
will
be
a
lawsuit
against
the
original
Builder
and
we
hope
to
recover
most,
if
not
all,
of
the
funds,
but
there
the
regime
has
created
an
assessment
so
that
the
work
could
go
ahead
and
and
proceed.
D
It's
one
of
these
many
cases
where
there's
been
water,
intrusion
into
the
stucco
and
other
building
fabric.
D
We've,
unfortunately
seen
a
lot
of
those
approvals
in
the
city
all
right,
any
questions
all
in
favor,
please
say
aye
any
opposed
the
odds.
Have
it.
A
Hang
on
a
sec
all
right
any
discussion
all
in
favor
any
opposed.
You
guys
have
it
there.
You
go
Scott
fire
department,
approval
contract
with
First
Response
mental
health
to
participate
in
a
two-year
pilot
program
of
peer
connect
application.
A
No
additional
funding
needed
any
discussion,
all
in
favor
any
opposed
the
eyes
habit:
number
11,
stormwater
management,
a
resolution
authorizing
the
mayor
and
city
council
to
execute
an
American
Rescue
plan,
arpa
stormwater
infrastructure
program,
subrecipient
agreement
between
the
city
and
the
South
Carolina
office
of
resiliency
to
fund
a
storm
water
infrastructure,
Improvement
project
that
will
mitigate
the
impact
of
future
disasters.
A
It's
a
lot,
I
Heard,
a
motion
in
a
second:
is
there
any
questions
or
comments
or
discussion
on
this
one,
all
right,
not
all
in
favor
any
opposed
the
eyes
have
it
next?
Is
our
committee
on
real
estate
who's
going
to
give
this
report?
I
am
Mr.
E
Chairman
there
was
also
there's
an
amended
agenda
that
went
out
and
number
12
is
a
an
item
for
Parks
capital
projects,
its
authorization
for
the
mayor
to
execute
an
scdot
Forum
Construction
contract
between
the
City
of
Charleston
and
its
chosen
contractor.
And
this
is
for
Ashley
River
Crossing.
That.
F
A
We
have
a
motion
and
a
second
any
discussion
all
in
favor
any
opposed.
Please
note,
one
nay,
the
eyes
have
it
now
under
the
committee
on
real
estate
I
believe
we're
going
to
have
a
report
this
time,
not
necessarily
from
our
chairman,
but
from
who
the
vice
chair,
the
vice
chair
council
member
shade,
is
going
to
give
us
a
committee
on
real
estate
report.
F
F
Sometimes
some
issues
come
up
a
little
later
on
doing
that,
but
please
make
sure
we
notify
the
council
member
apparel
chairman
of
the
committee,
notify
me
I
think
over
the
weekend
of
the
religious
holiday
and
we're
able
to
cover
this
without
any
problem,
but
just
a
public
service
announcement
from
your
your
friendly
Vice
chairman
of
the
real
estate
committee.
Thank
you
for
that.
F
The
real
estate
committee
made
yesterday
afternoon
we
had
several
items
on
our
agenda,
including
something
very
important
about
John's
Island.
The
first
was
a
approval
of
a
purchase
and
sell
agreement
for
the
purchase
of
approximately
two
acres
of
land
off
of
Maybank
Highway.
This
is
a
property,
that's
adjacent
to
some
property
we
already
owned
on
a
city
park.
Over
there,
Dr
Ross
is
owned.
The
owns
the
land.
We
got
an
appraised
value
of
it.
F
The
first
one
item
one
is
resident
non-residential
and
the
last
item
coming
in
was
not
residential,
but
all
the
other
ones
were
and
I
would
note
the
number
of
properties
that
we're
catching
back
up
to
on
coming
into
District
9..
All
those
were
approved
for
unanimously
an
ISO
move
and
then
the
other
item.
F
G
Thank
you
Mr
chairman.
Can
you
remind
me
13A
what
is
I
apologize
I
just
can't
find
it
right
here,
but
what
is
the
purchase
price
in
that
purchase
and
sale
agreement?
D
So
just
a
couple
of
notes
and
councilmember
shade
mentioned
how
this
adjoins
to
our
existing
Park
property,
some
of
which
was
recently
purchased
I,
say
recently
A
couple
of
years
ago.
But
this
property
y'all
will
give
us
the
only
direct
access
to
the
city
park
on
John's
Island
from
Maybank
Highway.
Rather
than
going
down
that
little
side
street
and
with
the
hopeful
construction
to
come
of
a
full
Recreation
Center
to
have
a
Maybank
Highway
address
and
access
I
think
will
be
a
very
meaningful
long
term.
D
I
did
want
to
point
out
that
the
first
annexation
on
844
Savannah
highway
is
is
an
abandoned,
very
unsightly
service
station.
Just
on
the
north
side
of
Avondale
and
I've
been
relishing
the
day
that
somebody
will
redevelop
that
property.
It's
going
to
be
redeveloped
as
a
bank
bank
branch
and
it'll
take
away
ice
or
along
Savannah
highway
and
then
I
think
later
in
the
program
in
the
city
council
meeting
when
we
get
to
First
readings,
we'll
discuss
that
lent
the
annexations
on
little
number,
seven
on
John's
Island.
D
But
it's
going
to
be
a
great
opportunity
for
the
city.
But
some
zoning
matters
comes
up
about
that
in
under
first
reading.
