this
is
a
preliminary
proposal
to
the
arc
terrorists
place
based
opportunity,
zone
investment
initiative,
which
would
provide
approximately
20
million
dollars
to
fund
the
acquisition,
development
and
preservation
of
affordable
housing
in
the
areas
near
the
future
bill
country
low
line.
This
initiative
was
discovered
by
meg
thompson
in
the
business
and
neighborhood
services
department,
and
we
worked
with
her
office
to
develop
this
proposal
as
the
low
country
low
line
moves
ahead.

We
believe
that
the
initiative
is
going
to
be
very
competitive,
they're
selecting
about
10
projects
from
around
the
country,
but
by
submitting
this
proposal
it
allows
the
city
the
opportunity
to
engage
with
arcturus
to
determine
if
there
is
an
investment
opportunity
and
to
further
refine
the
proposal.

actual
work

developing
as
low
line
as
a
park

that
allows

parcels

out

there

also

parcels

owned

housing
authority

are
close

low
line
as
well,
but
we
have
seen
where
there
are
some
available.

service
committee
meeting
about
how
many
grants
we've
been
applying
for
particularly
in
this
covet
era,

our
budget

stretched

thin.

staff
for
being

the
lookout
for
any
opportunities
like
this,
and
you
know
some
of
them
will
get
some
of
them.

won't

we're
out
there
trying

asking
for
stormwater
projects
for
affordable
housing,

smoke,
alarms.

we
we've
been
asking
for
a
lot
of
grant
money
lately

it's
some
of
them

off
and

real
proud
that
we're
pursuing
those.

mention
how

excited
I
am
to
see
this
dupont
wahpu
drainage
study
implementation
start
to
take
shape.
This
is
a
great
collaboration
between
the
city
and
the
county
on
stormwater,
and
this
is
a
project
that
impacts
my
district
as
well
as
councilman
brady's
and
I
believe,
councilman
waring's
as
well,
if
not
maybe
another
west
ashley
councilman
somewhere,
but
this
is
just
an
awesome
example
of
what
the
city
of
charleston
is
doing
now
and,
of
course,
councilman
shead.

could

forget
so
I
just
this
is
just
great,
and
this
is
this
is
what
you
know
it
begins
with
the
drainage
basin
study.
Then
it
gets
to
implementation,
and
this
is
what
we're
seeing
we're
seeing
progress
on
these
issues
and
it's
very
exciting
to
see.

back

idea
of
mayor

first
attendance
at
the
national
league

cities
that
was
held

washington
dc
came
back
with
that
one
idea
and
look
what
it's
leading
to
so
those
meetings
do
matter

we

bring
back
fruitful
information
that
helped
to
propel
the
city
forward.

estate

afternoon

the
full
quorum.
We
had
several
items
of
business
to
take
out.
The
first
item
was
to
approve
a
lease
agreement
for
10
parking
spaces
at
our
local
garage,
with
which
we,
I
think,
we're
still
trying
to
buy
as
a
matter
of
fact
but
spaces.
I'm
sorry
40
spaces
over
a
10-year
period,
at
a
rate
of
125
a
month,
councilmember
waring
brought
up
a
issue
and
we've
asked
staff
to
investigate
this.

For
us
that
rate
of
125
is
what
we
call
the
city
normal
rate
for
spaces.
There's
no
acceleration
clause
in
this
agreement,
so
we've
asked
staff
to
explore
the
idea
of
providing
for
future
garage
space
leasing
that
we
have
the
ability
to
increase
that
rate
over
a
period
of
time.
According
to
market
value
that
it
got
approved
unanimously.

membership
before
you
move
on,
so
we
don't
have
to
amend
this
agreement.
This
is
something
that
we
can
do
over
time.

to
be
a
good
question,

and
I
think
from
my
legal
hat
sales
tells
me
we
probably
will
have
some
problem
with
that.
However,
that's
something
I
think
we've
asked
our
staff
to
investigate
for
us

see
if
we
can
either
amend
this
agreement.
Folks,
who
are
using
occupying
the
spaces
are
required
to
have
parking
spaces.
This
is
sort
of
an
ongoing
issue
with
msp
741
meeting
street.

the
discussion
when
we
were
talking
about
the
staff
looking
into
the
opportunity
to
you
know,
increase
appropriately
over
time
that
this
would
be
more
of
a
blanket
policy
that
we
would
have
to
adopt,
because
it
would
apply
to
that.
We
own
in
the
city,
as
opposed
to
one
garage
at
a
time,
is.

So
so
this
agreement
says
they're,
the
the
40
spaces
are
at
the
business
rate,
which
happens
to
be
now
125
dollars
a
month.
But
if
council
were
to
improve
a
change
in
that
rate,
say
next
year,
235
dollars
a
month,
then
that's
what
the
tenant
will
pay
they
they.
The
agreement
is
for
the
the
existing
business
rate,
no
matter
what
that
amount
is.
It
happens
to
be
125
right
now,
but
over
the
10-year
period.
If
council
changes
the
standard
business
rate,
it
would
it
would
change
for
this
tenant.

the
agreement
specifies
125
a
month,
but
it
also
talks
about
the
monthly
business
class
parking
rate
and
we
did
get
some
information
that
council
has
the
ability
to

modify
that.

that

The
reason
I
asked
was
obviously
we
have
a
surplus
of
parking
spaces
today,
but
five
years
from
now,
prayerfully,
that's

going
to
be
the
case,
and
you
know
you
want
to
make
sure
the
revenue
you
generate
off.
The
garage
is
sufficient
to
pay
off
the
bond
we're
going
to
have
to
issue
to
buy
this
garage.
So
we
have
the
flexibility,
flexibility.

renew

one-year
agreement.

the
old
exchange
building
commission
to
manage
that
wonderful
facility
and

exchange
building
that
I
would
recommend
you
taking
some
time
to
go
over
that
that
got
approved
unanimously.

is
a
lease
agreement
for
the
use
of
a
pool
at
st
andrews,
while
the

alex

school
and
council
mcgregor.

recreation
committee
of
the
issues
dealing
with
the
w
stephen
pool.

been
a
short-term
winner
for
the
youtube
city
residents
at
a
cut
rate
of
2268
dollars.
That
also
was
approved
unanimously,
and
I
know
this
is
going
to
upset
councilmember
mitchell.
But
we
did
approve
item

for
the
right-of-way
interest
for
the
construction
related
to
the
improvements
for
drainage
at
king
street.

we're
getting
there,

member
mitchell
and
councilmember
appel
has
moved
into
the
lead
on
the
number
of
annexations
on
district
11,
and
we
approve
the
annexation
of
363
linwood
drive.
