met

folks
outside.
I
was
saying
that
25
years
ago
we
worked
on
bringing
a
business
improvement
district
to
our
central
business
district
and,
and
they
reminded
me
it
was
actually
in
the
downtown
plan
from
the
1970s.

and

are

it

council
has
to

a

did
receive
a

think
most

us

I've
talked
with
members
of
the
proposed
committee
dealing
with
a
property
on
bufayne
street,
that
sort
of
borders
or
touches
on
king,
but
that
property
is
not.
Those
properties
are
not
being
included
into
this
district,
and
I
think
they
clarify
that
for
us.
I
just
want
to
make
sure
that
our
record
is
clear
that
those
residential
units
are
not
part
of
this
district.

very
brief.
King
street
has
a
special
place
in
my
heart,
my
family's
heart,
you
know
with
more
social
furniture
for
all
these
years
and
the
appels
actually
had
a
little
furniture
store
across
from
the
circles,
but
the
circles
kind
of
dominated
them
out
of
the
business.
That's
a
it's
always
interesting
when
we
all
get
together,
but
this
is
wonderful.
It's
a
public-private
partnership
and,
as
councilman
griffin
said,
I
can't
agree
more.
This
is
the
most
important
street,
not
just
in
the
city,
but
in
the
state.

truly
is
an
economic
engine.
We
don't
have
a
boeing,
we
don't
have
a
volvo,
we
don't
have
a
you
know,
bmw,
but
we've
got
one
of
them,
one
of
the
premier
commercial
districts.
Really
I'm
going

go
ahead
and
say
the
east
coast,
and
we
need
to
nurture
it.
It's
not
a
law
of
nature
or
a
foregone
conclusion
that
it's
going
to
be
successful.
We
have
to
invest
in
it
and
for
this
to
be
a
private
public
partnership
that
arises
from
the
ground
level.
It's
not
something
we're
imposing
on
on
anybody.

the
municipal
reserve
fund

the

options.

the

item

we

that
we
have

order

have
this
tool

toolbox

this
year's
budget.

reading

we
pass
the
budget
and

worded-
and
I
certainly
would

look
for
clarification
from

our
council
on
this-
doesn't
mandate
that
we
use
the

makes
it
available
to
us
as
a
tool

the
toolbox.

An
extended
topic,
as
the
council
members
would
prefer
at
our
full
council
budget
workshop
on
the
16th,
but
I
am
persuaded
by
the
mayor's.

Mr
chairman
and
fellow
council
members-
and
I
know
we
have
discussed
this
matter
at
some
minute
last
year
and
I
think
it
was
three
years
ago,
so
I
don't
want
to
beat
this
horse
to
death.
I
do
believe
that
we
should
have
in
our
in
our
toolbox
of
the
availability
of
any
legal
legally
authorized
way
for
us
to
be
able
to
pay
for
our
city
services,
and
this
is
one
it's
it's
authorized
by
by
state
law.

They
have
a
total
los
t,
revenue
of
something
like
13
and
a
half
million,
and
they
they
return
seven
and
a
half
million,
or
so
to
their
citizens
as
a
credit
on
their
tax
bill.
So
they're
able
to
to
keep
about
six
million
dollars
to
help
fund
their
city
operations
and
the
town
of
mount
pleasant.
All
also
does
is
many
other
towns
and
counties
in
south
carolina
use
this
this
tool.
We
all
know
we
have
budget
challenges,
we
had
them
last
year.

have
them
again
this
year
and
whenever
we
get
together
at
the
ad
hoc
budget
committee
meeting
and
as
council,
we
we
unfortunately
have
to
talk
about
any
means
possible
of
raising
revenues
to
to
pay
for
all
the
things
that
we
want
to
do.
Not
only
that
we
want
to
do
that.
We
need
to
do
to
provide
public
safety
protection
to
pick
up
the
garbage
and
everything
else
that
we
have
to
do
so.
So
this
we
bemoan
the
fact
normally
that
we
we're
so
subject
to
the
state
legislature
to
even
have
ways
to
raise
funds.

is
a
way
that's
already
authorized.
So
I'll
be
honest
with
you.
I
I
didn't
really
plan
on
bringing
this
back
to
y'all
this
year
until
about
two
weeks
ago,
and
I
got
my
tax
bill-
it's
right
here
in
front
of
me
for
this
year,
for
for
my
residents
and
the
the
bill
is
sixteen
hundred
dollars
and
twenty
cents
for
this
year.
There
was
no
change
in
millage.
There
was
no
change
in
the
appraisal
and,
last
year
same
millage
same
appraisal.

My
bill
was
sixteen
hundred
and
fifty
eight
dollars,
so
my
bill
this
year
is
fifty
eight
dollars
less
and
don't
get
me
wrong
thing
to
reduce
taxes
is
a
good,
that's
part
of
what
the
los
t
credit
does
for
taxpayers,
but
we've
we've
got
to
pay
for
these
important
services
and-
and
I
I
respectfully
think,
given
what
I
see
on
my
tax
bill-
that
this
is
a
a
less
painful
way
of
doing
it.
So
again,
I
would
I
just
ask
you
all
tonight
to
to
pass
this
resolution.

The
real
estate
committee
met
yesterday
afternoon,
item
a
was
withdrawn
and
we
were
able
to
accomplish
the
execution
of
this
agreement
without
necessary
to
have
this
on
our
agenda.
Item
b
and
c
are
very
similar.
These
were
requests
to
subordinate
our
liens
to
allow
for
refinancing
for
37.5,
hanover,
81,
columbus,
street
and
properties,
two
and
four
father
grant's
court
for
restructuring
of
loans
and
the
use
of
those
loans
to
help
improve
those
those
properties.
