the

promised,
we

that

tax
increase
because
the
funds
did
come
through

we're

taxpayers

of
3.7
million
dollars
in
in
total
tonight.

joint
meeting
of
the
real
estate
and
recreation
committee
committees
were
held
this
afternoon
at
two
o'clock
and
we
discussed
a
lot
of
items.

First,
we
discussed
a
waiver
agreement
regarding
the
use
of
private
swim
lessons
at
the
wl
stevens
aquatic
center
and
that
discussion
over
a
very
narrow
legal
document,
sort
of
blossomed
into
a
very
lively
discussion
about
how
we're
going
to
get
more
kids
and
more
pools
in
the
city
of
charleston
across
all
socioeconomic
backgrounds,
and
I
think
we
had
a
lot
of
great
ideas
that
were
discussed
earlier
today
and
lori
yarborough
promised
to
look
into
those
and
report
back
because
it's
a
as
someone
put
it
on
the
committee
meeting
and
I
couldn't
agree
more.

This
is
a
life
and
death
issue.
Literally
I
mean
we
need
to
get
as
many
children
comfortable
in
the
water
as
possible.
It's
very
very
important.
We
then
discussed
a
rental
agreement
with
the
point
hope
presbyterian
church
over
at
the
daniel
island
rec
center
in
the
amount
of
33
000
a
year
and
on
the
fly
our
mayor
teklenberg
identified
this
as
new
revenue
for
perhaps
funding
some
additional
swim
instructors.
So
we're
making
things
happen
in
real
time
and
that
of
course,
was
approved.

Then
we
discussed
the
children's
museum
downtown
and
the
ongoing
efforts
to
improve
that
building
and
I
think,
there's
ongoing
violent
agreement
between
the
city
and
the
museum
regarding
the
need
to
do
this.
It's
just
a
matter
of
means
how
we
best
get
there.
So
we
ended
up
deferring
that
matter
for
more
information
and
more
coordination,
sort
of
to
figure
out
the
right
way
to
strike
this
balance.

Without
the
city
relinquishing
title
to
the
property,
then
we
approved
a
joint
use
agreement
and
a
quick
claim
deed
with
the
charleston
county
school
district
regarding
hampstead
square.
So
we're
going
to
clarify
those
issues
over
in
the
east
side
to
everyone's
benefit.
Then.
Finally,
we
approved
a
ordinance
authorizing
the
mayor
to
to
enter
into
an
agreement
with
the
charleston
water
system
regarding
the
west
ashley
greenway,
and
we
had
a
good
discussion
about
that
that
passed
unanimously.

as
we
can
and
then
we
had
an
executive
session
to
discuss
the
barbary
woods
project
and
we
voted
to
direct
staff
to
proceed.
And
that
concludes
my
committee
report.

Mr
chairman,
as
we
sometimes
do,
go
through
our
ways
and
means
I-
and
we
have
plenty
of
time
on
the
table
here-
I
just
thought
I
would
share
a
couple
of
highlights
that
the
approvals
for
our
hud
housing
and
community
development
funding
from
hud
helps
a
number
of
our
city,
home
repair,
roof
repair
programs
and
also
worked
with
non-profits
to
address
some
affordable
housing
and
homelessness.
A
A
Number
six
is
further
improvements
to
the
greenway,
which,
together
with
the
lease
amendment
that
we
approved
at
real
estate,
shows
a
real
commitment,
if
I
may
say,
to
improving
the
greenway
and
both
include
our
partnership
with
charleston
water
service.
Importantly,
on
number,
six
charleston
water
service
approved
sixty
thousand
dollars
to
go
to
that
expense.

I
wanna
thank
council
for
their
approval
on
the
items
for
the
arpa
allocation,
including
a
million
dollars
to
our
police
department
for
better
technology
and
cameras
in
the
city
and
a
million
dollars
for
sidewalk
improvements,
as
well
as
two
hundred
thousand
dollars
for
rose
mount
to
really
drill
down
on
resiliency
efforts
in
the
neighborhood
of
rosemount.

Lastly,
allocating
11
million
dollars
y'all
to
finish
this
forest
acres.
Drainage
project
is
a
big
deal.
It's
been
a
long
time
coming.
The
public
works
committee
and
others
have
worked
on
it
a
long
time.
Admittedly,
it's
a
little
higher
than
we
had
hoped
and
cost,
but
all
infrastructure
projects
have
been
seen
increases,
but
the
important
thing
is
we're
going
to
get
this
thing
finished.
Finally,
and
it's
covers
about
a
350
acre
drainage
basin,
part
of
west
ashley,
so
it's
a
big
step.
A
That's
been
a
long
time
coming
the
first
phase
we
did.
We
actually
won
an
award
from
from
state
agencies
about
our
design
and
engineering
of
that
phase
one.
So
I
just
think
it's
terrific
to
get
phase
two
completed
and
wanted
to
thank
everybody.

That's
right,
I
voted
on
it.
My
second
month
on
council
I've
been
on
council
now,
almost
11
and
a
half
years.
I
voted
on
the
bond
that
funded
this,
that
2012
stormwater
bond
and
it's
now
finally
being
bid
out.
So
that
should
be
a
lesson
to
all
members
of
council.
When
you
work
on
a
drainage
project,
you
got
to
be
able.
You
got
to
have
tenacity
to
hang
in
there,
so
it
was
the
neighbors
from
east
and
west
oak
forest.

My
father,
I
had
the
pleasure
of
voting
on
it,
but
frankly
they
did
the
work.
So
I
appreciate
you
all
joining
in
you,
mr
mayor,
you,
mr
chairman
of
ways
and
means,
and
all
council
members
who
had
the
pleasure
of
serving
over
the
last
11
and
a
half
years
to
bring
this
to
the
starting
line.
So
we
can
say

why
I'm
thanking
you

you
just
indulge
me
from
one
minute,
though,
I
really
mayor
and
council
would
like
to
thank
our
capital
projects
and
parks
for
what
they
did
for
the
susie
jackson,
freedom,
memorial
garden
at
68,
calhoun
street,
unbelievable
piece
of
work
and
design
by
our
staff,
they
met
their
deadline
before
the
deadline.

and
the
park
is
now
officially
open,
and
I
would
strongly
recommend
that
you
enter
the
park
from
calhoun
street
and
walk
down
the
path
of
forgiveness
as
you
get
to
the
susie
jackson,
freedom
garden.

I
really
want
to

jason,
his
staff,
the
library
the
county.

I
can

on
in
terms
of
the
amount
of
players
that
it
took
to
make
this
happen
