Description
City of Charleston Committee on Ways and Means 2/22/2022
A
I'd
like
to
call
the
february
22nd
2022
the
2
22
22,
meeting
of
the
city
of
council
city
of
charleston
ways
and
means
committee
to
order
thank
everyone
for
being
here
and
ask
council
member
parker
to
lead
us
in
an
invocation
or
a
moment
of
silence.
Please.
B
Thank
you.
Everyone,
a
great
man,
told
me
today
and
just
reminded
me
that
we
don't
just
start
with
prayer.
We
remind
ourselves
that
we
need
god's
help.
So
that's
why
you
know
it's
not
just
next.
It's
it's
reminding
us
that
we
need
god's
help.
Go
before
us.
Oh
lord,
in
all
our
doings
with
your
most
gracious
favor
and
further
us,
with
your
continual
help
that,
in
all
our
works,
be
I'm
sorry
in
all
our
works
begun
continued
and
ended
in
you.
B
A
Thank
you
very
much.
First
of
all,
business
is
approval
of
minutes
from
february
9th
2022
any
discussion
addition
solutions
all
in
favor
any
pros
the
eyes
have
it
bids
and
purchases
any
discussion
all
in
favor
opposed
guys
have
it
number
four
budget
and
finance
revenue
collections,
an
ordinance
providing
for
the
issuance
and
sale
of
a
bond
not
exceeding
14
million
six
hundred
thousand
dollars
for
the
charleston
neck
redevelopment
project
area.
Series.
2022
is
a
motion
on
the
second
any
discussion.
Any
questions.
A
Looking
around
seeing
none
all
in
favor
any
opposed
the
eyes
have
it
next
fire
department
approval
to
submit
the
after
the
fact,
2021
staffing
for
adequate
fire
and
emergency
response
safer
grant
for
four
million
five
thousand
twenty
six
dollars
for
firefighter
positions
over
three
years
got
a
motion.
Do
we
have
a
second
and
we
have
a
second
any
discussion?
Mr
mayor.
C
Yes,
mr
chairman,
and
just
a
kid
councilmember
gregory
in
his
absence,
I
hope
he
won't
mind
that
we're
applying
for
this.
After
after
the
fact,
it
was
just
due
to
time
constraints,
but
we
we
apply
for
a
lot
of
grants
for
our
fire
department,
they're,
mostly
to
renovate
buildings,
and
and
not
often
do
we
get
to
apply
for
actual
salaries
and
firefighter
positions.
C
So-
and
I
understand
our
folks
feel
like
we
have
a
decent
shot
at
this
at
this
grant.
So
it
would
be
a
terrific
allocation
to
the
city,
of
course,
it's
over
three
years
for
us
to
be
able
to
fund
our
new
positions
that
we'll
need
when
we
open
our
new
fire
station
on
johns
island.
A
Any
other
questions
comments.
I
would
note,
mr
mayor,
that
there
is
no
city
match
required
on
this
as
well,
and
just
for
the
ghost
of
council
member
gregory
for
those
of
you
just
been
here
for
a
short
period
of
time.
He
doesn't
generally
like
after
the
fact
grant
applications,
but
I
think
in
this
instance
he'll
be
okay
with
it.
So
we'll
put
a
check
mark
in
for
that.
If
there's
no
other
discussion
all
in
favor
any
opposed
the
eyes
have
it
next
housing
and
community
development
requests.
A
D
This
particular
complex
they
plan
on
building
it's
an
industry
I
represent
on
nassau
street.
It's
a
little
church.
There
he's
doing
a
lot
he's
doing
a
lot
in
the
community
and
he
knew
he
saw
the
need
of
this
and
his
parishioners
and
the
church
our
needs.
So
they
said
well
a
lot
of
different
different
communities.
Don't
want
this
type
of
things
in
their
community,
so
he
took
it
upon
himself
and
and
with
his
parishioners
and
said.
D
A
A
A
There's
no
other
discussion,
all
in
favor
aye,
any
opposed
gis
have
it
next
storm
water
management,
approval
of
low
battery
seawall
repairs,
phase,
two
change
order,
number
seven,
and
the
amount
of
seventy
three
thousand
two
hundred
fifty
eight
dollars
and
change
changes.
The
construction
costs
just
a
little
bit.
Money
comes
from
municipal
accommodations,
tax
funds
and
charleston
county
accommodations
tax
fees.
I
heard
a
motion:
is
there
a
second
any
discussion?
A
I
would
just
like
to
very
briefly
point
out,
and
we've
discussed
this
today
in
public
works.
I
think
it's
going
to
be
on
our
city
council
agenda
too.
This
change
order
represents
75
000
of
a
little
less
than
a
hundred
thousand
dollars
in
change.
Orders
for
phase
two
of
the
low
battery
seawall,
which
is
a
project.
That's
contract
amount,
is
12
million
dollars
and
it's
gone
over
the
course
of
a
year
and
a
half.
A
It's
really
an
amazing
accomplishment
that
they've
gone
through,
that
entire
project
rebuilding
wallet
hadn't
been
touched
since
at
least
1912,
maybe
1916.,
and
if
you
haven't
been
down
there
to
take
a
look
at
it.
I
would
encourage
you
all
to
do
it.
This
phase
phase
two
will
close
out
in
the
next
month
and
basically
will
be
before
us.
A
I
do
believe
the
first,
if
not
the
second
meeting
in
march
and
amazingly,
with
the
bid
that's
out
there,
the
price
for
linear
foot
is
actually
not
going
up
from
phase
one
it's
going
down,
which
is
pretty
amazing,
and
I
do
want
to
point
out
that
our
friends
at
the
charleston
water
system
have
kicked
in
on
phases
one
and
two
to
the
tune
of
a
million
and
a
half
dollars.
Phase
three
will
be
about
2.75,
so
the
project's
going
along
well.
A
So
I
think
this
change
order
represents
a
very
small
amount
on
a
big
project.
If
there's
no
other
discussion,
all
in
favor
aye
any
opposed,
you
guys
have
it
next
storm
water
management,
approval
of
barbary,
woods,
improvement,
fee
amendment,
move.
A
W.K
dixon
my
company,
in
the
amount
of
714
000
unchanged
this
is
for
design.
Services
comes
from
the
drainage
fund.
I
heard
a
motion
in
a
second:
did
you
get
those?
Is
there
any
discussion
on
this?
I
think
we'll
hear
a
little
bit
more
about
it
from
public
works,
if
not
all
in
favor,
all.
D
A
Any
opposed
you
guys
have
it
parks,
capital
projects,
approval
to
apply
for
an
lwc
land
water
conservation
fund
grant
in
the
amount
of
261
thousand
dollars.
Money
will
come
from
existing
green
belt
funds
and
an
allocation
for
limited
improvements.
Any
discussion.
A
No
questions
all
right,
all
in
favor,
all
right
suppose
the
eyes
have
it.
Eleven
traffic
and
transportation
approval
to
authorize
the
mayor
to
execute
an
intergovernmental
agreement
with
the
city
of
charleston
university
crossing
and
fleming
roadside
for
the
crossing
sidewalk.
We've
got
a
motion
in
a
second
any
discussion.
Yes,
sir,
mr
mayor.
C
Mr,
mr
chairman,
just
put
it
in
the
public
record,
since
our
discussion
at
committee
meeting
was
a
little
to
the
contrary,
when
the
county
reported
that
this
only
included
a
study
for
the
crosswalk.
In
fact
it's
for
the
construction
of
the
crosswalk
and
for
the
construction
of
this
first
segment
of
sidewalk
along
fleming
road,
but
I
I
just
want
to
make
that
distinction
for
the
record.
Thank
you.
A
A
The
city
to
allow
the
berkeley
county,
charleston,
dorchester,
council
of
governments,
the
south
county
department
of
transportation,
charleston
county
to
perform
construction
and
improvements
on
haygood
spring
and
the
like
to
facilitate
low
country
rapid
transit.
This
is
authorized
the
mayor
to
sign
that
agreement.
We
have
a
motion.
Second,
any
discussion,
questions
all
in
favor
all.
D
C
Yes,
sir,
mr
mayor,
mr
chairman,
I
just
wanted
to
publicly
thank
a
berkeley
county
supervisor
crib
and
his
staff
for
working
with
us
on
this.
It
was
interesting
we
had
a
meeting
about
four
or
five
months
ago
about
another
matter,
and
they
just
mentioned
that
they
were
going
to
be
paving
this
section
of
seven
farms
road,
and
we
knew
we
had
this
crosswalk
project
in
the
works
and
they
immediately
responded.
C
Oh
we'll
try
to
work
with
you
and
get
our
contractor
to
be
able
to
do
your
project
while
he's
doing
the
repaving
and
it
all
worked
out,
saving
us
a
little
bit
of
money.
We
think
per
our
estimates
and
getting
the
job
done
prior
to
the
opening
reopening
of
the
tennis
center
in
time
for
the
tournament.
So
we
just
got
lucky
on
this
one,
but
but
thanks
to
berkeley
county
for
being
our
partner.
A
A
A
E
First
item
that
we
discussed
was
a
lease
extension
of
the
lease
between
the
city
of
charleston
and
the
marina
variety
store.
If
you
haven't
been
to
the
marina
variety
store,
you
should
check
it
out.
It's
a
charleston
institution
great
place.
It's
part
of
our
small
local
businesses
that
passed
unanimously.
E
The
second
item
was
a
lengthy
and
robust
discussion
regarding
potential
acquisition
of
11
huntington
avenue,
a
piece
of
property
over
in
the
neck
area,
for
1.3
million
for
the
new
hope
center
and
to
move
essentially
from
where
we
are
currently
at
526
meeting
street.
I
believe,
and
we
had
a
variety
of
perspectives
on
that
that
ended
up
passing
out
of
committee
as
well.
And
finally,
there
must
be
a
mistake:
there's
no
district
11
annexation
on
today's
agenda,
but
we
do
have
one
over
in
district.
E
D
A
Okay,
so
is
that
a
motion
to
take
the
report?
We
have
a
motion
in
a
second
any
discussion.
I
just
have
one
quick
question:
what's
the
term
of
the
lease
on
the
variety
store.
