we
had

meeting

think
it
was

It
may
have
been
the
one
before
that
we,
we
talked
about
this
item
I'm
a
little
bit
concerned
about
voting
for
this
Lane.
With
this
six
million
dollars
there
I'm
trying
to
figure
out
a
way
to
keep
this
West
Capitol
West
project
moving,
but
I,
don't
believe
that
that
six
million
dollars
I
mean
to
spend
that
money
right
now
and
we
got
a
two
hundred
and
fifty
million
dollar
project
there.
That's
such
a
drop
in
the
bucket.

do
need
to
move
forward
with
this
planning
later
on.
We're
going
to
be
dealing
with
this
I
think
it's
a
three
million
dollar
project
that
the
Corps
of
Engineers
is
going
to
start
undertaking
and
and
see
where
all
of
that
goes
before
we
commit
to
this
six
million
dollars.
I
I'm,
not
sure
exactly
how
to
take
this
off.
I
know
this
bonded
money
has
been
has
been
set
aside
for
this,
and
we
may
need
some
legal
action
or
some
council
action
to
change
that
that
priority.

kind

change

this
$300,000

$400,000
expanded
this
thing

willing

there

core
and
they've
told
us
this
many
times
they
do
not
look
at
internal
drainage,
they're
gonna,
look
at
what's
happening
with
sea-level
rise
in
the
perimeter
of
the
city,
and
so
that
this
is
going
to
be
taken

account

whatever
the
core
study
recommends,
but
my
recommendation
to
you
and
I
hope
you'll
support.
It
is
that
we
keep
moving
this
project
forward
and
the
only
other
thing
I'd
say
this
is
how
we
got
spring
fishburne
going,
and
this
is
how
we're
gonna
get
projects
going
west
ashley
is.

there

we
might

able

top
priority
is
flooding
for
this
year
and
we
have
some
serious
areas
of
Charleston
affect
thousands
and
thousands
of
people.
So
you
know
that's,
that's
all
I'm
I
want
us
to
be
diligent
and
how
we
spend
our
money
and
that
there's
stuff
that's
hanging
out
from
you
know
a
previous
council.
We
have
to
look
at
where
we
are
today,
because
we're
correcting
some
of
the
mistakes
that
have
been
made
previously.

If
you
want
to
ask
any
questions,
this
is
in
the
end,
what
has
been
realized
over
the
course
of
last
year's
and
studying
this
is
that
you
can
put
a
couple
basins
together
and
basically
capture
the
entire
west
side
of
the
peninsula,
including
the
hospital
districts.
What
this
money
will
be
expended
for
is,
with
Davis
employed
to
get
that
engineering
done
in
a
preliminary
way.

So
we
then,
as
a
city,
can
take
our
project
to
the
market,
because
this
is
going
to
be
a
massive
project
that
we're
not
gonna,
be
able
to
finance
on
our
own,
but
we
can't
go
to
the
markets
without
a
good
design.
We've
got
the
money
sitting
there
to
make
sure
this
design
gets
done
right
and
that's
what
this
is
about.
It's
gonna
be
the
same
for
every
project.
We've
got
out
there
on
both
sides
of
the
river
we've
got
to
make
sure.

Without
this,
there
is
no
drainage
underneath
the
hospital
there's
no
helping
calhoun
west
it'll
be
the
same
when
we
get
to
west
absolutely
get
into
church
creek
in
order
to
get
the
monies
to
do
what
we
need
to
do,
we've
got
to
have
it
drawn
up
and
that's
what
this
is
doing.
We
have
the
money
there,
Amy
I
think
you
said
been
seeing
there
for
a
good
long
time.

It's
a
little
bit
of
a
matter
of
matter
of
semantics,
or
it
comes
from
both
of
these
available
sources
of
funding
to
put
ourselves
in
a
place
to
be
able
to
take
a
project
that
we
can't
fund,
but
we
can
design
and
have
it
ready
to
go
when
the
funding
becomes
available.
It's
a
good
expenditure
of
money.

mean
certainly
shikoku
Public
Works,
but
this
is
I
mean
the
hospital
district.

to
look
to
see
if
we
could
do
that
this
year,
so
we
plan
to
allocate
some
money,
but
the
TIF
money
is
also
committed
to
spring
fishburne
for
a
while.
So
we
have
that
money
committed
and
at
the
end
of
the
TIF
there
will
probably
you
know
a
good
chunk
of
money
left
over
at
the
end
of
it
that
we
could
obviously
apply
to
more
drainage
projects
within
that
district.
But
for
right
now,
every
year
we
just
kind
of
watch
it
to
see.

that's
really
my
point
here
with
all
of
me-
that
TIF
money
has
to
be
spent
within
the
TIF-
it's
not
available
for
anywhere
from
James
all
the
John's
on
Daniel
any
uh-huh,
and
so
we
use
that
money
to
do
these
kind
of
projects.
First,
not
last,
and
we
shouldn't
have
any
money
left
over
at
the
end
of
the
TIF.
We
should
pay
for
studies
and
things
like
that.
That's
what
it's
for
for
infrastructure
and
this.
I

And
our
intent
is
not
to
use
it
on
sidewalks,
but
just
every
year
whatever's
committed.
You
know
we're
kind
of
looking
at
to
see
what
the
balance
would
be.
So
when
some
of
these
things
come
up,
we
look
at
it
and
say:
okay,
can
we
use
a
tip
for
that,
and
so
we
are
doing
that
all
the
time
you
know
throughout
the
year,
just
watching
the
balances
and
doing
that.

shared
some
information
with
me
earlier
today
that
we've
spent
a
million
4:51,
almost
a
million,
a
half
on
the
Calhoun
West
drainage
improvement
project
to
date,
so
we've
almost
spent
as
much
as
the
TIF
money
you
know
and
so
we'd
be
getting
into
spending
dollars
from
from
the
from
the
bond
from
2012,
which
I
wasn't
mayor
then,
and
some
of
y'all
weren't
on
council.
But
but
the
mayor
and
city
council
approved
a
bond
in
2012
for
water
drainage
projects
that
were
identified
from
the
city's
master
stormwater
plan.

did
not
include
doing
the
project,
but
it
did
include
doing
the
design
for
this
project.
Okay
and
it's
specified
in
the
bond
attorney,
Charlton
justice
or
shared
with
this
with
me
this
afternoon
after
I
talked
with
councilmember,
Seeley
and
Griffin
about
it.
I
want
to
verify
for
myself,
but
it's
the
the
bond
specifies
that
the
forest
acres,
drainage
improvement,
project,
West
Ashley,
be
included
the
Market
Street
drainage,
improvement
project,
the
planning
and
design
work
for
the
Calhoun
West
drainage
improvement
project.
So
it
certainly
was
specified
in
this
bond.
What
we're
approving
tonight.

read
them
in
order,
but
I
can,
if
you
like
me
to
yeah
yeah
such
such
private
projects
include
the
Market,
Street
drainage,
improvement,
project,
division,
two
tunnels
and
shafts
and
division.
Three
surface
collection
system
located
in
Peninsula,
I
think
all
that
applied
to
the
Market
Street
drainage
improvement.
We've
done
the
tunnels
in
the
shaft,
but
we
haven't
done
the
collection,
complete
collection
system
yet,
but
we're
starting
soon.
The
Forest
Acres
drainage
improvement
project
located
west
actually,
which
we
received
award
on
and
we're
starting
phase.

Daniel
and
rec
center

the

that
bond
as
well,
and
then
they'll,
probably
a
little
bit
of
funds
left
over,
possibly
Stonyfield.

council
I've

working

this
project
for
probably
nine
or
ten
years,
and
so
to
get
to
this
point
where
we
actually
have
not
only
got
a
funding
source
we're
breaking
ground.
It's

a

big
Mont
to
stay
so
I,
appreciate,
y'all,
support
and,
and
and
and
the
conjecture
too,
as
well
Councilwoman
Jackson.

know
one
of
the
things
that
really
we
did
as
part
of
the
recreation
center
on
Daniel
Island
was
we
did
a
master
plan
or
a
study
and
developed
a
master
plan
for
recreation
across
Daniel
Island
kinda
hard
to
understand
sort
of
what
the
needs
were
and
where
our
gaps
were,
and
so,
although
we
talked
earlier
this
evening
about
speaking
of
gaps
and
budgets,
but
the
reality
is,
is
recreation
is
a
huge
component
of
what
makes
the
quality
of
life
great
for
our
city
and
so
being
able
to
go
through?
That
exercise.

think
will
be
very,
very
valuable
to
help
building
sort
of
a
road
map
if
you
will
for
recreation
for
our
community
in
the
future.

departments

Corps
of
Engineers?

This
is
a
remarkable
opportunity
for
our
city
and
at
the
help
of
the
Corps
of
Engineers
and
our
federal
government,
we
were
speaking
earlier
in
our
low
budget
workshop
of
the
need
for
additional
dollars
for
all
these
drainage
projects
that
we
need
and-
and
this
is
a
pathway-
a
real
pathway
for
us
to
enable
us
to
be
able
to
get
some
federal
funding
for
some
of
the
projects
that
we
need
so
badly
and
the
way
it
works
is
the
Corps
of
Engineers
does
a
study
and,
and
they
identify
the
projects
that
they
recommend
will
do
the
job
and
and
those
projects
that
they
get.

But
all
four,
including
congressman,
Clyburn,
recognized
our
need.
They.
They
figured
out
a
way
that
they
could
help
us
they
prescribed
to
us
was
a
way
that
would
would
get
us
in
line
for
future
federal
funding
for
projects
that
get
that
stamp
of
approval
from
the
Corps
of
Engineers.
They
plan
to
come
here
tomorrow
to
sign
the
document
with
us,
so
this
high
view
this
as
a
terrific
thing
and
urge
everyone
to
support
it.

any
money
into
it,
so.

thought
it
was
kind

interesting
when
they
deal
when
they
deal
with
the
dredging
of
the
harbor
when
they
got
I,
don't
know
what
it
is
right
now,
but
let's
say
it's
49
feet
and
they're
gonna.
Take
it
down
to
52
feet
that
that
extra
depth
there
there's
a
lot
of
good
sand.

That's
down
there
because
it
hasn't
been
polluted.
I
mean
the
stuff
has
landed
on
top
of
they
gonna
dredge
that
off,
but
when
they
start
deepening
the
harbor
they're
gonna
end
up
with
a
lot
of
sand.
What
they're
requesting
or
what
they
requested
the
city
to
do
was
to
allow
them
to
have
access
or
cross
Morris
Island,
and
that
sand
is
going
to
be
pumped
basically
onto
the
ocean
side
of
Morris
Island
to
stabilize
and
build
up
that
that
area
out
there.

So
it's
counting
to
me
it's
a
kind
of
a
win-win
with
the
city
gets
an
asset,
gets
it
improved.
The
core
has
a
place.
To
put
this
spoil
that
we
can
all
use,
and
so
I
thought
that
was
kind
of
interesting
and
y'all.
Would
want
to
know
that
so,
but
that
was
approved.
The
second
item
was
the
council
has
approved
the
transfer
of
that
agreement
to
manage
the
city,
marina
and
the
parking
facility
down
there
transfer
that
from
the
city
marina
company
to
this.

Yes,
it's
safe,
harbor,
marinas
I
think
is
the
name
of
what
that's
the
safe
harbor
marinas
and
that's
a
very
big
company
and
they're
going
to
be
taking
over
that.
We
did
that,
but
we've
authorized
the
mayor
to
to
kind
of
clean
up
some
paperwork
that
we
need
to
do
so
we
don't
have
to
bring
all
that
back.
So
the
mayor
got
authority
that
we
had
one
activation.
All
those
were
approved
and
so
I
would
move
that
this
report
be
accepted.

In
discussion
this
one
quick
question:
I
know
that
once
we
do,
the
all
the
paperwork
get
the
transfer
over
to
sh
m
and
they
take
over
the
city
marina,
because
they're
a
lessee
not
an
owner,
they
will,
if
they're,
going
to
do
any
capital
improvements
on
their
parking
and
the
like,
they
will
put
together
project
manuals
for
us,
we'll
get
to
see
it
along
in
advance
of
any
breaking
of
ground.
I
want
to
make
sure
that
they
know
we're
interested
in
what
goes
on
over
there,
because
there's,
a
lot
of
work
needs
to
be
done.

And
that
that
was
one
of
the
sole
purposes
or
not
in
the
sole,
but
one
of
the
major
purposes
behind
the
city
marina
selling
out
to
them
was
that
there's
a
lot
of
capital
needs
down
there
at
the
city,
marina,
and
this
neither
the
city
nor
the
city
of
Marina
company
had
the
money
to
do
that.
These
people
do,
and
it's
going
to
be
a
huge
improvement
to
our
assets.
