Description
City of Charleston Committee on Ways and Means 11/23/2021
B
A
C
C
B
A
C
D
Like
to
ask
a
question
in
regard.
D
You
I
believe
we
had
a
vote
at
our
ways
and
means
commission
at
our
last
meeting
and
right
now
we're
we
only
have
12
members
of
council,
including
the
mayor,
and
I
was
just
wanted
to
get
some
clarification.
If
the
vote
is
six
to
five.
Can
the
mayor
vote
to
create
a
tie
because
it
was
reported
out
that
we
had
a
vote
that
ended
six
to
six?
D
And
I
don't
believe
that
is
the
case.
I
know
he
can
vote
to.
D
Five
five
same
deal,
though
say
he
voted
and
I
don't
believe
he
can
vote
to
make
a
tie.
I
know
he
could
vote
to
break
a
tie,
but
I'd
like
some
clarification
on
that,
because
while
we
have
an
even
number
that
could
create
a
problem.
B
A
Yes,
councilman.
E
It's
it's
okay
to
have
a
six
six!
If
we're
only
12.
If
motion
is
six
six,
it
just
doesn't
pass.
I
mean
that's
how
it
works.
We
don't
need
to
send
our
legal
team
off
to
do
a
whole
bunch
of
research.
On
that.
That's
just
the
way
it
is.
I
see
them
nodding,
that's
kind
of
how
it
works
and
when
we
have
13
backs,
then,
if
someone
abstains,
we
can
have
it
again.
Councilman
griffin.
D
I
I
agree
with
you,
but
I
just
think
that's
a
bad
precedent
to
set
if
we
know
that
he's
voting
to
create
a
tie-
and
we
know
that
in
robert's
rules
of
orders,
he
cannot
vote
to
create
a
tie.
We
shouldn't
just
break
the
rules
because
it
makes
sense
or
because
it
seems
logical,
we've
got
to
follow
robert's
rules
of
order.
I.
E
I
can
respond
to
that.
Mr
chairman.
That's
in
an
instance
where
the
chair
of
doesn't
normally
get
a
vote
and
only
votes
if
there
is
a
tie
like,
for
instance,
in
the
senate
of
the
united
states.
But
here
the
mayor
is
a
voting
member
of
our
council
and
so
his
vote's
the
same
as
anybody
of
ours.
So
he's.
F
I
actually
think
that
has
to
be
researched
because,
depending
on
what
side
of
the
issue
you're
on
that
tie
can
prevent
something
from
hap
from
passing.
I
actually
think,
and
we
don't
need
to
get
it
tonight,
but
I
do
believe
councils
have
researched
it.
I
don't
believe
you
can
vote.
I
think
councilman
griffin
is
right
to
create
the
tie
because
it
it
will
prevent
business
from
going
forward
again
depending
on
what
side
of
the
issue
you're
on.
A
G
G
The
mayor
votes
in
all
cases
and
if
there's
a
equally,
if
as
a
result
of
that
cancel,
is
equally
divided,
the
question
is
decided
in
the
negative,
so
you
still
have
to
have
a
majority
even
with
the
mayor
that
doesn't,
he
has
to
recuse
himself.
He
needs
to
be
refused,
but
otherwise
he
gets
to
all
cases
which
is
different
from
robert's
rules,
but
our
ordinance
trumps
roberts.
B
A
Second,
moved
and
properly
seconded
any
discussion
on
bids
and
purchases,
all
in
favor,
say
aye
aye
eyes
have
it
items
moved
and
properly
seconded
all
in
favor,
aye
aye
opposed
the
eyes.
Have
it
item
seven:
six,
I'm
sorry
item
six
move
for
approval,
a
second
moved
and
properly
seconded
any
discussion.
All
in
favor
say.
B
H
B
A
I
Thank
you,
mr
chairman.
The
joint
committees
on
real
estate
and
recreation
met
yesterday
afternoon
at
three
o'clock.
We
addressed
a
handful
of
items
that
were
of
joint
importance
to
both
committees.
The
first
one
is
an
ordinance
authorizing
the
mayor
to
execute,
on
behalf
the
city,
a
licensed
agreement
between
the
city
of
charleston
and
the
charleston
boxing
club.
I
I
There
are
accommodations
to
allow
for
the
property
to
be
used
for
the
community,
and
the
second
floor
has
also
been
renovated,
but
there's
some
restrictions
on
access
to
the
second
floor.
We
will
have
a
city
employee
who
will
open
and
close
and
do
just
general
oversight
of
the
property,
but
they
have
a
certain
schedule
available
as
to
the
use
of
this
property.
We
unanimously
approved
for
that
property
for
that
agreement
to
be
executed
by
the
mayor,
and
I
so
move
second.
C
Okay,
it
said
on
the
second
floor.
They're
gonna
have
some
things
that
you
can't
do
so
far.
The
second
floor
that
mean
for
handicap
or
something
like
that
for
people
who
are
handicapped
or
something
go
up.
The
second
floor,
because
the
neighborhood
association
normally
used
that
building,
which
is
our
north
central
neighborhood,.
A
That
issue
came
up
in
in
our
meeting
and
the
reason
why
we're
not
saying
the
second
floor
should
be
used
for
community
meetings
is
because
of
the
accessibility
issue.
C
C
Yeah,
okay
11
o'clock
and
see
normally
when
we
had
meetings
there
in
north
central,
the
boston
club
was
going
on
the
same
time
promised
to
hit
a
trumping
upstairs
and
that's
where
the
neighborhood
association
was
using,
that
building
for
years
and
years
and
years
and
years
for
the
neighborhood
meeting
for
the
north
central
and
once
the
it
was
closed,
then
we
were
using
councilman
former
council
member
james
lewis
church
to
have
the
meeting
you
see.
So
that's
a
little
different.
E
B
B
Chairman,
I
had
one
reminder.
A
B
Joint
committee
did
amend
the
license
agreement
to
allow
for
three
renewal
periods
of
five
years
each,
so
the
total
term
would
be
for
a
total
of
20
years.
I
Item
b
is
a
lease
agreement
between
the
city
of
charleston
and
the
south
carolina
aquarium.
This
is
to
allow
them
to
use
and
lease
the
ground
floor
of
the
maritime
center
they're,
going
to
spend
approximately
five
million
dollars
to
renovate
that
property.
This
is
extensive
renovations
to
accommodate
them
for
educational
use.
I
see
I
think
I
saw
kevin
mills
here
earlier.
I
Yeah
there
he
is,
I
see
him
run
my
line
of
sight.
This
is
a
wonderful
opportunity
to
take
a
piece
of
property
that
the
city
owns.
That's
been
underutilized.
I
A
I
A
G
I
B
I
E,
I
to
me,
is
approval
of
a
facility
rental
between
the
city
of
charleston
and
saint
andrews
parks.
This
was
also
the
other
item
that
we
held
as
part
of
the
joint
meeting
with
recreation,
that
was
for
the
smrt
swim
team
from
november
of
2021
to
march
of
2022,
and
that
was
also
unanimously
it
for
approval,
and
I
shall
move
second.
C
Yes,
that's
the
ml
kingpool,
no,
no
saint.
I
I
Now,
item
f
is
the
recommendation
for
the
annexation
at
326
gettys
avenue,
and
that
also
was
approved
unanimously.
United
still.
I
Mr
chairman,
the
other
two
items
about
executive
session
were
deferred
for
full
council
and
we'll
take
that
out
later
on.
I
do
have
a
presentation
to
make.
If
you
give
me
just
one
second,
I
left
on
all
council
members
desk
a
pin.
I
was
able
to
visit
the
president
johnson
library
in
the
university
of
texas
in
austin.
I
It
was
a
wonderful
experience
and,
mr
chairman,
I
picked
up
something
I
want
to
give
you
say:
paperweight
and
we've
been
discussing
several
things
the
past
several
months
and
the
paperweight
has
inscribed
on
it.
The
following.
I
H
Chairman,
you
did,
you
didn't
see
me,
we
moved
past
number
nine,
but
with
fire
station
number,
16,
councilman
waring-
and
I
went
out
there
this
afternoon
and
and
took
a
look
at
fire
station
16,
and
I
appreciate
what
we're
doing
here
for
these
renovations
that
fire
station's
in
very,
very
bad
shape.
I
mean
when
you
can
push
on
a
wall,
that's
an
exterior
wall
and
the
wall
moves.
We've
got
bad
problems,
there's
there's
serious
issues
with
that
fire
department
on
ashley,
hall,
plantation
road,
and
I
hope
you
know.
H
A
I
I
was
just
going
to
echo
what
councilmember
sheila
had
mentioned,
and
I've
talked
to
chief
curry
about
the
status
of
that,
and
I've
asked
him
that
he's
going
to
try
to
arrange
an
opportunity
for
all
of
us.
If
we're
so
inclined
to
do
this.
There
are
several
other
stations
that
sort
of
are
in
need
of
our
attention
and
have
asked
them
to
put
together
a
by
geographic
location,
a
series
of
these
fire
stations
and
then
set
up
a
time
that
we
can
go
by
and
look
at
them.
I
F
Just
want
to
follow
up
and
second
everything,
those
two
gentlemen
just
said,
but
I
tell
you
one
thing:
I
wanted
to
point
out,
given
a
a
a
subpar
environment,
the
attitude
of
those
men
was
so
positive
man.
I
couldn't
tell
you
how
positive
those
men
in
that
fire
station
were
so
we
all
got
to
do
what
we
can
do
to
get
a
better
place
for
them,
but
I
had
a
second
thing.
I
wanted
to
talk
about
as
well.
Going
back
on
the
agenda
to
the
king
street
location.
F
I
brought
this
up
during
the
meeting,
but
had
a
good
conversation,
but
I
don't
know
if
we
had
it
resolved.
F
Ms
dungy
is
still
with
us
and
I
I
do
believe
it
would
be
great
if
we
can
get
her
around
to
see
how
that
place
came
out.
So
I
don't
know
whether
we
can
get
something
scheduled
councilman
mitchell,
but
the
joy
that
we
saw
when
we
toured
the
place.
I
would
hope
she
could
see
as
well.
Okay,.
B
F
Never
forget
the
experience
that
my
father
and
our
family
experienced
mr
mia.
When
the
wearing
senior
center
was
dedicated,
he
was
there.
He
saw
it
he's,
probably
looking
down
on
it
right
now,
but
he
saw
at
eye
level
just
like
the
rest
of
us
and
that's
a
gift
that
he's
had
in
our
family
would
carry
us
for
the
rest
of
our
lives.
I
I
would
hope
miss
reverend
dungey
can
experience
this
thing.
A
And
we
need
to
do
it
soon.
I
I
think
we'd
need
to
have
some
discussion
with
with
councilman
saccharin
to
make
it
happen,
and
I
will
do
that.
