City of Charleston Ways & Means Meeting - November 27, 2018
B
B
Your
help
is
violence
continue
to
proliferate
throughout
our
country,
help
us
to
help
each
other
defend
off
the
opposition
and
to
make
everyone
realize
what
is
most
important.
Most
important
in
our
lives
is
God,
not
a
being,
but
God
is
being
and
God
is
all
and
help
us
as
spiritual
warriors
to
reach
for
all.
A
Thank
you
first
item
of
the
second
item.
Agenda
is
approval
of
minutes.
We
have
October,
9th
and
23rd.
November
13th
has
been
referred
all
those
in
favor
signify
by
saying
aye.
Those
opposed
now
is
haven't
item
3s
bids
and
purchases
in
discussion.
All
those
in
favor
signify
by
saying
aye
I
was
opposed
and
ice
had
item
4
is
parks
and
capital
projects,
approval
of
the
fire
department,
staff
van
highway
fire
611
under.
C
D
A
E
I
just
had
a
question
on
that.
I
know
we're
moving
this
control
panel,
evidently
from
a
room
into
the
dugout
area,
but
it's
a
remote
control
system
is
it?
Is
it
necessary
to
move
that
and
is
that?
What
is
that
costing
us
to
move
this
from
the
storage
room
into
the
dugout,
and
is
that
actually
necessary
if
it
can
be
controlled
remotely.
F
Yes,
councilmember,
it
actually
is
necessary.
It
makes
for
more
efficient
operations
out
there
and
what
we're
doing
is
we're
relocating
the
the
electrical
conduits
to
a
closer
location.
So
there's
a
number
of
things
we're
doing
the
utilities
to
get
to
that
point,
and
then
it's
remote
access
from
there
right
now.
It's
basically
buried
underneath
the
stadium.
So
we
can't
get
a
signal
out.
A
Any
further
questions
comments:
none
all
those
in
favor
signify
by
saying
aye
those
opposed
now,
let's
have

the
Northwood

emergency
stolen

pipe

in
the

of
98
thousand

councilman
Moody,.
G
D
Have
presentation
women?
Yes,
we
have
a
presentation
that
public
works
yesterday
very
good
presentation.
This
phase
that
was
presented
with
I
think
9
million
dollars
in
the
project
costs
have
been
reduced
to
be
within
50
million.
Obviously
the
mayor
can
address
that.
But
okay,
great
presentations
wait
for
my
report.
A
No
skipping
ahead
all
right
any
other
discussion
hearing,
none
all
those
in
favor
signify
by
saying
aye.
Those
opposed
now
is
have
it
item.
10
is
the
approval
of
the
berber
Burberry
wood,
improving
professional
service
contract
fee
amendment
number,
one
with
Davis
employed
any
discussion,
all
those
in
favor
signify
by
saying
aye
those
opposed.
No,
it's
habit
item
11
his
approval,
stormwater
system,
cleaning
and
inspection
services.
Okay,
any
discussion
hearing,
none
all
those
in
favor
signify
by
saying
aye
aye.
Those
opposed.
No
it's
habit.
Item
12.
A
Is
this
role
more
cleaning
description,
in-depth
in
the
contract
and
this
one
is
with
Edie's
construction
company,
any
discussion
sure
all
those
in
favor
signify
by
saying
aye,
and
he
opposed
the
eyes
habit.
Item
13
is
legal
department
resolution
to
authorize
a
municipal
associations.
I'll
contact
is
a
claimant
agency
to
collect
debt
on
behalf
of
City
Charleston
record
in
discussion,
Katherine
Moody.
G
H
That's
correct
that
will
be
paid
by
the
door.
We
don't
pay
any
fees
to
the
Municipal
Association
to
do
this
service.
For
us,
this
is
actually
just
a
housekeeping
type
of
thing.
We've
received
a
request
from
the
Municipal
Association
to
redo,
passing
the
resolution
and
the
ordinance
we've
already
done
this
a
few
years
ago,
and
once
you
do
it,
you
don't
typically
have
to
do
it
again.
It's
on
file
and
they'll
continue
to
do
the
service
for
us,
however,
they
decided
to
change
the
forms
and
change
the
wording
of
the
ordinance
just
a
little
bit.
H
They
changed
a
couple
of
words
like
the
word
fee
to
cost
and
they
changed
the
fees
or
the
costs
that
are
associated
to
be
up
to
$25.00
per
claim,
instead
of
just
$10
per
claim,
which
is
what
the
old
ordinance
said.
So
they're
very
minor
changes
just
to
be
in
line
with
the
current
act.
The
set-off
debt
collection
act
and
that's
the
reason
that
it's
back
before
you
again
today,
but
it
is
in
place
now-
and
this
is
just
to
continue
the
services
onward.
G
A
G
Amending
the
real
estate
committee
met
a
little
bit
ago.
We
had
four
items
item.
One
was
approval
of
that
memorandum
of
understanding
with
the
school
district
on
Stonyfield.
We
we
did
amend
that
and
authorized
the
mayor
decided
upon
the
clarification
that
we
were
asking
over
the
2.2
million
dollars.
That
stated
in
here.
We
think
there's
going
to
be
basically
another
million,
that's
going
to
be
added
to
that
by
our
work
done
by
the
school
district.
We
wanted
clarification
on
that
and
we
also
since
we
owned
the
property.
G
Cute,
that's
not
the
one.
The
ordinance
that
changed
the
boundary
on
the
profit
is
within
the
city.
The
James,
Island,
Public,
Service
District
needs
a
piece
of
land.
They
already
have
two
Lots.
They
needed
the
third
month
to
do
a
fire
station
out
there.
So
we
approve
that
the
update
on
the
small-cell
ordinance
and
guidelines.
G
We
had
some
discussion
on
that
I
put
on
everybody's
table
some
information
from
AT&T
on
that
I
think
the
discussion
was
that
we
need
to
approve
this
ordinance
and
the
guidelines
tonight
to
go
we're
under
a
litigation
with
a
company
called
crown
castle,
and
we
need
to
go
ahead
and
approve
this
everybody,
including
our
staff
and
in
AT&T
and
Crown
Counsel.
They
all
said
it's
not
a
perfect
ordinance,
but
everybody
seemed
to
be
willing
to
work.
So
we
approved
that
item
and
we
passed
it
unanimously.
There
were
three
annexations
that
were
all
approved.
