Description
City of Charleston Committee on Ways and Means 2/9/2021
A
And
mr
chairman
velvet
just
sent
me
a
text,
I
think
we
have
everyone
on
we're
just
waiting
for
council
member
wearing,
but
everyone
else
is
on.
B
B
C
B
Still
waiting
for
council
member
wearing.
B
D
Thank
you,
mr
chairman.
Let
us
set
about
doing
the
will
of
the
people
of
charleston
and
instill
julian.
Let
us
be
people
of
good
will.
Therefore,
we
pray
that
the
lord
bless
us
and
keep
us
the
lord.
Let
his
face
shine
upon
us
and
be
gracious
unto
us.
The
lord
look
upon
us
kindly
and
give
us
peace,
amen,
amen,.
B
E
Yeah,
I
just
wanted
to
point
out-
and
y'all
probably
saw
the
article
on
this
in
the
paper
the
other
day,
but
just
to
thank
our
staff
to
be
on
the
lookout
for
these
available
grants
as
they
come
along.
I
understand
the
last
time
we
did
a
major
update
to
the
breathing
apparatus
was
back,
I
think
in
2008,
and
at
that
time
we
just
bore
the
whole
cost,
but
through
the
general
fund,
and
so
if,
if
we're
successful
with
the
grant,
it
will
save
our
city
substantial
dollars.
E
B
B
E
B
D
I
just
wanted
to
say
that
if
we
had
any
questions,
I've
talked
to
chief
croria
about
this
purchase.
This
is
a
grant,
and
these
these
things
have
a
pretty
good
light
shelf
span.
This
is
a
grant
application,
hopefully
for
the
full
maximum.
D
All
these
things,
but
chief
courier's
on
I
see
him
available
and
I
was
just
gonna
suggest
we
had
any
questions
about
what
this
is,
but
this
is
essential
equipment
that
the
fire
department
needs
to
send
their
men
and
women
into
to
battle
to
fight
fire,
so
we
they
need
to
have
it
and
this
grant's
available,
and
it's
essentially
important
for
them
to
have
this
money
in
this
application.
D
F
You
know
I
was
just
giving
my
patented
thumbs
up
to
express
profound
appreciation
and
approval
for
this.
So
hats
off
to
everybody
involved.
A
B
The
eyes
have
it
item
number,
seven,
one:
third,
okay,
the
real
estate
chairman.
D
B
D
Thank
you,
mr
chairman.
The
real
estate
committee
met
yesterday
afternoon
at
two
o'clock.
We
have
several
items
on
our
agenda.
The
first
item
is
item
a
this
is
a
renewal
of
a
thousand
143
surface
parking
spots
on
the
corner
of
fishburn
and
higgin
avenue
it's
for
a
three-year
lease
with
two
one-year
options.
D
D
D
Mr
yonah
is
on
the
line.
To
answer
any
questions,
however,
the
good
thing
about
it.
At
the
end
of
the
lease
we
we
keep
the
property.
We
keep
the
improvements
on
the
property,
so
it's
a
big
win
for
the
city.
We
get
these
55
units
for
low,
affordable
housing.
D
G
G
They
in
fact
will
need
nine
hundred
and
twenty-five
thousand
dollars
in
2019
ways
and
means,
and
council
allocated
approximately
two
million
dollars
towards
the
low
line
housing
development
from
bond
funds.
Fortunately,
they
will
not
need
that
amount,
but
they
will
need
an
increase
from
what
I
previously
reported
increase
is
needed,
because
we
ask
them
to
increase
the
number
of
units
at
the
30
percent
threshold.
G
We
wanted
to
do
that
because
we
recognize
and
the
numbers
bear
this
out
from
the
comprehensive
plan
and
otherwise
that
units
in
that
particular
category
are
often
needed
more
so
than
any
other
income
threshold,
and
so
they
accepted
that
challenge
from
us,
but
ask
that
additional
funding
because
of
the
lower
rents
being
offered
there
would
be
available
to
them.
And
so
I
wanted
council
to
be
aware
of
that.
G
So
the
rental
mix,
if
you
will
relative
to
these
units,
would
be
11
units
at
30
percent,
ami
15
units
at
50,
ami
six
of
15
units
at
60,
ami
and
14
units
at
80,
ami
and
that's
area
median
income.
G
And
while
I'm
talking
about
this
development
staff
estimated
many
years
ago
and
also
brought
to
council
that
the
infrastructure
which
primarily
consists
of
parking,
would
be
estimated
at
a
cost
of
1.7
million.
That
cost
based
on
the
proposal
when
we
have
met
with
them
a
number
of
times
since
then
would
be
750.
G
000,
so
across
the
board,
the
city
would
be
saving
both
funding
from
bond
dollars
as
well
as
tif
dollars
that
have
been
allocated
to
this
project,
and
so
I
wanted
council
and
real
estate
to
be
fully
apprised
of
those
dollar
amounts.
Thank
you.
D
Thank
you
for
that,
and
the
committee
unanimously
approved
the
recommendation
for
full
accounts
for
this
committee
to
approve
that
resolution.
H
I
do
thank
you,
madam
clerk.
Miss
shaw
johnson,
I'm
a
vote
for
this,
but
with
those
income
levels
being
met,
how
will
this
cash
flow
to
provide
capital
monies
for
improvements?
You
know
15
years
down
the
line
20
years
down
the
line,
but
maybe
when
the
roof
needs
to
be
replaced
and
the
hvac
systems
need
to
be
replaced,
I
mean
how
does
that
how's
that
work?
You
know
some
of
those
affordable
housing
projects
with
humanities
foundation,
20
years
down
the
line
randomness.
Oh
some
cash
flow
issues.
F
Thank
you,
mr
chairman.
I
just
have
to
note
for
the
record
that
I
need
to
recuse
myself
on
this
item
due
to
a
conflict
thanks.
D
C
Well,
this
is
not
a
question,
mr
chairman,
but
I
feel
that
we
should
go
ahead
and
approve.
This
is
something
I'm
a
long
way
to
come
before
us
and
I
think
it's
very
much
needed,
and
then
it's
in
the
district
I
represent
and
I'm
staying
abreast
of
all
this
all
the
time.
So
I
think
we
need
to
let's
go
on
with
this
and
just
have
it
approved,
so
we
can
get
something
started
with
some
more
affordable
housing
in
the
area.
B
Anyone
else
mayor,
teklenberg.
E
I
guess
I
would
just
like
to
thank
staff
for
all
their
work
on
this
number
one
and
and
number
two,
even
though
the
developer
is,
you
know
from
greenville,
and
we
own
the
property.
You
know
we
do
call
it
the
low-lying
property
and
just
a
reminder.
That's
because
we
wouldn't
we
wouldn't
have
bought
this
property,
if
not
for
the
efforts
of
the
friends
of
the
lowline
to
bring
us
the
the
norfolk
southern
property
which
this
was
a
part
of.
Of
course.
E
We
subdivided
it
off
or
it
was
a
separate
parcel
already,
but
anyway,
it
kind
of
goes
together
with
that.
That
holistic
concept
plan
that
we
approved
in
december,
of
improving
the
low
line
and
not
letting
that
be
be
a
detriment
to
affordable
housing,
but
in
fact,
utilizing
the
low
line
to
increase
the
supply
of
affordable
housing.
So
anyway,
I
just
thought
I
would
remind
everybody
that
it's
it's
all.
D
So,
mr
chairman,
the
committee
recommended
unanimously
approval
of
item
b.
It
does
not
asset
item
c.
It
was
a
resolution
to
allow
the
mayor
to
execute
documents
necessary
to
accept
from
the
south
carolina
department
of
transportation,
approximately
0.31
acres
of
a
chunk
of
land
that
is
near
the
september
clark
exit
ramp,
I'm
on
to
king
street.
This
is
off
of
us
17..
D
This
would
also
allow
for
potentially
two
more
units
of
affordable
housing
to
be
erected
on
that
property,
which
would
hopefully,
if
we
can
carry
this
out,
add
to
our
inventory
of
affordable
housing
for
the
city.
That
item
also
was
approved
unanimously,
and
the
final
final
item
was
to
approve
the
application
for
annexation
of
a
property
located
at
2180p
parkway
drive
in
council
member
appel's
district.
That
also
was
approved
in
the
next
week
as
well.
I
move
that
items
a
b,
c
and
d
of
the
real
estate
agenda
be
adopted
by
this
committee.
C
D
I
I
did
want
to
bring
up
one
thing:
we
did
go
into
executive
session
to
discuss
some
legal
issues
dealing
with
a
parking
garage
on
west
edge.
I
think
it
was
number
99
west
edge.
No
action
was
taken
with
that
discussion
that
we
went
into
with
executive
session.
Mr
chairman,.
D
B
Okay
got
to
be
done
anything
else.
That's.
B
Okay,
could
you
scroll
up
just
a
bit
more?
Thank
you.
Is
there
anything
else
to
come
before
the
committee.
