the
council

this
committee

give
him
a
few
minutes
just
to
sort
of
highlight
where
we
are
with
carter
on
our
budget.

Ron,
mr
chairman
members,
council
good
to
be
with
you
today.
Just
very
briefly.
This
is
for
our
fiscal
year
that
begins
in
october
next
september.
This
is
a
requirement
of
state
law
that
we
bring
this
to
you,
you'll
notice.
The
budget
is
a
little
bit
different
in
2021
than
2020
a
few
adjustments,
obviously
dealing
with
a
pandemic
and
dealing
with
a
lot
of
unknowns.

So
this
proposed
budget
that
we
had
approved
by
the
carter
board
and
taken
to
our
member
governors
will
change,
as
things
become
a
little
bit
clearer,
you'll
notice
that
there
are
a
good
bit
of
capital
expenditures
planned
next
year.
I
am
pleased
to
report
that
we've
been
able
to
obtain
enough
indiscretionary
funds
and
competitive
grant
funds
where
we're
competing
with
systems
all
over
the
country
that
we're
going
to
be
able
to
replace
all
those
1996
buses.

So
obviously
we
are
probably
going
to
be
at
the
25
25-year
million-plus
miles
on
the
1996's,
where
we
replace
them
that
so
that
number
may
go
up
if
we're
able
to
acquire
more
within
the
fiscal
year,
but
we're
you
know
when
we
order
a
bus,
we
have
to
order,
we
can't
buy
them
off
the
lot,
so
it
takes
a
while
for
production
to
occur.
We
have
to
buy
american
and
so
there's
only
a
few
bus
manufacturers
in
the
country
so
we're
competing
for
manufacturing
space
with
all
the
other
systems
out
there.

We
also
have
it
here.
Funding
for
the
construction
of
the
hotlot,
which
is
the
mount
pleasant
street,
parcel
that
we
acquired
from
the
city
which
the
city
acquired
from
norfolk
southern
we're
sort
of
finalizing.

No
issues
financially
to
report
been
handling
the
pandemic,
pretty
well
from
a
safety
perspective,
as
well
as
a
revenue
expenditure
perspective
still
providing
service.
Obviously
it's
been
down,
but
not
the
worst
thing
when
we
want
a
little
bit
of
social
distancing
on
the
buses
anyway,
so
I
think
we're
meeting
the
need
based
on
the
ridership.
We
see
the
revenue
that's
coming
in
most
of
the
folks
who
are
riding
are
folks
who
are
trying
to
get
back
and
forth
to
work.
Obviously,
our
tourists
are
down.
Our
students
are
obviously
not
there
yet.

I
really
appreciated
getting
a
minute
to
look
over
your
your
budget,
and
my
training
in
general
management
was
always
look
for
the
variances,
so
I
I
think
you've
got
some.
You
know.
Big
changes
between
budgeting
last
year
and
budgeting
this
year
on
the
positive
side,
looks
like
capital
revenues
and
capital
expenditures,
and
then
I
see
a
big
change
in
the
in
the
federal
number.

So
I
mean
that's
from
the
cares
act,
deliveries
that
you
were
talking
about
in
the
in
the
written
part
of
the
budget
or
where
money
coming
from.

Yes,
ma'am,
you
could
see
that
if
you
look
at
the
revenue
side,
we
did
see
a
reduction
in
the
sales
tax
revenue
from
charleston
county.
Fortunately,
we
were
able
to
pick
up.
That
cares,
act
funding,
and
so
we
were
able
to
pretty
much
replace
that.
So
that's
the
big
difference
you
see
in
the
revenues
on
page
one
and
then
on
the
capital
side,
that
big
jump
in
in
rolling
stock
is
from
the
discretionary
funds,
and
it's
actually
more
than
that.

But
this
is
the
amount
we
expect
to
expend
during
this
fiscal
year,
because
we
we
don't
anticipate
that
that's
22
units
22
buses
that
we'll
be
replacing
that
are
96's
but
based
on
production
schedules.
I
don't
think
we'll
get
all
those
within
the
next
fiscal
year.
Some
of
that
money
will
fall
into
the
following
fiscal
year.

Yeah
we're
we're
actually
trying
to
look
at
how
we
can
provide
some
of
the
required
service
for
paratransit
more
affordable.
You
know,
by
by
federal
law,
we
have
to
operate
a
complimentary
paratransit
service
for
anybody
who
is
qualified,
they're
handicapped
disabled
in
some
way,
there's
a
certification
process,
so
we
have
to
provide
them
with
sort
of
custom
transportation
if
you
will
so
those
are
the
smaller
teleride
vehicles
that
you
see.

They
have
to
meet
certain
requirements,
obviously,
but
we
believe
we
can
save
a
lot
of
money.
Obviously
you
know
we
looked
at
certain
clients.
We
looked
at
what
it
cost
for
us
to
transport
them
downtown
to
the
medical
university
back
for
medical
appointment
and
what
it
would
cost
if
we
used
uber
or
lyft,
and
we
could
save
a
good
bit
more
money.

replace
those
old
buses,
particularly
with
electric
buses.
I
know
will
take
a
little
time,
but
I
think
everyone
will
be
excited
as
those
new
buses
come
into

fleet
number

with
regards
to
the
hot
lot
operation
of
putting
cash
in
frankly
is
going
to
be
difficult
for
the
city
for
the
next
little
while,
but
I
did
want
to
share
with
you
councilmember
waring

I
both
serve
on
the
board
of
charleston
water
service
and
we've
identified
a
property
that
we
hopefully
be
able
to
add
soon
to
some
parking
capacity
on
marston
drive
or
it's
right
on
the
hot
route.
So
to
speak.

such
time
as
you
get
mount
pleasant
street,
you
know
improved
up
there.
So
I
wanted
to
make
you
aware
of
that
and
thank

to
councilmember
waring
for
helping
make
that

is
given
that
cardo
was
able
to
receive
funding
from
the
cares
act
and
local
governments,
like
the
city
of
charleston,
have
not
been
able
to.

transit

councilman

we

dramatic
changes

occurring

the
peninsula
as
far
as
hotels
and
employment
centers,
and
so
we're
we're
going
to
be
looking
this
year.

we'll

that's

rather

afternoon
our
first
item
of
business,
was
to
provide
the
mayor
with
authorization
to
execute
a
memorandum
of
understanding
between
the
epic
center
in
the
city
of
charleston.
You
should
have
received
all
of
you
a
revised
version
of
this
memorandum.

We
changed
the
name
of
the
company
to
developer,
as
opposed
to
owner
and
on
page
two
of
the
agreement,
and
this
is
where
our
hour-long
discussion
went
into
executive
session
and
after
executive
session.
We
came
up
with
this
proposal,
which
is
reflected
in
paragraph
one
under
article
number,
four
other
material
provisions,
and
we
added
this
phrase
in
here.
In
the
event,
the
public
infrastructure
improvement
agreement
is
not
completed
and
executed
by
the
parties
here
to
within
12
months
of
the
date
thereof.

agreement
and
all
rights,
duties
and
obligations
of
the
party
here
under
shall
terminate
unless
extended
by
the
written
agreement
of
the
parties.
That
sounds
like
a
lawyer
wrote
this
document
anyhow.
That
was
where
we
spent
most
of
our
time
inserting
this
language,
and
we
unanimously
approved
this
as
amended.
So
we
would
ask
that
the
council
committee
on
ways
and
needs
adopt
us
as
amended
for
your
consideration.

All

okay,
item
b,
we
had
a
another
discussion
on
re:
the
reuse
of
property
at
two
race
street.
This
is
that
a
one-story
building
located
right
across
the
street
from
a
couple
restaurants
y'all
probably
would
recognize,
and
so
it
needs
to
be
rezoned
for
height
variances
as
well
again.
The
committee
agreed
to
recommend
that
they
go
to
the
planning
commission
for
rezoning.
I
appreciate
councilmember
jackson
and
and
we're
working
on
this
and
bringing
it
to
our
attention.

There's
no
action
needed
on
this
side
of
information,
we'll
watch
it
as
it
goes
through
the
planning
process
on
the
reuse
of
this
very
valuable
and
very
well
located
piece
of
property
for
affordable
housing
and
then,
finally,
we
accepted
the
gift
from
the
rotary
club.
This
is
the
fountain
at
marion
square.
We
did
beat
back
a
motion
by
councilmember
appel,
the
name,
the
honor
as
the
city
official
animal.
