Description
City of Charleston Committee on Ways and Means 4/12/2022
B
I
had
the
honor
of
attending
a
jesuit
institution
for
undergrad,
and
this
is
a
short
prayer
in
the
jesuit
tradition
in
spirit
holy
one.
We
come
to
you
today
asking
for
your
guidance,
wisdom
and
support.
As
we
begin.
This
meeting
help
us
to
engage
in
meaningful
discussion,
allow
us
to
grow
closer
as
a
group
and
nurture
the
bonds
of
community
fill
us
with
your
grace,
lord
god,
as
we
make
decisions
that
will
affect
the
citizens
of
our
city
and
continue
to
remind
us
that
all
that
we
do
here
today.
B
A
A
I
would
recommend
that
we
move
forward
with
the
discussion
at
the
ad
budget
ad
hoc
committee
on
whether
or
not
we
should
raise
that
limit
and
the
reason
why
I
think
that
we
should
is
one
it'll
save
time.
A
Two.
A
lot
of
the
bidding
process
requires
folks
to
go
through
the
applications
if
it's
over
40
go
through
the
applications,
make
recommendations,
etc,
etc.
But
again
I
just
think
that
there's
something
that
we
need
to
discuss
during
our
ad
hoc
committee
meeting
and
talk
about
the
pros
and
cons
or
even
whether
or
not
we
should
just
leave
it
where
it
is.
Okay,
all
in
favor,
say
aye
the
eyes
have
it
item,
four
move
for
approval,
moved
and
properly
seconded
just
a
question
on
item
four.
A
I
know
the
city
had
allocated
some
money
to
the
low
line.
I
think
about
250
000
and
I'm
wondering
mayor
whether
or
not
that
250
can
be
a
part
of
our
match
for
this
grant
or
or
we've
also
been
hearing
from
the
friends
of
the
lowline
that
they
are
also
raising
money.
A
C
Could
just
respond
and-
and
you
all
got
this
letter
from
them-
committing
to
help
us
fund
the
match,
but
regarding
that
initial
250
000,
that
was
for
design
and
professional
services,
that
they
are
been
actively
working
on
and
that's
right.
Their
costs
have
exceeded
that
amount.
So
clearly,
they've
been
raising
money
to
cover
those
costs.
Scott
parker
and
design
works
have
proceeded
with
a
pretty
amazing
plans
so
far.
C
They
need
to
come
back
for
some
additional
public
engagement,
but
honestly
for
this
match,
we
we
need
to
look
to
the
funds
that
we
already
allocated
loosely
from
the
cooper
river
tiff
district,
and
you
know,
if
we're
blessed
enough
to
get
a
seven
million
dollar
request
from
from
the
bill
grant
raise,
grant.
They
call
it
now
boy
it'll
be
a
worthwhile
endeavor.
Okay,.
A
Thanks
for
that
reminder,
because
they
did
do
a
lot
of
design
work.
However,
I
still
would
like
to
know
what
funds
they
have
raised
and
secure
for
this
project.
A
We've
been
hearing
about
it
for
some
time
now
and
I
think,
as
we
move
closer
to
our
reality,
we
need
to
get
a
sense
of
where
the
money
is
and
whether
or
not
we
can
in
fact
participate
at
the
level
that
we
may
have
to.
If
they
haven't
raised
some
money.
That's
the
only
reason
I
bring
it
to
the
floor,
all
in
favor
say
aye
the
eyes
have
it
item
5.
A
Moved
improperly
seconded
in
the
discussion,
all
in
favor,
say,
aye
item
six
parks
and
capital
projects,
move
for
approval
in
the
discussion,
all
in
favor,
say:
aye
the
eyes
have
it
item
seven
moved
and
properly
seconded
any
discussion,
all
in
favor,
say:
aye
the
eyes
have
it
item
eight
parks
and
capital
projects
john's
island
fire
station
number,
twenty.
Second,
any
discussion,
all
in
favor,
say
aye
the
eyes
have
it
and
now
I'll
call
on
chairman
appel
to
give
us
a
real
estate
report.
D
Thank
you,
mr
chairman.
The
real
estate
committee
met
yesterday
afternoon
and
we
finished
on
time.
It
was
a.
It
was
a
sight
to
behold.
The
first
item
we
took
up
was
an
ordinance
to
authorize
the
mayor
to
enter
into
a
lease
agreement
with
the
city
of
foley
beach
regarding
milford
street.
Basically,
the
city
folly
beach
needs
to
park
some
vehicles
over
on
milford
street
councilman.
Seeking's
asked
a
really
good
question
about.
You
know:
we've
been
hearing
a
lot
about
us.
You
know
outgrowing
milford
street.
D
How
are
we
gonna
swear
that
with
this,
and
we
were
assured
by
staff
that
it
wouldn't
be
a
problem
so
that
passed
unanimously?
Then
we
considered
a
utility
easement
with
dominion
for
a
development
on
meeting
street
in
order
to
facilitate
some
underground
power
lines.
D
D
The
next
item
we
took
up
was
an
ordinance
to
close
an
abandoned
ackerman
court
which
had
been
prior,
which
had
received
the
prior
approval
of
council
that
was
approved
unanimously
and
then
finally,
we
unanimously
approved
a
resolution
to
authorize
the
use
of
approximately
500
thousand
dollars
from
the
city's
allocation
of
charleston
county
urban
greenbelt
funds
to
fund
a
conservation
easement
acquisition
over
at
the
oakville
track
by
the
johns
island
airport.
I
think
a
great
win-win-win
all
around
and
to
round
it
all
off.
D
We
had
a
slew
of
annexations,
touching
councilman
brady's
district
councilman,
waring's
district
and
three
separate
properties
coming
into
the
city
of
charleston
over
in
riverland
terrace,
which
is
a
great
move.
We
need
more
of
that
to
happen
over
in
riverland
terrace
and
those
were
all
unanimously
approved
as
well.
And
that
concludes
my
report.
We
need
to
have
a
motion
to
approve
second.
A
All
right
moved
in
properly
seconded
that
we
approved
the
committee
on
real
estate
report
as
submitted
all
in
favor,
say:
aye
aye
the
eyes
have
it?
Is
there
anything
else
to
come
before
this
committee?
Yes,
council
membership.
E
Mr
chairman,
thank
you.
One
of
the
things
we
voted
on
for
business
purchases
dealt
with
the
joe
ali
park
and
I
just
want
to
give
a
huge
shout
out
to
our
parks
department,
any
of
us
who
were
there
for
opening
night
at
the
joe
raleigh
park
last
friday.
It
was
tip-top
shape.
It
was
a
beautiful
setting.
E
It
was
great
to
I
was
sending
it
outside
with
dave
eccles
when
the
mayor
was
playing
the
spangled
banner
and
just
to
see
the
number
of
people
out
there
in
the
crowd
just
really
heartwarming,
and
I
think
everybody
really
enjoyed
themselves.
The
park
was
a
really
really
good
shape
and
I
think
that's
just
a
tribute
to
jason
and
his
crew
and
what
that
we've
been
doing
with
that
with
the
joe
wallace.
I
just
want
to
give
a
little
shout
out
to
them
for
all
the
work
they've
done.
Thank
you.
C
We
approve
just
for
the
record
on
on
number
five,
our
our
grant
award
with
the
national
league
of
cities
and
by
the
way
I
recommend
council
members
who
haven't
participated
with
national
league
to
check
them
out,
but
just
to
let
you
know
that
mindy
stern,
with
our
with
our
mayor's
office
of
families
and
children
and
amber
johnson,
have
really
been
engaged
for
the
last
year
with
a
lot
of
banks,
local
banks,
a
coalition
of
folks
that
are
increasing
what
what
you
would
call
financial
literacy
among
our
neighbors
and
citizens
who
need
those
kinds
of
services.
C
C
I
hate
to
admit,
but
it's
true.
We
have
some
deferred
maintenance
items
to
take
care
of
throughout
the
city,
but
with
our
parking
garages,
and
so
this
will
allow
some
specifics
as
to
what
exactly
needs
to
be
repaired
and
come
up
with.
You
know,
construction
documents
and
plans
for
those
deferred
maintenance
items
and,
lastly,
number
eight
allows
us
to
proceed
with
our
new
newest
fire
station,
the
johns
island
fire
station
number
tweet
23,
and
then
I
guess
from
the
real
estate
committee.
C
I
did
want
to
thank
council
for
their
support
of
our
green
belt
application
that
conservation
easement
for
the
oakville
track
creates
a
buffer
around
the
johns
island
airport,
which
is
a
good
thing
to
do.
But,
more
importantly,
it's
exactly
in
sync,
with
our
new
comprehensive
plan
regarding
development
in
low-lying
areas.
This
is
very
low-lying
area.
I
think
there
was
a
development
plan
a
couple
of
years
ago
for
like
240
homes
in
there,
and
this
conserves
that
land
and
it's
a
very
wise
thing
to
do,
and
totally
in
sync
also
with
our
dutch
dialogues
recommendations.
C
So
thank
you
all
for
your
support
on
that.
A
I
think
that
team
has
unbelievable
and
for
us
to
get
a
grant
to
expand
economic
mobility
for
residents
while
eliminating
long-standing
racial
inequities,
so
somebody
recognizes
that
they
exist
at
the
national
level
and
I
just
hope,
as
we
move
forward
with
implementing
the
recommendations
per
approval
by
council,
that
we
keep
these
kinds
of
things
in
mind
as
we
move
forward
anything
else.
