Description
City of Charleston Committee on Ways and Means 12/7/21
A
Are
we
being
recorded?
Let's
stop
this
now,
the
meeting
is
now
called
to
order
committee
on
ways
and
means
we'll
have
an
invocation
by
councilmember
brady,
if
not.
B
A
Thank
you,
mr
chairman
heavenly
father
in
this
time
of
celebration
and
hope.
Please
cast
your
light
on
those
less
fortunate.
Those
who
need
those
who
are
struggling
recognizing
that
we
all
need
help
again
every
day,
and
may
we
around
this
table
be
that
helping
him
for
those
that
we
can
bless
everyone.
A
B
A
All
in
favor,
say:
aye
item
eight
general
fund,
an
enterprise
fund
for
approval
on
it
moved
improperly
seconded
any
discussion,
all
in
favor,
say:
aye
aye
the
eyes
have
it
item
nine
playing,
move,
moved
and
properly
seconded
any
discussion
all
in
favor.
I
the
eyes,
have
a
the
eyes.
Have
it
item
ten?
Yes,.
C
Is
it
working?
We
roll
right
through
our
budgets
for
next
year
that
we've
had
public
hearings
over,
but
I
I
think
it's
a
testament
to
the
transparent
process
that
we've
conducted
over
the
last
few
months
of
having
our
ad
hoc
budget
committee
meet
ever
since
last
summer.
I
don't
know
how
many
times
where
we
reviewed
everything
that
went
into
the
budgets
and
and
of
course
we
had
public
hearing
regarding
them
for
the
public
input
so
for
for
folks
might
think
we're
just
running
through
these
budgets.
C
We've
spent
literally
the
last
four
months
getting
ready
to
bring
these
forward
for
official
approval,
and-
and
I
guess
I
I
just
wanted
to
make
two
other
comments
about
the
general
fund
budget-
is
that
one
of
the
biggest
priorities
of
of
this
year
was
to
address
the
amount
of
pay.
C
But
over
the
last
year
and
a
half,
the
market
has
really
changed
to
where,
even
though,
traditionally,
historically,
our
wages
were
were
low
compared
to
the
private
sector
covet
and
what
has
happened
with
the
labor
market
has
accentuated
that
differential,
that
delta
and
and
that's
why
it
was
so
important
this
year
for
this
council
to
address
that
issue
and
make
a
special
effort
to
adjust,
as
we
could
salaries
for
our
employees
and
the
other
point
I
wanted
to
share
just
from
our
revenue
point
of
view
that
sometimes
gets
lost
on
folks,
because
property
taxes
are
our
real
concern
for
for
all
of
us,
our
citizens.
C
But
this
is
an
interesting
fact:
the
property,
every
penny,
a
property
tax
that
the
city
of
charleston
collects
just
covers:
two
departments,
two
departments,
police
and
fire,
and
everything
else
that
we
do
from
picking
up
the
trash
to
having
piccolo's
baleto
to
anything
else,
we
do
as
a
city
comes
from
other
fees
and
revenue
sources.
So
when
you
write
that
check
paying
your
property
taxes,
I
think
it's
a
good
thing
to
remember.
C
This
is
my
investment
for
public
safety
in
the
city
of
charleston,
my
property
taxes
pay
for
my
fire
and
police
protection,
and
I
just
thought
that
that's
an
important
note
to
make.
Mr.
A
Chairman,
thank
you.
Thank
you,
mr
mayor,
because
we
did
go
through
that
fairly
quickly
and
there
was
extensive
discussion
as
the
mayor
just
articulated
over
the
months
to
get
to
where
we
are
and
that's
why
we
can
vote
on
things
fairly
quickly
and
we
did
have
the
public
comment.
But
I
think
we'd
be
remiss
if
we
didn't
give
accolade
to
our
staff,
who
really
really
helped
us
get
through
it
and
get
to
the
place
where
we
are.
So.
A
Item
10
parks
and
capital
moved
and
properly
seconded
any
discussion,
all
in
favor,
say
aye
all
right.
The
eyes
have
it
item
12
for
approval.
I'm
sorry
item
11.,
moved
and
properly
seconded
any
discussion,
all
in
favor,
say
aye
12
second
moved
improperly.
Second,
did
any
discussion
all
in
favor,
say:
aye
item
13.,
don't
move
improperly
seconded
all
in
favor
say
I
are
item
14
moved
improperly
seconded
any
discussion,
all
in
favor,
say
aye
our
eyes.
Have
it
item
15.
A
B
You,
mr
chairman,
and
it's
a
side
note
to
those
other
items
we
did
take
up
those
in
front
of
the
public
works
committee
meeting.
So
a
lot
of
those
are
familiar
to
members
of
that
committee
yesterday
as
well.
The
real
estate
committee
met
yesterday
afternoon.
We
had
several
items
on
our
agenda.
B
One
was
to
request
approval
of
a
resolution
to
authorize
the
mayor
to
execute
a
letter
to
charleston
county,
I'm
agreeing
to
the
dedication
for
the
50-foot
right-of-way
that
was
deferred
and
we'll
take
up
that
we
had
several
questions
regarding
this
was
a
rather
unique
request
from
the
county
on
property
that
is
not
within
the
city
jurisdiction.
So
several
committee
members
have
questions
about
that
and
we
defer
that
to
the
next
meeting.
B
Items
b
and
c
are
related
regarding
the
property
at
1850
griffith
lane
on
johns
island,
and
we
had
previously
discussed
this
in
our
real
estate
committee
meetings
regarding
the
purchase
of
this
property
and
the
use
of
belt
money
to
help
acquire
it
that
was
approved
unanimously.
This
is
property
on
john's
island
have
been
used
by
our
recreation
department,
and
I
recommend
that
we
adopt
b
and
c
for
approval.
Mr
chairman,.
A
B
And
finally,
we
approved
the
proposal
for
an
annexation
at
1851.
Oh
folly,
road
in
that
recommend
that
for
approval
by
this
committee
as
well.
A
A
Thank
you
I
just
like
to
say
it
really
feels
great
to
be
back
in
the
people's
house.
You
have
no
idea
how
great.
