What
is
moral
and
rational
you'll
show
us
what's
right,
good
and
best
for
those
who
live
here
and
work
here,
Lord
on
Election
night,
we
pray
for
those
who
are
being
elected
to
various
positions
in
upcoming
terms,
and
we
ask
that
you
allow
each
of
them
to
become
honest
and
godly
leaders
who
will
be
better
for
our
local
cities,
our
state
and
our
country
Lord
watch
over
bless
and
protect
our
city,
our
city,
employees,
and
all
who
live
here
in
Charleston
for
it's
in
your
holy
and
precious
name.
We
pray,
amen.
A
Thank
you
very
much.
Next
is
approval
of
minutes
from
October
25th
2022..
Is
there
a
second
any
additions
deletions,
Corrections
all
in
favor
aye
any
opposed
you
guys
have
it
next
bids
and
purchases?
Second,
listen
in
a
second
any
discussion,
any
questions
all
in
favor
aye
any
opposed.
You
always
have
it
next.
Is
our
Police
Department
approval
to
accept
the
2023
Jag.
C
A
Grant
in
the
amount
of
twenty
seven
thousand
five
hundred
twenty
one
dollars,
it
is
four
by
the
way
two
multi-spectral
cameras,
a
360
degree,
camera
software,
a
tripod
and
not
to
be
left
out
a
rain
kit.
The
total
amount
is,
as
I
said,
twenty
seven
thousand
dollars
by
the
way
this
grant
expires
on
the
16th
of
November,
so
act
now
or
forever
hold
your
peace
still
have
a
motion.
D
A
A
Integrated
for
290
000,
just
a
couple
quick
notes
on
number:
five:
the
stormwater
management
approval
of
the
Windermere
drainage.
Among
other
things,
it
was
a
budget
request
that
was
made
through
representative
Lee
on
stefanakis's
office.
Thank
you
for
doing
that.
A
lot
of
action
over
there
in
Windermere
I
see
we
have
a
motion.
Any
discussion,
questions
go.
E
Good
all
right,
let's
go
ahead
and
do
it
now
I
appreciate
the
time
and
consideration
I
I
I,
just
can't
tell
you
how
thrilled
I
am
that
we've
reached
this
moment
here
with
respect
to
this
Windermere
drainage,
Improvement
project.
This
has
been
something
that
I've
been
working
on
since
day.
One
Matt
fountain
in
our
storm
water
department
has
led
the
way,
but
this
would
not
have
been
possible
without
our
State
delegation
and
their
help.
We
have
obtained
a
1.5
million
dollar.
You
can
call
it
a
near
Mark.
E
Absolutely
to
help
us
fund
the
Windermere
ongoing
Windermere,
Basin
drainage,
Improvement
project.
We've
got
millions
already
set
aside
in
our
drainage
fund
that
we
heard
earlier
this
year
that
there
were
going
to
be
some
short
fall
false
in
that
funding.
Just
due
to
the
cost
of
stuff.
These
days
I
reached
out
to
representative
stavarnakis,
he
went
to
bat
for
us
during
the
budget
process
and
he
brought
home
the
goods
and
we
got
to
be
doing
a
lot
more
of
that
with
all
of
our
respective
legislative
delegations.
E
There
might
be
some
new
state
house
reps
today,
around
all
of
our
districts,
I
encourage
everybody
to
make
those
connections
those
folks
work
for
us.
We
have
the
same
constituents.
We
all
have
to
work
together
as
a
team
to
bring
home
the
goods
and
that's
a
great
example
of
that.
But
the
other
matter
that
we've
got
approved
we
have
up
for
approval,
is
funding
for
the
outfall
clearing
behind
the
Osaka
restaurant
in
South
Windermere.
E
This
is
an
outfall,
that's
silted
in
over
many
many
many
years
it
drains
the
South
Windermere
Shopping
Center
parts
of
Ackerman,
the
entire
Crescent
neighborhood
wapu
Heights
parts
of
old
Windermere
across
17
from
the
shopping
center,
and
that
whole
drainage
basin
is
struggling
right
now
because
of
that
choke
point
in
that
outfall,
and
so
we
have
been
working
extremely
hard
with
the
permitting
agencies,
the
Army
Corps
of
Engineers
and
DHEC
ocrm
to
obtain
permits
for
that
outfall
clearing.
E
E
All
the
different
neighborhood
associations
that
feed
into
this
Basin
I,
just
can't
tell
you
how
thrilled
I
am
that
we
are
we're
here
and
we're
really
beginning
to
make
serious
significant
progress
over
in
the
older
parts
of
West
Ashley
got
more
work
to
go.
This
is
a
huge
step
in
the
right
direction
and
I'm
just
thrilled
it's
nice
to
see
some
of
this
stuff
come
to
fruition.
So
I
would
really
appreciate
all
my
colleagues
support
this
evening
on
both
of
these
items.
Thank
you.
A
Any
other
questions,
comments
on
numbers,
five
or
six
I
would
know
a
council
members
on
number
six
when
I
first
got
elected
and
that
was
in
my
district
I
was
invited
literally
the
first
week
on
a
delegation
Expedition
led
by
Jane
Baker
to
Trump
behind
the
then
it
wasn't
Osaka
but
a
soccer
to
take
a
look
at
that
outfall.
So
it's
13
years
in
the
making,
certainly
due
time
anybody
else,
we're
on
number
five,
all
and
five
and
six
all
in
favor.
A
You
posed,
you
guys,
have
it
number
seven
Parks
capital
projects.
Here
we
go
Municipal
operations
complex.
This
one
is
for
Professional
Services
railroad,
permitting
coordination
services
with
HDR
in
the
amount
of
forty
six
thousand
dollars
coming
from
General
reserves.
I
heard
a
motion
in
a
second
any
discussion,
questions
all
in
favor
any
opposed
the
eyes
have
it
still
on
the
municipal
operations.
A
C
A
Discussion,
Fast
and
Furious
I
mean
Municipal
operations
center
more
to
come
all
in
favor
any
opposed
the
eyes.
Have
it
number
nine
Parts
Capital
project
hit
again
Municipal
operations.
Complex
fee
commit
amendment
number
one
with
cmar.
If
you
don't
know
what
that
is,
because
construction
management
manager
at
risk
with
edifice
LLC
in
the
amount
of
116
800
for
the
extension
of
pre-construction
pricing
Services
through
the
completion
of
construction
documents
by
the
architect,
I
heard
a
motion
and
I
heard
a
second
any
discussions,
any
questions
all
in
favor
any
opposed
the
eyes.
Have
it
number
ten.
A
This
is
the
big
one:
approval
of
the
municipal
operations
complex
fee
Amendment,
one
with
the
architect
and
the
engineering
fee,
we're
moving
this
one
from
255
000
to
oh
5.3
million
dollars.
This
is
for
Design
Services
through
the
under
construction
documents.
I
heard
a
motion
and
a
second
any
questions.
Anything
we
need
to
hear
from
staff
on
this
one
mayor.
F
Yes,
sir,
so
Mr
chairman
I
I
just
wanted
to
share
with
Council
and
I.
Think
most
of
you
all
know
this,
the
remarkable
work
by
Edmund
most
and
our
capital
projects
team.
This
is
a
very
complex
project,
a
complete
replacement
of
our
Public
Works
and
fire
training
facilities
and
other
accoutrements
that
are
currently
on
Milford
Street.
It's
a
big
lift
they've
been
actually
working
at
this
for
close
to
a
year
now,
and
this
gives
us
all
the
pieces,
Professional
Services.
F
Why
eyes
to
to
move
forward
with
the
project
and
and
I
just
wanted
to
share
that,
because
it
it
is
it's
it's
a
significant
project
for
our
city
and
also
for
our
employees.
I,
don't
know
last
time,
y'all
been
out
to
Milford
Street,
but
we
we
could
step
up
our
game
quite
a
bit
by
having
this
new
facility
for
all
of
our
Public
Works
employees,
to
work
out
of
and
to
improve
their
efficiency
as
well
and
anyway.
I
just
wanted
to
share
that
and.
A
For
those
of
you
who
didn't
notice
under
separate
cover
on
your
desk
is
a
conceptual
master
plan.
That's
been
laid
out
there,
so
it's
a
it's
a
big
advice,
any
other
questions,
comments,
hearing,
none
all
in
favor,
all
right,
any
opposed
the
eyes
have
it
next.
Is
our
committee
on
real
estate
council,
member
of
Health.
E
E
The
first
item
was
the
approval
of
an
agreement
with
the
Daniel
Island
Historical
Society
for
the
city
to
accept
on
loan
various
artifacts
from
the
Historical
Society
to
be
displayed
at
the
Daniel
Island
Recreation
Center,
and
we
learned
yesterday
on
our
Committee
hearing
that
there's
quite
an
extensive
Native
American
history
out
on
Daniel
Island
and
some
of
those
artifacts
speak
to
that
period,
and
it's
really
really
fascinating
to
think
about.
E
We
next
approved
a
series
of
authorizations
regarding
the
Penn
3A
water
transmission
project.
This
is
a
pretty
substantial
CWS
infrastructure,
Improvement
project
on
the
upper
peninsula
and
the
city
is
essentially
helping
to
clarify
various
utility,
easements
and
temporary
construction
easements
to
facilitate
that
project.
That
was,
of
course,
passed
unanimously.
E
E
The
city
is
continuing
discussions
and
ongoing
negotiations
with
them
to
resolve
those
issues,
and
then,
finally-
and
and
oddly
enough,
you
don't
see
this
very
often-
we
had
to
rescind
a
couple
of
annexation,
ordinances
for
property
out
in
cane
Hawaii,
and
essentially
the
issue
was
that
the
property
owners
wanted
the
Zoning
for
these
properties
to
to
proceed
through
the
Planning
Commission
before
the
annexation
ordinances
were
approved,
so
we're
just
sort
of
slowing
down
the
process
here
to
allow
the
rezoning
effort
to
catch
up
to
where
we
were
but
I
understand.
E
A
D
Sir
council
member
Mitch,
oh
no
item
number
c
on
26
F,
Street
I
think
they
had
a
meeting
Monday,
possibly
I'm,
not
mistaken,
pertaining
to
that
and
do
you
know
with
dog
pound
I?
Wasn't
there
I?
You
know
I
just
want
to.
Finally
I
know:
I
got
a
call
from
him
today,
but
I
didn't
get
a
chance
to
answer.
C
Thank
you,
Mr
chairman
I,
just
want
to
point
out
to
everybody's
attention.
The
very
first
item
under
this
repels,
a
report
that
the
Daniel
Island
Historical
Society,
were
giving
them
several
artifacts
that
have
been
located.
If
you
haven't
looked
in
your
packet,
these
are
different
kind
of
instruments
and
tools
that
have
been
Unearthed
on
Daniel
Island
and
we're
going
to
display
them
at
the
rec
center
and
we
have
behind
us
with
our
Proclamation
later
on
today,
our
city
council
meeting.
We
will
recognize
the
Charleston
Tour
Association,
so
he
always
benefit.
B
C
Really
quite
interesting,
the
number
of
artifacts
are
able
to
uncover
and
we're
keeping
it
local
on
on
Daniel
Island
to
tell
part
of
the
story
of
that
community.
I'm.
Very
glad
that
we're
able
to
do
that
and
a
lot
of
help
came
from
Laura
Yarbrough
I.
Don't
think
I
see
her
here,
but
a
recreation
department
to
help
organize
all
of
that.
