discussion

funding
associated
with
support

GMCs
operations

Goyard

relation

this
agreement
must
be
recommended

mayor,

council

approved
by
council
in

overall
annual
funds

investment
to
aid
in
the
operation
should
be
expected
to
be
required
annually,
moving
forward
with
the
overall

reducing

the

some

about
making
commitments

years
out
in
the
future,
at
a
some
certain

increases
rather
than
decreases,

as
we
sat

these
chambers

years

we
weren't
thinking
about
sea
level
rise
and
flooding
and
billions
and
billions
of
dollars
in
needs,
and
so

Just
the
Gilyard
is
a
great
asset
to
the
city.
It's
gonna
be
there
but
time
immemorial,

we've
got
an
obligation
citywide
to
think
about
on
an
annualized
basis
where
our
monies
and
resources
are
spent,
given
the
actual
needs
of
the
time
and
to
commit
this
largest
sum
in
purple
map,
but
for
11
years
with
an
escalator
and
it's
interesting.

just
saw
that
letter
that
was
distributed.

was

You

I

think
once
you
put
it
out
there,
you
commit

we're
not
going
backwards
on
this

worry
that
this
will
encourage
others
to
come
and
seek
long-term
commitments
from
the
city
for
assistance
in
the
missions
that
they've
got.

allocation

we're

what

sent

committing
eight
years
down
the
road

now

dollar
commitment

1.4
million
dollars
with

of

there

any
amendments,

what
the
hesitation
really
is
with
regard
to
something
that
I
think
is
just
a
much
better
model.

the
numbers
speak

no
question
that
we're
on
the
exact
right
track
and
what
this
has
done
for
our
community
beyond
just
Performing
Arts
bringing
in
students

educational
component

can't
put
a
dollar
number
on
those
benefits:
I'm
just
concerned
about
being
fiscally
responsible
fiscal
prudence.
This
is
I
read
this
agreement
that
if
we
sign
this
saying,
I'll
give
this
to
be

already
beside
this
agreement.

Maybe
I'm
reading
it
wrong
and
I
can't
take
my
lawyer
hat
off,
but
it
looks
like
we're
locked
in
to
a
specific
dollar
amount
for
fiscal
years,
2019
and
21.4

million
dollars.

it
goes
up
to
1.5
million
in
fiscal
years
to
2000,
21,
22
and
23.
So
it
might
like
several
questions.

have
along
this
lines

what
is
the
precedent
for
doing
this
so

we
have
this
kind
of
agreement
for
our
other
facilities
like
the
dock
street,
he
gives
the

Raleigh
Hartley
and
the
aquarium
do.

time
to
reimburse
the
river
dogs
for
that,

that's
a
capital
facility
improvement.

not
an
operation,
it's
not
an
operation
stream
of
revenue,
that's
been
given,
and
so,

example,

river
dogs
gives

different
because
they
deal
with
capital
expenditures
as
opposed
to
operation
and
maintenance,
but
to
go
back
also
to
your
comp,
your
question,
council,
member
and

no
backstop
in

original
agreement.

if
there's
an
emergency
or
if
funds
are
not
available,

city

change
the
amount

the
revenue

funding

the
questions
and
that
I
would
be
asking
the
attorney
for
the
for
the
GMC
is
okay.

the

in
the
best
interests

suspend
paying

money

one
year

that
those
are
the
types
of
questions
that
that
I
would

they
asked
about
amending
the
contract
for
a
very
robust
educational
program?

there's
no
tie
between
the
money
that
they're
asking
for
and
the
robust
educational
program,
so
so
I
would
have
said,
hey
you
know,
you're,
making
these
amendments
shouldn't
some
portion
of
that
revenue
be
dedicated
to
the
educational
program.
So
those
are
the
things
certain
and
I
just
didn't
feel
that
I
had
the
authority
to
go
out
and
renegotiate,
but
those
would
be
some
of
the
things
that
I'd
be
talking
about
because
we
did
not.
This
did
not
come
through
city,
the
legal
department
initially
before.
I
That
question,
so
the
do
you
agree
with
myosin
my
question
that
the
way
that
this
document
is
written
now
that
we
are
legally
locked
in
for
specific
amounts
for
specific
years,
so
that
if
we,
if
we
have
a
recession-
and
we
can,
we
got

were
locked
in
regardless
of
any
contingencies
on
this-
that's
how
I'm
reading
this
agreement
would
you
disagree
with
me
on
that?

enough

an
option

try

have

wiggle

get
out

were
the
only
show
in
town
back
then,
and
if
you
wanted
to
go
see
something
you
have
to
drive
a
Colombian
go
to
the
Frank
McGuire
Arena,
Carolina
Coliseum,
or
something

only
show
now
we
have

world-class
facility
now
and
that
is
at
raw.

people
through
our
city
and
it's
just
beginning,

it's
so
new
in
the
renovations

mean
I

remember
walking
into

first
show
there,

happened

and

me
it's
worth
the
investment

governments

that

you

acting

a
governmental

legislative

authority
to
find
future

you
can
bind
future
councils
as
long
as
the
agreement
that
you're
talking
about
long-term
is
reasonable
in
its
term,
it's
fair
and
that
there's
a
benefit

citizens.

see

agreement

to
seeing

similar
operating
support

municipalities

are

never

didn't
want
to
be
thought
of
in

direction,

think

we
should
talk
seriously
about
how
to
have
some
sort

formula

allow
us

reduction

the
Gilyard
is
thriving
in

reducing
gravity.

Goyard

company

nobody

council
that
denies
that
the
Goyard
is
an
important
part
of
our
city
to

a
city
size
of
Charleston

type
of
cultural
facilities
that
we
have
is
is
absolutely
incredible,

frankly,

it
wasn't
for
one
very,
very
great
philanthropist
in
our
community.

order
to
make
that
happen,
we
wouldn't
have
facility
that
we
have
their
day.
So
I
would
say
that
that
there's
irregardless
of
the
vote.
There
should
be
no
question
that
this
city
supports
the
gay
art.
I'll
also
say
that
I
personally,
have
all
the
faith
in
the
world
of
the
Gilyard
management
company,
which
Steve
Bedard
at
the
helm
and
I.

he's
done
a
tremendous
job
while
he's
been
there
and
I
think
he
will,
as
he
continued
to
be
there,
we're
getting
ready
to
put
forward
a
ten-year
commitment
and
that
may
or
may
not
exceed
his
time
there.

we

be
mindful,
but
at
the
same
time
you
notice
I
said,

may
not
he
kind
of
look
down

won't
talk
about
it.

us

community
