Description
City of Charleston Ways & Means Meeting - December 17, 2019
A
In
this
season
of
gathering
a
prayer
for
thankfulness
for
today,
we
are
grateful
for
tomorrow
we
are
hopeful
for
our
lives.
We
are
blessed,
we
take
our
ancestors
for
their
labors
and
survival.
We
thank
our
contemporaries
for
their
companionship.
We
thank
our
descendants
for
carrying
us
with
them.
For
today
we
do
our
best
in
all
things.
For
tomorrow
we
labor
for
peace
and
service
and
for
our
lives.
We
work
to
be
healthy
in
the
body,
mind
and
spirit.
A
B
C
D
C
E
E
D
I
think
procurement
did
it
well,
as
as
Gary
indicated,
we
had
and
sent
it
out
to
over
30
entities
that
do
this
work,
but
there
are
a
number
of
local
governments
preparing
consolidated
plans.
Now
we're
fortunate
in
that
this
particular
entity
has
worked
for
the
city
in
the
past
and
done
a
good
job.
So,
although
we
only
received
one
bid,
the
bid
process
was
done
well
and
we
felt
very
comfortable
based
on
the
past
performance
of
this
organization
that
they
would
carry
it
out
appropriately.
F
Gregory
yeah
a
couple
of
questions
on
vision
purposes
on
3a
I
see
we
have
the
forum
then,
but
and
I
see
where
mr.
Cooper
has
seen
it,
but
if
I'm
not
mistaken,
this
document
requires
a
signature
and
there
are
a
couple
of
others
and
bids
and
purposes
that
just
just
says
the
procurement
director
has
seen
it,
but
I
think
this
document
requires
a
signature
while
I
know
that
the
ultimate
signature
is
the
mayor,
but
still
I
think
just
for
consistency.
We
should
make
sure
that
these
documents
are
signed
by
the
appropriate
person.
F
C
G
F
F
While
the
forms
are
here
sometimes
they're
blank
and
they're
not
signed
by
our
m/v
WBE
coordinator
and
in
many
cases,
that's
because
the
vendor
will
do
it
themselves.
A
number
of
reasons
why,
but
again
I
just
think
it
would
be
great
for
this
body
to
really
get
a
sense
of
where
we
are
with
MBE
WBE
participation
and
more
particularly
in
light
of
our
apology
for
slave
slavery
and
Jim
Crow
I.
Think
all
the
deserts
continue
to
reinforce
our
commitment
to
that.
If
we
can,
thank
you
yeah
all.
B
Right,
you
prep
the
discussion
hearing,
none
all
those
in
favor
signify
by
saying
aye.
Those
opposed
I've,
haven't
item
for
as
parks
and
capital
projects,
approval,
Stonyfield,
concrete
repair
change
order,
number
one
with
volunteer
restoration
in
the
mouth
of
eleven
thousand
three
hundred
dollars
for
removal
of
damaged
existing
metal,
bleacher
brackets,
all
right
so
moving.
Second,
it
counts
from
seeking
sand
defenseman
Gregory
just.
F
I
B
All
right
any
further
discussion,
all
those
in
favor
signify
by
saying
aye.
Those
opposed
guys
have
it
item.
5
is
farce
and
capital
projects,
approval
of
Shiloh
Church
vote
for
Perl
Malaysian
and
land
restoration.
It's
a
discussion
all
those
in
favor
signify
by
saying
aye
those
opposed
yeah
I.
Just
have
it
item.
Oh
yes,.
K
You
know
this
was
done
months
ago,
even
when
I
found
some
great
who
found
that
particular
district
and
neighborhood
association.
They
bought
it
for
this
purpose
in
the
city,
along
with
the
city.
To
do
this,
and
you
know
we
all
hate
to
see
a
church
go
away,
and
that
was
one
thing
that
I
was
adamant
about
the
seeing
the
church
go.
K
We
once
I
know
the
church
very
well,
but
because
it
was
going
on
with
the
parking
and
situation
around
it,
Church
themselves
decided
that
you
know
they
couldn't
talk
there
and
so
much
things
going
on
getting
tickets.
So
they
decided
that
this
would
have
the
best
interest
for
them
to
move
at
the
time.
K
So
that's
that's
what
happened
with
saw
way
and
research
from
people's
know,
but
what's
having
a
silo,
AME
Church-
and
this
was
a
new
church
that
was
built
after
Hugo,
so
that
building
was
a
fairly
new
building
so
to
speak,
but
in
the
area
have
changed
a
whole
lot
and
there
was
no
parking
for
them
at
all
and
their
their
particular
area.
Since
you
know
so
many
people
are
moving
in.
K
So
that's
one
of
the
problem:
they
was
in
trouble
when
they
put
the
church
meeting
or
having
board
meetings
and
things
like
that,
so
they
just
decided.
You
know
that
was
the
best
interest
from
the
city
got
with
them.
They
took
to
be
able
to
sell,
along
with
the
people
in
the
area
and
I
think
they
also
want
to
be
the
residents
net
area
also
want
to
make
sure
that
to
be
fallen
to
something
so
positive
man,
you
I
mean
Shiloh,
is
concerned.
K
F
Counselor
Gregory.
We
also
had
discussion
in
that
regard
in
our
recreation
committee
meeting
and
we
did
talk
about
new
you're
that
somehow
we
recognize
the
church
either
through
a
marker
of
some
sort.
But
during
our
discussion
we
also
found
out
that
the
stained
glass
windows
that
the
church
will
in
fact
be
removed
and
maintained
until
the
church
completes
its
its
its
its
new
sanctuary.
F
So
it
is
something
council,
member,
that's
on
our
minds,
because
it
is
another
African,
American,
I'm
sure
that
will
be
removed
from
the
role
to
the
city
and
somehow
we
must
make
sure
that
it's
never
ever
forgotten,
particularly
since
many
of
our
community
leaders,
like
Miranda
home,
for
instance,
was
a
member
of
that
church.
Council.
K
Mitchell,
yes,
and
it
was
all
I-
was
brought
up
in
the
Le
Baron
and
Baroness
Association
and
I
spoke
to
myself
there
at
the
time
and
they
agreed
for
Hartley.
That
they'd
need
to
do
this
to
keep
make
sure
that
the
name
is
there,
because
it's
a
sacred,
they
call
it
a
sacred
space
sacred
space
on
the
sea,
and
so
that's
why
he
pushes
me
on
pushing
hard.
K
Is
that
makes
sure
that
shodo
name
is
there
and
it's
always
going
to
be
there
and
making
sure
people
know
that
that's
been
Charla
a
be
Church
was
at
the
time
so
they're
working
out
some
things.
They're
gonna
get
long
with
it
with
the
city
to
make
sure
that
this
is
star,
be
able
to
transfer
that
way,
and
so
I
believe.
F
Is
what
it
is
right
now
I
mean
just
as
a
follow-up
record
follow-up.
Mr.
chairman-
and
this
was
also
thought
to
put
on
the
table
during
our
Recreation
Committee.
Yes,
the
Neighborhood
Association
supports
it,
but
the
minister
wrecking
ball
goes
as
a
as
a
as
a
council
and
as
a
city,
we
need
to
be
prepared
for
any
consequences
thereof,
because
I
still
think
as
soon
as
that
wrecking
ball
hits.
H
With
that
in
mind,
part
of
the
preparation
is
just
being
able
to
respond
and
and
make
folks
aware
that
this
was
part
of
an
overall
settlement
from
the
lawsuit
that
we
had
from
the
Friends
of
des
reef
park
and
the
National
Park
Service
and
I
attended.
Not
too
long
ago.
The
rededication,
the
opening
of
the
praise
house
nearby
and
our
parks
department
is
putting
new
playground
equipment.
You
know
about
when
that's
arriving,
Jason.
J
H
C
I
B
L
You
know
we're
we're
not
having
to
really
touch
any
of
our
general
funds
for
2019
or
2020.
The
five
hundred
thousand
are
coming
out
of
the
2018
reserves.
I
really
really
am
proud
that
our
city
has
been
able
to
come
up
with
some
alternate
revenue
sources
for
this
project,
we're
still
focusing
on
our
major
concerns
of
flooding
and
infrastructure
and
and
all
those
others.
L
This
golf
course
is,
is
just
I'm
very,
very
proud
and,
as
somebody
who's,
a
terrible
golfer
but
enjoys
playing
I
can't
wait
to
to
step
foot
on
the
new
Muni
in
a
few
months
and
play
hopefully
one
of
the
first
rounds
there.
So
thank
you
to
council
I
think
we
can
get
this
approved
unanimously,
but
this
is
a
really
really
great
day
for
our
golf
community
and
our
entire
city
and
I
can
bet
we're.
L
I
Oh,
thank
you.
Miss
Jimmy
I
spoke
with
Troy
Miller.
Yesterday
was
probably
one
of
awesome
volunteers
on
this.
He
also
told
me
about
the
Charleston
County
participating
in
partnership
on
part
of
this.
That's
gonna
result
in
some
addition
of
sidewalks
in
place
in
the
community,
so
I
think
we
ought
to
give
credit
where
credit
is
due
on
that
I
mean
the
collaboration
between
the
city
and
the
county
and
obviously
the
multiple
funding
sources
that
Councilman
Griffith
just
alluded
to.
It's
been
a
wonderful
process.
I
want
to
come
in
all
involve.
Thank
you.
Roman.
N
I
F
Gripper
Gregor
yeah
I
hate
to
keep
doing
this,
but
we
also
discussed
this
during
our
recreation
committee
meeting
and
our
recreation
committee
committee
voted
unanimously
in
support
and
Councilman
Jackson.
We
did
have
a
discussion
with
respect
to
retention,
okay
and
how
the
Golf
Course
will
assist
in
drainage,
etc,
etc.
So
I
think
that
I
to
think
it's
a
very,
very
good
project
and
needs
to
be
supported.
Thank
you
very.
E
E
I
think
the
numbers
got
as
high
as
10%
during
the
summer,
but
it's
usually
around
8%,
maybe
7%
of
all
the
rounds
that
are
play
and
I
think
it's
like
60,000
a
year
out
of
all
the
rounds
that
are
played
over
there,
let's
say
68%
up
or
tourists,
so
here's
a
source
we
go,
spend
three
four
million
dollars
to
fix
this
st..
We
got
to
keep
it
maintained
and
that's
a
way
to
maintain
it.
So
I
just
passed
that
along
very.
H
Mr.
mayor
well,
mr.
chairman,
not
to
unnecessarily
repeat
some
comments,
but
I
do
want
to
shout
out
particularly
to
the
Friends
of
the
Muni,
this
new
collaboration
of
citizens
that
came
together
to
help
fund
a
public
project.
We
I
guess
the
Gilyard
is
a
great
example
where
we've
done
this
before.
But
we
don't
do
this
a
lot
and
luckily
the
the
project
came
in
under
budget.
The
Friends
of
the
Muni
did
a
terrific
job,
including
help
from
the
Gulf,
Commission
and
and
other
private
citizens.
H
So,
with
the
check
that
we're
expecting
before
the
end
of
the
year,
they
have
raised
over
a
half
million
dollars
to
to
go
towards
the
construction
and
since
we're
under
budget,
we
may
be
able
to
do
some
other
projects
related
that
weren't
initially
anticipated.
But
what
John
my
memory
about
it
is
that
the
Friends
of
the
Muni
is
not
planning
to
go
away,
that
they
will
stay
in
business,
so
to
speak,
to
continue
to
support
the
Muni
golf
course
with
a
long-term
maintenance
needs
and
upkeep
as
well.
H
So
that's
that's
another
model,
as
we
can
dedicate
parks
with
specific
funding
sources
via
the
golf
course
or
David.
Rahl
is
raising
money
for
the
long
term,
maintenance
at
Theodora
Park,
for
example.
Those
are
great
examples
of
us
becoming
more
sustainable
and
able
to
pay
for
maintenance
of
our
facilities.
Very
good.
That's.
O
O
New
tonight
we
love
this
facility
so
much
and
part
of
the
discussion.
The
recreation
was
comments
made
by
our
Chairman
mr.
Gregory
and
our
mayor
about
the
historical
contact
content
of
this
golf
course,
and
one
of
its
one
of
the
oldest
municipal
of
medieval
dismissible,
golf
course
in
the
country,
and
it
was
the
first
golf
course
that
was
desegregated
as
a
recreation
facility
and
in
the
habits
roots.
O
If
I
understand
custom
of
Gregory's
comments
with
the
Golf
Course,
it
was
located
on
James
arm,
which
was
a
segregated
golf
course
at
the
time,
so
it
it
has
a
very
unique
historical
contents
with
the
city
of
Charleston,
and
we
talked
about
when
its
grand
reopening
occurs
in
October,
hopefully
October
of
2020,
to
tie
that
in
with
the
350
celebration
as
well.
So
what
what
a
happiness?
All
the
canoes
goes
around
with
this
with
this
project,
all.
B
B
One
thing
I'll,
just
if
I
could
take
a
moment,
I
want
to
thank
that
legal
staff
and
and
and
Amy
and
her
team
for
putting
this
together.
I
think
that
as
myself
and
some
other
colleagues
who
will
exit
the
stage
as
they
say
from
from
our
life
on
City
Council,
it
gives
me
I
think
a
lot
of
a
sense
of
well-being
to
be
able
to
walk
away
and
know
that
we've
got
good
financial
policies
in
place.
B
Something
that,
to
my
knowledge,
don't
think
we've
ever
had
in
place
and
to
know
that
we
have
these
available
to
us
to
be
able
to
help
guide
councils
into
the
future.
From
for
me
personally,
I'm
really
glad
to
be
able
to
see
this
to
be
able
to
have
these
on
the
agenda
tonight
and
again.
I
know
it
was
a
lot
of
work
just
to
put
all
this
together.
You
know
we're
here
at
the
end
of
the
year,
but
but
Amy
and
Susan
and
your
staff.
Thank
you
all
for
doing
it.
B
I
really
do
sincerely
appreciate
it
any
further
discussion.
All
those
in
favor
signify
by
saying
aye
I
was
opposed
now.
I
just
have
it
item
9
his
legal
department
request
for
authority
for
the
mayor
to
execute
a
Memorandum
of
Understanding
between
city
of
Charleston
and
Charleston
area
convention,
Visitors
Bureau
back
on
the
amount
of
forty
five
thousand
dollars.
Is
there
any
discussion
all
those
in
favor
signify
by
saying
aye
those
opposed
you
guys
have
it
item
10
back
to
discussion?
B
E
You,
mr.
chairman,
we
had
those
three
first
three
items
there.
They
were
all
approved
unanimously,
except
for
B,
which
we
had
one
recusal
on
that
the
mayor
sits
on
that
board
and
recused
himself
with
that,
but
those
were
approved.
We
had
one
X
ray
annexation,
114
tall
Avenue,
which
oak
tall
oak
Avenue,
which
was
also
approved,
so
make
a
motion
that
we
approve.
Okay,.
F
And
the
real-estate
committee,
a
I,
know,
we've
already
vote
to
approve
it,
but
still
just
sort
of
consistent
between
our
ways
and
means
and
our
City
Council,
under
a
where
we
have
thirty
thousand
for
development
of
four
to
ten
affordable
home
ownership
in
the
council
report,
it's
thirty
thousand
for
development
between
four
and
ten
I
know
they
mean
the
same
thing,
but
just
so
that
our
language
is
consistent
throughout
document
I'm,
just
hoping
that
we'll
be
able
to
make
that
change.
Okay.
Thank
you,
mr.
chairman.
Thank
you.
Alright,.
B
B
B
All
right,
if
I
could
I
want
to
motion
to
come
out
of
executive
session
in
discussion
about
that,
don't
think
so
all
those
in
favor
signify
by
saying
aye
I
was
opposed
as
have
it,
and
if
the
record
please
would
reflect
that.
We
did
go
in
fact
to
executive
session
to
receive
some
legal
advice
on
pending
gilyard
litigation.
No
action
was
taken
by
the
body
during
that
period
of
time.
M
Heavenly
Father,
we
come
before
you
and
increasing
humility
that
we
know
we
need
as
a
people,
to
lead
your
your
city
to
be
the
people
of
your
city
to
love
one
another
more
than
we
love
anything
that
we're
doing
in
the
city
and
to
be
together
in
this
end
of
the
years.
We're
celebrating
our
faith
traditions
our
old
year
out
in
the
new
year
in
I,
want
to
pray,
especially
for
the
for
the
benefit
and
the
welfare
of
our
colleagues
who
are
leaving
us
this
evening
after
their
amazing
and
dedicated
length
of
a
service.
M
H
Thank
you
very
much.
I
know
many
of
y'all
have
been
here
before
in
the
very
unlikely
event
that
we
would
be
asked
to
vacate
the
building.
These
are
our
two
exit'
doors
from
this
main
chamber
and
there's
an
exit
door
from
the
room
to
my
right.
In
that
event,
please
don't
use
the
elevators
but
take
the
stairs
down
to
the
first
floor
and
then
the
single
stairs
out
the
front
to
the
street
very
unlikely,
but
I
just
want
everybody
know
where
to
go
in
case.
We
needed
to
vacate
the
building.
H
H
And
so
I
would
like
to
share
a
proclamation
with
with
everyone
of
the
city
of
Charleston.
Regarding
this
amazing
group,
whereas
the
city
of
Charleston
wishes
to
recognize
the
talented
grammy-nominated,
you
know
the
name
right,
ranky
pinkie
for
their
many
achievements
and
contributions.
Ranky
tankey
is
a
Charleston
South,
Carolina
Bates
quintet,
whose
members
have
been
playing
music
together
for
nearly
20
years,
and
occasionally
that
asked
me
to
join
them
on
a
on
a
gig
or
two,
but
not
with
the
ranking
gang
bb-but
I'm
still
waiting
for
that.
H
The
members
are
Quentin
Baxter
on
drums
and
percussion.
Kevin
Hamilton
is
not
with
us
tonight
on
bass,
Kiana
parlor,
on
vocals
clay
walls
on
guitar,
also
not
with
us
tonight
and
charlton
singleton
on
trumpet
trumpet
and
vocals,
and
whereas
the
name
lanky
tanky
is
a
Gullah
expression
that
loosely
translated
means,
work
it
or
get
funky
and
the
band
finds
its
muse.
