off

saying
that,
from
day
one
I've
always
been
a
huge
proponent
of
the
low
line.
I
think
it's
a
great
project,
and
I
know
that
it
is
something
that
we
desperately
need
to
revitalize
a
very
important
section
of
our
city.

I
am
nervous
about
this
grant
application
and
the
reason
why
I'm
nervous
is
that
five
million
dollar
match
that
the
city
has
to
come
up
with.
There's
something
in
this
summary
here
that
we
don't
normally
have.
The
city
does
not
have
funding
identified
at
this
time,
so
we're
getting
ready
to
agree
to
put
forward
five
million
dollars
if
we
get
this
grant
up.

understand
that
we
have
a
great
partnership
with
the
friends
of
the
low
line
and
they're
made
up
of
several
very
successful
well-connected
individuals
led
by
mr
bradford,
and
I
have
no
doubt
that
they're
going
to
do
a
great
job
of
raising
funds,
but
so
far
it's
been
a
lot
of
faith
in
that
and
we
haven't
seen
a
lot
of
numbers
and
that
scares
me
we
are,
as
a
city
cannot
just
agree
to
to
put
five
million
dollars
aside
for
projects.
We
haven't
done
that
in
the
past.

me
answer
a
few.
Your
questions,
the
applicant
will
be
the
city
of
charleston,
not
the
friends
of
the
low
line
and
correctly,
if
I'm
wrong
mayor,
we
are
also
in
discussion
with
the
friends
of
the
low
line
to
take
care
of
50
of
that
match.

Therefore,
we
have
to
be
able
to
secure
the
match
and
if
again,
there
have
been
discussions
with
our
cfo
to
determine
whether
or
not
the
city
will
be
in
a
position
if
we're
awarded
25
million
dollars
to
to
to
make
that
match
in
agreement
that
the
friends
paid
50
of
that
match.

share
a
couple
of
insights
about
this.
First,
I
want
to
thank
the
folks
with
the
friends
of
the
flow
line,
particularly
tom,
but
also
reintroduce
most

you.
I
think
you
remember,
robert
mariner
is
on
the
line
and
for
any
specific
questions
about
the
grant
itself.
He
he's
been
the
guy
writing
it
up
for
us.
It
will
be
made
in
our
behalf,
because
the
governmental
entity
needs
to
apply
for
these
funds.

know
what
we're
asking
council
to
approve
tonight
is
just
the
ability
to
to
submit
the
grant
in
the
in
the
good
grace
that
it
gets
approved.
Then
we
we
would
actually
have
to
commit
commit
to
our
match
so
to
speak
of
of
the
grant.
So
we
just
want
your
permission
to
go
ahead
and
ask
for
the
money
from
the
federal
government.
We
we've
all.

think
on
numerous
occasions
agreed
that
a
transformational
change
of
low
line
would
be
a
great
thing
for
our
city,
long
term
and
how
we're
going
to
pay,
for
it
has
always
been
the
question
you
know,
and
so
I
don't
know
about
y'all,
but
if
we
can
get
20
million
dollars
out
of
the
federal
government
to
help
us
make
this
happen,
then
I
think
it's,
I
think,
a
pretty
smart
decision
for
us,
along
with
our
friends
at
lowline,
to
agree
to
find
and
raise
the
money
in
order
to
make
that
match.

we
can
get
our
uncle
sam
to
help
us
on
the
biggest
portion
of
it.
So
that's
that's
the
ass
for
tonight.
It's
just
the
ability
to
submit
it.
If
the
federal
government
approves
the
grant,
then
then
we
will
have
that
decision
making
of
how
much
we
will
be
putting
forward
to
to
to
the
match.
Along
with
the
friends
of
the
low
line
we
we've
had
numerous
discussions
before
we
know
there
is
capacity
in
the
tax
increment
finance
district
up
there.

council's
approval
on
this
and

say
that,
if
we're
lucky
enough
and
blessed
to
get
the
approval
from
from
the
federal
government,
it
would
be
a
wise
investment
for
us
to

then
quote
find

match

it

echo

comments

that

if
we
had

office

economic
development,

I

you

They

no-brainer
that
go
out

see
if
you
can't
put
some
money
on
the
hook
to
build
into
an
area.

going
to
see
huge
economic
development
for
very
small
investment.

mean
this
is

pennies
to
dollars.

councilman
seeking's
point
and
the
mayor's
point,

my
guess
is
that
my
colleagues
will
approve
this
just
wanted
to
say
simply
that
this
is
the
quintessential
public-private
partnership
that
we
should
be
looking
for.
We've
asked
them
to
find
additional
resources
to
find
additional
funding
because
because
the
city's
not
going
to
be
able
to
pay
for
for
it
all,
and
this
is
what
they've
done
and
they've
come
back
to
us.

them

not
just
prove
this,
but
to
provide
some
additional
clarity
around
what
our
role
is
going
to
be
as
a
city,
I
think
again,
most
folks
on
council
probably
will
approve
this.

is

organization

finding

what
we've
asked
them
to
do.

coming
back
to
us

with

a
with
a
basic
request,
and
this
is
customary
for
federal
grants-
I
mean
this
is
not
something
that's
out
of
the
ordinary
looking
for
additional
resources
partnering
with
with
organizations,
so
I
hope

colleagues
will

support
this.

when
it
comes
to
looking
for
other
sources
for
money
to
build
a
low
line,
I'm
for
it.
My
issue
has
been,
and
I
think
we
need
clarification
on
that,
should
this
grant
be
received
and
the
reason
is
more
than
just
applying
for
a
grant.
It
requires
some
of
us
reaching
out
to
our
people
in
congress,
our
con,
our
members
of
congress
and
certainly
our
members
of
senate,
to
try
the
u.s
senate
to
push
this
through.

We
did
something
similar
with
the
pedestrian
bike
path
when
it
really
got
down
to
the
nitty-gritty,
the
number
not
only
the
mayor,
but
a
number
of
us
called
our
congress.
People
called
our
senators
and
helped
push
that
funding
through
along
with
katie
zimmerman
and
her
team.
So
I
look
at
this
as
something
similar,
but
our
capital
projects
department
is
going
to
oversee
that
pedestrian
bright
bridge.

When
you
look
at
spring
fish
burn
project,
our
200
million
dollar
project-
I
don't
know
drainage
project.
I
don't
know
another
municipal
project
in
the
state
of
south
carolina,
that's
overseeing
that
when
it
comes
to
linear
parks,
our
capital
projects
department
have
multiple
experience,
building
linear
products
and
obviously
the
one
that
we're
doing
now
on
low
battery
having
done
high
battery
and
the
curve
having
to
build
coffer
dams
to
hold
back
the
river
much
more
complicated
than
building
this,
this
low
line.

So
if
we're
going
to
be
having
cloak
and
dagger
and
not
be
transparent,
and
I'm
asking
for
transparency
if
this
is
going
to
be
run
through
our
capital
projects
department,
then
I'm
all
for
it.
If
we're
going
to
be
in
a
gray
area
about
that,
then
I
think
it's
incumbent
for
us
to
be
truthful
with
our
people
in
congress.
That's
going
we're
going
to
ask
to
support
this,
so
that
is
a
question
that
I
would
like
to
have
answered.
Should
this
grant
be
awarded
and
we
come
for
without
match?

Will
the
building
of
it
be
run
through
the
capital
project,
city's
charleston
capital
prize,
the.

grant
is
in
the
name
of
the
city,
and
it
will
be
managed,
as
this
council
decides.

chairman
gave,
as
this
council
decides

council
to
my
knowledge
and
never
decided
for
a
linear
park
or
a

project
to
be
managed
through
a
private
entity
that,

my
ex,
my
knowledge
has
never
done

this
case

linear
part
before
so
I
think
we
need
clear
answers
on
that.
We
don't
need
blurred
answers
on
that.

about
the
taxpayers
dollars.
We
are
stewards
of
other
people's
money.

that
going

this
money
be
awarded?

it

managed,
through
and
run
by,

city

charleston's
capital
project
department.

project

bids
when
those
bids

We
have
ad
hoc
committee,

through
it
as
we've
done
in
the
past.
Those
contracts
will
come
forward.

city
council

the
mayor
and
council
will
vote.
Awarding
those
contracts
for
the
work
to
be
done
is
that
the
process.

am
proud
of
our
capital
projects
team.

think
they're

spend
money.
It

the
approval
of
this
council
and
this
committee,

so

we

something,

the

the
grant

in
the

it,
we
would
be
responsible

it
and
we
can
proceed
with
the
project
as
as
this
council
chooses,
it

our
choice.

we

manage
the

when
we
go
forward
with
this

the
way,
our
vote
for
that
is
coming
through,
our
capital
projects
department
is
going
to
be
managed
by
our
department,

when
we
reach
out
to

people

congress

senators,
I
want
to
be
truthful
with
them.

discussions
with
our
capital
project,
if
we
get
this
grant,
they
clearly
understand
that
they
will
have
to
potentially
hire
someone
specifically
for
the
grant
and
I'm
comfortable
with
that
conversation.

the
developmental
on
the
low
line
skyrocket,
which
will
in
turn
cause
the
tiff
to
skyrocket,
which
will
mean
we'll
have
more
money
for
affordable
housing,
more
money
for
stormwater
projects,
freeing
up
money
for
west
ashley,
as
councilman
waring
is
pointed
out
many
times
very
excited
about
this
project
could
not
support
it
more
and
I
intend
to
vote
yes
on
this
tonight.

talking
about
the
loan
line
in
funding,
I
may
mention
this
to
the
mayor
yesterday,
in
the
meeting
we
were
on,
the
american
recovery
act
has
2.5
billion
dollars
up
at
the
state
of
south
carolina.
That's
pretty
much
going
to
be
decided
upon
and
vetted
out.
As
I
understand
in
september
late
august
or
september
of
this
year,
the
city
of
columbia
has
requested
for
certain
projects.
The
city
of
greenville
has
requested
a
certain
project.
H
Myrtle
beach
has
requested
for
certain
projects.
My
understanding
is
that
we
don't
have
any
request
in
for
any
specific
project.
I
think
this
too
is
a
project,
because
that's
one-time
money,
the
governor,
has
said
that
that
2.5
million
can
be
transformative,
so
to
dovetail
in
what
councilmember
appel
just
said.
This
is
a
transformative
project.
I
believe,
instead
of
just
having
one
grant
application
in,
I
believe
we
should
go
for
monies
through
that
particular
source
of
dollars,
we're
not
even
asking
for
those
dollars.

I
also
spoke
with
the
mayor
about
making
this
project
a
larger
project,
in
that
the
low
line
is
one
part,
but
it's
very
easy
to
connect
this
into
the
ravenel
bridge.
We've
done
a
part
that
takes
it
from
the
bridge
site
or
from
the
low
line
to
morrison
drive.
H
If
we
were
to
have
connectivity
from
the
low
line
down
huge
street
just
with
a
bike
lane
to
hagen
a
biker
could
then
take
low
line
well
from
the
bridge
to
morrison
drive
to
hagen,
I
mean
to
hate
now
tahugee
street,
to
hager
to
fishburn
and
we're
going
to
be
building
the
pedestrian
bike
bridge.
H
Then
they
could
come
across
the
ashley
hit
the
greenway
and
go
all
the
way
down
the
main
road.
Frankly,
there's
connectivity
through
krogan's
landing
at
carolina
bay
for
biker
to
cross
17
there
go
through
carolina
bay,
sanders
road
and
hit
the
bees
ferry
pedestrian
bikeway.
I
don't
know
how
many
miles
that
is,
but
that's
probably
I
don't
know
20
miles
or
more
of
connectivity.
We
wouldn't
have
to
buy
one
inch
right
away
to
achieve
that.
H
So
I
would
hope
that
if
we
truly
believe
in
the
full
funding
of
this,
let's
get
it
all
funded
and
it
becomes
a
transportation
project.
In
addition
to
a
linear
park,
it
becomes
a
transportation
project
that
again
takes
us
all
the
way
down
to
bee's
ferry
road,
and
we
have
those
elements
in
place,
but
we're
not
even
asking
for
that
comprehensive
aspect.
H
So
that's
not
to
be
done
today
at
this
meeting,
but
I
certainly
would
like
to
plant
the
seed
for
this
and
other
projects
in
particular
something
for
west
ashley,
revitalization
to
at
least
be
a
request
for
some
of
the
money
out
of
the
american
recovery
act.
That's
sitting
in
colombia
to
the
tune
of
2.5
billion.

know

If,
I

add,
we've
got
some
aging
bridges
that
needs
to
be
replaced
too,
and
I
think
any
lobbying
that
we
do
at
that
level
either
for
this
2.5
mill
or
the
infrastructure
bill

coming
forward
later.
We
need
to
be
fighting
to
replace
those,
those
antiquated
bridges
again,
just
putting
that
on
them.

the
ashley
river
bridges,
the
old
bridges,

Understand
that
they're,
not
our
bridges
right
but
as
we
move
forward-
and
I
think
councilman
waring
is
right
in
our
lobbying
efforts,
we
should
be
lobbying
across
the
board
even
for
things
that
are
not
necessarily
the
responsibility
of
our
city,
okay,
but
it's
in
our
city,
state,
county
or
otherwise.
I
think
we
should
be
lobbying
to
try
to
get
rid
of
some
of
these
antiquated
infrastructure
problems
that
we
have
in
the
city
as
well.

wanted
to
put
that
out
there
mayor
well,

this
thing
called
northbridge
in
which
people
get
killed
trying
to
cross
over.

move

out

top
priorities
