contracted
out
this
year
to
have
that

this
for

sporting
events,

had
a
conversation

the

not
going
to

going

somebody

the

of
sports
things
that
deal
with
hospitality.

about
700
thousand
dollars
worth

improvements

we
could

one

improve

fields

stony
field
or
Harmon
field
or
West
Ashley.

this
money
could
be
used
to
make
those
soccer
fields

tournaments

we
think

missing

turf
fields,
yeah.
That
would
be
grass
they'd,
be
the
latest
thing
and
the
other
thing
was:
we've
got
a
couple
million
dollars
in
here
for
this
wellness,
Aquatic
Center
West
Ashley,
and
we
just
thought
that
maybe
some
of
that,
if
we,
if
we
were
off
a
little
bit,
could
be
used
for
that.

forgot

we
probably

work
designating
this

hospitality,
driven

more
money

acquisition

wellness

want

bring

council's
attention
and
I
mentioned
this

ad
hoc
meeting-
is
that
we

this
piece
of
property.
We
own
called
the
Piggly
Wiggly
site
and,
as
we

we're
in
the
midst
of
the
redesign
of
that
suicide
merge,
which
is
holding
up
the
city
going
forward
with
any
progress
on
what
we're
going
to
do
with
that
piece
of
property.
So
we
talked
about
gateway.
Some
of
that
money
should
be
appropriated
to
what
we
want
to
do
with
the
Piggly
Wiggly
site.

I'm,
not
sure
how
this
is
going
to
play
out
in
the
next
couple
of
years,
but
I
don't
want
to
lose
out
on
an
opportunity
that
we've
got
to
pay
attention
to
that
piece
of
property
which
has
been
which
we've
been
talking
about
as
being
a
gateway
to
us,
actually
a
gateway
to
Charlestown,
Landing
and
I.
Think
would
fit
perfectly
into
the
the
mission
of
this
money,
so
I
want
to
make
sure
if
some
of
that
is
doesn't
be
definitely
earmark,
but
keep
the
discussion
open
for
that,
so
that
money
is
not
going
someplace
else.

meridian
comes
wearing
for
working
on
the
visitors
center
funding,

Think
one
of
the
things
it's
not
reflected
in
here
on
this
year's
budget
is
ultimately
when
that
money
is
spent
on

renovations
of
the
Visitor
Center.
It's
going
to
be
not
an
equal
savings
to
see,
but
there'll
be
substantial
savings
to
the
city,
because
the
operations
will
be
turned
back
over
to
CVB
we
own
the
building
but
they'll
be
running
it.

we
will
see
a
lessening
of
our
general
operating
funds
and
these
funds
going
into
the
future
for
running
it.
I
do
have
a
question
about
the
two
million
dollar
line
item.
Is
there
some
specific
items
that
we're
going
to
spend
in
the
fiscal
year
2019
to
million
dollars
on,
or
is
that
does
money
will
parking?

far

I'm
concerned,
it's
it's
parking
right
now.
What
I'm
looking
for
is
there
has
been
some
property,
that's
been
identified
that
could
be
acquired
for
this
Center
and
if

there's

lot
of
work
to

done
on
that
property.
The
due
diligence,
the
Drake,
is
the
whether
we
get
water
and
sewer
to
it
and
all
that
other
kind
of
stuff,
and
it
may
not
work,
but
if
we
have
to
move,
we
need
to
move
it.

and
so
this
will
be
early
acquisition
cost,
if
not,
if

for
that,
we
might
have
to
fund
the
whole
thing
with
a
bond
referendum.

this
would
go

long

over
a
number

years
to
pay
for
so
we've
got
to
bring
all
that
back.

this
money

got

better
way
than

concern

parking

needs

side

the
river
are

got
to
put
money
towards
water

relief

recollection

last
meeting
that
this
would
be
for
property
acquisition

future
reports
related
facility
and
not
for
anything
related

bomb

would
have

allocation
was
the
potential
for
land
acquisition
for
a
West
Ashley
property.
That
would
be
tourism
sports-related,
and

city

marked

million
already

work

you
just
alluded
to,
that's
going
to
start
in
2019,
we
parked
those
dollars.
I
have
to
bring
this
out
there.
When
we
park
money
for
West
Ashley,
it's
an
issue.

Gilyard

money
for
the
September,
Clark
Springs
feat:
Fishman,
we
park
money
all
the
time.
Why
should
West
Ashley
get
called
out?
It
is
a
part
of
the
city
of
Charleston,

time
we
get
to
be
the
exception.
I'm
gonna
speak
out
against
that
because
it's
not
right.

When
what
Charleston
place
is
now
was
a
was
a
vacant
field
and
Hyman
seafood
didn't
look
like
it
looked
like
today,
so
this
is
just
a
technique
that
have
been
used
very
successfully
on
the
peninsula
on
Daniel
Island
and
we
like
to
use
it
for
areas
west
of
the
peninsula.
So
enough

this
discussion
that
you
know
obviously
in
the
and
the
ad-hoc
committee
meeting,
and
so
maybe
parking
is
not
the
right
word,
but
I
do
think
that
it
certainly
identified
that
in

it
was
the
intent
of
the
ad
hoc
committee
and
these
discussions
I
was
involved
in
that
it
would
be
for
really
create
an
opportunity
to
land
bank
property
to
in
preparation
for
for
that
complex.
So
the.

believe
that
that
acquisition
shows
a
commitment
on
the
part
of
the
city
for
future
sport
related
facility
and
would
enable
then
the
attraction
of
other
partners.

showing
a
commitment
that
that
was
part
of
our
intent,

I

believe

have
a
swimming
complex,
wellness
complex
on
the
order
of
magnitude
that
has
been
proposed,
that
we
need
partnerships
from
entities,
be
it
the
State
Parks
Recreation
Commission,
the
county,
the
Medical
University
when
they
go
to
replace
their
Wellness
Center.
So
so
this
is
kind
of
putting
some
bait
out
there.

again,
I
mean
I'm
looking
at
2019
and
I
don't
object
all
this.
If
there's
a
plan
and
I
guess,
if
we're
gonna
dedicate
this
to
doing
something
with
a
land
acquisition
for
sports
facilities

two
ways
and
means,

we'll
figure
out
exactly

that
is,
what
property

is,
okay

if
it

fruition

money
that
is
available
for

programmatic
documents

we

issued

years

which

I
think
I
forwarded

some
of
the
council
members
earlier

I'm
happy
to
distribute

the
council
members,

say
unless
it's
there's

two-fold
test
and
I'm.
Sorry
I,
don't
have
it
with
me
tonight,
but
unless
it's
in
a
an
official
position,
that's
been
created
by
City
Council
to
be
sitting
on
that
particular
board,
then
you
you.
It
is
considered
that
you
do
have
a
financial
interest
in
the
matter.

If
you
sit
on
the
board
and
also
try
to
vote
at
City
Council,
so
we've
been
interpreting
that
opinion
conservatively
and
recommending
that
if
you
sit
on
a
board,
that's
not
a
city
of
Charleston
entity
and
you
are
also
not
sitting
on
that
board.
As
a
city
designee
and
you
have
to
meet
both
of
those
tests,
then
this
attorney
general
opinion
says
that
there
is
a
conflict
and-
and
it's
there's
a
suggestion
of
an
appearance
there.

counsel

colleagues
councilman

There
are
times
when
the
voice
needs
to
be
heard.
One
of
the
reasons
we

long
getting
up
here,
because
voices
were
heard
collectively,
which
resulted
in
a
in
my
opinion,
I
know,
I'm,
biased,
but
obviously
a
passion,
animus
I
wasn't
alone.

resulted
in
a
better
decision
because
of
proper
due
diligence
being
discussed
because
of
being
on
the
on
the
board.
Now,
if
that
means,
our
position
needs
to
be
changed
to
liaison.
So
we
could
do
that
and
stay
in
compliance

one
Attorney
General's
opinions,
because
I
don't
see
how
we
get
the
best
practices,
if
all
voices
aren't
heard,
for
example,
of
doing
that
discussion.

liaisons

when
it

representation
