Description
City of Charleston Committee on Ways and Means, 7/14/2020
B
B
D
C
D
You,
mr
chairman,
heavenly
father,
as
you
look
down
upon
us
in
these
challenging
times,
please
give
us
the
strength
to
do
what
is
right
and
just
for
those
who
are
suffering
for
those
who
are
worried
and
those
who
are
under
stress
recognizing
this.
All
too
shall
pass
with
your
leader,
leadership
and
governments
in
your
name.
We
pray,
amen,
amen,
amen,.
B
F
C
Second,
moved
and
properly
seconded
any
discussion,
favor
say:
aye
aye,
you
guys
have
it
bids
and
purchases
boot.
C
G
I'm
just
I
wanted
a
couple
of
of
clarifications
number
one.
I
noticed
when
I
was
reading
through
this,
that
it
was
up.
240
million
number
one
number
two,
it
didn't
list
any
at
this
point.
We're
not
actually,
I
believe,
entering
into
a
contract
for
any
monies
at
this
time,
because
I
didn't
see
any
interest
rates
or
anything
like
that,
but
number
and
then
my
I
have
a
second
question
just
about.
B
To
respond
amy's
on
the
line
respond
to
the
portion-
yes,
it's
not
exceeding
40
million,
so
so
amy
will
be
watching
our
cash
flow
and
when
we
get
to
this
fall-
and
we
only
need
35
million
say
or
hopefully
even
less
than
that-
we'll
borrow
just
what
we
need
rather
than,
but
this
gives
us
a
little
leeway
and
she
has
no.
This
isn't
a
specific
borrowing.
Yet
amy
is
working
with
our
advisors
and
our
bond
attorneys.
B
A
Yes,
so
it
is
an
ordinance,
so
we'll
need
two
readings.
I
think
that
was
your
first
question.
We're
working
on
a
finalized
number
now
with
the
financial
advisors
probably
have
that
next
week,
and
then
they
will
shop.
Banks
are
already
have
gone
out
and
asked
some
banks
if
they
would
be
interested
in
this
with
us
and
then
well.
We'll
have
more
information
on
that
once
we
know
for
sure
and
we'll
bring
that
back
to
council.
G
I
just
want
to
make
sure
that
we
can
put
as
much
information
as
we
can
out
to
our
constituents
before
we
take
the
final
vote
on
this,
because
you
know
this
is
a
substantial
amount
of
money,
and
normally
we
don't
have
to
to
make
a
decision
like
this
in
the
second
half
of
the
year,
but
obviously
with
covet
and
the
amount
of
lost
revenue.
These
are
difficult
circumstances
and
we're
just
trying
to
make
sure
that
we
can
balance
our
budget
in
accordance
with
state
law.
G
But
I
just
would
hope
that
we
can,
at
least
since
we
have
two
readings
it'll,
give
us
some
time
to
go
back
and
get
with
our
constituents
because
it
kind
of
snuck
up
on
some
people.
I'm
you
know,
I.
I
tried
to
explain
it
as
much
as
I
could
after
our
budget
meeting
our
workshop.
G
But
obviously
I
think
this
will
be
something
that
is
discussed
quite
frequently
between
now
and
our
next
vote.
So
any
information
that
we
can
get
to
give
to
our
constituents
would
be
greatly
appreciated
and
thank
you,
as
always,
for
your
hard
work.
Amy.
A
G
Right
right
and
that's
why
it
would
it
would
need
to
be
paid
back
by
april
right
because
it's
a
six
month.
G
A
G
A
E
Thank
you,
mr
chairman.
I
just
want
because
we
all-
and
I
thank
the
mayor
for
the
process
with
the
budget
ad
hoc
committee,
because
we
all
were
involved
with
that,
but
I
think
for
the
purposes
of
city
council
meeting,
if
amy
would
just
give,
you
know
short
rationale
on
why
we
need
to
do
this.
G
A
Okay,
so,
like
I
just
said
in
in
in
september,
because
our
revenues
are
coming
in
or
we're
not
getting
the
revenues
we
normally
get
in
a
normal
year.
Looking
at
our
cash
flow
projections,
it
looks
like
september,
we'll
start
running
low
on
cash
and
we
won't
get
our
property
tax
revenues
until
late
december
or
january.
A
That
would
cover
the
expenses
that
we
have
for
the
rest
of
the
year.
So
we're
doing
this
in
order
to
cover
the
expenses
that
we
have
for
the
last
for
september
through
december,
just
to
get
us
through
to
the
end
of
the
year.
E
D
A
D
A
But
I
don't
have
the
exact
interest
rate
amount.
Yet
I
will
probably
for
the
next
meeting,
it'll
probably
be
a
lot
like
the
band
that
we
just
had
that
we
just
passed.
A
C
E
Not
at
this
meeting,
but
somehow
between
now
the
next
meeting,
can
we
get
some
information
on
some
of
the
banks
that
we're
going
to
be
hopefully
seeking
competitive
bids
from
yes.
Thank
you.
C
Moved
and
properly
seconded
any
discussion,
councilmember
griffin.
G
Yes,
sir,
I'm
just
wondering
what
the
procurement
procedure
was
on
this
one,
because
I
understand
that
there
was
a
substantial
amount
of
private
donations.
However,
are
we
going
to?
How
are
we?
How
are
we
sure
that
that
money
has
has
been
received
by
the
city
and
number
two?
G
G
I
can
understand
that
that
jc
calhoun
was
a
you
know,
a
different
circumstance.
However,
I
was
not
aware
that
that
statute
would
be
coming
down
within
a
couple
hours
of
our
vote.
G
I
can
imagine
that
exponential
or
the
expedited
process
to
have
it
taken
down,
probably
had
some
some
sort
of
bearing
on
the
final
price
of
this
project,
and
I've
also
heard
that
taking
down
the
rest
of
the
pillar
or
column.
Or
what
have
you
not
is
going
to
be
expensive
and
I'm
wondering
how
that
procedure
is
going
to
work
on
that
part
of
the
monument.
B
Sure
I'll
be
happy
to
respond.
This
was
an
emergency
procurement
and
council
in
the
resolution
to
remove
the
statue
gave
me
the
authority
to
go
ahead
and
make
arrangements
you
know
given
what
had
been
going
on.
In
fact,
the
evening
of
our
announcement
of
this
theme
on
the
agenda,
I
thought
it
was
a
good
idea
to.
B
Oh
sorry,
maybe
I
need
to
be
just
a
little
closer
yeah
edmond
most
he
did
a
gilman's
job
in
working
with
kerner
construction.
He
was
one
of
the
lead
contractors
on
the
african-american
museum
to
to
come
up
with
the
contract,
which
was
executed
shortly
after
council
approved
the
removal
at
our
last
meeting,
and
so
that
included
two
tasks.
One
was
the
removal
of
the
statue
and
the
bronze
work
and
the
other
tasks
that
they
have
not
yet
completed.
B
Is
the
column
itself
down
to
what
we
described
here
as
the
second
tier
based,
I
often
call
it
on
the
pedestal
and
then
the
larger
section
is
the
base.
So
so
the
contract
is
for
the
statue,
all
the
scapular
stuff
that
goes
with
it
and
then
the
column
itself
and
given
the
difficulty
that
they
had
with
the
statue
itself,
they
decided
and
we
gave
them
permission
to
come
back
at
another
time
and
and
take
care
of
the
column
cast
too.
B
In
the
meantime,
I
have
the
very
kind
offer
from
one
individual
to
make
a
donation
to
to
go
towards
our
expenses
and
in
fact
we
have
already
received
a
wire
transfer
of
his
donation
of
a
hundred
thousand
dollars.
So
that
was
just
one
individual.
He
asked
that
his
name
be
anonymous,
he's
a
successful
business
person
that
was
an
individual.
B
It
wasn't
an
organization
of
any
kind,
but
the
next
day
or
two
after
we
sent
him
the
information
of
how
to
send
us
the
money
he
sent
it
and
amy
confirmed
that
it
was
in
our
bank
account.
So
we
haven't
even
made
a
payment
yet
to
turn
the
construction,
but
we've
already
got
100
000
dollars
in
hand.
Now.
B
The
next
step,
frankly
will
be
to
get
a
quote.
Edmund
doesn't
have
it
yet
he's
still
working
on
this
to
remove
the
pedestal
and
the
base
which
volume
wise
is
a
lot
more
material,
a
lot
bigger
job
in
a
way,
and
so
that
will
be
coming
back
to
you
for
your
approval
as
a
as
a
mother
matter
and
we'll
be,
we
have
an
item
on
the
real
estate
committee
this
evening
about
the
washington
light
industry
and
I
guess
it
might
be
appropriate
to
share.
B
At
this
point,
I
think
I
made
almost
everyone
aware
that
the
washington
light
infantry
had
requested
that
the
city
remove
the
entire
statue,
column
pedestal
and
base
the
whole
shebang,
and
that
was
upon
their
request.
So
so
we
don't
have
a
quote
on
that
yet,
but
we'll
be
we'll
be
coming
back
to
you.
I
don't
know.
If
I
answered
all
of
your
questions,
you
did.
B
F
C
C
C
C
Okay,
item
number:
six:
second:
okay:
any
discussion
on
item
six.
E
E
C
E
I
just
wanted.
I'm
gonna
support
the
magic,
but
I
just
want
maybe
a
little
description
of
what's
gonna
take
place.
B
All
right
is
mr
lindsey,
on
the
line.
C
Yeah,
did
you
get
to
get
the
note
from
mr
lindsay
on
the
issue.
H
Thank
you,
mr
chairman,
and
customer
where
this
was
in
their
separate
cover
yesterday
by
email,
and
I
sent
it
to
your
your
chess
associates
email.
So,
if
you've
not
received
that,
I'm
happy
to
resend
brief
outline
here.
This
is
a
a
proposal
to
engage
with
the
dutch
dialogues.
Consultants.
This
includes
wagner
ball
architects
from
new
orleans.
It
includes
groups
from
the
netherlands.
H
It
includes
moffat,
nickel
who
are
based
out
of
new
york
city
and
it's
to
basically
get
a
third
party
to
help
us
evaluate
the
core
of
engineers
work
as
they
look
at
the
perimeter
of
the
peninsula.
These
are
the
best
people
in
the
world.
They
worked
with
us
in
the
dutch
dialogues.
They
know
our
city
and
they
have
also
worked
with
the
corps
of
engineers
in
other
places,
to
look
at
perimeter
barriers.
It's
a
unique
qualification.
Nobody
else
really
is
qualified
to
do
this
so
the
way
it
works.
H
Just
as
we
did
the
dutch
dialogue
so
we're
saving
saving
some
money
here,
50k
match
comes
from
private
and
non-profit
sectors
and
the
the
work
has
a
very
tight
deadline
on
it
due
to
the
core's
timeline.
So
it's
a
project
that,
should
you
all
see
fit
to
fund
it
would
be
performed
in
the
next
month
and
a
half.
I
Mr
chairman,
and
thank
you,
mr
lindsey,
I
I
I
was
gonna
say
much
the
same
thing
in
support
of
of
this
contract.
I
can't
think
of
a
group
that
is
now
more
trusted
and
better
prepared
to
do
a
third
party
analysis.
As
you
say,
and
it's
going
to
be
more
than
analysis.
It
will
be.
You
know
in
this
in
the
in
the
style
of
the
dutch
dialogue
teams,
it
will
be
thoughtful
and
it
will
be
innovative
and
and
creative
on
our
behalf.
I
So
I
think
this
is
very
smart
of
the
city
to
make
sure
that
we
are
meeting
all
of
the
the
parameters
that
the
citizens
you
know
deserve
for
such
a
major
decision
as
this,
and
as
far
as
I
know,
they
did
do
this
in
the
norfolk
virginia
area
where
they
did
a
complete
dutch
dialogues,
consulting
study
like
they
finished
for
us
last
year,
and
then
they
also
analyzed
and
evaluated
the
army
course
three
by
three
by
three
there.
So
it's
a
very
comparative
situation
that
we're
hiring
into.
Thank
you.
C
And
and
mr
lindsay,
what
will
result
is
input
into
the
comprehensive
plan
that
we're
currently
working
on.
If
I'm
correct.
H
H
What
this
group
is
going
to
be
doing
is
evaluating
our
work
with
the
core
working
with
the
core
of
engineers
and
providing
us
with
the
best
advice
in
the
world,
so
that
we
can
work
with
the
core
and
optimize
the
design.
I
think
that
their
advice
is
going
to
save
us
money.
It's
going
to
make
sure
that
we're
doing
everything
that
we
can
to
prevent
flooding
in
all
forms,
storm,
water
and
tidal
flooding,
and
they
will
help
us
directly
with
the
federal
agency.
H
That
is
the
core
in
a
way
that
we
can't,
we
don't
understand
or
know
their
processes,
but
this
group
does.
They
have
worked
with
them
in
other
places
in
the
country
and
they
bring
an
expertise
in
this
federal
process
that
we
simply
don't
have.
This
is
a
separate
thing
from
the
comprehensive
plan.
This
is
just
about
improving
the
study
of
the
core
of
engineers,
perimeter.
C
Okay,
a
question
from
me:
another
question
for
me
is
one.
C
From
the
dutch
dialogue
was
for
the
city
to
develop
a
water
plan.
At
any
point,
are
we
having
discussions
with
regard
to
developing
such
a
plan.
H
Great
question
and
we
we
have
had
those
discussions
that
would
need
to
be
done
in
conjunction
with
mr
matt
fountain
and
his
storm
water
department,
of
course,
and
that's
something
that
I
think
we
would
look
forward
to
doing
in
the
future
right
now
we're
working
on
our
comprehensive
plan,
as
you
pointed
out,
which
is
going
to
incorporate
water
in
a
way
it
never
has
before
this
perimeter
study
is
important,
but
the
water
plan
is
a
separate
thing
entirely,
and
I
would
look
forward
to
working
on
that
in
the
future.
E
Hey,
thank
you,
mr
chairman.
I
just
mr
lindsay.
I
did
see
that
email.
Actually,
the
answer
you
gave
this
time.
The
second
time
around
with
the
other
questions
was
the
information
I
was
looking
for.
In
other
words,
what
information
that
these
consultants
is
going
to
be
working
on
with
the
three
by
three
by
three
study
I
mean,
if
the
part
about
you
know
having
partners
pay
for
this.
I
saw
all
of
that
part.
So
thanks
for
your
expanded
answer,
thank
you,
of
course,.
B
B
The
corps
welcomes
this
effort,
this
extra
layer
of
input
and
and
that's
another
aspect
of
it.
That's
so
positive
in
my
view,
is
that
it
will
engage
the
public
again,
even
though
the
official
comment
period
is
over,
because
this
will
become
part
of
the
city's
recommendations
to
the
optimization
of
the
plan.
B
These
consultants
will
will
conduct
a
good
bit
of
civic
engagement,
just
like
they
did
when
they
did
the
dutch
dialogues
here,
and
it
will
give
our
citizens
yet
another
opportunity
to
digest
all
this,
to
make
recommendations
and
and
to
be
a
part
of
the
final
product,
because
the
the
whole
goal
here
is
to
have
the
very
best
project
possible,
and
that
requires
the
engagement
of
not
just
these
consulting
citizens
as
well.
D
D
Just
very
briefly,
I
would
definitely
commend
this
to
fellow
council
members,
we're
staring
down
the
barrel
of
a
very
large
project
somewhere
in
the
in
the
neighborhood
of
two
billion
dollars
to
go
and
look
at
this
for
fifty
thousand
dollars
to
really
world
experts
to
me
would
seem
to
be
the
standard
of
care
at
a
very
minimum,
and
mr
chairman,
you
may
recall,
when
we
traveled
to
the
netherlands,
the
very
people
are
going
to
be
part
of
this
contract
and
the
army
corps
of
engineers
who
are
along
on
that
trip.
D
They
participated
through
the
dutch
dialogues
process
here
and
one
of
the
areas
that
the
dutch
dialogues
was
specifically
asked
to
look
at
and
did
in
fact
expand
their
look
beyond
just
the
area
they
were
asked
to,
which
was
the
hospital
district
down.
Lockwood
is
about
a
quarter
of
the
length
of
what
we're
gonna
be
looking
at
on
this
project
anyway.
So
for
fifty
thousand
dollars
we're
getting
someone
who's
already
well.
Familiar
is
heading
in
the
right
direction.
Has
a
cooperative
and
well-known
path
forward
with
the
army
corps
of
engineers
and
for
us
as
a
city?
D
I
Yeah,
sorry,
I
didn't
mean
to
speak
again,
but
the
mayor
I
said
said
something
that
I
think
needs
expansion.
Yes,
the
public
comment
has
closed
for
the
time
being
what
I,
but
it
is
also
going
to
reopen
in
january.
So
I
think
learning
from
the
study
that
is
going
to
be
the
companion
to
this
from
the
dutch
dialogue
team
will
will
further
enhance
the
comment
period
that
the
public
will
have
an
opportunity
to
do
in
january.
I
So
I
didn't
want
them
to
think
that
if
this
was
the
end
of
public
input
to
the
court
directly,
that's.
B
C
B
C
Aye,
the
eyes
have
it
item,
number:
seven
parks
and
capital
projects,
approval
of
construction,
contract
contract
change
directive
and
the
amount
moved
and
properly
seconded
any
discussion.
Mr
mayor.
B
I
I
also
wanted
to
point
out
the
council-
and
it
may
seem
like
the
theme
of
our
meeting
today
and
it,
but
it
wasn't
mentioned
in
the
in
the
write-up
that
we
are
being
reimbursed
for
this
item
from
the
international
african
american
museum.
This
change
order
was
outside
of
the
scope
of
work
of
our
original
project,
and
so
the
african-american
museum
has
agreed
with
additional
funds
that
they
have
raised
to
to
pay
for
this,
and,
in
fact,
they've
also
already,
given
us
the
check
for
32
056
to
cover
this
as
well.
C
Thank
you,
councilman
griffin,
did
you
have
a
question
if
not
all
in
favor
say
aye
aye
aye.
F
C
Eyes
have
it
committee
on
real
estate,
councilman.
F
F
One
is
the
request
for
approval
of
a
parking
agreement,
a
lease
agreement
for
10
parking
spaces
at
the
maritime
center
with
the
anson
house,
condominium
association,
and
this
was
to
help
assist
them
in
meeting
their
minimum
requirements
for
the
number
of
spaces
they
needed
for
this
housing
complex.
The
committee
approved
this
unanimously.
F
The
second
item
was
approval
to
execute
by
the
mayor,
a
quick
claim,
deed
that
chunk
of
land
in
which
the
calhoun
calhoun
monument
would
sit
on
calhoun
street,
and
the
quick
claim
lead
was
to
give
to
the
washington
infantry
association
and
some
of
the
any
and
all
claim
that
the
city
may
have
had
to
that
piece
of
property.
That
request
also
proved
an
innocence.
I
would
recommend
that
we
approve
both
of
those
items.
Second,.
