If this is YOUR meeting, an easy way to fix this is to add a description to your video, wherever mtngs.io found it (probably YouTube).
A
Hello,
my
name
is
Kate
Elmore
and
I'm.
The
city's
chief
procurement
officer
and
video
learning
module
procurement,
101
I'll,
be
providing
you
with
basic
information
about
the
city's
procurement
processes.
The
objective
of
this
video
learning
module
is
to
familiarize
council
members
with
the
basic
processes
required
for
procurement
at
the
city.
Goods
equipment,
services,
technology,
construction
and
professional
services
are
all
required
to
serve
the
needs
of
our
community,
whether
a
firetruck
materials
for
road
repair
or
a
computer.
A
The
city
must
comply
with
a
rigorous
set
of
procurement
procedures
that
meet
all
local
state
and
federal
statutes
and
policies
to
ensure
legal
compliance
as
stewards
of
public
funds
and
trusts.
Local
governments
must
follow
established
spending
limits
and
competitive
procurement
methods
to
support
city
operations.
A
Contracts
are
traditionally
referred
to
as
one
of
four
types
purchase,
contracts,
construction
and
repair
contracts,
architecture
and
engineering,
services,
contracts
and
service
and
Technology
Services
contracts,
each
purchase
or
contract
type,
as
well
as
the
total
amount
or
threshold
of
the
intended
expenditure
drives
the
procurement
process.
While
the
city
abides
by
statutory
procurement
requirements
set
by
the
state
of
North
Carolina,
it
is
important
to
note
that
the
city
utilizes
different
thresholds
to
determine
our
informal
and
formal
procurement
thresholds.
The
state
allows
point-of-sale
purchases
without
competition
up
to
$30,000.
A
The
city
applies
a
lower
threshold
of
$10,000
to
support
a
more
competitive
process
and
improved
pricing.
Procurement
staff
must
appropriately
apply
all
informal
and
formal
procurement
requirements
and
thresholds
to
ensure
legal
compliance.
Competitive
solicitations
may
be
performed
using
many
methods,
including
invitation
to
bid
request
for
proposals
and
request
for
qualifications.
Each
procurement
type
requires
the
appropriate
solicitation
and
award
method.
A
Additionally,
the
equitable
inclusion
of
minority
women
and
small
business
enterprises
must
be
taken
into
consideration
based
on
the
city's
inclusion
policy
as
a
best
practice.
The
city
evaluates
and
Awards
contracts,
utilizing
a
number
of
criteria,
qualifications,
experience,
responsiveness,
pricing,
inclusion
and
solutions
are
just
a
few
of
the
many
criteria
used
to
determine
contract
award,
the
purchase
of
commodities,
materials
and
equipment,
as
well
as
construction
and
repair
require
a
mandatory,
responsive,
low
bid
award.
Conversely,
services
and
technology
services
contracts
may
be
awarded
based
on
various
criteria
and
not
strictly
low
bid.
A
It
is
important
to
support
opportunities
to
award
based
on
the
best
value,
which
is
not
strictly
determined
by
cost.
The
state
of
North
Carolina
supports
a
number
of
exceptions
to
our
mandatory
bid
statutes.
These
exceptions,
which
provide
added
flexibility
and
opportunity,
must
be
carefully
vetted
and
utilized
only
were
most
empowering
the
city's
high
standards
for
procurement.
We
hope
this
procurement
overview
has
been
helpful.
