the

mayor

it
can
be

the
overall
economic
recovery
task
force
report.

if
the
airline
is

summary
of
the
memo
brent.

so
let's
jump
right
in,
I
will
start
with
and
I
apologize.
The
the
numbering
is
a
little
bit
off.
So
we
will
correct
that,
but
I
will
refer
to
the
misnumbering
as
it
appears
in
the
memo,
rather
than
correct
that
and
create
confusion,
but
that
misnumbering
will
be
corrected
for
the
final
version
of
this
okay
item
number
one:
utilize,
north
carolina,
airport,
improvement
program
and
federal,
cares
act,
funds
dedicated
to
clt
to
a
meet
non-pfc
and
pfc-backed
debt
service
obligations.

In
fiscal
year
2021
b
meet
our
pfc
pay
as
you
go.
Capital
project
needs
in
fiscal
year,
2021
alec
and
then
allocate
approximately
50
million
dollars
of
remaining
stimulus
funds
to
offset
the
aviation
department's
fiscal
year,
2021
operating
and
maintenance
expenses,
which
will
enable
the
department
to
avoid
a
reduction
in
staff
and
maintain
its
industry-leading
low-cost
low
cost
per
implant
passenger,
yet
low
cpe.

So
these
were
all
items
that
I
presented
as
the
plan.
What
I
will
say
is
on
item
c.
I
I
have
not
put,
I
say,
approximately
50
million.
That's
because
we're
trying
to
is
sort
of
reductive
from
the
first
two,
so
once
we
know
how
much
exactly
goes
towards
paying
debt
service,
that
will
then
leave
the
balance.
It
is
approximately
50
to
55
million
dollars
to
go
towards
operations
and
maintenance
over
the
course
of
fiscal
year
2021-
and
you
may
recall
in
I
believe
it
was
the
last
meeting.

There
was
a
question
as
to
what
the
projection
is
for
spending
the
department's
projection
for
spending.
The
cares
act,
funding
that
the
airport
received
again
like
last
week.
It
our
projection
is
to
utilize
100
of
cares,
act
funding
by
the
completion
of
fiscal
year
2021,
so
that
would
be
june
30
of
21..

It
encourages
transportation
or
public
transit
access
for
the
employees
who
work
at
the
airport.
We
think
that
that's
the
right
thing
to
do
from
a
sustainability
standpoint,
and
we
think
that
it
is
an
enhancement
at
no
cost
to
the
employees
or
to
the
employers
for
fiscal
year
2021.,
so
we
have
already
been
working
on
that.

I
I
just
want
to
point
out
cats
announced
this
week
that
they
are
increasing
service
frequencies
and
starting
to
collect
fares
in
the
near
future.
So
by
the
time
this
becomes
effective,
it
will
already
represent
a
benefit
to
the
people
who
receive
these.

absolutely,
sir,
and
so
that's
what
we're
working
with
cats
on
right
now
is
to
put
together
the
timing
and
get
this
rolled
out,
and
if
we
can
roll
this
out,
there's
some
logistics
to
it
that
we
have
to
work
through
with
cats
and
with
the
employers
and
their
employees.
So
if
we
can
roll
this
out
before
july
1,
we
absolutely
will
what
we're.

What
we're
trying
to
do
is
figure
out
how
quickly
we
can
roll
this
out,
because
whether
or
not
it's
the
middle
of
june
or
the
first
of
july,
what
we're
trying
to
do
is
figure
out
the
logistics
and
get
this
rolled
out
to
to
make
available
to
airport
employees
as
soon
as
possible.
Mr.

or
if
I
may,
on
this
one-
yes,
mr
eggleston,

you
said
working
with
the
concessionaires
primarily
hms
host.
Is
that,
should
we
read
into
that
there's
a
possibility
that
not
every
not
every
airport
tenant
employee
might
end
up.

Every
airport
tenant
employee
who
utilizes
the
employee
parking
program
will
have
access
to
a
free
transit
pass,
and
I
put
that
caveat
on
it,
because
there
are
some
airport
tenants
that
don't
park
in
the
main
airport
employee
parking
areas.
A
good
example
would
be
american
airlines
and
their
training
center.
The
staff
who
staff
the
american
airlines
training
center
have
their
own
parking
at
the
training
center.
H
If
american
wanted
to
make
this
available
to
those
staff,
we
need
to
work
through
that
with
them,
but
they're
not
necessarily
enrolled
in
the
employee
parking
program.
But
every
employee
who
is
currently
enrolled
in
the
airport
employee
parking
program
will
also
have
the
added
benefit
of
getting
a
transit
pass
if
they
choose.

Provide
airport
concessionaires
with
terminal
services,
as
defined
in
their
contracts,
including
pest
control
and
trash
removal
at
no
cost
to
the
concessionaires
during
fiscal
year.
2021
again,
this
is
another
thing
that
we,
these
are
some
general
services
that
we
provide
to
the
tenants
for
parodies
and
hosts.
It
equates
to
just
just
about
900
000
annually.
It's
things
like
pest
control
in
the
building
trash
removal
services,
we
pay
those
contracts,
and
then
we
directly
pass
those
charges
onto
the
concessionaires.

Okay
as
possible,
identify
federal
agencies
and
or
local
health
care
providers
that
may
be
able
to
provide
low
to
no
cost
facial
coverings
for
airport
employees,
and
I
will
say,
I
did
not
say
aviation
department
employees
on
this
one.
What
I
said
is
airport
employees,
meaning
anyone
who
works
at
charlotte
douglas
international
airport.

We
are
also
working
with
a
local
health
care
provider,
novant
health,
to
see
if
they
have
resources
where
we
could,
where
they
could
supply
no
cost
facial
coverings
and
and
other
ppe
to
to
aviation
department
employees,
but
also
to
airport
employees,
to
the
folks
who
are
working
on
the
front
lines,
keeping
the
airport
open
every
day.
So
we
are
already
underway
with
that.

What
we
don't
know
from
fema
or
the
tsa
yet
is:
if
we've
requested
18
000
mass,
we
don't
know
if
they
will
give
us
18,
000
mass,
so
we're
we're
waiting
to
see
how
many
we
actually
receive,
but
we
should
have
that
answer.
We
hope
very
soon
and
as
soon
as
those
masks,
whether
they
be
through
the
partnership
with
novant
or
with
female
sa.

But
there
are
a
couple
other
seating
areas
that
also
need
a
refresh
or
replacement
of
seating,
and
so
what
we're
really
saying
is
in
those
general
seating
areas
like
the
atrium
and
the
other
smaller
areas?

correct

this
is
not
something
that
is
different
than
something
we're
already
doing.
When
we
constructed
the
new
food
court,
the
airport
is
responsible
for
the
food,
the
chairs
and
tables
that
are
in
that
food
court.
This
is
something
that
would
allow
us
to
be
consistent
with
our
current
environment.

okay,
directly
fund
a
marketing
campaign
to
the
extent
permitted
by
the
faa
revenue
use
policy
that
will
support
the
airport
and
its
tenants
during
the
coven
19
recovery
and
inform
the
public
about
steps
that
are
being
taken
to
ensure
that
air
travel
is
safe,
and
I
think
I
would
say,
and
that
clt
is
covet,
19
ready
and
doing
what
we
need
to
do
to
protect
travelers,
to
instill
confidence
in
the
travel
experience
in
in
passengers.

So
this
is
one
that
there
were
a
few
questions
from
the
task
force
on.
What
I
would
say
is
this
is
not
really
a
marketing
campaign
in
the
traditional
sense
about
products
and
and
concessionaires.

This
is
a
marketing
campaign
about
the
entire
airport
that
benefits
airlines,
concessionaires
the
aviation
department,
all
of
us
and
it's
targeted
at
instilling
confidence
in
the
public.
As
to
the
safety
of
the
travel
experience,
we
are
working
through
what
that
looks
like
now.
We
will
use
an
outside
agency
and
our
own
internal
resources
to
pull
together
this
marketing
campaign,
but
it
is
a
top
priority
for
us
with
that.

maybe
I'll
stop
and

topic

discussed
really

How

we
assist
consumer
confidence
in
getting
people
to
encourage
people
to
return
to
the
airport
and
then,
of
course,
to
return
to
the
sky.

So
we
had
a
couple
of
four
five
or
six
different
specifics
that
we
might
want
to
bring
up
and
if
that's,
okay
and
now
let
him
let
him
do
that
and
then
I'd
also
maybe
ask
if
tracy
montrose
was
american
when
we
were
through.
If
maybe
she
had
some
thoughts
on
this,
is
that

so
maybe
seth,

run
down

the
things
we
talked

somewhat

what

cable's
outline
you

he's
thinking
in

same
direction

we

discussing,
but
I
don't
think
it
can

overstated

important
it
is
for
us
to
to
really
make
sure
that
this
messaging,
you
know,
conveys
the
consumer
confidence
that
we're
talking
about,
and
you
know
those
topics
were
around
safety
around
organization
of
their
travel
experience,
consistency
throughout
the
time
that
they're
in
our
airport
and
overall
trying
to
deliver
a
positive
experience-
and
you
know
I
do
think,
there's
some
value.

recently,
there
have
been
a
number
of
entities
within
the
city
that
have
used
their
own
own
media
to
promote
I'll,
give
an
example,
the
census
promotion
and
how
we
try
to
rally
our
citizens
to
participate
in
that,
and
maybe
there's
opportunity
once
those
assets
are
developed
from
the
marketing
agency,
that
we
could
ask
the
greater
community
to
help
us
push
out
this
messaging
to
really
help
people.
You
know
feel
comfortable,
but
you
know,
on
top
of
that
robert,
I
know
a
lot
of
our
discussions
around
you
know.

Whatever
message
that
we
push
out,
we've
got
to
make
sure
that,
when
our
our
our
travelers
arrive
to
the
airport,
that
that
that
message
is
supported
in
the
experience
that
they
have
and
they
see
the
use
of
ppes
and
they
see
the
collaboration
from
various
people-
and
perhaps
maybe
part
of
this
is
enhancing
our
greeters.
That
can
help
people
understand
and
identify
some
of
the
safety
procedures
that
we
put
in
place.

definitely
would
be
interested
to
see
what
the
recommendations
are
from
the
agency
that
they
work
on
this
on
our
behalf,
but
I
think
that
our
purpose
is
to
really
make
sure
that,
with
all
the
things
that
we're
doing
to
mitigate
on
the
financial
side,
returning
the
consumer
confidence
is
something
that
we
feel
is
very
important.

hospitality
community

the
convention
visitors
bureau,

well

we
look
towards
future
conventions

even

conventions
that

booked

we
support
messaging
around
safety
for
our
convention
venues
convention
center,
the
bowplex
others?
How
do
we
promote
travel
destination
marketing
for
our
region,
so
outside
of
the
airport?

I
think
there
is
also
an
opportunity
to
give
some
confidence
to
those
visitors
to
our
market,
that
our
venues
are
safe
and
that
would
hopefully,
hopefully
help
to
encourage
those
even
smaller
conventions
or
smaller
events
to
continue
american
will
do
its
part
to
help
to
support
consumer
confidence
with
our
our
customers.
Of
course,
our
marketing
budget
is
has
been
significantly
reduced
and
is
is
practically
non-existent
at
this
point.

So
we'll
need
to
be
creative
in
how
we
get
that
message
out
to
customers,
but
if
you'll
visit
our
website,
we've
done
some
videos
we're
pushing
out
through
our
advantage,
customers
we're
securing
and
soliciting
feedback
from
them
about
the
types
of
messages
that
would
help
them
feel
confident,
and
so
I
do
believe
that
we'll
be
good
partners
with
the
airport
and
pushing
out
that
message,
but
anything
that
you
can
do
on
the
local
side,
both
in
the
terminal
for
connecting
passengers
and
for
local,
o
and
d
traffic,
along
with
the
kind
of
supplemental
marketing
that
gives
confidence
to
those
who
may
be
trapped
into
this
market
for
leisure,
indian
business
or
convention
traffic
would
be
very
helpful.

a
kind
of
a
key
point
in
this
whole
memorandum.

we've

not
an
advertising
campaign,
it's
a
public
information
campaign
and
brent,
and

believe
that's
understood

change

there

would

in

about

two
elements-
one

in
the

clean

we
did
those
things
before
covet

but
we
did
it
in
a
way
that
was
not
apparent
to
the
customer
right.
They
tried
to
stay
out
of
the
way
of
the
customer.

really
trumpet
all

the
things
that
we
did
to
clean
the
terminal
that
that
idea
is
turned
on
its
head.
We
need
to
do
that
and
we
need
a
campaign
to
help
with
that.
The
other
thing
I'll
say
is.
We
also
need
to
inform
customers
what
their
role
in
being
safe
at
the
airport
looks
like
right.

is
not
something
that
any
one
of
the
partners
who
does
business
at
the
airport
can
do
alone.
We
need
help
from
the
customer
too,
and
so
we
also
need
to
set
expectations
for
what
are
the
expectations
for
a
passenger
to
be
a
good
traveler
in
the
future,
so
to
speak,
what
can
they
do
to
help?
All
of
us
make
the
experience
safe
for
everyone,
so
I
think
that
I
can
clarify
that
to
to
focus
on
on
what
what
what
I
really
meant
by
marketing.

crisis

recovery,

understanding
that
concessionaires

need

aviation
department
with
a
reopening
plan
for
review
and
approval,
I
will
say
that
one
caveat
is
added
in
there
because
we
still
do
have
federal
acdbe
requirements
for
fiscal
year
21,
and
we
want
to
make
sure
that,
as
the
concessionaires
make
those
decisions
about
resuming
hours
or
reopening
stores
that
we're
doing
that
in
a
way
that
balances
a
reopening
of
prime
concession,
operated
venues
and
acdbe
operated
venues
so
that
that
balance
maintains-
and
we
still
have-
we
still
have
the
ability
to
meet
our
federal
acdbe
requirement
b,
wave
annual,
certified
audit
requirements
for
fy
2020
again
this.

This
was
a
request
from
the
concessionaires
it
and
I
think
that,
specifically
from
some
of
the
sub
concessionaires,
we
do
not
have
a
problem
with
that.
That's
fine!
What
I
would
say
is
we
need
to
work
with
them.
I
think
we
would
want
them
to
submit
their
annual
statements
with
a
certification
letter
from
either
their
ceo
or
cfo,
whichever
is
most
appropriate
for
the
company
adjust
annual
revenue
guarantees
for
fiscal
year
2020
again,
these
are.

This
is
something
that's
reasonable
and
we
are
working
through
the
legal
mechanisms
if
you
will
to
to
do
that,
it
will
probably
require
that
we
ask
for
signature
from
city
manager,
mr
marcus
jones,
but
we're
we're
prepared
to
do
that
and
work
through
the
legal
issues
associated
with
it,
so
that
we
know
exactly
what
needs
to
be
done.
Provide
concessionaires
payment
flexibility
for
the
2020
profit
share
settlement.

This
is
something
that
again
host
imperatives
have
asked
about
without
going
into
the
weeds
on
this,
because
it
is
kind
of
a
weeds
kind
of
discussion.
We're
fine
with
this.
It's
we
don't
have
any
problem
with
with
the
recommendation
or
with
the
request
allow
hms
hosts
to
defer
fixed
based
rental
payments
for
the
period
of
july
1
2020
through
december
30
2020,
with
repayment
terms
to
be
negotiated
again,
we're
working
through
the
legal.

start
by
saying.
I
think
this
is
a
great
roadmap
and
a
great
plan
that
will
improve
outcomes
both
from
a
public
health
perspective,
but
also
from
a
financial
perspective,
a
business
perspective
for
both
the
airport
and
its
vendors.
Would
it
be
fair
brent
to
say
that
most
of
what
is
listed
here,
one
through
seven,
certainly
are
things
that
we
are
that
are
eligible
for
us
to
use
these
federal
funds
to
accomplish
or
to
do
but
are
not
obligations.
H
So
that
is
a
that
is
a
complicated
question.
I
will
try
to
provide
a
simple
answer:
four
things
that
are
expenditures
of
the
department
like
the
marketing
campaign.
That
is
certainly
something
that
is
eligible
and
available
for
us
to
utilize
stimulus
funds
on
because
it
is
an
airport
expenditure
or
to
be
more
specific,
an
aviation
department,
expenditures
expenditure
when
we
start
talking
about
rent,
deferrals
or
flexibility.
H
Those
become
aviation,
especially
with
concessionaires
those
become
aviation
department
revenues.
So
these
become
things
that
we
can
negotiate
with
the
concessionaires
or
that
they're
entitled
to
already
in
their
contract,
but
but
because
of
the
because
of
that
one
sort
of
difference
with
the
revenues
and
the
expenditures,
we
cannot.
H
What
we
can't
do
is
say:
look
everybody
can
go,
rent,
free
and
we'll
take
the
stimulus,
money
and
just
pay
ourselves
that
rent
that
we
would
have
collected.
We
cannot
basically
augment
revenues
with
stimulus
funds.
We
can
reduce
expenditures
with
stimulus
funds
so
other
than
that
one
fly
in
the
ointment.
H
What
I
would
say
is
we
are
looking
at
how
we
can,
through
a
variety
of
means,
rent
deferrals,
rent
relief,
that's
already
in
the
concession
contracts
and
through
expenditure
subsidies,
if
you
will
from
cares,
act,
funding,
reduce
or
allow
all
of
the
tenants
to
get
relief
as
we
get
through
this
crisis.
So
let
me
rephrase
it.
I

These
are
by
and
large
items
a
b,
c
d
and
e
are
all
things
that
would
be
above
and
beyond
the
current
contract
requirements
for
the
concessionaires.
I
I
guess
I
don't
want
to
render
an
opinion
on
what
their.
I
I
would
hope
that,
in
the
same
way
that
we
are
trying
to
do
something
that's
above
and
beyond
our
obligations
to
make
sure
that
their
long-term
health
in
the
financial
sense
is
is
solid,
that
they
would
do
the
same
for
their
employees
to
make
sure
that
their
long-term
health,
but
literally
their
their
health
is,
is
in
as
good
a
position
as
possible
long
term.
So
I
would
just
make
that
ask
knowing
that.
That's
not
something
breathing
force,
but
it
is
something
we
can
certainly
be
reminding
folks
of.

just
want
to
point
out
that,
throughout
this
process
it
has
been
the
goal
of
the
task
force,
and
it's
been
my
goal
and
and
mr
kegels
to
address
precisely
those
concerns.
I
think
our
early
meetings.
The
purpose
of
our
early
meetings,
was
to
make
clear
that
we
are
operating
in
a
contractual
and
legal
environment
that
limits
our
options,
and
so
what
you
see
is,
I
think,
a
certain
amount
of
creativity
around
doing
the
most
we
can
within
those
constraints
and,
as
mr
cagle
pointed
out,
we
are
going
beyond
any
minimum
requirements.

have.
There
have
been
discussions
about
the
terms
of
contracts
with
the
major
concessionaires
looking
for
ways
to
provide
relief
that
can
also
be
shared
with
the
sub-concessionaires,
and
I
would
suggest
rachel.

should
probably
discuss
this
a
little
more
and
clearly,

health
care

they
deserve.

they
are
the
face
of
charlotte
when
folks
fly
through
our
airport.

vast
majority

flights
in
the
airport
are
connecting
flights,

are
the
folks
that
people
see
when
they
come
here.
They

face
of
charlotte,
and
I
think
that
that
we
can
do
more.

providing
something
above
and
beyond
what
these
prime
concessioners
and
you
know
just
to
kind
of
look
back
at
the
point.

would
have

explain

they

trying
to
accomplish
the

thing

companies
that

struggling
to
stay
alive.

companies
can't
even
keep
their
employees
on
the
payroll,

there's

commercial
part
of
it,
but
then
there's
also
a
legal
aspect
to

is
the

are
not

of
employment
on
people
with
whom
we
do
business,
and
so
we
can't
pursue
it
further

we

maybe

legal
opinion

would

recommend

we
all
continue
to
express
support
for
the
north
carolina
airport
improvement
program

part
of
the
north
carolina
department
of
transportation's
fiscal

budget,

recommend

faa
develop

consistent
set

covet
19
guidelines
and
rules
for
airports.

is

something

impede
free
movement

the
country
and

honestly

countries

we're
seeing

right

think
that
the
faa
should
take

federal
government

lead
role
in
creating
a
consistent

guidelines

rules

airports

passengers
and
airports
and
airlines.

outcome

the
federal
dollars
that

airport

sort

complicated
interaction
in
the
economics
of
the

revenue

one
source
might

effort

the
parties

decipher
the
ownership
structure.

strongly

have
customers
and
passengers
aren't
coming
unless
they
feel
confident
that
it's
clean
and
that
it's
safe
so
definitely
appreciate
all
the

energy
around
that
earlier
this
morning
and
then
to
echo
what
miss
gether
said,
we're
all
in
the
same
place
as
it
relates
to
that
this.

really
definitely
allows
us
to
bring
back
employees
to
resilient
medical
coverage.

also
allows
us
to
start
working
again
with
our
local
service
providers
and
vendors.
So
does
this
