Description
At the direction of Mayor Vi Lyles, the Charlotte Moves Task Force was formed to address mobility and transportation issues in Charlotte.
Task force members will advise the City of Charlotte in the creation of a new Strategic Mobility Plan that integrates and updates current vehicle, pedestrian, bicycle, transit and safety plans, and sets mobility goals for the city and immediate region. As key community representatives, members will be guiding forces in shaping the Strategic Mobility Plan’s vision, and realizing that vision by recommending a catalytic network of projects and a funding strategy to the Charlotte City Council.
Led by former Mayor Harvey Gantt, the task force comprises 25 community leaders from across the Charlotte-Mecklenburg area who represent business, government, transportation and planning, education, nonprofits and more.
The task force meets from 6-8:30 p.m. at least once a month, May through December 2020. Meetings are livestreamed on the city's Facebook page and YouTube channel. Members of the public can submit questions and comments to the task force by emailing charlottemoves@charlottenc.gov, commenting on the YouTube and Facebook videos, or calling 980-293-1245. The task force will address those questions and comments during its meetings.

discussions
on
cost
and
funding
strategies
and
options
for
implementing
this
transformational
mobility
network.

a
mouthful,
but
it's
very
meaningful.
It
has
there's

things
that
are
tied
up
to
just
the
title,
as

exciting

probably
the
most

a
bicycling
standpoint,
we
have
a
bike
lane
network,
that's
not
very
well
connected
from
a
transit
standpoint,
particularly
the
bus
transit
system.
There
are
many
areas,
particularly
on
the
east
side,
northeast
side
that
just
have
so
many
dead
ends.
There's
no
there's
so
many
stop
gaps
in
the
bus
transit
system
in
that
part
of
town
and
many
others.

I
put

for
all
the
modes,
how
the
chair
actually
would
increase
for
most
of
us,
so
you
know
that's
how
we
will
know
when
walking
traces
biking,
increases,
transit,
ridership
and
then
as
metrics

important
pieces.

think
it's

how
all
those
complement
and
work
off
each
other.
So
you
see
all
those
maps
separate
out
there.

They
all
have
to
be
actually
layered
upon
themselves

be
able

cohesive
network

be
missing
any
pieces.

kind

fits

missing

those
rapid
corridors
that
might
not
be
on
the
map
today
from
the
2030
plan?

there
be
something
else

create

stronger

different
corridors
that
don't
exist
today,
or
is
that
going

accomplished
by
the
bus
priority
network?

know
we
had

see
those
you
know
pieces
put
together
as

system

that's

of
most
important
piece
to
me
is
how
they
all
fit.

have

reach

something

evaluation

doing

interest

public

north
west
side
of

connectivity
improve

need

hub

describing

pedestrian
bicycle
system

something
of
that
nature.

what
you're
saying,
but
I'm
assuming

at
well
and
another
comment
came
everything
seemed
like
it
was
headed
toward
the
center.

bus
line
that
somebody
can
connect
to

to
a
bus,
rapid
transit
system
or
to
get

there

place?

drive
my
bicycle
to

stop

of
things,
and
we
need
to
test
that
across
the
the
entire
city
and
that
I'm
a
very
visual
person,
so
that
that
kind
of
thing
makes
sense
to
me
when
we
can
we're
not
going
to
cover
everybody
there's
no
way
we
can,
but
we
ought
to
be
covering
enough.

really
know

answer
to
that
yet,

know

nothing's
going

change

get
even
worse

start

investments

it

charlotte
now,
right
now,

live
in
the
middle
of
the
city
and
I
must
say
my
options
are
greater
than
a
lot
of
people
who
live
out
there
in
their
land,
but
that
option
the
option
of
being
able
to
go
from
a
sidewalk
to
a
bus
to
a
rapid
transit
system
ought
to
be
there
for
a
huge
percentage
of
the
citizens.
And
that's
that's
what
I,
what
I'm
that's,
what
I'm
looking
at!
That's
how
I'm
going
to
measure
success
down
the
road
anyway.

everyone

keep
getting
messages
that
it
would
be
helpful
if
we
make
ourselves
a
little
bit
closer
in
proximity
to
the
microphone,
so
the
audience
can
hear.

want
to

never
really

rapport

advance

really
important

the
other
thing

also
heard

that

expectation
is

create

seamless
network,
don't
just
build
things,
be
sure

integrate

each
other.

think
that
that's
a
really
important
characteristic.

heard

was
spoken
in
a
few
different
ways-
was
that
we
should
focus
on
ensuring
that
we're
inclusive,
that
the
network
is
inclusive.
So
it's
one
thing
to
connect
the
network,
but
we
want
to
be
sure
that
we're
connecting
to
where
people
reside
and
where
they
need
to
get
to-
and
we've
already
talked
about
this
so
much
in
our
last
meeting
but
ensuring
that
we're
connecting
with
our
most
vulnerable
populations
quite
frankly,
because
when
we
help
them,
we
help
ourselves
and-
and
that's
been
clearly
articulated
throughout
this
entire
process.

think
the
last
couple
of
points
jimmy
spoke
to
this
was
that
we
should
expect
utilization.
I
might
exchange
the
words
with
it,
should
be
efficient
and
effective
right
and
then,
ultimately,
if
it's
not
convenient
to
folks,
then
we
miss
the
mark.
So
I
appreciate
those
observations
and
I
hope
you
had
a
chance
to
maybe
leave
us
some
additional
thoughts
on
the
boards
that
were
that
were
out
front
a
nice
segue
for
the
next
topic.

bringing
you

plan

charlotte
and

we
asked
you
to
study
those
and
then
we
work
together
on
what
we're
trying
to
achieve.

our
needs
are
right
through
the
state
of
mobility.
Then
we
came
up
with
a
transformational
mobility
network.
We're
gonna
talk
tonight
about
what
it
cost,
but
we
really
should
be
focused
on
what
do
we
get
in
exchange
right?
What
do
we
get
in
exchange
for
making
that,
and
so
one
of
the
things
we're
going
to
attempt
to
do?

we
can
measure
a
lot
of
other
things,
we're
trying
to
be
transparent
and
very
honest
with
you
about
what
we
can
achieve
during
this
time
frame,
but
we
feel
like,
even
if
we
had
more
time.
What
would
we
focus
on
the
things
you
already
told
us
are
important,
so
we're
going
to
place
an
elevated
concern
on
those
metrics
and
we'll
be
reporting
back
to
you
about
what
the
current
system
is
doing
with
respect
to
those
categories
and
how
well
the
transformational
mobility
network
when
influenced

it
do
to
move
the
needle?

that

even

know
that
all
of
us
have
been
waiting
on,
which
is
essentially
what
does
this
cost
and
how
we
pay
for
it,

rather
than
just
jumping
straight
into
that,
remind
us
of
how
we
started
this.
We
started
by
listening
to
others
that
have
been
through
similar
journeys.
We
talked
to
other
communities.
We
actually
done
some
research.

even
brought
to
you
a
few
panel
members
to
allow
them
to
share
with
you
all
their
journey,
their
experience.
Some
of
them
were
successes
and
some
of
them
were
failures
and
we
can
learn
from
all
of
them,
but
I
thought
it
would
be
helpful
because
I
had
more
intimate
time
with
them.
I
had
an
opportunity
to
call
them
beforehand.

listened
during
the
meeting
called
them
afterwards,
and
so
I
got
a
little
bit
of
a
an
extended
period
of
time
to
dialogue
and
I'll
share
with
you
that
in
particular,
there
were
some
common
themes
that
began
to
emerge
from
all
the
communities
who
really
that
we
spoke
with,
and
this
isn't
rocket
science.
So
I'm
not
going
to
try
to
make
it
sound
more
complicated,
but
each
of
them
essentially
had
an
answer
for
the.
Why
the?
What
the?

It
was
that
transportation
had
one
of
the
greatest
influences
on
the
vitality
of
place,
and
that
was
like
a
light
bulb
for
many
of
them.
They
were
experiencing
some
new
challenges.
Some
increasing
challenges,
and
as
a
result
of
that,
they
realized
that
the
one
thing
that
had
the
greatest
influence
over
was
transportation,
and
so
that
was
the
the
why
they
were
doing
this.

What
how
you
had
to
demonstrate
that
there's
a
benefit
to
everyone,
not
just
some,
and
I
think,
past
endeavors,
when
you
do
the
research
you'll
find
out
that
the
story
that
is
focused
on
serving
a
single
client,
a
single
project,
those
are
the
ones
most
vulnerable
to
failure,
and
so
that
was
an
interesting
takeaway
from
us.
You
know-
and
the
quote
here
at
the
bottom
was
kind
of
an
iteration
on
that
adage
about.

If
you
want
a
different
outcome,
you
got
to
do
something
different,
but
a
neat
boudet
with
austin
she
made
clear
to
us.
She
stood
in
front
of
us.
She
says
we
finally
had
an
epiphany
as
a
community
that
we
had
a
lot
of
bad
things
happening
and
if
we
want
different
outcomes,
we
need
to
do
something
different
and
so
we're
all
about
doing
something
different
here
tonight
and
with
any
luck,
we'll
have
some
shared
success.

So
if
that
those
are
the
things
that
they
told
us,
I
think
what
we
also
should
allow
ourselves
to
do
is
take
a
moment
and
reflect
on
how
much
progress
we've
made,
and
I
know
this
feels
like
we're.
Rushing
but
there's
an
urgency
to
it.
The
time
is
now,
and
one
of
the
things
that
I
was
reflecting
on
earlier
in
the
week
was
just
how
far
we've
really
come
together
as
a
group,
and
I
think
that
we've
done
a
pretty
good
job
at
articulating
the.

I
don't
think
anyone
in
this
room
or
anyone
listening
would
disagree
with
the
observation
that
charlotte's
needs
are
changing,
they're,
not
the
same
as
they
were
20
years
ago.
Right
and-
and
we
also
have
another
observation
which
is
the
needs-
are
outpacing
our
ability
to
respond
to
them.
That's
why
this
document
points
out
some
of
the
separation
that
is
occurring,
the
inequity
that
is
incurring
the
externalities
that
are
being
experienced
from
affordability
and
even
delay,
and
and
so
that
part
of
the.

To
be
blunt,
we're
behind
we're
not
keeping
up
with
what
our
plans
said.
We
were
to
do
and
it's
not
a
function
of
a
lack
of
appetite.
It's
not
a
function
of
a
lack
of
enthusiasm
right.
We
just
find
ourselves
at
a
time
when
we've
been
as
efficient
as
we
can
with
the
resources
we
have
we've
taken
them
as
far
as
we
can
take
them,
and
now
we
have
to
contemplate
is
enough
enough
or
do
we
need
something
more
something
new
and
that's
what
this
process
is
about.

That's
the
comedy
relief
for
the
evening,
but
they
find
themselves
in
similar
circumstances
and
they
essentially
have
created
a
model
whether
it
was
intentional
or
not
right.
They
all
took
similar
steps
and
you
could
extrude
these
into
more
than
four
steps,
but
I
really
believe
that
they
fit
neatly
within
these
four-step
processes.

Essentially,
if
we
know
how
much
a
program
like
this
would
cost,
then
we
simply
compare
it
to
our
existing
revenue
streams
and
whatever
that
delta
is,
is
our
need,
that's
the
gap,
and
with
that
knowledge,
we
we
have
the
ability
to
better
understand
what
choices
we
should
apply
towards
that
gap,
pretty
basic
stuff
and
then
the
third
step
here
and
all
of
these
are
task
force.
Deliverables
that
I'm
talking
about
would
be
a
menu
of
funding
options.

Ultimately,
what
will
become
something
that
should
city
council
and
the
manager's
office
find
favor
with
our
work
a
financial
plan.
So,
while
we're
not
responsible
for
creating
the
actual
financial
plan,
we
do
need
to
deliver
them
the
scale
what
it
cost.
We
need
to
determine
what
the
gap
is,
so
that
they
know
how
much
we
need
and
we
need
to
give
them
some
pretty
good
options
about
how
we
might
get
there
and
so
tonight
we're
going
to
take
on
some
of
that.

Dirty
little
secret
is
is
that
all
those
projects
come
from
existing
plants,
we've
done
a
great
job
with
our
existing
plants,
and
so
when
I
use
the
term
program,
we're
essentially
talking
about
projects
that
we
believe
have
the
propensity
the
opportunity
to
move
the
needle
more
on
the
things
that
matter
to
us
most
at
this
moment
in
time,
and
that's
largely
what
we
did
working
with.
You
is
to
try
to
mine
through
those
existing
plans,
to
find
the
things
that
are
going
to
matter
most
and
and
with
that,
we've
organized
them
in
in
buckets.

Now,
I've
put
up
here
that
all
of
this
is
influenced
by
a
final
funding
and
financing
plan.
I
think
all
of
you
recognize
that
we
don't
get
to
just
create
an
infinite
list
of
things.
If
that
were
the
case,
we
put
every
project
in
all
of
our
plans
on
this
list,
so
we
need
to
be
selective,
and
we
also
need
to
recognize
too
that
at
some
point
once
the
task
force
hands
off
those
three
deliverables
to
council
in
the
manager's
office.

When
that
detailed
funding
and
financial
plan
gets
put
together,
we
may
have
to
calibrate
based
on
how
much
revenue
we're
able
to
generate
right.
But
the
key
on
all
that,
if
I
were
sitting
in
your
shoes,
would
be
to
ensure
that
we
don't
lose
the
most
important
things
in
the
process
and
we
don't
change
the
mission
and
that
we
maintain
our
commitment
to
the
outcomes
that
we
stated
were
important
to
us.

All
right,
so
this
next
thing
I
want
to
point
out
is
we've
been
talking
a
lot
almost
in
isolation
about
the
city
of
charlotte
mecklenburg,
county
and
sometimes
we're
introducing
this
idea.
We
know
we
need
to
be
regional
in
our
approach,
but
one
of
the
things
we
have
to
acknowledge
too
is
that
we
can't
successfully
advance
a
program
without
partnerships,
so
I
want
to
be
sure
that
we
leave
here
tonight
with
the
understanding
that
many
of
the
things
that
we're
talking
about
doing
aren't
things
that
we
would
do
on
our
own.

In
fact,
they
may
not
even
be
possible
without
the
partnerships
that
come
from
working
with
other
agencies
and
in
particular
we
already
talked
about
the
local
portion
of
our
commitment,
but
what
we
also
need
to
take
stock
of
part
of
that
local
commitment
is
our
existing
revenue.
So
I
want
to
talk
for
a
moment
about
that.
It's
not
as
if
we
don't
spend
money
on
transportation
already
right.
We
spend
millions
of
dollars
in
transportation.

I
think
one
of
the
outcomes
of
this
process
is
an
acknowledgement
that
transformational
efforts.
Don't
just
have
to
be
capital
projects.
It
can
be
changing
how
we
do
business.
We
were
contemplating
this
about.
How
do
we
do
more
with
what
we
have?
I
think
one
of
the
expectations
I
would
maybe
plan
to
see
with
you
all
is
that
if
we're
going
to
communicate
to
to
council
and
others
that
we
may
need
additional
resources,
we
probably
ought
to
also
suggest
that
we
want
to
be
good
stewards
with
the
resources
we
currently
have.

That
may
require
us
to
revisit
how
we
currently
prioritize
existing
cip
efforts,
and
so
that
seems
reasonable.
That's
the
only
reason
I
continue
to
have
that
up
here
on
the
slide.
I
don't
want
to
lose
sight
of
the
fact
that
we
are
making
significant
investments
right
now.
We've
got
great
projects
coming
out
of
the
ground
every
year,
but
the
next
one
there
is
the
state
right
and
we
know
we
work
with
the
state
all
the
time.

The
state
participation
for
this
particular
program
is
largely
going
to
be
focused
on
the
things
that
we're
traditionally
accustomed
to,
which
is
the
highway
side,
but
the
other
big
piece
of
it
is
transit.
They've
been
a
significant
partner
with
us
in
the
past.
On
our
rapid
transit
initiatives-
and
our
hope
is
that
we
will
see
their
partnership
to
be
a
part
of
that
continuing
in
ways
that
historically,
they
have
and
additive
to
that
would
be
federal
funding
and
federal
funding
in
particular
for
transit.

Historically,
we've
seen
dollar
amounts
in
the
range
of
40
to
50
percent
of
our
rapid
transit
investments
being
covered
by
the
federal
transit
administration
and
it's
a
competitive
process.
The
good
thing
is
that
we're
very
fortunate
that
katz
has
been
and
incredibly
successful,
with
those
programs.

tried
to
sit
down
with
representatives
who
maybe
the
mode
specific
advocates
for
those
plans
to
really
mine
through
and
be
sure
that
we're
picking
up
the
projects
that
we
believe
at
this
moment
in
time
with

information

aligned
with
those
value
areas
that
the
task
force
has
identified.

hope
that
answers
the

things
that
you're
going
to
become
familiar
with
is
just
seeing
that
transformational
mobility
network
characteristics
off
to
the
side

So
so
that's
a
that's
a
pleasant
reminder
to
us
all
about
what
is
in
there

program
may
function,
but
what's
it
going
to
cost
so
we
all
knew
this
was
going
to
be
a
big
number
right.

but
at
some
point
we
have
to
also
look
at
ourselves
and
realize
that
there
is
going
to
be
a
delta
between
obviously
our
current
revenues
and
what
we
would
need
to
fulfill
our
local
obligation,
and
so
that's
the
local
gap

area

it's
it's
simply
a
comparison
of
the
existing
funding
with
program
costs.
I'm
reading
these
off
to
the
side
for
those
of
you
at
home,
and
we
really
have
to
evaluate
how
existing
funding
is
prioritized.

I
mentioned,
I've
indicated
that
in
blue
here
our
existing
planned
capital
investments
and
we
need
to
understand
the
influence
of
our
partnerships.
As
I
mentioned
before
some
of
these
things,
we
just
don't
do
without
our
partners.
You
know
the
rapid
transit
in
particular.
We
would
not
do
without
the
partnership,
so
I'm
going
to
pause
there
for
a
moment
and
mayor,
do
you
have
any
questions
before
I
continue
on?
Well,
I'm
sure
that.

But
we
also
know
that
there's
a
contribution
de
facto
that
we
all
pay
right
and
the
revenues
that
the
city
operates
on
and
the
way
that
we
retire.
Debt
is
a
function
of
the
contribution
of
private
citizens,
private
corporations
through
different
fees
and
taxes,
and
so
there
is
that
form
of
of
contribution.

We're
estimating
a
program
scale
of
up
to
12
billion
dollars
and
over
a
10-year
period,
and
I
think
that's
the
other
piece
of
information
that
I
would
point
out
that
the
duration
of
this
largely
influences
both
how
much
revenue,
but
also
how
much
we
can
get
done
during
a
given
time
frame,
one
of
the
things
geraldine
that
you'll
you'll
take
stock
of
pretty
quickly.
Given
your
background
is
just
that
there
are
some
functional
limitations
to
how
much
we
can
put
on
the
ground
at
once.

have
