A
It's
funny
now
meeting
every
two
weeks.
What
a
difference
two
weeks
makes
in
the
world
and
things
have
changed
as
I
mentioned
I'm
not
on
video
this
morning,
because
I
had
a
little
accident
and
getting
ready
is
just
a
lot
of
work
these
days,
but
so
I'm
gonna.
Let
mr.
Mitchell
take
things
from
here,
but
basically
we're
trying.
We
would
like
to
start
off
with
from
our
IDI
team
to
get
an
update
on
our
access
to
capital.
I
think
we
have
a
couple
mrs.
Muir
said
she's
having
technical
difficulties
getting
in
oh
there's,
mr.
A
B
D
B
B
H
The
survived
initiative
is
about
where
we
are
today
and
helping
companies
really
survive
the
current
conditions
that
were
in,
but
then
we
want
to
also
think
about
thrive
and
where
companies
can
go
tomorrow
to
help
them
pivot
and
become
more
resilient.
Next
slide,
please
just
to
remind
everybody.
These
were
the
initiatives
that
we
had
started
with
under
survived
that
open
for
business
platform,
the
Eco
and
partner
support
access
to
capital
and
workforce
readiness
and
then
ana
thrive.
We
had
business
innovation
and
business
grants
next
slide.
H
This
is
what
you
all
voted
on
to
move
word,
which
was
the
access
Capital,
Partners
support,
open
for
business,
intensive
career
cohorts,
workforce
partners,
support
and
the
Small
Business
Accelerator
next
slide.
Now,
I'm
gonna,
kick
it
over
to
Holly
to
give
us
a
little
bit
of
an
update
on
where
we
are
with
the
access
to
capital,
Thank.
I
As
well-
and
it's
been
an
amazing
partnership
and
I'm
really
really
pleased
and
proud
of
the
work,
this
team
has
done
and
continues
to
do
so.
The
first
thing
that
we
wanted
to
go
over
is
on
the
access
to
capital,
it's
30
million
dollars,
and
we
really
wanted
to
go
through
and
talk
about
how
businesses
qualify.
So
the
first
is,
their
quarters
must
be
located
within
the
City
of
Charlotte
city
limits.
We
actually
have
a
map
on
a
website.
I
I'll
show
it
towards
the
end
where
the
foundations
for
Carolina's
has
information
about
the
grant
program
where
business
can
go
in
type
in
their
address
and
check
to
see
whether
they
are
in
the
city
limits
that
also
will
be
available
on
the
application
itself.
The
small
business
must
have
25
or
less
employees.
Those
with
five
or
less
employees
are
eligible
for
a
$10,000
award.
Those
with
six
to
twenty
five
employees
are
eligible
for
a
$25,000
award.
I
With
that
category
of
six
to
twenty
five
employees,
we
will
require
aw3
from
2019
total
gross
sales
of
at
least
$30,000
and
less
than
two
million
in
the
year
2019.
The
business
must
have
started
before
January
1st
2020.
There
are
no
current
bankruptcy
proceedings
and
then
the
business
will
need
to
demonstrate
Kovan
19
impacts.
This
is
one
of
the
most
critical
portions
I
would
say
of
this
application
that
we
know
that's
a
standard
within
the
care,
Zach
funding
and
in
the
event
of
an
audit.
That
is
something
people
absolutely
have
to
be
able
to
demonstrate.
I
So
the
two
ways
that
we
can
go
about
doing
that
are
first,
the
governor's
executive
order.
We've
done
a
really
good
job
of
sort
of
doing
industry
categories
from
the
executive
order.
The
application
will
actually
have
the
executive
order
itself
should
have
business
need
to
check
and
see
if
they
were
included
within
that,
so
it
could
be
simple
reporting
on
that
which
absolutely
demonstrates
kind
of
a
19
impact.
I
The
second
thing
is,
if
you
were
a
business
that
was
not
covered
under
the
executive
order,
so
like
a
lawyer
or
some
kind
of
professional
services,
what
you
will
need
to
do
is
you'll
have
to
have
a
signed
statement,
saying
how
your
business
business
impact
of
a
kid
at
19
and
that
statement
will
need
to
be
notarized
mm-hmm
priority.
You
all
asked
for
this,
so
we
make
sure
that
we've
included
it.
I
Priority
is
given
to
businesses
receiving
no
previous
overnight,
teen
relief,
related
federal
state
and
then
that's
our
micro
business
relief
fund,
that
is,
the
million
dollar
fund
with
list.
So
it's
PPP
Idol
golden
leaf
those
type
of
things.
We
start
encouraging
those
that
have
received
that
to
submit
applications,
but
just
the
priority
will
be
to
those
who
have
not
received
funding.
We
do
expect
this
process
to
be
incredibly
competitive
and
just
really
like
to
state
that
out
loud.
I
I
So
we
have
talked
a
little
bit
about
this
previously
when
we
met
a
couple
weeks
ago.
This
list,
I,
would
say
actually
has
been
developed
further,
so
it
reads
even
more
accessibility
for
this
funding.
So
on
the
we
require
three
documents
still
and
on
the
left-hand
side.
Sorry,
first
column
you'll
see
that
those
are
all
at
least
one
required.
A
business
can
submit
all
three
from
that
list
that
you've
got
lists
that
they
have
to
submit
at
least
one.
I
So
I'll
go
over
those
really
quickly
the
IRS
letter
with
the
business
name
and
ein
a
big
statement
with
the
business
name.
We
are
asking
that
that
be
within
the
past
three
months.
A
utility
bill
with
the
business
name
also
was
in
the
last
three
months,
a
mortgage
statement
with
the
business
name
also
within
the
last
three
months:
a
sales
and
use
tax
report
for
Mecklenburg
County
from
2020,
and
then
a
certificate
of
insurance
with
the
business
name.
I
So
some
additional
options-
a
business-
can
pick
the
other
two
documents
from
here
or
one,
but
we
said
from
from
2018
to
2019
tax
returns
those
different
forms
for
those
specific
types
of
businesses
that
are
eligible
for
this
funding.
A
lease
agreement
within
the
business
folks
are
with
the
business
name
in
the
past
three
months
and
then
Schedule
C
I
need
to
take
that
off.
I
apologize-
that
is
a
type
of
that
is
covered
under
form.
I
1040
I,
will
make
that
edit
and
then
a
balance
sheet
in
2019
or
a
profit
and
loss
statement
from
2019
next
slide.
So
here
we're
going
to
go
over
the
timeline
right
now,
we're
in
the
program,
design
and
then
education
and
community
outreach.
You
all
were
very
clear
that
this
needed
to
stretch
as
far
as
possible
from
education,
standpoint,
I,
would
say
to
date
in
the
two-week
period.
We've
done
12
outreach
events
we
had
probably
about
2,500,
2,000
and
2,500
viewers
on
those
different
outreach
opportunities.
We're
happy
to
continue
to
do
them.
I
We
have
some
coming
up
as
well
through
this
week
and
then
into
next
week
as
well.
The
first
the
application
itself
opens
June
22nd.
This
will
be
located
on
the
website
I'll
show
in
the
next
slide
and
on
the
city's
open
for
business
website
as
well,
and
the
phase
1
application,
those
that
are
eligible
and
have
completed
the
application
correctly
will
be
phase.
I
1
checks
will
be
issued,
June,
30th
and
then
July
6,
and
what
we'll
do
during
that
time,
as
well,
really
look
to
see
what
part
of
demographically
like
who
who
maybe
underrepresented
what
parts
of
the
city
cheat
from
a
geographical
standpoint?
Maybe
you're
not
as
submitting
as
many
applications
and
will
really
create
a
plan
that
targets
outreach
in
those
areas
and
then
there's
a
week
where
we're
actually
going
to
do
those
additional
outreach
to
underrepresented,
geographies
and
actually
do
some
in-person
application
processes.
I
can
actually
turn
it
over
to
Maura.
I
D
So
we
are
a
very
exciting
part
of
this
process.
Along
with
the
city's
efforts
in
the
community,
we
have
partnered
with
pride
media
media
to
come
up
with
a
very
robust
promotion
plan
plan
that
we
are
launching
this
week.
Our
press
release
for
this
program
will
actually
go
out
on
Thursday,
but
we
will
be
starting
with
a
robust
selection
of
print
media,
our
prints,
we
will
be
having
posts
and
one
the
two
SEOs
Pride
magazine,
shot
observer.
You
know
que.
D
C
D
Are
partnering
with
the
YMCA
and
we'll
be
used
eight
to
ten
of
their
sites
throughout
the
city
city,
so
that
we
can
provide
application
assistance
to
businesses
that
are
extra
support,
so
we're
having
the
Y's
be
there?
They
need
help
fill
out.
Applications
for
those
can
help
walk
through
any
questions
that
they
might
have.
I
can
provide
support,
uploading.
D
D
Our
application
is
in
both
English
and
Spanish,
and
then
the
application
can
also
be
available
in
five
additional
references
for
the
community.
So
we
are
having
very
robust
to
make
this
throughout
the
community
community
also
want
to
let
anyone
know
that
we
are
open
right
now.
We
have
our
website
up
and
if
anyone
has
any
questions,
there's
a
great
question
and
answer
section
on
the
website.
D
If
you
go
to
FM
can
see
that
award,
/c,
LT,
ot
city
grant,
you
would
find
our
website
and
find
great
information
there
and
then
also
our
call
center
is
now
open.
So
if
you
go
to
the
website,
I've
got
a
question
I'm,
not
there
or
you
just
want
to
check
in
on
something
something
we
have.
Our
call
center
is
opening.
You
can
reach
out
to
seven
or
four
four,
nine,
nine,
eight
six,
four
nine
nine.
I
D
I
We
won't
do
more
after
July
13th,
that's
really
a
time
where
we
feel
like.
We
will
have
honed
in
from
now
until
July
13th
on
the
outreach
side,
and
so
then
phase
2
applications
will
start
being
reviewed,
July,
20th
phase,
3
checks
or,
if
issues
a
week
of
August
3rd
and
the
only
thing
that
a
business
to
receive
our
funding
you'll
need
to
do
is
they
will
need
to
submit
a
survey
back
to
us.
The
application
itself
will
take
about
25
minutes
or
so
to
complete.
I
I
You
can
go
to
the
next
slide,
just
to
pull
that
one
up
for
the
public.
So
again,
Laura
went
over
this
slide,
we're
happy
to
take
any
questions
and
thanks
so
much
for
all
of
your
leadership.
During
this
we
really
truly
have
made
every
attempt
to
design
this
with
the
criteria
you
all
requested
us
to
have.
B
B
B
Would
like
to
take
a
pause
and
and
really
I,
commend
each
and
every
one
of
one
of
you
for
your
efforts,
including
staff
with
Carolinas,
to
get
us
to
the
point.
We
are
right
now,
I
think
we
don't
realize
how
much
work,
how
much
time
we
have
spent
and
I
think
the
product.
What
we
bout
to
deliver
is
one
that
is
not
even
in
the
country
in
North
Carolina,
not
in
the
United
States.
So
I
want
us
to
take
a
pause
and-
and
thank
each
other
to
this
point.
G
Smudge
sorry
is
absolutely
correct.
This
is
I
mean
the
speed
in
which
this
has
been
developed
and
built.
The
sophistication,
I
think
I,
think
I
think
it's
something
we
should
all
just
take
a
step
back
and
really
just
appreciate
all
the
work
that
everyone
put
into
it
with
that
being
said,
there's
still
a
large
roadblock
in
front
of
us
and
I
think
it's
just
important
that
we
talk
about
it
and
that
it's
on
our
radar,
because
we
have
to
figure
out
how
to
solve
it.
To
bring
this
thing
past.
G
G
So
let
me
just
give
you
a
quick
update
because
I've
been
digging
into
this
deep
over
the
last
week.
The
challenge
right
now
is
to
use
the
money.
In
this
way
you
have
to
answer
three
basic
questions
right
from
the
Fed
level,
with
the
cares
Act
are
we
visiting.
Are
we
using
an
acceptable,
acceptable
use
based
on
the
way
they've
defined
it,
and
did
we
hit
their
criteria
of
the
December
31st
deadline?
G
And
that's
when
the
money
that
isn't
spent
has
to
go
back
I
think
we
can
all
say
based
on
the
approach
we're
taking
right
now.
Number
one
is
a
check,
we're
good
to
go
there,
maybe
with
a
few
minor
things,
still
figure
out.
Number
two
is
what
I
mentioned
before,
which
is
there's
a
catch-22
inside
inside
our
state
level,
laws
and
the
this
isn't
a
statute
or
anything
like
that.
This
is
literally
our
state
constitution
and
it
really
deals
with
impermissible
private.
G
A
monument
are,
we
are
we,
it
really
just
states
in
simple
terms,
no
grant
shall
be
provided
by
government
to
an
individual
or
a
company,
and
that
was
later
evolved
to
then
include
unless
there's
the
documented
disparities.
So
that's
why
we're
able
in
Opportunity
Zones,
to
give
CDBG
money
to
certain
certain
individuals
to
certain
businesses,
which
I
think
is
really
critical,
and
it
took
a
lot
of
people
a
long
time
to
get
that
and
to
make
that
happen.
So
the
problem
with
number
two
is
for
our
case
is
we.
G
We
are
government
giving
people
based
on
the
Fed
requirements,
the
money
in
the
form
of
a
grant,
and
that
is
right
now
against
our
Constitution
I
thought
we
were
gonna,
be
in
better
shape,
because
I
thought
that
the
state
who
is
in
the
same
boat
we
are
with
their
golden
leaf
program,
was
gonna
have
to
solve
the
same
problem.
It
seems
to
me,
based
on
what
I've
looked
into
last
couple
days,
that
they've
actually
decided
to
make
those
short-term
loans
and
not
grants
which,
which
bypasses
that
problem
for
them.
G
So
right
now
it's
it's
us
I've
been
told
that
Guilford
County
has
also
gone
ahead
and
started
doing
all
this
stuff.
So
it's
a
question
that
we
either
get
answered
ahead
of
time
or
make
a
decision.
Do
we
roll
the
dice
or
not?
And
then
the
third
question
is
really
just
related
to
Equal,
Protection,
Clause
violations
and
I.
Think
that
while
this
is,
you
know
dangerous,
if
are
there
five
bakeries
and
because
of
the
10,000
plus
businesses
we
have
in
the
size
of
this
this
loan
bucket?
We
can
only
give
roughly
a
thousand
out.
G
The
question
remains
there.
How
did
we
pick
the
one
bakery?
Maybe
in
four
bakeries
didn't
get
it
so
I
think
that
our
criteria
is
critical
to
answering
number
three,
but
it's
it's
manageable
number
one
is
check
the
box
right
now,
so
the
yeah
I
only
bring
all
this
up
to.
Let
us
all
know
like
like
there's
still
a
large
hanging
Chad
out
there,
that
we
have
to
solve
for
before.
We
can
pull
the
trigger
on
these
funds
going
out
the
door,
and
it's
really
one
of
two
routes.
G
Did
we
solve
it,
which
would
take
moving
the
earth
at
this
point?
Or
did
we
decide
with
our
lawyers
to
roll
the
dice
so
I
hope
that
update
helps
everybody,
but
it's
something
I,
don't
think
with
the
importance
of
these
funds
and
all
the
work
that's
gone
into
them.
We
can
kind
of
glance
over
and
assume
it's
gonna
kind
of
solve
itself
with
time
because
I,
that's
not
how
I
it's
shaping
up
to
me.
So
I
hope
that
updates
helps.
J
An
excellent
job
that
staff
has
done
it
also
our
task
force
members
for
their
feedback
and
insight
along
this
process,
certainly
appreciated.
I
know
they
invested
so
much
time
into
this
to
help
to
help
this
process
successful.
So
it's
only
appreciated.
I
do
have
couple
of
questions
that
were
raised.
I
have
seen,
Holly
has
been
doing
a
great
job,
but
the
outrage
and
certainly
appreciates
the
groups
that
she
has
already
proactively
teach
that
you
and
I
have
since
that
outreach
has
occurred.
J
D
I'd
be
glad
to
take
that
we
will
actually
the
application
that
we
designed
the
probe.
The
program
itself
will
do
the
random
selection,
so
we
can
go
in
and
pull
criteria
so,
as
we
are
looking
at
grams
and
seeing
how
grants
or
being
cold
across
the
system,
we
can
go
in
by
zip
code
or
by
district
to
ensure
that
we're
getting
getting
distribution
across
the
city,
but
all
of
that
will
be
done
randomly.
So
we
are
not
as
an
agency
going
in
and
hand
selecting
applications.
D
J
D
Yes,
correct,
yes,
okay,
and
we
will
also
be
balancing
between
micro
grants,
as
well
as
small
grants
to
ensure
you
know
our
targets
to
try
to
get
fifteen
million
dollars
to
micro
businesses
and
fifteen
million
dollars
to
small
businesses,
with
micro
businesses
being
defined
as
employers,
but
six
or
fewer
employees.
So
we
will
be
looking
at
that
in
terms
of
our
randomization
as
well.
J
D
Sir,
okay,
yes
and
so
what
we'll
do
is
we
will
start
out
randomly
selecting
across
the
entire
geography
of
the
city
limits,
and
then
we
will
be
looking
to
ensure
that
we've
got
that
correct
distribution.
And
if
we
don't
have,
you
know,
correct
distribution
that
we
can
then
go
within
geographies
and
randomly
select
within
those
geographies
to
make
sure
we've
got
a
dispersed
throughout
our
community.
D
J
Oh
one
last
question:
I
know:
maybe
my
colleagues
and
I
have
been
getting
some
emails
specifically
from
businesses
that
had
they
were
started
in
January
or
February
of
2020
before
the
pandemic
cake
and-
and
they
have
raised
concerns
that
our
lack
of
existence
for
those
businesses
Holly.
Have
you
been
able
to
address
those
concerns.
I
Sure
I'll
take
a
a
shot
at
this
and
Laura,
please
chime
in
if
there's
anything
that
I've
missed.
So
the
way
this
program
has
been
designed
and
making
sure
that
it
does
prove
have
the
opportunity
to
prove
who
vat19
impact
because
of
the
I
would
say
the
ease-of-use
and
the
documentation
that
we
actually
are
requiring
and
what
we're
reviewing
really
being
able
to
accompany
to
certify
that
$30,000
minimum
threshold
and
really
being
able
to
show
impact
based
on
that
30,000
in
annual
sales
gross
sales
in
2019,
starting
for
January
1st
2020.
I
Those
sort
of
are
just
basic
indicators
that
it
is
that
those
are
businesses
that
can
show
the
19
impact.
Now,
that's
not
to
say
that
the
ones
that
you
were
talking
about
cannot
that
haven't
been
active
impacted
as
well.
Now,
what
I
will
say
is
that's
a
different
program.
Lauren
I've
actually
talked
about
this.
Our
teams
have
so
we
absolutely
can
look
at
something
specific
for
businesses
that
have
been
started
after
January
1st
for
those
that
have
less
than
$30,000
in
gross
annual
sales
in
2019.
J
And
it
doesn't
have
to
be
necessarily
our
program
if
you're
able
to
connect
those
businesses
with
other
resources
that
are
out
there,
because
they
may
not
meet
all
the
requirements
that
we
have
for
access
to
little
program.
But
I
just
want
to
be
able
to
ensure
that
there
are
other
resources
out
there
that
they
to
tap
into.
J
F
Hey
this
is
Dave,
may
I
ask
a
question:
I
want
to
go
back
to
something
far
outside.
He
mentioned
the
right
now.
His
belief
is
that
this
program
is
illegal.
I,
think
that's
what
I
heard
Tareq
say
and
I
didn't
really
pick
up
the
context
of
us
and
what
to
do
about
it.
So
maybe
I
misunderstood
what
Eric
said,
but
that's
what
I
think
I
heard.
F
G
I
mean
you
know,
that
is
a
much
more
direct
way
to
say:
hey
guess
what
I
was
saying.
Yes,
indeed,
I
think
I
think
it's
I
think
the
instructions
we've
been
given
as
a
task
force
by
our
own
city
attorney
was
keep
marching
forward.
The
work
you're
doing
is
important
and
looks
good
and
is
what
we
need
it
to
be.
We
just
need
to
figure
out
the
law
and
catch
up.
I.
Think
that's.
G
What's
Marty
told
us
all
when
he
got
that
update,
we
both
we
both
kind
of
got
that
update
from
him
a
month
or
two
ago.
I.
Think
we've
gotten
to
a
point
where
we've
now
caught
up
with
the
point
where,
if
we
we
have
to
make
a
decision,
have
they
figured
out
it's
legal
because
the
reads
I've
been
getting
with
several
conversations
I've
had
over
the
last
several
days
is:
it
is
still
unsolved.
G
Eg
illegal
to
your
point,
and
just
so
I'm
clear,
I
said:
I,
don't
think
it's
illegal,
as
in
like
people
will
go
to
jail,
I
mean
I'm,
not
a
lawyer.
I
don't
go
that
far,
but
what
I
do
think
is
that
if
we
don't
solve
number
two
on
our
list,
which
is
that
state
level
Constitution
issue
of
kind
of
impermissible
five
amendment,
what
we're
facing
is.
If
anybody
comes
in
and
sees
us,
it
could
be
the
AG.
G
It
could
be
a
group
of
legislators,
it
could
be
a
you
know,
a
policy
watchdog
and
they
came
in
and
threw
a
suit
towards
us.
I
think
what
the
worst
other
than
whatever
impacts
we
could
have.
The
expectation
definitely
be
that
all
of
those
grants
that
we
sent
out
to
various
businesses,
small
businesses,
at
least
at
a
minimum-
have
to
convert
into
lungs,
so
I
mean
that's,
and
you
can
imagine
into
itself
that
isn't
the
bill
of
goods
we've
been
selling
them
and
I.
G
So
all
I'm
saying
is:
while
I
am
100%
in
and
want
us
to
succeed,
we
have
to
make
sure
we
cover
our
rear
in
the
sense
that,
if
we
hand
out
one
thousand
grapes
for
$2,500
and
know,
there's
a
in
the
back
of
our
heads
a
chance
that
all
of
those
to
loans
with
certain
potential
terms
that
are
out
of
our
control.
We
need
to
make
sure
that,
as
if
we
decide
we're
gonna
roll
that
dice,
which
another
County
already
has
decided
to
roll
that
dice.
G
B
B
By
June
22nd
we
will
have
that
question
mark
answer.
We
will
never
put
anybody
predicament
that
if
they
receive
the
grant,
they
will
be
converted
to
a
loan.
So
we
will
make
sure
that
on
the
website
that
we
would
communicate
that
I'm
getting
text
messages
now
and
a
lot
of
people
interested
and
now
they're
a
little
confused.
So
let
me
make
sure
you
are
not
confused
out
there
by
June
22nd.
We
will
make
sure
it
is
a
grant
program
that
you
will
be
applying
for.
K
The
meeting
ran
over
to
have
some
and
concerns
about
the
fact
that
this
issue
has
not
been
solved.
Eight
understanding
that
certainly
everybody
knows
that
we're
doing
a
great
thing
and
there
should
not
be
any
roadblocks.
So
my
request
is
that
we
provide
an
update,
as
you
are
receiving
information
about
this
and
also
understanding
that
the
staff
has
already
been
doing
a
great
job
at
training
and
outreach
and
awareness
about
the
program.
K
We've
communicated
that
this
is
a
great
program,
so
certainly
if
it
needs
to
convert
to
a
lot
of
there's
provision
that
needs
to
be
provided
in
the
documentation,
an
application.
Certainly,
let's
do
that,
but
I
think
also
as
we're
training
you
can
having
conversations-
and
this
is
not
solved.
We
should
be
making
people
aware
if
there
is
an
opportunity
that
this
may
be
converted
to
a
loan
and
then,
of
course,
it
has
to
be
converted
to
a
loan.
K
D
K
B
L
K
D
K
B
J
Well,
I'm
not
going
to
speak
for
an
eternity,
but
I
just
wanted
to
make
sure
that
folks
know
that
we
have
been
working
with
our
legal
department
and
our
city
attorney
I
had
assured
that
this
should
not
be
a
problem.
So
I
know
the
conversation
has
been
started
around
converting,
but
we
were
told
by
our
city
attorney
that
that
that
will
not
be
a
problem.
Additionally,
there
was
a
guidance.
There
was
some
guidance
provided
by
state
representative,
John
Audrey,
so
we're
working
the
inator
locks
in
that
based
on
my
last
conversation
with
mr.
J
B
B
E
E
Tell
years
all
across
the
country-
and
one
of
the
comments
made
was
were
the
only
city-
that's
doing
this
right
now
and
they
were
going
to
take
the
program
and
and
funnel
it
out
to
all
the
other
cities
that
may
have
gotten
funding
like
this
to
see
how
they
can
help
small
business.
That's
that's
being
affected
by
this.
The
one
question
I
did
have
as
we
wait
is
the
recall,
the
two
million
dollars
we
I
must
have
missed
it.
But
what's
the
reasoning
behind
the
cap
on
revenue.
I
One
of
the
things
we
wanted
to
be
able
to
put
some
level
of
of
a
cap
on.
We
wanted
to
be
able
to
do
those
spots,
both
sides
of
the
gross
sales
in
2019,
so
the
two
million
seemed
like.
We
would
be
truly
capping
that,
as
a
place
with
our
small
business
community,
we
actually
also
there's
a
foundation
in
Arizona
that
is
similar.
It's
a
pure
foundation
for
the
Carolinas
and
they're
doing
something
similar
there
and
we
saw
they
were
actually
agreed
that
two
million
was
the
top
portion.
E
G
E
Just
wanted
to
make
sure,
because
I
hadn't
seen
it
before
and
I
just
so,
everybody
knows
and
just
going
back
to
the
conversation
we're
having
about
a
grant
versus
loan.
It
is
important
because
you
know
that
information
that
that
Holly
you
sent
out
has
been
sent
out
to
hundreds
of,
if
not
thousands,
of
people
already
and
they're,
expecting
a
grant
and
it's
gonna
be
anything
different.
Then
sooner
rather
than
later
is
is
when
it
needs
to
be
back
out
there.
B
C
A
But
the
two
million
dollar
mark
was
was
kind
of
a
common
theme
to
I.
Think
a
couple
of
the
other
cities.
I,
don't
have
my
notes
right
here,
but
we're
capping
the
revenue
and
they
were
also
doing
25
and
below
my
five
employees
are
below,
but
ours
was
definitely
the
most
robust.
So
you
guys
Rock
Edie.
Thank
you.
Thank.
B
B
B
So
you
might,
he
wrote
for
today
all
right
conversations
about
a
grant
and
loan
I
think
Patrick
Baker
sent
all
of
us,
those
on
the
committee
that
we
will
proceed
with
for
grant.
He
felt
comfortable
and
the
program
will
put
together
can
allow
grant
so
can
you
just
bring
clarity
to
it?
So
we
can
leave
this
meeting
today,
but
everyone
clearly
know
that
we
up.
We
are
having
a
grant
program
so
honor
the
floor
is
yours
sure.
M
Thank
you
mr.
Mitchell
I
think
mr.
Bukhari
did
a
good
job
summarizing
the
issue
and
I
know
that
you
all
received
the
memo.
I
believe
that
mr.
Baker
set
out
on
June,
1st
or
june
stuck
at
sort
of
summarizing
our
office.
Thinking
on
this,
as
you
know,
the
school
of
government
did
raise
the
issue
of
grant
being
considered,
possibly
being
considered
an
unconstitutional
gift
under
the
North
Carolina
Constitution,
and
we
looked
into
that.
M
There
is
limited
authority
for
these
types
of
grants
under
North
Carolina
law,
but
understanding
the
preference
for
grant
during
this
crisis
and
the
significant
need
of
our
business
community.
During
time
we
we
does
beep
and
Wow
I.
Can't
I
can't
quite
share
the
the
statement
that
we
could
say
for
sure
that
it's
legal.
M
We
have
advised
that
if
we
tie
it
closely
to
the
authority
that
we
do
have
under
North
Carolina
law
in
the
community
development
realm
and
I've
discussed
this
at
length
with
Holly
and
her
team
and
I
think
that
this
program
does
a
pretty
good
job
of
doing
that.
We
do
believe
that
there's
a
real
defense
we
could
make
if
we
were
challenged
on
this
program.
So
hopefully
that
provides
some
clarity
on
where
the
City
Attorney's
Office
is
on.
That.
G
I
want
us
to
do
this
like
what
my
purpose
in
bringing
this
up
is
not
to
prevent
us
from
doing
it.
It's
just
to
make
sure
I
got
I've
gotten
guidance
from
folks
very
high
up
in
the
realms
of
these
bodies
that
have
already
been
cited,
and
they
said
essentially
whatever
you
do
just
go
in
eyes,
wide
open
and
what
the
exposure
still
is.
So
I
guess:
I
guess
my
follow-up
is
the
exposure.
G
M
I
think
there's
a
range
of
things
that
could
happen
if
there
were
a
challenge.
Obviously
the
best-case
scenario
would
be
that
a
judge
would
agree
with
us.
There
was
a
thority
to
do
this
program
in
this
strange
and
awful
time
in
our
in
our
city,
but
it
could
be
anything
from
invalidating
the
program
converting
the
programs
from
grants
alone.
It
could
be
telling
the
city
that
it
has
to
pay
back
the
Sun
I
just
I'm.
M
E
G
I
understand
it
if
it
relates
directly
to
that
constitutional
element,
which
is
a
government,
cannot
give
a
grant
to
a
person
or
a
business
in
North
Carolina,
then
with
the
asterisks
of
unless
there
is
a
documented
disparity
like
we
do
with
disparity
studies
and
things
like
that,
but
the
problem
is
the
the
fed.
Money
cannot
have
limiting
criteria
on
it.
So
then,
if
we
go
in
on
that
path
and
say,
okay,
well
we're
just
going
to
do
that
and
satisfy
North
Carolina
Constitution.
G
Then
we
have
now
not
remain
compliant
with
the
fed
cares
of
it
requirement.
So,
like
I,
said
I
I.
This
is
not
meant
to
throw
cold
water
on
a
lot
of
amazing
work,
but
it
is
meant
to
say
we
need
our
our
city
attorney
and
his
staff
to
go
into
overdrive
for
the
next
week
and
not
give
us
high-level
indications
if
we
think
we
could
defend
it.
G
If
we
go
into
court
really
give
us
like
alright
here's
the
impact
to
the
small
businesses
that
would
accept
it
if
we
lose
and
here
what
we
believe
the
probability
in
because,
like
it's,
it's
too
important
for
us
to
just
kind
of
take
a
rough
guidance
like
I
think
we
can
defend
it
in
court.
You
know
I
just
no
offense
to
anyone,
obviously,
but
as
hard
as
all
the
staff.
The
needy
have
been
working
on
building
the
program
like
we
we
need.
A
G
Mayor
Pro
Tem
I,
we
we've
been
a
I've,
been
a
communication
with
all
those
parties
and
I
think
the
crux
I've
gotten
to
is.
It
helps
that
me
in
conversation
and
have
those
communications
and
I
think
we'll
continue
doing
that,
but
the
bottom
line
is
when
I
found
out
that
it's
a
state
constitutional
limitation
like
it's,
not
a
statute,
there's
something
there
like
we
get
a
small
bill.
Change
like
someone
would
have
to
go
and
change
the
state
constitution
and
by
the
way,
the
people
that
would
have
to
change
it.
G
Probably
the
same
people
that
have
the
mindset
of
this
Constitution
was
formed
with
language
that
says
no
business
or
individual
shall
have
a
grant
from
the
government,
not
with
a
comma
that
says
in
less
than
great
times
of
crisis,
they
literally
said
shan't
happen.
So
I'm
not
saying
that
it
does.
It
shouldn't
happen.
I'm
just
saying
it
is
a.
We
can
issue
that
it
is
no
no
handshaking
agreement
is
gonna.
Is
gonna
prevent
us
from
having
exposure
any
random
group
that
has
a
you
know
watchdog
or
whatever
could
level
that
suit
on
us.
M
I
can't
speak
for
the
airport
grant,
but
I
can
tell
you
that
under
North
Carolina
law,
the
programs
has
been
proposed
for
housing.
Do
you
have
legislative
authority,
so
we
don't
have
quite
the
same
problem
with
those
as
we
do
with
the
economic
development.
Small
business
piece.
I
also
think
mr.
Bukhari,
that,
while
the
general
there's
an
unconstitutional
gifts
problem
again,
I
think
the
legislature
could
address
this
by
implementing
some
legislation
that
allowed
for
grants
for
this
purpose.
I.
M
Don't
think
anyone
would
argue
that
you
can't
make
a
public
purpose,
defense
or
small
business
grants
at
this
time.
It's
just
that.
There's
no
specific
authority
from
the
state
at
this
point
to
do
that,
and
if
there
were
some
legislation
that
would
allow
it
even
for
the
limited
purposes
of
addressing
the
coded
19
pandemic.
That
would
make.
M
G
Mr.
chair,
that
might
be
a
good
takeaway.
If
you
don't
mind
for
legal
to
craft
us
with
some
of
that
languages,
and
then
I'll
go
over
to
government
or
little
relations
and
I
mean
it's
not
perfect.
I,
don't
know
how
likely
it
is,
but
if
we
could
get
them
to
do
that
in
the
next
couple
days
as
an
emergency
that
might
be
the
belt-and-suspenders
we've
been
looking
for,
I
didn't
realize
that
was
possible
with
it
with
a
constitutional
issue
like
that.
B
B
We
will
be
successful
in
defending
a
grant
program,
I
think
when
you
sometimes
when
you
try
history
for
the
first
time,
you
don't
have
the
answers,
but
but
your
caution,
you
put
things
in
place,
but
sometimes
I
take
a
leap
of
faith
and
I
think
we
have
heard
over
and
over.
This
is
the
first
time
throughout
the
consciousness
program
it's
been
implementing,
and
so
there
are
a
lot
of
boxes.
We
have
not
checked
I.
B
Just
think
we
need
to
be
careful
that
we
protect
ourselves
and
make
sure
the
small
businesses
who
are
awarded
did
they'll
make
sure
that
the
grant
they
receive
would
never
turn
into
a
loan.
So
with
that
great
for
the
conversation
we
have
two
great
takeaways
for
us,
Laura
with
the
foundation
I
would
say
make
sure
before
you
go
live
on
a
22nd.
We
probably
would
circle
back
on
Friday
and
to
make
sure
the
language
is
up
on
the
website
to
the
all
the
Wilson
point.
B
E
H
H
I
So,
as
Tracy
said
this
was
this
two
million
dollars
worth
of
funding
that
you
all
had
asked
to
go
into
the
budget
and
approved
to
support
our
partners
that
are
currently
and
have
a
history,
at
least
of
two
years
of
working
with
the
small
business
community,
and
so
the
application
period
launched
on
June
1st
and
it
closed
june
11th,
which
is
last
thursday,
and
so
there
are
20
applications
currently
under
review
by
a
six-person
team.
The
six-person
team
is
internal,
but
does
not
have
any
economic
development
staff
intentionally
on
it.
I
So
there
I
believe
their
reviews
should
be
in
to
us
by
the
end
of
the
week,
maybe
the
beginning
of
next
week
and
then
we'll
be
able
to
look
at
those
evaluation
criteria
and
the
scores
and
then
be
able
to
announce
some
awards
and
the
last
week
of
June
and
those
I'm.
Sorry,
the
20,
just
let
you
know,
20
applications
represent
3.5
million.
B
I
B
J
B
J
I
H
Thank
you
I'm.
If
we
can
go
to
the
next
slide,
I'll
hit
very
quickly
the
open
for
business
platform.
This
is
what
is
evolving
to
be
our
virtual
command
center,
and
we
this
will
open
up
in
phases,
but
the
goal
behind
it,
if
you
remember,
was
to
kind
of
be
that
one
place.
That
was
a
resource
for
everything
that
was
happening
in
our
community,
and
so
it
will
highlight
the
work
that
is
happening
around
our
community
support
small
business,
but
also
has
other
initiatives
like
it
will
promote
the
access
to
capital
funding.
H
Small
business
owners
can
register
and
add
their
businesses
to
the
database
and
receive
notifications
and
resources
and
also
connect
with
other
other
businesses,
and
then
future
phases
will
include
workforce
development
and
collaboration
resources
as
well,
and
so
again
this
is
the
piece
that
is
intended
to
be
the
virtual
command
center
and
it
will
grow
continue
to
grow
over
time,
highlight
some
small
businesses
success
stories
of
small
businesses
and
many
other
things.
This
first
phase
will
launch
next
week.
So
we're
excited
about
that.
We'll
continue
to
grow
through
July
and
August
next
slide.
H
N
You
Tracy
good
morning,
council
members
and
task
force
members,
as
you
recall,
part
of
the
funding
included,
launching
two
career
cohorts
and
advanced
technology
and
skilled
trades.
Both
of
these
cohorts
will
provide
paid
training
opportunities
to
participants
to
learn
skills
that
are
currently
in
demand
in
our
post,
open
workforce
moving
nicely
we're
currently
working
on
aligning
our
training
partners
working
with
our
private
sector
for
our
job
guarantees
and
crafting
our
application
processes.
N
I
also
have
been
in
conversations
with
finance
to
ensure
eligibility
within
Kerr's
requirements,
and
we
are
expecting
our
application
cohorts
to
open
after
the
July
4th
holiday
windy
next
slide.
Second,
we
are
workforce
partners,
support
grants.
These
are
a
little
bit
Fernan,
that
these
are
grants
that
the
city
is
making
to
nonprofits.
N
We
will
be
looking
at
the
organization's
financial
standing
having
them
articulate
their
impact
as
it
relates
to
Coba
19,
and
also
requiring
that
the
organization
provides
direct
services
to
individuals
in
our
community
who
have
been
impacted
as
a
result
of
kovat
in
their
careers,
either
through
displacement
or
individuals,
realizing
that
they
may
need
to
shift
to
a
different
industry
and
our
target
release
for
applications
for
this
grant
program
is
June.
26.
H
Great
Thank,
You,
Emily
I'm
gonna,
propose
that
we
stop
here
and
that,
while
on
the
agenda,
was
the
initiatives
that
perhaps
we
can
send
that
out
in
a
memo
to
everybody.
Just
to
again
it
was
a
refresher
on
what
we
had
put
under
thrive
and
I.
Think
we
can
just
do
that
in
a
follow-up
memo
and
then
that'll
be
prepped
for
the
next
task
force
meeting
in
a
couple
of
weeks.
B
So
thanks
everyone.
Let
me
do
a
recap
to
live
their
good
conversation,
and
so
the
recap
I
have
legal
requirement
on
the
grant
program
and
we'll
make
sure
we
get
that
confirmed
by
this
Friday
June
20
seconds,
there's
a
big
day
for
us
and
then
Holly
HUD
staff
will
work
on
all
39
applications
that
we'll
submit
for
the
partner
support
grant.
Are
there
any
other
takeaway
action
items
that
we
need
to
work
on.
E
C
K
G
Sir
I
think
you
know
I
think
getting
getting
kind
of
the
this
last
topic
on
the
table
to
death,
while
painful
was
very
important
and
I
believe
we
can,
we
can
get
through
this
I
believe
we
can
stick
to
your
timeline
if
you
solve
it,
but
we
need
our
entire
organization
hitting
on
all
cylinders
to
do
the
work
this
week,
not
not
after
the
fact
and
I
think.
If
we
do
all
that,
I
think
I
feel
pretty
confident
that
we
can
stick.
We
think
we've
done
and
really
do
this.
The
right
way.
B
E
Just
want
to
say
thank
you
one
more
time
we,
it
seems,
like
we've,
been
working
on
this
for
six
plus
months
to
get
to
this
place,
but
to
do
this
so
quickly
and
turn
it
around
so
well.
I
appreciate
it
staff.
Thank
you
so
very
much
everything
that
I've
heard
back
from
the
two
organizations
that
we
dealt
with
is
phenomenal.
I
think
you're
gonna
get
a
lot
of
applications.
