Description
Charlotte-Mecklenburg Police Department and partners break ground on new de-escalation training facility.
A
Ceremony,
this
is
really
an
exciting
day,
as
we
kick
off
the
ground
breaking
for
the
de-escalation
training
facility.
It's
the
realization
of
a
lot
of
planning
and
some
really
terrific
partnerships
that
share
the
the
view
that
Public
Safety
is
a
shared
effort,
and
this
project
supports
the
training
and
the
testing
of
Charlotte's
public
safety
personnel
to
keep
our
community
safe.
So
I'd
first
like
to
thank
our
dignitaries,
who
are
in
attendance,
I
see
councilmember
Eggleston.
A
We
have
any
other
elected
officials,
I'm
julie
at
Mayor,
Pro,
Tem,
Julie,
Iseult
and
also
today,
we'll
have
speakers,
police,
chief,
Kurt,
Putney,
John,
strong
special
agent
in
charge
with
the
FBI
and
David
Dooley
board,
chair
of
the
Charlotte
Mecklenburg
Police
Foundation
having
effective
partnerships
is
critical
to
the
success
of
a
project
like
this,
and
so
please
join
me
in
recognizing
these
partner
organizations.
The
Charlotte
Mecklenburg
Police
Department,
the
Federal
Bureau
of
Investigation,
the
Charlotte
Mecklenburg
Police
Foundation,
the
Department
of
General
Services,
see
the
design
de
Brown
construction.
A
Thank
you.
The
de-escalation
training
facility
will
include
a
two-story
3,400
square
foot
facility
that
will
provide
de-escalation
training
scenarios,
as
well
as
a
1,900
square
foot
classroom
with
audio-visual
capabilities
that
can
seat
up
to
50
or
more
students
for
training.
This
project
is
located
in
district
3
and
has
a
total
project
cost
of
2.4
million
dollars
and
now
I'd
like
to
introduce
police
chief
career
Putney.
B
Good
morning,
first
I'd
like
to
thank
our
partners
as
well.
We
couldn't
do
it
without
the
Charlotte
Mecklenburg
Police
Foundation
and
in
our
partner
to
with
the
Federal
Bureau
of
Investigation's.
You
hear
from
Special
Agent
in
Charge
mr.
John
strong
here
in
a
minute,
D
escalation.
As
I
said,
when
we
were
reengineering
our
response
to
resistance
directive,
it's
always
our
goal.
People
don't
call
us
because
it's
a
Super
Bowl
party,
they
generally
call
us
when
things
go
wrong.
Our
goal
is
to
come
in
and
provide
some
level
of
comfort
and
deescalate
a
situation.
B
B
It
is
worn
because
every
sworn
officer
coming
through
these
gates,
once
a
year
at
least
once
a
year,
to
hone
their
craft
to
get
better
at
engaging
the
public
to
being
that
first
line
of
defense
for
the
safety
of
our
city,
because
of
the
partnership
that
we
have
with
the
Police
Foundation
and
the
FBI
and
the
other
partners
who
are
contributing
to
this
work.
We're
going
to
be
able
to
do
that
even
better.
This
is
but
one
partner,
the
FBI
who's
going
to
be
a
part
of
this.
B
But
we
have
other
federal
partners
who
will
use
the
facility
as
well
I,
just
like
to
take
a
moment
to
thank
the
whole
city
for
the
pride
that
we
have
in
the
work
that
continues
to
make
us
a
first-rate
organization,
and
it
could
even
make
our
city
safer
without
further
ado.
I'm
going
to
introduce
you
to
mr.
John
strong
from
the
Federal
Bureau
of
Investigation's.
C
Thank
You
chief
Putney
I'm
honored
to
be
here
today
to
represent
the
FBI
and
to
recognize
the
continued
commitment
to
keeping
our
community
safe
before
I
get
started.
My
comments
I'd
like
to
recognize
Special
Agent
Jack
Moore,
who
has
been
integral
in
the
FBI
side
of
this
important
project,
a
lot
of
times
a
lot
of
sweat,
sometimes
a
few
tears
going
into
making
all
this
happen
and
I'm
grateful
to
agent
Moore's
efforts.
C
The
FBI
works
alongside
our
partners
at
C
MPD,
Charlotte,
Mecklenburg,
Police
Department,
every
single
day.
Together
we
have
responded
to
and
investigated
some
of
the
worst
crimes
imaginable.
We
have
celebrated
many
successful
cases
built
with
mountains
of
evidence
against
some
very,
very
bad
people.
C
We've
celebrated
many
successful
cases
in
helping
victims
attain
justice
and
get
back
on
their
feet
after
we've,
rescued
them
from
dangerous
situations.
Police
officers
and
FBI.
Special
agents
must
be
prepared
to
handle
any
any
situation
safely
that
they
face
when
FBI
agents
graduate
from
Quantico,
they
have
successfully
completed
20
grueling
weeks
of
training,
but
the
work
doesn't
in
there.
The
training
continues,
and
that
includes
passing
very
strict
qualifications
with
every
firearm
assigned
to
them.
On
a
regular
basis.
C
We've
been
able
to
meet
that
important
requirement
with
the
help
of
our
partners
at
C
MPD
for
more
than
25
years.
We're
grateful
to
continue
that
longtime
partnership
over
the
next
20
years.
The
FBI
will
invest
up
to
1
million
dollars
in
this
facility.
So
our
agents
can
continue
that
life-saving
training.
C
It's
an
investment
to
do
everything
we
can
to
make
sure
every
officer.
Every
agent
every
person
in
law
enforcement
understands
lives
are
on
the
line:
the
community
and
ours.
As
law
enforcement
officers,
we
run
toward
danger.
You
saw
C
MPD
officers
running
toward
the
sound
of
gunshots
at
UNC
Charlotte
last
year,
when
an
active
shooter
opened
fire
on
innocence
of
innocent
people.
C
The
FBI
wants
to
be
part
of
those
teachings
right
here
on
this
spot
for
many
years
to
come.
I
encourage
you
to
see
this
new
facility.
That's
another
example
of
officers
working
to
do
the
right
thing
for
the
right
reasons.
At
the
end
of
the
day,
I
want
everyone
to
go
home
safe
to
their
families,
including
the
officers
and
agents
who
train
here.
Thank
you
now.
I'll
turn
it
over
to
David
Dooley
boards.
Here
are
the
Charlotte
Mecklenburg
Police
Foundation.
D
Thank
you,
John
chief
Putney,
Julie,
I'm,
David
Dooley,
chair
of
the
Charlotte
Mecklenburg
Police,
Foundation
I,
couldn't
be
more
excited
than
our
Foundation
has
given
us
largest
gift
since
its
inception.
Five
hundred
thousand
dollars
to
go
towards
this
de-escalation
Center
Public
Safety,
is
a
team.
Sport
and
I.
Think
today
illustrates
the
collaboration
and
integration
of
the
federal
government
through
the
FBI,
the
City
of
Charlotte
they're
funding
and
CM
Beatty
through
the
Charlotte
Police
Foundation.
D
We
think
this
Center,
this
investment
not
only
going
to
save
lives
through
state-of-the-art
training,
but
also
return
pride
to
all
our
officers.
As
we
look
at
the
retention
of
all
our
officers
and
the
attraction
as
we
recruit
officers
into
our
department,
our
foundation
are
really
the
private
people
in
companies
that
support
the
officers
and
families
who
risk
their
lives
every
day
to
make
our
community
safe
and
vibrant,
and
we're
excited
to
be
a
part
of
this.
