appreciate
everybody

this
Wednesday
morning,
as
we
continue
to
identify
creative
ways
to
communicate
with
our
community.
Through
these
challenging
times,
we
have
been
in
the
throes
of
managing
the
virus
and
working
tirelessly
for
the
last
several
weeks
with
partners,
our
partners
in
public
health
to
keep
our
community
healthy
and
well
now,
unfortunately,
crime
has
not
taken
a
break
during
this
pandemic.
Deputy
chief
Gerald
Smith,
who
is
over
investigations,
is
here
this
morning
to
discuss
some
of
the
emerging
trends
that
we
have
seen.

Our
part
in
the
role
of
Public
Health
are
in
central
personnel
being
our
officers,
dispatchers
and
staff
have
always
worked
very
hard
to
ensure
or
to
increase
public
safety,
but
we
are
continuing
to
do
that
during
these
trying
times
and
these
unprecedented
times
we
have.
We
are
proud
to
say
that
we
have
not
experienced
any
interruption
in
our
service.
If
you
work,
if
you
call
9-1-1,
we
are
answering
those
calls
and
we
are
responding.
So
our
staffing
is
meeting
the
demands
placed
upon
it
during
pandemic.

Shooting
occupied
dwellings
has
spiked
up
for
the
last
month,
which
is
of
great
concern
during
this
time
where
we
have
a
shelter
in
place
order
compared
March
of
this
year
to
March
of
last
year,
we
have
seen
an
80%
increase
in
to
shooting
to
occupied
dwellings,
that's
more
than
60
additional
cases
over
a
year
span,
which
is
concerning
especially
with
a
shelter
in
place,
order
when
there
are
more
people
inside
of
our
homes
inside
of
our
cars,
the
the
possibility
of
something
tragic.
If
not
deadly
occurring
is
it's
there.

We
would
like
to
ask,
as
always
the
public's
help
in
addressing
the
issue.
If
you
have
any
information
at
all,
that
can
help
address
those
crimes,
especially
any
information
that
could
help
prevent
those
crimes.
Give

a

Even
before
the
pandemic
took
hold
of
our
society,
see
MPD.
We
were
doing
everything
that
we
could
to
address
our
shooting
occupied
dwellings.
We
even
formed
an
SI
OD
task
force
s
I

be
standing
for
shooting
into
occupied
dwelling.

That
task
force
has
had
a
great
has
had
great
success
if
they've
taken
multiple
guns
for
off
the
streets
and
made
dozens
of
arrests
that
have
helped
stem
some
of
that
violence.
Here
at
Sam
PD,
we
have
held
press
conferences
which
you've
conventional
media.
We've
had
education
campaigns
on
social
media.
We
shifted
staff
and
resources
to
help
address
these
type
of
incidents,
primarily
with
the
thought
of
prevention
in
mind.
We've
also
leveraged
our
other
partners.

Our
public
safety
partners
as
well
in
this
battle
battles
are
being
those
being
the
federal
partners,
local
state
and
even
our
crime,
a
Crimestoppers
program,
as
we've
said
before,
we
cannot
do
this
alone.
We
need
anyone
and
everyone
that
has
any
information
related
to
these
crimes
past
present
or
future,
to
give
us
a
call,
as
I
said
before,
if
you
during
this
pandemic,
if
you
call
9-1-1,
we
were
answering
those
calls
and
we
are
responding.
So
please
continue
to
work
with
us
with
with
the
shooting
talk.

Another
issue
that
we
would
like
to
speak
on
and
to
bring
up
is
the
issue
of
domestic
disturbances
or
domestic
violence.
We've
seen
a
spike
in
the
number
of
related
domestic
calls
for
service,
and
during
the
month
of
March
during
the
month
of
March,
compared
to
2019,
we
have
seen
an
18%
increase
numerically,
that
represents
517
more
calls
for
domestic
disturbances
than
the
previous
year.

Aggression
can
occur
during
this
time
when
we're
inside,
but
we
are
asking
that
people
actually
reach
out
through
resources,
and
there
are
a
lot
of
resources
from
from
our
faith
community
that
you
can
reach
out
to.
But
there
are
other
groups
out
there
that
you
can
reach
out
to
such
as
safe
Alliance.

Safe
Alliance
is
a
group
of
experts
that
could
connect
you
with
the
help
that
you
need
or
to
the
resource
that
you
need
in
order
to
help
ease
some
of
the
domestic
issues
that
you
have
at
your
home
and
at
this
time,
I'd
like

The
third,
the
third
category

I
would
like

come
up

is
about
scams
and
scams
are
always
present
with
us,
but
sadly,
during
times
of
crisis,
we
can
see
an
increase
in
scams
of
people
who
just
want
to
take
advantage
doing
these
times
during
this
time.
What
we're
asking
everyone
else
to
be
neighborly
and
victim
make
sure
that
your
neighbors
are
ok,
checking
on
everybody
and
doing
everything
that
we
can
to
get
through
this.

There
are
those
who
look
to
take
advantage
of
people,
although
we
have
not
seen
increased
locally,
there
have
been,
and
there
has
been
an
increase
nationally,
which
means
that
it
could
come
here,
not
that
we've
seen
it
yet,
but
it
means
that
it
could
come
here,
and
that
gives
us
the
opportunity
to
actually
get
the
word
out.
So
people
know
how
they
can
protect
themselves
before
it
even
gets
here.

So
many
things,
I
would
like
to
go
over
to
protect
your
sails
or
you
know,
be
aware
of
phishing
attempts
watch
out
for
phishing
emails
texts
about
colvin
that
appear
to
be
from
health
or
government
officials.
Stick
to
trusted
sources.
Stick
to
trusted
resources
for
updates
such
as
the
CDC
or
the
North
Korea
department
of
human
health
and
services.
Don't
fall
for
robocallers,
pretending
to
be
from
your
health
insurance
company,
offering
cures
or
solutions
to
the
virus
that
just
does
not
exist
at
this
point.

Smart
shop,
smartly,
be
a
smart
shopper,
take
them
home
before
you
buy
in-demand
items
such
as
cleaning
products,
toiletries,
face,
masks,
etc,
and
the
like
I
ask
yourself:
do
you
really
need
those
items?
Also
ask
yourself:
is
this
a
high-pressure
Buy
Now
or
a
moving
on
situation
or
a
limited
time
offer?
That
is.

There
are
no
door-to-door
coronavirus
testing
options.
If
you
experience
this
or
see
this
happening,
that
is
a
reason
to
call
9-1-1.
You
can
verify
charities
through
the
North
Carolina
North
kind
of
Secretary
of
State,
the
Better
Business
Bureaus,
Wise,
Giving,
Alliance
or
charity
watch.
If
you
are
asked
to
donate
and
are
willing
to
donate
use
a
credit
card
for
security
reasons
and
for
tax
purposes
as
well.

also.
They
also
like
to
tell
people
who
call
up
that
my
son's
a
police
officer
and
typically
they
hang
up
and
they
get
a
click.
But
not
everyone
has
that
option,
but
you
do
have
the
option
of
actually
getting
a
phone
number
getting
it
up
with
someone
who's
trusted
before
you
actually
get
or
give
money
in
high
pressure
situations.

Also,
we
are
one
other
tip
that
I
would
like
to
give
is
always
monitor
your
credit
and
your
bank
transaction
histories
during
this
time,
and
those
are
the
tips
and
those
are
the
things
that
we
are
seeing
right
now.
We're
going
to
take
some
questions
and
some
of
the
questions
that
they
are
related
to
what
what
the
department
or
what
the
city
or
the
county
are
doing
reference
to
Colvin.

Those
questions
may
be
more
appropriate
for
deputy
chief
st's,
who
will
be
speaking
after
me
and
I
may
ask
you
to
hold
those
questions,
but
before
we
start
taking
questions,
I
want
to
bring
up
a
situation
that
just
occurred
in
which
officers
are
currently
investigating
and
all
the
information
we
have
is
preliminary.
At
this
time
in
which
a
trio
has
been
shot
in
one
of
our
areas.

There
are
more
people
who
were
actually
get
bored
and
may
start
to
look
throughout
the
house,
and
not
only
just
your
firearms
and
those
weapons
that
you
may
have
in
the
home,
but
also
medications
that
you
may
have
in
the
home
that
need
to
be
secured
as
well
too
just
some
things
that
we
need
to
think
about
as
we
shelter
in
place
and
as
we
get
through
this.
So
at
this
time
now,
if
we
have
any
questions
that
I
can
answer,
I'll
take
those.

come
across
any
information

relation

that
this
time,

think
that
we
would
get
frustrated
with
that
when
you're
doing
domestic
situations
being
frustrated
is
something
that
we
don't
have
the
luxury
to
do,
even
day-to-day,
even
without
a
pandemic
crisis.
Our
officers
give
out
very
good
advice
during
domestic
situations.
Often
they
tell
people
to
they
have
to
remove
themselves
from
harm's
way
in
order
to
make
better
decisions,
and
that
doesn't
always
happen,
and
we
can't
be
frustrated
by
that.

Yes,
I
do
not.
Oh
I
cannot
remember
where
the
location
is.
It's
very
preliminary.
I
am
sure
that,
once
we
have
something
solid,
that
the
PIO
here
will
put
out
a
release
on
it,
I
use
that
incident
as
an
opportunity
really
chatted
just
to
be
able
to
tell
people
how
important
it
is
that,
during
this
shelter
in
place
that
our
homes
can
be,
our
homes
can
be
safer
by
securing
firearms
weapons.

Those
things
that
could
help
us
that
could
hurt
us
as
well
as
securing
medications
that
we
don't
want
and
join
people
to
get
hold
of.
So
there
will
be
more
details
coming
out
in
reference
to
that
later
on.
As
soon
as
we
are
past
the
preliminary
stage,
and
that
we
have
more
definite
than
to
what
is
occurred,

the
coated
pandemic,
I
like
to
report
and
say
first
off
that
we're
very
pleased
with
the
overwhelming
support
in
compliance
that
we've
seen
regarding
this
public
health
issue
now
I
know
this
community
and
I
know
that
we
will
persevere.
We
have
a
long
history
of
doing
so
when
called
upon.
It's
called
the
charlotte-mecklenburg
way
now
I'm,
confident
we'll
continue
on
that
path.
So
an
update
on
the
enforcement
of
the
order.
We
we've
gotten
a
lot
of
questions
about
that.

This
is
new
territory
for
everyone,
and
I
would
like
to
point
out
that
I
have
been
privy
to
some
of
the
decisions
that
are
made
regarding
the
ordinance
and
the
proclamations
and
orders,
and
no
decision
is
made
lightly
by
the
county
leadership,
the
public
health
officials,
as
they
try
to
balance
our
constitutional
rights
that
we
hold
so
dear
here
and
the
need
to
curtail
those
in
the
name
of
Public
Health
businesses
here
have
been
understanding
by
and
large,
I
think.
Compliance
on
the
macro
has
been
very
well
received
and
been
good
from
the
business
community.

I'm
very
pleased
and
proud
of
that.
We
have
a
process
through

in
our
online
presence
to
handle
complaints
regarding
enforcement
of
the
proclamation
and
the
orders
we've
been
receiving.
Those
we
found
a
majority
of
those
are
not
consistent
with
true
violations
of
the
order,
but
a
lot
of
times
have
been
a
sounding
board
or
reporting
violations
such
as
you
know,
three
or
four
kids,
jumping
on
a
trampoline
in
the
next-door
neighbor's
yard.

Things
like
that,
but
the
ones
that
need
an
officer
response
we
have
followed
up
on
and
so
far
compliance
has
been
good.
Many
times
it's
been
just
an
educational
opportunity,
it's
one
where
we
go
and
speak
with
people
where
their
businesses
or
community
members
to
help
them
understand.
What's
what
the
proclamation
says
that
that
the
can
can't
do
and
gentler
beginning
compliance
to
that
end,
no
citations
or
arrests
have
been
required
up
to
this
point.
We're
very
proud
of
that.

that
does
that
helps
keep
scene,
feed
officers
out
in
the
field
longer
periods
of
time
to
help
focus
on
the
crime
and
also
help
focus
on
our
covert
of
response
and,
at
the
same
time
limits
our
officers
from
getting
exposed
to
the
general
public
in
situations
that's
not
necessary,
so
you
can
find
that
on
CFE
org
the
ways
that
you
can
report
crimes
that
should
be
reported
online.
Now
we
have
done
our
very
best
here
at
CPD
and
again
across
the
county,
to
protect
our
officers
from
the
virus
as
they
are
out.

Protecting
you,
that's
ensuring
that
they
have
proper
PPE
gear
as
they
go
out
and
do
their
jobs
now.
You're
all
shirts
have
a
job
to
do.
It's
an
important
job,
often
thankless
job,
but
one
thing
we
don't
shirk
away
from.
I
am
continually
on
by
the
bravery
of
all
of
our
first
responders
and
health
care
providers
who,
if
you're
looking
they
are
your
real-life
heroes
for
today,
I'd
also
like
to
offer
a
friendly
reminder.

are
always

times

seen
time
and
time
again.
The
citizens
of
Charlotte
Mecklenburg
step
up
then
take
much
effort
to
see
how
we
are
coming
together
through
people,
volunteering,
our
local
businesses,
the
faith
community
and
ordinary
citizens
asking
how
they
can
help
and
stepping
up
to
help
the
citizens
of
our
community
I'm.

Overall
crime,
it's
about
where
it
was
before
actually
I,
believe
our
homicide
rate
that
we
have
27
compared
to
28,
so
we're
down
1.
At
this
time
we
have
seen
about
the
same
number:
we've
robberies
that
we've
had
in
the
past.
At
this
time
we
can
get
some
more
comprehensive
numbers
out
to
you
during
a
forum
from
a
pyo's
office
perspective
of
where
we
stand.
There
are
many
ways
that
we
could
look
at
it.

We
could
look
at
it
year
today
compared
to
last
year
or
compared
to
over
the
last
five
years
stance,
but
our
officers,
our
calls
for
service,
seem
to
have
to
seem
to
be
about
the
same.
All
right.
We
do
know
that
there
have
been
an
increase
in
the
domestic
calls,
as
well
as
domestic
violence
reports
that
are
coming
in.
But
to
give
you
some
more
comprehensive
data,
we
can
pull
some
things
together,
for
you
I
hope
that
answers
your
question.

the
short
answer
that
is
both
it
is
a
case-by-case
basis
and
ulcers
are
going
out
when
necessary
to
try
to
handle
the
complaint.
As
I
said
earlier,
we
found
that
it's
everything
from
a
sounding
board
to
a
place
to
ask
questions
to
complain
on
something
that
that's
not
in
violation
of
the
proclamation
of
the
order
and
where
we
find
that
there's,
you
know
legitimate
reason
to
go
out
there.
We
do
it's
not
unlike
when
we
received
9-1-1
calls
where
we
figure
out.

on,
if
we
get
you
know
repeated
violations,
or
we
go
out
to
a
place
that
you
know,
for
whatever
reason
refuses
to
shut
down,
and
we
haven't
had
that
we
would
escalate
the
situation

other
type
of
regulatory
crimes.

know,
prior
to
the
Kovach
response.

so,
from
our
perspective,
I
think
I
mentioned
the
term
on
the
macro,
which
is
just
to
say
from
the
general
citizens
at
large
from
the
business
community
at
large.
There
will
always
be
outliers,
and
we
know
that
that's
the
kind
of

way
that,
over
my

plus
years
of
policing,
I've
seen
that
there
are
always
outliers
and
folks
who
just
won't
do
what
they're
supposed
to
do
from
the
public
health
perspective.

When
we
see
you
know,
for
example,
take
you
know,
seatbelt
compliance
when
we
go
out
and
observe
for
seatbelt
compliance,
we
like
when
we
get
very
high
compliance
with
that,
and
it
doesn't
mean
we
get
every
single
one,
but
I
can
I.
Think
I
would
be
remiss
if
I
didn't
say
by
and
large
the
businesses,
the
bars
the
restaurants.
The
other
businesses
that
have
that
have
closed
up
as
soon
as
the
order
came
out,
other
citizens
who
are
staying
home.

We
provide
you'll

even
before
this,
a
lot
of
officers
use
gloves.
So
we
we
have
gloves,
we
have
the
mass
we
have
goggles.
We
have
the
protective
aprons
that
we
use
depending
on
this
situation
and
circumstance,

make
sure
that
officers
are
using
those
in
appropriate
manner.
We
have
supervisors
and
sergeants,
who
are
checking
specifically
to
make
sure
the
officers
have
that
available
prior
to
going
on
their
shifts
in
the
field.

we
are
also
ensuring
that
you
know
we
have
the
proper
hand
sanitizers
and
those
kind
of
things
available
for
the
officers
we're
very
in
tune
to
our
officers,
safety,
health
and
well-being.
We're
making
sure
that
we
have
adequate
staffing
and
doing
the
job
that
we
have
to
do
and
at
the
same
time
protecting
them
as
they
protect
us.

we

we
haven't.

say
is
that
we
haven't
had
the
need
to
cite

or
arrest.
Anyone
at
this
point.

second
question:
no,
the
first
question
is
we
don't
have
I'm
very
happy
to
report
that
we
haven't
had
any
direct,
confirmed
work-related
exposures
to
the
coveted
19.
We
have
officers
that
we
have
put
out
and
employees
we
put
out
for
precautionary
measures
to
ensure
that
you
know
if
they
had
or
were
sick
for
something
else
that
they
have
separated
themselves
from.
So
so
far,
so
good
on
that
angle,

We
have
been
getting
a
clamoring
for
questions
about
enforcement's,
almost
as
if
people
are
wishing
or
warning,
we
go
into
heavier
handed
stance,
I'm,
sorry
to
say:
that's
not
going
to
be
where
we're
headed
right
now,
because
we
are
getting
by
large
when
we
go
to
place
and
interacting
with
people
they
are
complying.
As
I
said,
this
is
speaking
of
the
macro
of
the
individual
cases
as
we
deem
necessary.
We
will
cite
a
and
we
will
if
we
have
to
think
arrest.

However,
this
is
an
advisory
role
that
we're
in
right
now,
and
so
the
next
level
of
compliance
will
determine
the
next
level
of
enforcement.
So
if
they
issue
further
restrictions,
then
people
want
to
you
know,
comply
with
that,
if
not
we'll
educate
them
and
then,
if
they
still
don't
comply,
we'll
saute,
more
arrests,
so
I
think
what
we're
speaking
of
is
the
same
thing.
It's
just
the
the
terms
I
think
need
to
be
flip-flops.
So
the
next
level
of
restrictions
are
necessitated
by
the
current
level
of
compliance.

normally

you
have
a
report
as
able

be
filed
online,
to
go
to
see
if
you
don't
work
and
as
the
categories
there.

click
it
on
it's
filed
through
the

prompt

and

and
then
they
follow
back
as
normal

since
we
know
we
have
community
spread,

point
is
somewhat

other
issue
is
at
present,

generally
we're
not
asking
medical
related
questions

saying
there
never
be
a
time
when
a
medical
related
question
may
be
asked,
but
a
general
police
response
to
say
a
traffic
wreck,
we're
not
asking
since
we
have
community
spread
we're
not
asking
medical
related
questions.

phone
calls
communicating
threats,
damage
to
property.
If
you
lost

passport
or
driver's
license,
if
you
have

car
broken
into
and
if
you
have
any
property
stolen,
you
can
also
report.
Three
types
of
the
mass
gatherings
can
be
reported.

Online

can
be
reported
online
and
violations
of
the
stay
at
home
order.
All

those

to
