These
offer
convenience
and
profit
for
some,
but
they
are
also
impacting
the
quality
of
life
and
public
safety
of
others
in
our
community.
This
past
spring,
we
were
in
this
very
room
and
we
discussed
some
of
the
concerns
that
we've
had
with
these
short-term
rental
properties
related
to
underaged
illegal
parties.
Since
that
time,
we've
had
a
number
of
incidents
of
criminal
activity
that
have
new
that
have
been
reported
at
these
locations,
including
incidents
of
underage
drinking
parties,
armed
robberies
and
even
a
homicide.

This
past
June,
these
incidents
have
prompted
our
department
to
start
working
to
identify
opportunities
where
we
can
protect
the
community.
Lieutenant
Mike
Ford,
who
works
in
the
special
investigations.
Bureau
has
been
involved
with
this
work
and
he
will
outline
what
the
department
and
what
we
have
been
doing
at
this
time.
I
will
turn
it
over
to
lieutenant
Ford

We
have
been
so
far
able
to
identify
approximately
50
of
these
short
term
rental
properties.
In
November,
the
CM
PD
sent
letters
to
some
of
the
companies
that
manage
short
term
rental
properties,
encouraging
them
to
have
the
property
owners
voluntarily
register.
The
property
would
see
the
CMP
DS
rental
Organists
unit
owners
who
voluntarily
register
their
property.
Allow
the
CM
PD
to
notify
them
of
an
incident
that
was
reported
on
their
property
by
registering
property
owners
can
receive
email
alerts
for
disorder.

Calls
for
service,
such
as
fights
disturbances
and
being
notified
of
any
incident
that
has
been
reported
on
their
property
voluntarily.
Registering
also
gives
the
department
an
opportunity
to
communicate
with
property
owners
and
to
educate
them
about
code
enforcement,
fraud,
investigations
and
evictions.
That
is
only
some
of
the
work
that
we,
as
a
department,
have
undertaken
to
prevent
to
prevent
crime
from
developing
at
short-term
rental
properties.
Our
rental
ordinance
unit
is
currently
working
to
identify
a
new
case
management
software
to
track
nuisance
and
rental
property
cases.

Again,
communication
is
critical.
It
is
tremendously
difficult
for
the
CM
PD
to
prevent
crime
and
manage
could
the
quality
of
life
issues
that
develop
at
short-term
rental
property
locations?
If
we
don't
have
open
communication
with
property
owners,
property
owners
who
wish
to
voluntary
voluntarily
register
can
do
so
by
calling

zero.

a
big

owner
is
not
aware
of
it.

the

is
and
therefore
sometimes
we
don't
have.
You

the
tools
to
be
able
to
shut
the
party
down.
If
we
know
who
who
owns
that
the
residents
we
could
reach
out
directly
to
them
quickly,
and
we
can,
you
know,
get
to
the
bottom
of
that.

So
currently
we
have
50
that
we
identified
and
that
each
one
of
those
at
least
had
one
call
for
service.
Now
we
all
know
there's
probably
a
lot
more
than
that,
and
that's
part
of
the
reason
why
we're
doing
this?
If
we
don't,
if
we
don't
have
these
locations
identify
them,
it's
extremely
difficult
to
measure
what's
happening
at
them.
So
that's
that's
part
of
the
reason
why
we're
doing
this?

So
if
you
want
for
parties
for
an
example,
you
tend
to
see
a
lot
of
people
going
in
and
out
alcohol.
Sometimes
there's
even
security.
A
lot
of
times
they
look
like
a
nightclub
in
a
in
a
condo
or
an
apartment
or
even
a
residence.
So
obviously
that's
concerning
and
being
able
to
identify
the
owner
quickly
helps
us
to
be
able
to
shut
it
down
a
lot
quicker.

Sure
so,
anytime,
anytime,
any
location,
whether
it
be
residential
commercial,
is
used
for
a
purpose
that
it's
not
intended
for
you
you
have
you,
can
you
know
the
risk
of
something
bad
happening?
That's
why
you
know
places
like
a
nightclub
or
regulated
so
when
you
start
to
use
places
that
aren't
traditionally
set
up
for
that.
That's
how
you
can
you
you
can
have
those
risks,
it
could
happen.

It's
against
my
apartment,
complex
policy
at
some
places
to
even
have
short-term
rentals.
How
do
you
I
mean
I
know
that's
on
the
apartment
to
enforce
what,
when
you
get
called
to
the
situation
where
it's
not
allowed,
there
are
there
extra
charges
associated
with
violating
your
own
apartment
complexes.
Ordinances
in
this
type
of
situation,
I
mean.

As
lieutenant
Ford
mentioned,
it
is
strictly
voluntary
and
we
are
certainly
in
the
infancy
of
this.
We
anticipate
that
we
will
have
a
lot
of
success
with
this,
but
a
lot
of
this
buy-in
comes
from
the
voluntary
compliance
that
people
who
want
to
rent
their
properties
do
go
ahead
and
open
that
line
of
communication
with
our
police
department.
Now
switching
gears
a
little
bit.
Our
department
responded
to
our
hundred
and
fourth
homicide.
This
past
Monday
morning
out
on
North
Brevard
Street,
providing
an
update
on
that
case.
His
lieutenant
Brian
Crum,
lieutenant

Good
morning,
so,
as
the
captain
Koch
said
Monday
morning,
we
responded
to
a
report
of
shots
fired
in
the
area.
Brevard
Street,
while
officers
were
circulating,
looking
for
the
possible
suspects
shooting
a
gun
off,
they
found
Scott
Brooks
outside
of
his
business
at
Brooks
sandwich
house.
He
was
pronounced
deceased
on
the
scene.
I
can
tell
you
now
that
at
this
time
it
appears
to
be
an
attempted
robbery,
we're
currently
looking
for
two
individuals.

This
detectives
have
a
lot
of
leads
that
we're
actively
working,
but
it's
also
important
today
that
we
ask
the
community
for
their
help
and
solving
this
case,
the
Brooks
family,
Scott
and
his
entire
family
have
been
a
part
of
the
fabric
of
that
community
for
forty
five
years.
What's
interesting
about
this
case
is
in
just
in
the
last
two
days,
I've
had
a
lot
of
people
come
to
me.

You
know
people
ask
about
the
cases
and
they
ask
about
you,
know
the
family
and
they
tell
their
own
story
about
what
the
Brooks
family
meant
to
them,
and
I
can
tell
you
that
there's
a
common
thread
through
all
these
is
that
they
were
out
in
the
community.
Their
act,
members
talking,
they
knew
their
neighbors
and
they
were
there
to
help
them.
Somebody
was
in
need,
they
would
always
step
up
and
do
the
right
thing
to
help
them
out.
So
today
the
Brooks
family
needs
the
community's
help.

know
there's
someone
out
there
that
has
information
about
this
case
and
it's
important
that
they
come
forward
and
share
that
information
with
us,
no
matter
how
small,
as
I
said
before,
even
the
smallest
piece
of
information
can
be
critical
in
us,
putting
together
the
larger
picture
of
the
case,
they
can
contact,
as
always
the

their

So
video
surveillance
is
critical
and
you
guys
know
that
there's
video
surveillance
everywhere
today,
businesses
have
video,
there's
ring
doorbell
cameras
in
the
area
and
we
basically
canvass
the
neighborhood
not
just
for
people
but
for
potential
sources
of
video.
We
also
have
had
a
lot
of
neighbors
step
up
that
may
not
have
directly
seen
the
people
but
they're
telling
us
you
know
they
may
have
seen
someone
running.

No
we're
still
looking
at
that.
Like
I
said
they,
you
know
as
we
move
forward
in
the
investigation.
Hopefully
we
can
share
a
little
bit
more
with
you
guys,
but
I
can
tell
you
that
Scott's
an
innocent
victim
in
this
he's
you
know,
like
I,
said
he
helps
people
in
the
neighborhood
and
he
had.
He
did
nothing
to
bring
this
upon
himself.

want
to
clarify
the
number
104
for
you
guys,
if
you
guys
remember
back
the
case
that
we
had
on
Raymond.
Road
was
initially
we
charged
me
with
involuntary
manslaughter
and
our
neighbors
people.
That's
FBI
reporting
people
that
go
through
the
data
have
reviewed
that
determined
that
that's
classified
as
a
no.9,
a
which
is
a
homicide
if
we're
neighbors
reporting
purposes,
so
that's
being
included
in
the
number,
it
really
doesn't
have
any
to
do
with
the
substance
of
the
case,
but
that's
a
nuance
of
federal
crime
reporting.
So
the
number
is
104
now.

occurred.

Yesterday
afternoon
we
had
an
11
year
old,
female
that
exited
the
bus
on
Sun,
walk
court
near
SunTrust
way,
sunt
Raceway,
I
apologize
and
as
she
was
getting
off
the
bus,
there
was
a
male
in
his
50s
white
male
in
his
50s
about
6-foot
wearing
a
black
jacket
and
black
pants,
who
attempted
to
grab
her.
We
canvass
that
area
and
we
were
unable
to
locate
him
at
this
time.
However,
we
asked
anybody
who
might
have
been
in
that
vicinity
or
knows
anything
to
please
call
Crime
Stoppers
at
