well
as
the
fire
department,
with
chief
Putney
retiring
later
this
year,
I
now
have
the
duty
and
responsibility
of
selecting
the
next
police
chief,
one
of
the
most
important
roles
that
a
city
manager
has
so
C
MPD
has
a
wonderful
national
reputation
and
we
have
attracted
applications
from
across
the
country
and
we're
excited
about
where
we
are
today.
Early
in
the
process,
we
solicited
feedback
from
the
community
from
faith-based
organizations,
elected
officials
and
appointed
officials.

Let's
talk
a
little
bit
about
chief
Jennings
he's
joining
Johnny
Jenni's
will
be
the
next
police
chief,
our
department
in
1992.
He
has
helped
lead
the
city
through
some
of
our
largest
events,
such
as
the
2012
Democratic,
National,
Convention,
the
2019,
NBA
all-star
game
and
numerous
CI
double-a
tournament
events.
He
started
in
the
patrol
division.
He
was
a
detective
in
the
Homicide
Division.
He
worked
his
way
up
to
be
a
major
in
criminal
investigations,
special
operations
and
internal
affairs.
A
He
has
been
deputy
chief
since
2016
and
he's
overseen
the
field,
services,
division,
special
services,
the
administrative
group
and
his
current
assignment
he's
leading
Support
Services,
the
support
services
group,
and
he
is
the
commanding
officer
for
the
department's
community,
outreach
efforts,
including
youth
and
adult
education
programs.
But
let's
set
aside
as
a
resume
nose
talk
about
the
man.
It
has
been
amazing
to
get
to
know
deputy
chief
Jennings.
He
is
a
man
who
knows
our
police
department.

as
a
man
cares
deeply
for
the
men
and
women
who
serve
and
just,
as
importantly,
maybe
more
importantly,
he
knows
and
cares
deeply
about
our
community.
My
decision
to
promote
deputy
chief
Jennings
is
not
just
a
reflection
on
him,
but
also
on
see
MPD.
What
I've
known
for
many
years
but
was
reinforced
to
this
process,
is
see.
Mpd
is
the
finest
Police
Department
in
the
country
and
its
leaders
have
a
reputation
for
being
positive
and
innovative.

to
ask
me
five
years
ago
or
tell
me
five
years
ago,
that
I'd
be
standing
here
and
not
thank
you.
Thank

Much
I
had
to
make
sure
he
taught
my
retirement
but
announced
being
introduced
as
the
next
Charlotte
Mecklenburg
Police
Chief
I
would
have
said
that,
wouldn't
it
believe
you,
and
so
when
we
were
talking
city
manager,
Marcus
Jones
asked
me.
What
do
you
want
to
be
known
as
when
you
leave
Charlotte
Mecklenburg,
Police,
Department
and
without
hesitation?

I
said,
I
want
to
be
known
as
the
best
police
chief,
this
department
has
ever
seen.
No
offense
chief,
but
you
know
I
paused
I
did
agency,
has
had
over
the
years
has
been
phenomenal
from
Darrell
Stevens,
Rodney
Monroe
and
now
a
car,
Putney
and
I
thought
that
the
stairs
as
I
paused
and
I
said
with
the
leadership
same
time.
If
my
goal
is
not
to
be
the
best,
if
my
goal
is
not
to
exceed
that,
then
I
shouldn't
even
be
here
in
front
of
you
today.

I
always
had
a
saying
that
goes
back
even
to
college
that
never
stopped
being
the
best
that
you
can
be
once
you've
achieved.
What
you
feel
like
is
your
Maxton
pushing
a
little
bit
further
I
feel
like
I've
lived
through,
that
I've
lived
that
and
that's
been
kind
of
the
model
through
my
career,
so
I
want
to
thank
the
city
manager,
Marcus
Jones,
for
having
the
faith
in
me
for
believing
in
me
to
be
able
to
take
over
this
important
role.

certainly
am
appreciative
that
I
want
to
thank
mayor
Vilas,
who
I've
known
for
many
years,
for
not
only
supporting
me
but
supporting
our
agency
throughout
these
years.
They
have
great
leadership
here
within
our
city.
One
also
thank
Kerr.
Putney
chief
Putney
has
been
intentional
about
my
professional
development.

He's
one
of
the
finest
leaders
I've
ever
been
around
and
I
really
am
appreciative
of
everything
he's
done
for
me
up
to
this
point
to
prepare
me
so
it's
exciting,
but
most
importantly,
I
want
to
thank
God
and
I
want
to
thank
my
family,
my
wonderful
wife
Lisa,
who
has
endured
a
challenging
career
and
been
by
my
side
the
entire
year
that
sometimes
can
be
very
challenging.
My
sons,
Jonathan
Jaden
and
jarred,
as
I've
seen
him
grow
into
fine
young
men.
They
are
did
their
time
and
never
well
hardly
ever
complained.

say
that,
but
she's
been
my
rock
through
very
difficult.
They
they
always
understood
when
Dad
had
to
get
up
from
the
dinner
table
because
he
got
called
into
work
when
I
missed
sporting
events,
because
I
had
to
work
when
I
had
to
work,
nights,
weekends
and
holidays,
they
knew
that
everything
I
did
was
because
of
them.
So
they
know
that
every
day
I
get
up
and
come
to
work
it's
for
their
benefit
and
for
us
to
be
able
to
provide
for
them
in
the
family.

So
I'm
extremely
honored
humbled
excited
I,
can't
I've
got
other
words
I'm
sure
I
want
to
put
out,
but
at
that
point,
I'm
just
honored
to
be
able
to
have
this
opportunity.
The
Charlotte
Mecklenburg
Police
Department,
in
my
mind,
is
one
of
the
finest
agencies
in
the
entire
country.
The
City
of
Charlotte
is
one
of
the
finest
cities
in
the
entire
country
and
to
be
able
to
take
on
this
leadership
role
with
our
Charlotte
Mecklenburg
Police
Department.
It
means
a
great
deal
to
me
and
I'm
excited
and
ready
for
this
challenge.
So
thank

Thank
You
deputy
chief
Jennings,
now
we're
going
to
have
the
chief
Putney
come
up
and
talk,
but
before
that
I
have
to
tell
you
there
was
a
rare
occurrence
this
morning
where
I
saw
the
guy
smile
and
I
think
to
some
extent.
It's
because
he's
done
such
a
great
job
of
building
a
team
that
we
were
able
to
have
someone
from
internal
to
the
police
department
be
able
to
take
over
the
rain.
So,
as
you
know,
cheap
Putney
has
been
with
us
since
1992
we're
going
to
have
time
to
celebrate
his
career.

I
am
proud
of
I'm,
proud
of
the
organization,
and
this
is
good
for
the
city.
When
I
came
here,
as
the
chief
in
2015
I
said,
we're
gonna
do
three
things:
we're
gonna
fight
crime,
we're
gonna
I'll,
be
very
brief.
First
of
all,
congratulations
to
Johnny,
I
hope.
I
can
still
call
you
that,
since
you
keep
calling
me
Kerr
community
we're
going
to
professionally
develop
ourselves,
we
want
to
get
better

Think
today
we
just
we

got
better
Jennings
is
a
humble
guy.

different
approach,
he's
a
nicer
person,
so
that's
that's
a
relief
but
he's
just
as
committed
to
this
city
in
this
community,
as
the
chief
was
and
Chiefs
was
gone
before,
I
think
we
stand
on
the
shoulders
of
a
lot
of
good
people.
Who've
gone
before
us
and
we
just
grew
today.
I'll
tell
you
this
too,
the
city
we
should
be
proud.
We
have
a
wealth
of
talent
in
the
organization.
Jennings
came
out
head
and
shoulders
of
a
lot
of
good
people.

other
people
in

organization
that
I
continue
to
challenge
because
I'm
just
right
now
we
keep
saying
Deputy
Chief
a
chief
as
a
chief,
if
you've
achieved
that
you've
competed
with
some
of
the
best
people
that
we
have
in
the
organization
and
we'll
one
of
the
best
organizations
I
believe
in
the
country.
I
am
gonna,
say
one
more
thing:
I
gave
him
advice,
and
that
is
pretty
simple
stay
true
to
your
faith
and
and
support
your
family.
Everything
else
would
take
care
of
itself.

engagement

People
know
him
he's
a
known
commodity

don't
know,
though,

he

competitive
spirit

underlies
that
that
thoughts
that
calm
demeanor
on
the
exterior
and
he's
as
competitive
and
driven
to
succeed
and
make
the
city
safer
than
anybody,
I've
known,
Warren,
congratulations,
look
forward
to
working
with
you

want

chief
Jennings

best
candidate,

our
new
chief
I
also
want

say
for
him
to
recognize
his
family
and
to
know

importance

that

recognize
every
family
member

department

women
come
to
serve
and
they
put
on
that
uniform
that
it's
not
just
about
them,
it
is
about
everyone

their

so
that
makes
a
difference

know
we
are
at
a
different

Putney
came
in

particular
area
of
emphasis,
and
today
we
are
beginning
to
have
a
new
era
of

emphasis,
particularly
around
the
violence.
That's
going
on
in
our
city
chief
Jennings
background
and
leading
community
outreach
programs
makes
him
an
ideal
fit
to
begin
to
look
at
both
policing
and
community
engagement
and
building
public
trust
in
our
department.
He's
got
a
lot
of
work
to
do,
but
who
doesn't
these
days
I'm
excited
with
the
mayor
and
the
City
Council
coming
together
to
support
our
department
and
especially
to
support
our
chief?

an
exciting
time
for
all
of
us,
but
it's
one
of
those
things
that
it's
just
the
beginning
that
we'll
continue
to
focus
on
making
our
community
safe
and
a
place
that
everyone
would
choose
to
live
chief
Jennings.
We
can't
wait
for
that
swearing-in
ceremony,
even
though
will
with
great
regret
let
curb
Putney
retire.
So
right
now,
as
we
begin,
our
new
era
with
our
see
MPD
will
begin
to
take
questions
from
the
media.

Once
we
get
to
a
point
of
exchange
of
of
duties
here,
however,
I
can't
tell
you
that
my
foundation
is
going
to
be
the
men
and
women
of
the
CMP
D,
please
of
the
police
department,
because
I
strongly
feel
that
without
that
base
and
foundation,
that
anything
else
that
I
want
to
achieve
is
not
possible.
So
so
we'll
have
all
of
that
laid
out
within
the
next
couple
of
months.
I
have
some
ideas
that
I
will
not
ready
to
release
yet,
but
I
get
the
benefit
of
working
with
chief
Putney
over
the
next
few
months.

Okay,
good
question,
so
I
think
we've
done
some
a
lot
of
strides
already.
Some
of
the
things
that
we're
currently
doing-
and
you
mentioned
the
undocumented
community
in
Charlotte-
is
that,
with
respect
to
the
undocumented
community,
that
we
have
to
have
things
in
place
that
that
we
don't
leave
them
out
when
it
comes
to
public
safety.
So
so
my
relationship
with
them
there
I
know
there
are
leaders
out
there
that
represent
them.
Well,
that
I
already
have
some
relationship
with
that.
I'll
continue
to
build
on
that.

So
I'll
start
off
by
saying
that
we
started
off
with
this
process,
making
sure
that
we
would
have
a
national
search.
Even
though
we
struck
gold
with
chief
Putney,
we
thought
it
was
very
important
to
make
sure
that
we
had
cast
a
wide
net.
So
even
before
we
had
the
first
application
come
in,
we
had
a
national
recruiter
who
did
surveys
of
the
community.
He
did
small
focus
groups
as
well
as
a
survey
of
the
police
department,
and
we
got
a
feel
of
the
type
of
Police
Chief
that
would
work
well
in
this
community.

I
will
tell
you
that
the
next
piece,
which
is
very
important,
is
that,
as
we
spread
this
this
net
a
lot
the
cast
the
net.
There
were
a
lot
of
sitting
police
chiefs.
That
basically
said
in
order
to
be
a
part
of
this
process.
Confidentiality
is
extremely
important,
so
that's
about
as
far
as
I'll
go
in
terms
of
the
the
pool,
but
the
pool
was
open
internally
externally
we
had
about
60
applications.

So
you
know,
as
you've
heard
the
mayor
say
earlier,
we're
under
unprecedented
times
that
are
going
to
be
extremely
challenging.
I've
already
spoke
with
a
little
bit
of
with
our
public
information
office
that
some
of
the
things
that
we
need
to
be
able
to
do
that
are
creative
and
reaching
out
to
the
community.
I
may
not
necessarily
have
the
benefit
of
other
chiefs
that
can
have
the
big
community
forums
and
go
out
and
speak
with
people
one-on-one
and
face-to-face.

But
there
are
other
ways
we
can
do
it
and
I
think
that's
gonna
be
absolutely
necessary,
because,
even
though
I've
had
relationships
with
the
community
over
my
career
at
this
level,
they
they
also
need
to
see
what
my
vision
and
what
my
focus
is
going
to
be
moving
forward.
So
we're
going
to
come
up
with
ways
to
do
that.
We're
going
to
make
sure
it's
effective
I
want
to
get
to
know
as
many
people
that
I
don't
already
know
as
possible
and
and
that's
gonna
be
my
goal.

I
think
the
challenge
within
the
entire
community.
We
have
to
look
at
as
we
start
opening
up.
We
also
have
to
look
at.
What's
the
new
way,
we're
going
to
start
doing
things,
there
are
ways
there
are
things
that
we've
done
in

past,
that
we're
not
gonna
be
able
to
do
anymore.
So
what
it's
going
to
look
like
my
goal
and
what
I
want
to
do
right
now
is
absorb
as
much
as
I
can
from
chief
Putney.
His
he's
just
displayed
the
great
leadership
within
this
organization.

so
what
it
looks
like
in
the
community
like
I,
said
it's
not
just
a
challenge
for
the
police
department.
It's
going
to
be
a
challenge
for
our
community
and
when
we
we
are
strong,
City
I
know
we're
gonna
figure
out
the
best
way
to
come
back
and
we're
gonna
be
stronger
because
of
this
and
I
look
forward
to
seeing
that
and
seeing
it
through.

first
order:
business
business
upon
retirement.
It
is
a
bit
away.
We
have
this
little
convention
that
you
wanted
to
bring
here
so
between
now
and
then
I
get

benefit

really
transitioning.
With
this
guy
who's,
gonna
be
a
fantastic
chief.
Johnny's
gonna
take
over
quite
a
few
of
the
day-to-day
operations
for
us.

charge

phone
when
I'm
consulting
down
the
road
here
in
a
few
months,
but
truthfully
what
I'm
trying
to
do
is
make
sure
there's
a
seamless
transition
and
it's
difficult,
because
there's
three
months
were
he's
dealing
with
me,
but
I
think
what
he'll
see
is
as
I
step
back.
He
steps
forward.
He
really
develops
into
his
own
person
his
own
persona,
that
he's
gonna
need
to
really
guide
this
city
and
we
get
the
luxury
of
time
to
do
that
as
I
transition
into
other
things,
haven't
really
planned
it
completely.

always
looked
for
new
challenges.

always
looked
for
things
that
will
fulfill
me
in
my
career.

never
I've,
never
not
fully
looked
at
things
completely
to
see
if
things
the
right
fit.

me,
there

doubt

a
hundred
percent
committed
to
the
Charlotte
Mecklenburg
Police
Department,
the
City
of
Charlotte,

no
doubt
that
it
is
the
fit
for
me

able

say
other
jobs
