captain
with
the
work
out
of
the
office
of
the
chief
I
want
to
welcome
everyone
here
to
the
Charlotte
city
council
chambers,
for
our
first
promotion
ceremony
of
2020
today's
a
special
occasion
as
we
recognize
for
leaders
as
they
take
their
first
step
in
a
formalized
leadership
role
within
their
policing
career
and
within
our
department.
This
time,
I
like
to
recognize
a
few
special
guests
who
have
joined
us
this
morning,
councilman
Larkin
Eggleston
is
down
here
front.

don't

you
it's
the
biggest
challenge.
It's
the
biggest
transition
going
from
being
one
of
the
troops
to
leading
them.
It's
a
pretty
impressive
responsibility.

You've
been
through
a
lot
I.
Ask
that
you
not
forget
your
journey
every
step
of
it
matters.
It's
important
you're
here
today
for
a
reason
you're
today,
because
there
are

lot
of
people
who
are
going
to
depend
on
you
not
just
to
respond
to
calls
but
to
lead
those
who
do
that's
a
weighty,
weighty
burden.
I
can
ask
you
this
to
always
keep
in
mind.
You
got
a
lot
of
people
behind
you.

we
get
started
with
the
promotion
I,
had
asked
the
command
staff
for
each
of
the
promo
tees
for
an
example
of
their
exceptional
leadership
ability.
There's
a
promo
tease,
make
their
way

to
the
chief

I
I'll
gladly
share
the
wisdom,
their
leadership
shared
with
me.
Our
first
promote
to
you
today
is
officer
Quentin
Blakeney,.
A
According
to
Captain
peacock
officer,
Blakeney
comes
to
work
every
single
day,
ready
to
give
a
thousand
percent
he's
one
of
the
most
senior
veterans
of
the
westover
division.
Having
spent
his
entire
career
here
by
choice,
he
approaches
every
call
with
a
command
presence,
no
matter
how
chaotic
the
situation
and
takes
control
of
the
scene
with
his
calm
and
controlled
presence.
He
demonstrates
everyday
that
hard
work.
A
positive
attitude
and
perseverance
pays
off
officer.
Blakeney
is
truly
one
of
the
most
humble
and
hard-working
employees.
A
I've
ever
worked
with
and
takes
the
initiative
every
day
to
be
an
asset
to
his
team.
His
transition
to
sergeant
will
be
a
seamless
one,
because
he's
already
assumed
the
role
he
truly
leads
by
example.
In
his
humility
is
to
be
admired.
He
was
part
of
the
142nd
recruit
class
hired
in
May
of
2003,
as
I
mentioned
earlier.

According
to
Captain
V,
over
the
past
ten
years,
Officer
goood
has
worked
with
kids
and
young
adults
at
a
place
called
camp
kudos.
This
is
a
week-long
camp
that
provides
a
safe
fun
and
educational
environment
for
children
with
type
1
diabetes,
he's
currently
part
of
their
planning
board
and
is
one
of
their
lead
counselors.
Every
year
he
takes
a
week
off
from
his
busy
schedule
and
attends
this
juvenile
diabetes
camp.
During
that
time
officer
gewd
works
with
other
counselors
to
teach
children
ways
to
cope
and
live
a
normal
life
while
treating
their
diabetes.
A
This
is
just
one
example
of
zaw
officer,
coots
leadership
abilities.
He
was
part
of
the
one
hundred
and
fifty
ninth
recruit
class
hired
in
January
of
2010.
He
spent
his
entire
10-year
career
in
the
Metro
division
working
in
Patrol
as
part
of
the
crime
reduction
unit
and
as
a
detective,
he
was
a
recipient
of
the
Chiefs
Unit
Citation
award
in
2015
and
earned
his
Bachelor
of
Science
in
criminal
justice
from
Western
Carolina
University
in
2009
he's
joined
downstage
by
his
wife
Mandy
and
his
son
Jackson
and
Jackson
Manor.

According
to
sergeant
Jason
Kelly
in
late
2019,
detective
gross
and
the
task
force
began
an
investigation
into
a
violent
drug
organization
that
was
found
to
be
committing
home
invasion.
Robberies
detective
gross
assumed
the
leadership
role
of
the
multi-faceted
complex
case,
which
included
multiple
robberies,
kidnapping,
drug
conspiracies
and
homicides.
A
Detective
gross
was
able
to
lead
the
investigation
to
a
point
of
understanding,
despite
the
cases
being
conducted
within
multiple
units
and
jurisdictions.
The
date
multiple
cases
have
been
solved
to
include
two
homicides
to
which,
without
his
leadership
and
initiative,
they
might
not
have
been
solved.
Detective
gross
was
part
of
the
147th
recruit
class
hired
in
October
2004.
A
He
worked
in
the
providence
division
from
2006
to
2014
the
violent
crime
division,
homicide
unit
from
2014
to
2017
and
has
been
in
the
covert
operations
firearm
units
since
2017
as
a
member
of
the
providence
division
and
was
awarded
the
Medal
of
Valor
in
2008,
was
awarded
the
patrol
training
officer
of
the
year
in
2015,
earned
its
Bachelor
of
Arts
and
english
communications
from
Cabrini
University
in
Pennsylvania
in
2003,
and
is
joined
down
here
by
his
wife,
Brooke,
his
children,
carmine
and
Eva,
and
his
dad
Thomas.

to
sergeant
Bowe
McSwain,
detective
Schneider
is
very
fast
to
volunteer
to
help
his
fellow
detectives
and
even
faster
volunteering.
For
a
case,
he
came
to
homicide
in
July
of
2019.
Knowing
there
was
a
potential
to
be
promoted.
This
did
not
stop
him
from
working
and
learning
as
if
he
would
be
assigned
to
homicide
for
the
rest
of
his
career.
Detective
Snyder
follows
every
single
lead
in
during
interviews.
If
a
name
is
mentioned
within
several
days,
he's
identified
and
spoken
to
either
him
or
her
in
detective
Schneider's,
relatively
short
time
in
homicide.
A
He
was
the
lead
detective
for
three
homicides
and
was
a
tireless
worker,
all
of
his
teammates
think
very
highly
of
him
and
all
expressed
the
same
thing
that
he
was
well
on
his
way
to
being
a
great
homicide.
Detective
they've
also
expressed
that
they're
very
happy
for
him.
Yet
sad
to
see
him
go
detective,
Snyder
was
part
of
the
161st
recruit
class
hired
in
April
of
2011
was
assigned
to
the
north
tryon
division
until
2012
the
University
City
Division,
where
he
worked.

The
trifecta
from
2012
to
2019
being
patrol
crime
reduction
unit,
and
the
detective
in
since
January
or
July
of
2019
he's
been
a
detective
with
the
violent
crime
division.
Homicide
unit
he's
a
recipient
of
the
community
engagement
award
from
the
hem
B
woods
community
in
2016
recipient
of
the
University
City
division
officer
of
the
month
in
2015
recipient
of
an
acts
of
excellence
in
2018
and
was
awarded
the
life-saving
award
in
2019.

As
the
chief
alluded
to
earlier,
transitioning
from
the
rank
of
officer
to
the
rank
of
sergeant
is
by
far
the
most
difficult
and
important
leadership
role
in
our
department.
Up
until
now,
the
four
you
have
only
been
responsible
for
yourself.
You
were
able
to
eat
when
you
want
work
when
you
want
and
even
take
vacation
when
you
want
well.
Unfortunately,
all
of
that
changes
today
now
you're
responsible
for
a
team
of
employees,
all
of
whom
will
be
looking
to
you
for
the
answer.
Your
span
of
influence
and
control
has
just
grown
substantially.
A
Marcus
Buckingham
wrote
a
book
called
the
one
thing
you
need
to
know
about
great,
managing,
leading
and
sustained
individual
success,
and
it
buckingham
identified
the
following
four
skills:
that
all
great
managers
have
select.
Good
people
find
people
who
will
do
everything
it
takes
to
help
the
organization
meet
its
goal,
defined
clear
expectations,
less
than
50%
of
employees
claim
they
know
what
is
expected
of
them
at
work.
The
key
is
to
work
on
defining
expectations
constantly,
even
in
every
meeting.
A
Conversation
and
roll
call
recognize
excellence
immediately
and
praise
it
so
that
the
consequences
are
certain
immediate
and
positive.
We
do
not
work
in
a
profession
that
is
rewarded
by
financial
bonuses,
rather
telling
someone.
You
appreciate
the
great
work.
They're
doing
goes
a
long
way
to
help
achieving
excellence
and
finally
show
care
for
your
people.
Research
research
shows
that
people
who
feel
that
they
are
cared
for
are
less
likely
to
miss
work
less
likely
to
quit
and
more
likely
to
be
a
champion
for
the
organization.
A
The
profession
of
law
enforcement
is
at
a
critical
juncture,
as
we
look
to
the
four
of
you
to
help
shape
the
direction
and
the
future
of
the
Charlotte
Mecklenburg
Police
Department,
as
before
you
celebrate
today.
What
will
hopefully
be
the
first
of
many
promotion
ceremonies
I'm
reminded
by
something
the
great
Frederick
Douglass
once
said:
you're
not
judged
by
the
height
you
have
risen,
but
from
the
depth.
You
have
climbed.
