One way you can be an active participant in improving our quality of life is to become more knowledgeable on city code ordinances. This training, presented in partnership with Code Enforcement, Keep Charlotte Beautiful and CharMeck 311, will focus on how to:
- Achieve compliance by educating yourself on the most common code violations
- Identify and remedy possible violations in your neighborhood
- Properly report observed code violations
- Improve and beautify your community through Keep Charlotte Beautiful

talk
about
some
of
the
common
code
enforcement
violations
and
then
we'll
do
a
code,
q,
a
all
right

for

it

one

our
organizations
within
housing,
neighborhood
services
and
co.
What
code
enforcement
does?

Is
it
just
sent
and
for
enforces
the
city
ordinances
under
our
jurisdiction
to
help
maintain
and
improve
the
appearance
in
the
communities
and
mainstay,
and
and
also
to
maintain
this
a
standard
of
healthy
places
to
live
work
play
and
as
well
as
to
preserve
the
property
values
within
the
communities.

So
we
have
different
areas
of
enforcement.
Our
first
area
is
our
health
and
sanitation.
B
Now
that
is
in
the
chapter
10
of
the
of
the
city
code
and
that
addresses
things
like
junk
motor
vehicles,
bulky
items
at
the
curb
high
wheats
and
grass.
That
is
one
of
the
things
that
that
we
enforce
here
in
the
city.
We
also
have
our
minimum
housing
code,
and
that
is
just
simply
to
enforce
minimum
fitness
of
standard
standards
of
fitness
to
have
a
house
to
live
in.
We
get
a
lot
of
complaints
from
tenants.

The
process
to
for
those
complaints
from
a
neighborhood
is
a
what
we
call
a
petition,
and
that
is
where
five
or
more
people
will
sign
a
petition,
given
reasons
why
I
should
be
inspected,
and
we
take
those
petitions
to
opening
days
similar
to
minimum
housing,
we
have
what
we
call
our
non-residential
building
code,
which
is
very
similar
to
minimum
housing.

It
is
a
minimum
standard
of
fitness
for
commercial
buildings
and
then
the
last
piece,
which
is
zoning
and
that's
typically,
what
I
do
and
the
zoning
piece
is
enforcement
of
things
that
affect
the
neighborhoods
as
well
as
the
commercial
corridors
in
the
commercial
corridors.
It
could
be
things
like
signage,
too
much
signage.
What's
allowed
in
the
ordinance
is
fine,
but
a
lot
of
businesses
will
put
signage
out,
of
course,
to
attract
attention,
but
it
does
attract
the
attention
for
us
as
well.

It
does
create
clutter
and
it
can
as
well
be
traffic
hazards
for
the
traveling
public,
other
things
that
we
deal
with
with
zoning
in
the
residential
neighborhoods
or
large
commercial
vehicles
or
even
commercial
vehicles.
We
have
different
classifications
for
those,
but
we
do
address
commercial
vehicles
in
our
neighborhoods
home-based
businesses.

Ordinance,
we
have
three
service
areas
now,
when
you
see
the
the
map
on
the
right
hand,
side
of
the
screen
we
are
broken.
Each
service
area
has
two
separate
teams,
and
my
office
is
over
on
west
boulevard.
That
is
our
west
service
area.
We
have
a
another
service
area
on
the
east
side,
which
is
over
on
central
avenue
and
our
newest
office
that
we
just
moved
into.
We
have
shifted
our
areas
around,
but
we
just
opened
a
new
office
down
on
providence
road
west
and
one
valentine
all
of
our
code
enforcement
officers.

so
we're
going
to
be
discussing
the
health
and
sanitation
as
it
relates
to
you
know,
maintaining
your
property,
so
we
do
have
an
ordinance
that
has
what
states
that
the
property
owners
are
to
maintain
their
premise
in
a
safe
and
sanitary
condition,
and
we
know
right
now,
as
we
are
approaching,
springtime
comes
a
lot
of
spring
cleaning
and
you
know
the
removal
of
you
know
excess
items
or
things
from
the
garage
from
the
house
and
also
a
lot
of
yard
yard.
C
Waste
comes
about
so
some
of
the
common
nuisance
violations
that
arise
especially
around
this
time.
That
would
be
rollout
containers.
So
this
is
one
of
the
bigger
ones.
So
we
have
the
garbage
containers
as
well
as
the
recycling,
so
the
rollout
containers
they
can't
be
placed
at
the
curb
no
earlier
than
the
day
before
for
the
pickup.
That
is
a
violation
as
well
as
it
can't
stay
beyond
midnight
of
that
day
of
collection
and
under
no
circumstances
should
a
container
block
the
sidewalk.

Because,
what's
going
to
happen,
is
this
is
going
to
cause
people
to
have
to
walk
in
the
street
walk
around?
And
you
know,
of
course
they
shouldn't
have
to
do
that.
You
know
everyone
is
taxpayers.
You
know
we
all
have
rights
to
use
the
the
sidewalk.

So
what
we
need
to
do
you
know
if
those
you
know
things
happen,
you
know
you
can
contact
charmak311
and
we
can
actually
put
a
request
in
for
someone
to
come
out
and
address
those
issues.

So
next
we
have
yard
waste
and
same
thing
with
a
yard
waste.
You
know
you
want
to
put
it
out
the
night
before
and
now
the
leaves
you
can
have
those
bagged
and
they
must
be
put
in
containers
or
untied
bags
now
with
the
untied
bags.
Now
that's
in
the
case,
if
you
have
a
black
or
dark
colored
bag,
they
need
to
be
untied
so
that
the
workers
can
look
inside
to
see
exactly
what
what
the
contents
of
the
bag.

Now,
if
you,
if
you
use
clear
bags
now,
you
can
tie
those
up
because
they
can
clearly
see
what
is
in
the
bags
when
they,
when
they
walk
up
to
to
the
residence
and
in
the
case
of
lambs
they
are
to
be
no
longer
than
five
feet
in
length
or
four
inches
in
diameter
and,
of
course,
the
same
with
with
tree
trunks.
And
the
reason
for
this.
You
know
this
these
materials,
you
know
they
have
to
be
processed
through
a
machine
and
if
they're
any
bigger,
they
could
damage
the
machine
and.

Okay,
so
bulky
and
junk
items,
all
right,
so
eligible
items
must
be
scheduled
for
collection.
Now
we
have
a
lot
of
people
that
come
in
and
move
in
and
out
of
our
city
all
the
time-
and
you
know
in
my
previous
years
of
being
on
the
phone,
I've
heard
many
people
say
okay.
Well,
this
is
not
how
we
did
it
in
michigan,
or
this
is
not
how
we
did
it
in
south
carolina.

What
have
you
but
we're
in
the
charlotte
area
now
so,
therefore,
we
have
to
adhere
to
our
ordinance
ordinances,
so
everyone
they
should
call
in
two
three
one
one
to
get
the
day
of
pickup
and
do
the
proper
way
to
to
prepare
certain
items,
because
there
are
some
stipulations
around
certain
items,
so
they
can
be
collected
safely
and
the
items
can
not
be
placed
at
the
curb
prior
to
scheduling.
That's
one
of
the
bigger
things
that
happens
because
a
lot
of
people
just
think
okay.
C
Well,
I
saw
my
neighbor
they
set
out
a
couch.
I
have
a
couch.
I
need
to
put
I'm
gonna
put
mine
out
too,
but
again
they're
coming
in
from
out
of
state
or
what
have
you
and
they
may
not
be
aware
that
they
do
have
to
call
in
and
of
course,
we
need
to
have
have
the
items
that
the
day
before
the
scheduled
pickup
you
know
and
again
with
these
not
blocking
the
sidewalk.

So
we,
of
course
we
can't
well,
we
shouldn't
dump
items
in
public
property
or
even
on
private,
especially
you
know
hazardous
materials
and
things
like
that,
because
that
can
actually
it
could,
depending
on
what's
what's
been
done
and
again
me
being
on
the
phone
for
a
couple
years.
I've
heard
many
horror
stories.
I
mean
I've
heard
people
calling
in
they've
seen
people
pouring
gas
down
the
street
oil
different
things
like
that.
You
know
we
cannot
do
that.
C
You
know
and
a
lot
a
lot
of
what
I
heard
in
the
past
is
people.
Some
people
have
the
misconception
that
those
storm
those
storm
drains.
They
say
that's
the
sewer.
Okay,
that
is
not
the
sewer
that
that
is
a
storm
water,
drainage
way
and
that
anything
that
goes
down
that
drain
goes
to
the
local
streams
and
lakes.

You
know
we
get
more
rain.
The
grass
is
growing,
the
vegetation
is
growing,
so,
of
course,
people
are
to
have
their
yards
maintained
and
the
vegetation
cannot
exceed
12
inches.
C
So
neglect
of
premise:
now
anything
that's
causing
an
eyesore
or
say,
for
instance,
foul
odor,
like
from
pets
that
you,
let
you
know,
do
their
business
in
the
yard
or
any
dead
animals
or
any
type
of
junk
or
anything
that
could
potentially
be
hazardous
to
neighbors.

That
is
to
be
reported,
and
you
cannot
do
that.
You
know
I've
heard
many
instances
when
in
in
reports
where
people
have
gone
and
dumped
certain
things,
they've,
someone
have
witnessed
someone
dumping
some
type
of
chemicals
at
a
stream
or
a
lake.
You
know
it's
just
something
that
that
can't
happen
now.
Also
you
are,
you
may
receive
a
violation
if
you
discard
or
abandon
or
cause
any
issues
on
public
property
as
well,
because
sometimes
people
they
may
have
salvage
trucks.

Or
what
have
you
and
you
know
they
may
go
to
areas
dump
certain
things
off,
say:
fans
on
a
dead
end
street
or
some
area
you
know,
and
to
get
away
with
it.
But
again
that
is
causing
our
our
neighborhoods
to
look
bad,
and
you
know
that
and
stuff
like
that.
That
brings
property
value
down
and
causes
animals
and
and
different
things
to
occur.
That
shouldn't
and
this
something
like
this
would
carry
a
150
dollar.

All
right
so
graffiti,
so
it
is
unlawful
for
any
person
to
write,
paint
and
scribe
scratch,
scrawl
spray
or
put
any
type
of
graffiti
on
any
public
or
private
buildings
or
personal
property.
Now
now
we've
had
we've
received
certain
calls.
Well,
you
know
people
call
in
you
know,
because
sometimes
you
know
the
kids
out
there
with
sidewalk
chalk
and
things
like
that.
C
Okay,
that's
not
considered
graffiti,
because
that
that's
temporary,
that's
gonna
wash
away
with
the
rain,
although
some
people
may
not
like
it
and
you
know-
and
that
even
boils
down
to
some
certain
hoas-
they
don't
like
certain
things
like
that,
but
so
far
as
code
is
concerned,
that
is
not
a
violation
for
kids
to
use
sidewalk
chalk,
but
with
any
graffiti
that
is
on
your
property.
It
should
be
removed.
C
You
know,
and
there's
some
stipulations
behind,
that
that
we
can
go
deeper
into
later,
but
the
first
offense
for
this
carries
a
250
dollar
fine
noise.
Now
a
violation
occurs
as
the
sound
exceeds
the
specified
limits
now
on
the
muni
code.
There
are
a
lot
of
stipulations
as
it
relates.
It
even
breaks
it
down
to
you,
know
certain
farm
equipment,
lawn
mowers
or
music
or
all
different
types.
I
mean,
but
there
is
a
noise
ordinance
from
9
pm
to
7
a.m
in
our
area.

But
although
at
certain
times
depending
on
like
it
could
be
a
organization
or
something
that
be
that
may
be
going
on
and
as
it
relates
to
certain
decibels
or
limits,
they
can
get
a
a
noise
variance,
say
that's
something
that's
applied
to
through
cmpd,
but
in
any
violation
of
noise
that
carries
a
hundred
dollar
fine.

Okay,
signs,
okay,
so
signs
are
not
allowed
in
the
following
location,
on
public
property
or
within
public
right
of
way,
including
meetings-
and
you
know
we
see
all
of
those
when
we
drive
up
to
to
the
meetings
intersection,
you
can
see,
yard
sale,
signs,
fish,
fry
signs,
lost
dog
or
around
voting
time,
a
lot
of
political
signs.

You
know
we
see
all
of
that,
but
that
is
definitely
a
a
violation
is
if
it's
within
11
feet
of
the
edge
of
any
paved
road
street
or
alley
even
on
any
posts,
poles,
trees,
stakes
or
anything
like
that,
any
hydrants,
and,
of
course
this
does
and-
and
this
is
in
it's
a
lot
more,
especially
on
the
political
side
of
it,
and
we
can
get
into
that
a
little
later
on
what
they,
what
they
do
yearly,
and
so
what
and
some
of
you
may
say-
okay.

Well,
we
see
all
these
signs
they're
all
over
the
place,
but
like
so,
we
can
talk
about
that
a
little
later,
but
these
carry
a
a
fine
of
a
hundred
dollars
per
sign.

Abandoned
vehicles,
so
any
vehicles
left
on
the
city
street
or
right-of-way
for
more
than
seven
days
on
city
property
longer
than
24
hours
on
on
private
property
without
the
owner's
permission.
Okay,
this
is
a
violation,
and
you
say
for
instance,
and
we
get
these
calls.

Sometimes
when
people
come
home,
it
may
be
a
vehicle-
and
I
had
a
couple
calls
like
this:
when
someone
has
parked
their
vehicle
on
their
property-
okay,
they
and
on
you
as
the
owner,
you
have
the
right
to
get
their
car
towed,
because
it's
on
your
property,
you
don't
know
whose
vehicle
it
is.

You
know
and
of
course,
and
that's
something
that
you
can
call
in
to
three
on
one-
and
you
know
under
the
right
circumstances
we
can
put
in
something
for
you,
as
relates
to
that
so
hazardous
vehicles,
vehicles
with
trash
or
junk
in
in
inside
or
around
or
with
broken
windows-
and
I
know
we've
seen
them
before
you
know
just
those
cars
have
been
sitting
there
for
years.
You
know
those
are
mosquito
breeding
grounds,
especially
when
it
rains
and
there's
hot
weather.

You
know
you
get
snakes
and
rats
and
things
going
around
it
and
it's
a
danger
for
kids,
because
you
know
kids
see
those
things
they
want
things
like
that.
They
want
to
play.
You
know
small
kids.
They
can
get
trapped
inside
or
or
something
like
that.

Drone
vehicles
so
inoperable
vehicles
that
do
not
display
a
current
license.
Plate
have
flat
tires
or
damage
or
wrecked.
Now
the
thing
about
this
is
now
each
yard
or
premise:
you
can
have
one
junk
vehicle
as
long
as
it
is
covered
and
in
the
rear
of
the
property,
you
can
only
have
one
parking
on
the
lawn.
This
is
a
violation
as
well.
A
lot
of
people
don't
know
that
now
parking
in
the
front,
yard,
side,
yard
or
corner
lot
is
a
violation
now,
except
this.

If
the
vehicle
is
on
an
approved,
driveway
or
parking
pad.
Now
there
is
one
more
thing.
So
if
you
have
a
social
gathering
or
something
of
that
magnitude,
baby
shower
whatever
that's
the
only
exception
to
that
rule
when
you
can
park
on
the
lawn
during
that
special
gathering,
but
this
is
parking
on
the
lawn.
That's
25
violation.

report
a

as

can
see
those

we

complaints
of
people
who
live

a
hoarding
situation
that
falls
within
the
sanitary

the
things

that

could
initiate
a
case
on.
But
if
you
have
concerns

a
house
conditions
of
a
house,
there's
a

form

our

1974

kcb
itself

non-profit.
We
are
lucky
enough

be
funded
and
have
reliable
funds
from
the
city
of
charlotte,
as
nichelle
had
mentioned,
we're
located
within
community
engagement
and
the
housing
and
neighborhood
services
department.

So
we're
obviously
a
big
city
and
keep
charlotte
beautiful,
has
big
goals
as
well.
Our
four
pillars
are
what
we
like
to
call
them
is
litter
prevention,
waste
reduction,
beautification
and
city
greening.
So
those
are
the
four
topics
we
focus
on
and
try
to
achieve
through
our
programs
and
the
city
does
help
us
out.
It's
not
just
keep
charlotte
beautiful,
keeping
our
streets
clean.

We
do
have
12
crews
from
solid
waste
services
that
help
us
maintain
2
400
miles
of
city
street,
and
we
also
we
are
not
responsible
for
the
major
roads
or
highways.
Those
are
such
as
north
tryon
street,
that
is
maintained
by
the
state
dot.
D
We
only
maintain
local
streets
and
we
use
three
one
one
reports.
So
when
somebody
calls
in
to
report
litter
saying
somebody
dumped
on
our
street,
some
somebody
threw
a
tire
in
the
woods.
We
use
those
litter
reports
and
compile
them
into
a
heat
map
that
shows
us
and
helps
us
identify
litter
hot
spots.
So
those
hot
spots
will
help
us
increase
cleanups
in
areas
that
need
the
most
and
send
our
volunteers
and
put
our
focus
in
the
areas
that
have
the
most
litter
reports
through
311..

that's
another
unique
option
that
you
can
do
definitely
report
it.
If
you
see
letter,
if
your
street
is
really
dirty
report
it-
and
we
will
try
our
best
to
get
over
there,
so
what
can
you
do
to
assist
in
picking
up
litter
throughout
charlotte,
of
course
adopt
a
city
street?
This
is
probably
one
of
our
most
popular
and
well-known
programs.
You
can
see
the
little
signs
and
those
pictures
the
adopt-a-street
signs-
you've
probably
seen
them
driving
around
the
city.

We
ask
to
adopt
a
minimum
of
one
mile
of
road
and
that
you
do
three
cleanups
per
year
and
we
also
recognize
