where
discussion
is
mostly
about
today,
I
wanted
to
turn
it
over
to

a
very
thorough
meeting

this
topic,

The
survive
and
even
thrive,
are
all
about
and
get
more
information
on
that.
There
was
a
lot
of
good
conversation
there
yesterday.
So

what
they've
been
working
on

really
excited
about
this
open

business
initiative
and
strategy
that
we
have
put
together,
because
what
we,
the
goal
for
us,
was
to
create
a
comprehensive
strategy
that
really
thought
about
business
needs.
Small
business
needs
today
and
into
tomorrow,
and
so
that's
what
we're
gonna
lay
out
for
you
a
little
bit
today.
But
finding
solutions
is
absolutely
critical
to
us.
If
we
can
go
to
the
next
slide.
I
think
we
all
know
exactly
what
is
happening
with
the
national
GDP
fall
rate
of
4.8%,
the
decrease
in
consumer
spending.

about
this,
you
all
know
what's
happening.
A
lot
of
us
are
feeling
it
as
it's
happening
every
day,
so
how
we've
responded
so
far.
The
next
slide
we've
had
a
lot
of
open,
open
discussions.

have
ongoing

our
partners
and
touch
points.
We've
had
direct
emails
and
phone
calls
with
small
businesses.
You
guys
have
given
us
a
lot
of
great
information.

forums
and
we've
done
a
lot

research
on
best
practices,
some
of
which
you
guys
have
provided
for
us.
So
thank

very

for

We're
continuing
to
do
the
research
and
the
open
discussions
and
all
of
that,
and
that
will
continue
to
evolve
what
this
larger
initiative
is.
But
this
is
just
where
we
are
to
date.

we

Obviously,
access
to
capital
is
the
biggest
thing:
reopening
best
practices,
networks
and
collaboration,
branding
and
marketing.

right

locals

local

They
also
we've
heard
loud
and
clear,
branding
and
marketing
for
their
businesses,
as

pivot
and
open
for
business
initiative
came
out
of
a
request
from
original
small
business
forum,
so
we're
building
on
that,
and
you
can
see
in
this
slide.

couple
of

unite

inform
all
of
our
small
businesses
here

Charlotte,
but
we've
done
as

So
far
we

brand

that
is
an
icon

solidarity
around
small
businesses
that
we
can
proudly
display
and
it's
the
intent
was
that
it
was
going
to
evolve.
This
is
how
we
can
tell
people
that
were
open
for
business.

keep
growing

this
is
intended
again

businesses

is
the
type
of

pivoting,

each

the
micro
business
relief
fund.
As
you
know,
that
was
a
million
dollars
for
grants
for
five
and
under
businesses
private
under
employees,
for
businesses
we
intend
to
at
a
minimum
hit
a
hundred
businesses.

have
received
three
hundred
and
twenty
seven
applications
to
date,
and
we
are
reviewing
these
now
with
the
intent
of
getting
money
out
very
soon
now
moving
into
the
survive
and
thrive.
This
is
an
evergreen
initiative
to
help

to
survive
in
today's
new
world
and
thrive
in
whatever
comes
next.
It's
really
again
important
to
us
that
we
have
a
comprehensive
strategy.
It's
critical
now,
but
we
also
don't
want
it.

want
to
come
out
stronger
and
if
we
won't,
if
we
don't
think
about
what's
tomorrow,
so
what's
next
I'm
gonna
walk
you
through
the
survive
piece.
This
is
a
quilt
work
of
initiatives,
a
strategy
that
considers
survive
today
and
long-term
success.
We
don't
have
to
implement
it
all
day
one,
but
we
can't
separate
these
out.

have
tried
to
divide
this
up
into
a
couple
of
different
buckets
and
I'll
go
into
more
detail
on
these
in
just
a
second,
but
then
also
demonstrate
how
they
will
involve,

business
website
eventually
evolves
over
time
into
a
broader
platform.
Our
ecosystem
support
will
remain
throughout,
but
involves
into
more
about
the
innovation
in
how
our
community
is
together.

There

think
it's
important
to
say
that
there's
specific
initiatives
that
are
under
here,
we
don't
have
any
pride
of
authorship
in
these.
These
may
grow.
They
may
evolve.
They
may
change.

The
important
thing
that
I
continue
to
reiterate
is
the
importance
of
having
this
comprehensive
strategy
pieces
can
can
move
around.
But
it's
important
that
we
have
this
overall
strategy.

why
we're
introducing
this
website
as
a
space
exclusively
exclusively
for
small
business
owners
to
find
resources
and
connect
with
fellow
entrepreneurs
phase.
One
of
this
is
the
website
launching
at
the
end
of
the
month,
that's
May
will
list
active
opportunities
to
secure
funding,
capacity-building
resources,
a
lot
of
partners
out
there
to
help
businesses
rebound
stronger
than
before.
Also
as
we
reopen
confidence
in
the
marketplace
will
be
just
as
important
as
capital,
customers
and
employers
will
depend
on
small
business
owners
to
create
a
safe
environment.

are
those
best
practices
and
let's
get
them
out
there
for
our
community
to
access?
We
will
also
explain
how
the
city's
keeping
bus
and
light
rail
clean
and
comfortable
for
riders
to
return.
So
all
of
that
again
is
connecting
our
partners
and
small
businesses
together
to
build
the
consumer
confidence
and
also
resources
for
survival.

is
the
fastest
way,
I
think
that
we
can
offer
more
resources
not
trying
to
recreate
the
wheel,
but
supporting
our
partners
that
are
out
there
and
next
slide
the
existing
partner
grants
and,
as
I
mentioned,
supporting
their
partners
that
are
out
there
we're
fortunate
to
have
a
strong
coalition
of
small
business
resource
partners
that
have
worked
together
to
support
our
small
businesses
in
the
community.
Obviously,
Koba
19
has
placed
a
financial
and
staff
resource
burden
on
many
of
these
partners
and
they
are
trying
to
grow
capacity.

A
couple
that
we
would
propose
supporting
is
ready
CLT.
They
are
working
on
the
ground
and
digitally
with
small
businesses,
as
they
start
to
reopen
and
pivot
operations
to
restore
Cote.
The
customer
competence.
Central
Piedmont
has
their
small
business
rebound
program
that
leverages
NBA
talent
from
top
universities,
such
as
Stanford,
Duke,
UNC
Clemson,
to
assist
small
businesses
with
general
strategy
and
business
model,
redesign
finance
and
cash
management
plans,
the
Women's
Business
Center
and
Prospera
to
expand
their
one-on-one
counseling
operations
and
other
small
business
support
programs.

We
are
right
now
setting
up
different
vehicles
to
look
at
how
we
can
vet
potential
partners.
We
have
some
partners
that
we
already
have
a
history
of
supporting,
and
so
that's
probably
a
little
bit
easier
than
potential
new
partners,
but
I
think
that
it's
important
we
have
a
system
in
place,
so
we
can
understand
this
timeline
and
stick
to
a
timeline
very
clearly
business
to
business
grants.

We've
been
collecting
data
on
small
business
needs
and
have
found
that
the
resources
needed
can
vary
based
on
expiry
and
so
to
meet
small
business
where
they
need
it.
We're
proposing
a
grant
program
that
can
provide
grants
to
assist
with
things
like
digital
marketing,
financial
planning,
accounting
and
coaching,
and
that
we
can
that
there
are
our
local
businesses
that
provide
this
service
to
other
small
local
businesses,
and
so
is
that
business-to-business
grant
idea
where
they
can.
We
can
support
each
other
moving
on
to
the
next
one
access
to
access
to
capital.

We
absolutely
hear
you
on
getting
money
out.
The
door
is
critical
and
our
staff
is
investigating
not
only
our
Curtin
partnerships
but
other
vehicles
in
how
to
get
money
out
out
the
door
quickly
again.
I
think
you
have
to
reiterate
it's
that
broader
strategy.
We
need
to
adopt
first,
and
then
we
are
ready
to
hit
the
ground
and
already
working
on
one
of
the
vehicles
to
implement
as
fast
as
we
can
on
some
of
this.
So
with
that
our
micro
business
grants,
as
I
mentioned
earlier,
we
already
have
a
million
in
micro
business.

That's
five
to
eight
five
and
less
employees.
What
we
would
propose
is
expanding
that
it
would
change.
We
have
to
get
the
current
money
out
of
the
door,
because
it's
a
CD
CDBG
funds,
but
then
expanding
that
with
some
of
the
coke
of
its
stimulus
relief
funds
and
give
priority
to
micro
businesses
that
have
not
received
federal
state
and
local
funds,
but
also
expand
it
to
citywide
and
take
the
corridor
geography
out
of
it
and
then
also
look
at
businesses
that
have
a
two
years
of
tax
returns
and
show
evidence
of
a
negative
financial
impact.

The
next
one
is
small
business
grants,
and
this
is
deploying
critical,
small
business
financial
relief,
and
this
would
provide
grants
up
to
twenty-five
thousand
to
businesses
with
six
to
25
employees
that
can
demonstrate
negative
in
acts.
The
six
to
25
employees
represents
highest
percentage
in
the
small
business
community.
Again,
the
geography
would
be
citywide
and
we
would
give
that
same
priority
to
businesses
who
have
not
received
federal
state
or
local
small
business
loans
or
grants.

There's
two
areas
in
this
I
want
to
go
over
the
Charlotte
CLT
career,
pivot
bootcamp,
and
this
is
really
thinking
about
the
easiest
kind
of
explain.
We
can
launch
it
pretty
quickly.
It's
going
to
hit
the
highest
targeted
areas
that
are
hiring
today,
and
it
is
your
basic,
identifying
transferable
skills
that
we
can
do
quickly.
Resume.
Read
readiness,
social
media
presence,
learning
about
different
industries
and
career
opportunities
in
Charlotte,
so
think
about
it.

Give
them
the
tools
very
quickly
and
efficiently
to
be
able
to
pivot,
so
essentially
starting
up
a
virtual
boot
camp
and
the
last
one
is
job
placement
coordination,
so
be
an
outreach
program
with
local
companies
to
identify
future
job
growth,
and
this
partnership
would
be
with
CE
ELC,
the
Charlotte
executive
leadership,
Commission
Council,
to
find
out
the
future
of
work.
This
effort
would
result
in
guaranteed
job
placements
for
training
programs.
It
is
critical
work
that
our
team
will
do
to
ensure
its
successful
workforce
strategy
and
again,
our
focus
on
the
workforce.

Training,
as
the
training
part,
is
critical
and
very
important,
but
making
sure
somebody
has
a
job
is
just
as
important
in
that,
and
so
we
have
to
connect
both
sides
of
that.
So
I
ran
through
very
quickly
on
the
survive,
piece
and
kind
of
what
we've
been
up
to
I'm
gonna
pause
for
a
second.
We
have
time
to
get
to
the
drive
we
can,
but
I
know
that
you
may
pretend
wanted
to
spend
some
time
talking
through
some
of
the
survived
pieces.

just
want

again

that

it's
really

it's

because
we
can
pivot
and
we
can
adjust
as
needed,

execution

first
part

the
partners,
you've

we

how

implement

But
we
really
we
identified
the
buckets

Tracy
explained
the
idea
behind
having
a
partner
support
the
idea

the
rapid
response
workforce.

fund
is
really
to
have
it

in
case,
there's
things
that
we
haven't
thought
of,
and
we
need
to
react
to
something
else
that
comes
about,
so
we
want
to
have
a
little
bit
of
a
cushion

two
million
dollars.

original
idea
was

we
would
have
the

million
that
we

to
put

perhaps

summer

small
businesses
say
okay,
my
landlord
gave
me
a
grace
period,

now
I

to
pay,
or
my
suppliers
had
extended
my
payment
terms,
but
now
you
know
the
amounts
are
due
so
that
we
have
the
ability
to
then
put
out
a
little
bit
more
later
on.
That's
all
something
that
we
really
need
your
feedback

this

best
use

everyone's

strong
feeling
after
working
for
the
last
several
weeks
with
staff,
with
many
of
you
in
the
community
that
these
numbers,
while
they
seem
big,
are
not
the
kind
of
impact
that
is
going
to
rise.
All
boats
like
it'll
do
good
for
some
that
are
bad.
She
is
not
capable,
like
the
federal
government,
the
state
government,
even
with
this,
behind
it.

conversations
with
various
business
owners
and
conversation
with
the
chat
Turner,
who
also
serves
on
small
business
task
force
committee,
and
the
recommendation
that
they
would
like
to
see
is
thirty
million
dollars,
because
we
are
looking
at
a
lot
of
small
businesses.
These
are
the
businesses
that
are
not
able
to
get
PPP.

that
are
available
that
are
out
there.
So
if
you
truly
wanna
help
as
many
businesses
as
as
I
can
there
are
truly
struggling
I
think
we
have
to
me
survivor
faced
grand
installed
so
that
we
are
helping
as
many
businesses
as
they
can
and
I
know.
I
had
raised
this
issue
earlier
about
many
motels
and
hotels
and
I
shared
some
of
their
some
of
the
requests
that
have
come
me.
There
are
many
many
motels
and
hotels
that
are
not
part
of
the
chain
who
have
Northcott
on
PvP
or
DIBL.

is
Germany
there.
Many
of
them
are
providing
shelter
to
our
recipes
because
they
have
been
staying
in
losses,
hotels
and
motels
for
a
long
period
of
time
and
their
addictions
are
on
hold
but
they're
still
having
to
pay
their
employees
any
any
of
the
manual
fixes
and
child
owners
office
businesses
I'm
at
Crossroads,
a
Munich
survive,
and
maybe
we
need
this
money
now
in
the
survival
face
so
I,
think
making
this
making
this
small
grant
in
the
survival
face.
Bigger
will
give
an
opportunity
to
many
this
business
owners
who
do
not
have
other
resources.

things
I
want
to
say
this:
we're
looking
at
the
spreadsheet
and
a
couple
recommendations
that
I
would
just
make
to
the
task
force,
and
that
is
again
I
think
that
the
access
to
capital
is

critical
part
in
the
survive.
Yeah,
but
I,
wouldn't
I
would
encourage
you
all
to
not
make
that
the
only
part,
and
so
maybe,
as
you
think,
about
allocations.
What
you
can
do
is
you
can
think
about.

these
these
as
different
buckets,
and
so
we
say
we
put
X
amount
in
the
access
to
capital
bucket,
but
what's
not
spent
in
the
ecosystem
and
partner
support
by
mid-june,
let's
say
could
be
diverted
back
into
access
to
capital,
so
you
you're
you're
lighting
a
little
bit
for
each
area,
but
if
it
doesn't
go
out,
then
divert
it
to
the
diverted
to
the
grant
programs,
but
I
would
just
encourage
you
not
to
to
think
about
the
importance
of
kind
of
these
different
areas.
They
might
not
all
be
important.

to
get
clarification

we've

part
of
the
funds
that
were
allocated
to
the
housing.
The
council

Graham
was
gonna,
allocate

address

hotel,

council
minimum
as
mayor
I'm,
texting
counselor
ground
to
make
sure
that's
a
that
I'm
being
accurate.
But
I
think
there
was
some
discussion
that
house
and
what
will
cover
that
need
that
we've
heard
loud
and
clear
for
some
of
our
hotel
operators
and.

So
shriven
a
thank

so
the
city
directly
got
154
million
dollars
that
is
separate
from
what
the
airport
got
and
what
for
mark
what
our
transit
system
got
with
the
airport.
Airports
across
country
and
transit
systems
got
an
allocation
of
cares,
act,
money
that
can
replace
revenue
lost.
We
that's
not
what
our
154
million
is.
We
have
to
address,
so
we
can't
replace
revenue
that
we're
losing
as
a
city
sales
tax
revenue,
whatever
we
have
to
use
it
for
kovin
related
expenses
and
we're
splitting
ours
into
housing
and
small
businesses.

So
the
recommendation
from
the
manager
has
been
initially
30
million
for
small
businesses,
20
million
for
housing
he's
holding
back
another
15,
15
million
in
the
fall
to
supplement
those
two
buckets
as
we
see
things
pivot
and
move
the
rest
of
it.
He
is,
he
is
reserving
and
again
it's
reserving
the
council
ultimately
decides,
but
he's
very
strongly
recommending
that
the
balance
of
it,
which
would
be
what
75
million,
would
be
used
for
city
operations
that
they
will
have
to
use
to
be
able
to
reopen
and
to
be
able
to
do
things
differently.

So,
for
example,
you
may
have
noticed
that
we're
having
a
hard
time
collecting
yard
waste,
and
that's
because
usually
it
takes
three
guys
in
a
truck
to
go
along
and
physically,
you
know,
handle
the
yard
waste,
whereas
now
we're
using
what
they're
calling
one-armed
bandits,
we
might
have
to
go
to
a
different
collection
method
going
forward
and
have
to
buy
individual
buckets,
which
some
people
do
have
for
yard
waste.
So
we
could
use
it
for
something
like
that.
We
could
get
trucks
we
could
get.

Trans,
our
buses,
but
also
our
smaller
vans
for
special
transportation
services,
so
there's
a
lot
of
different
things,
cleaning
the
buildings
and
all
of
our
public
buildings
that
you
know
the
money
is
used
for
that.
So,
although
he
has
not
given
us
a
specific
list
of
how
he
wants
to
use
that,
he
has
expressed
that
he
thinks
it's
really
prudent
to
be
able
to
have
that
money
in
reserve.
As
we
go
through
the
summer
in
the
fall
and
to
see
do
we
have
a
second
wave
where
we
have
to
do
it
all
over
again.

had
feedback
from
and
I

The
mayor
has
said
this
too
has
talked
about
sole
proprietors
who
you
know
somebody
who
rents
a
seat
at
a
barber
shop
or
to
view
salon.
They
might
just
need
a
couple
thousand
dollars
to
pay
rent
for
a
couple
of
months
to
get
through.
So
that's
why
the
number
was
skewed
a
little
bit
lower
for
zero
to
five,
because
a
lot
of
those
folks
are
sole
proprietors.
So,
but
this
is
all
great
feedback
correct.

From
this
track
and
the
assumption
would
be
flying
businesses-
that's
already
under
suing,
that
is
business
to
survive.
That's
a
real
question
to
me
is:
if
the
poll
come
they're
gonna
survive,
then
we
just
throwing
money
just
for

sake
of
it.
If
they're
not
gonna,
survive,
focus
really
on
helping
the
people
are
coming
out.

The
other
end
of
this
process
and
that's
what
we
should
put
more
of
our
energy
versus
throwing
the
small
amount
of
money
in
a
small
number
of
businesses,
not
necessarily
having
a
ministerial
impact
on
their
employees,
because
ultimately,
I
can't
less
about
keeping
a
business
going,
I
care
about
the
employees
of
that
business,
because
our
bar
isn't
it's
basically
the
people
who
are
employed
by
that
business,
the
other
themselves
and
the
people
they
have,
and
so
I
just
worry
that
either
makes
material
difference
on
the
survive.
I
guess
is
where
I'm
going.

here
is
the
needs
different
based
on
the
English
stream.
So
I
have
some
task
force
committee
members
mentioned
or
even
Judy
you
mentioned
about
how
the
need
for
a
barber
shop
might
be
very
different
where
they
are
just
only
making
this
space
or
two.
They
just
need
six
hundred
or
maybe
thousand
dollars
versus
a
restaurant
who
still
have
to
have
pay
the
rent
for
last
three
months
or
utilities,
and
so
on
so
the
fixed
cost
that
will
solely
be
there.

One
of
the
things
I
wanted
to
remember
is
when
we're
looking
at
the
composite
number
of
small
businesses
that
fall
into
this
particular
silo
of
where
these
grants
are
going.
There
is
a
large
percentage
of
those
businesses
that
have
already
gone
in.
They
have
already
received
funding
in
some
other
form
from
some
other
agency,
and
so
when
you
say
this
is
going
to
be
a
drop
in

and

bathwater,

we're
saying
this

big
composite

businesses
compared
to
the
number
of
businesses
we
can
help
because
we're
looking
first
at
the
number
of
businesses
that
have
received
received
zero
help.
So
it's
extremely
impactful
and
from
a
small
business
owners
point
of
view
and
from
a
household
that
has
two
small
business
owners
in
it.

it's
good
for
us
to
have
the
view
of
the
numbers
of
companies
and
things
like
that,

more
about
like
what
is
the
principal
or
tenant
that
we
should
walk
away
with
right

that

need
to
use
that
money
to
teach

business

fish

in

of
