it's
great

facility
and
what
it
means
to
people,
and
it's
quite
a
historic
moment
right
here.

Know
it's
a
historic
moment,
historic
campus
and
so
very
proud
to
be
here
today.
Just
last
month
we
broke
ground,
as
you
all
remember,
on
what
would
be
the
largest
investment
in
veterans
infrastructure
that
has
been
made
in
the
Commonwealth,
the
hundred
and
fifty-four
bed
facility
that
will
be
coming
to
this
campus.
It's
a
hundred
and
ninety
nine
million
dollar
investment,
with
the
support
of
the
federal
Veterans
Affairs
up
to
sixty
five
percent
of
that
cost
will
be
reimbursed
to
the
Commonwealth
by
the
federal
veterans
administration.

The
infrastructure
of
it
is
not
a
stable,
but
what,
if
we're
doing
we're,
not
just
taking
it
to
make
green
space,
we're
taking
it
to
bring
the
long-term
care
facility
that
it
will
need
this
whole
area
of
the
parking
lot
without
encroaching
on
the
park
to
allow
the
green
space
to
be
used
for
recreation,
not
only
for
the
veterans
but
also
for
the
Greater
Chelsea
community
as
well.

Listen,
governor
Baker
and
Lieutenant
Governor
Pulido
are
big
supporters
of
Massachusetts
residents
and
any
and
everybody
who
lives
and
resides
within
our
Commonwealth,
but
what
they
really
have
a
passion
for
is
our
veterans
at
our
military
family
and
their
commitment
to
this
campus
and
their
commitment
to
our
veterans,
as
seen
by
their
willingness
to
have
this
opportunity
for
what
will
represent
a
50-year
investment
in
this
community
54.
This
facility,
we're
building,
has
a
lifespan
of
at
a
minimum
50
years,
so
that
is
50
years
of
veterans
residing
here
in
long-term
care
facility.

means
50
years
of
residents
being
part
of
this
community,
the
employment
that
it
provides
to
the
hundreds
of
residents
who
manage
the
care,
who
are
caregivers,
the
facilities
and
and
all
the
other
uses
of
what
this
great
campus
and,
let's
be
very
clear.
This
is
a
best-in-class
facility,
that's
being
built
in
Chelsea,
and
we
are
all
very
proud
of
what
it
will
represent
and
the
opportunity
that
gives
again
to
our
veterans,
who
may
need
long-term
care,
but
also
all
those
that
want
to
be
part
of
the
veterans
community.

towards

that
level
of
opportunity

sadly
when
they

respect

gold

know
this.
Water
tower
is
significant
for
many
of
us,
my
father,
one
has
five
brothers
they're
all
served
in
the
in
the
military,
all
combat
veterans
for
many
of
us
that
have
veterans
and
our
families
as
well
as
myself,
I
mean
this
is
an
iconic
image
for
us
for
many
of
us
on
the
Northshore
when
you're
coming
down
heading
towards
Boston-
and
you
see
this-
it's
just
you
know
it
means
a
lot
to
us.

really
does
represent
quite
a
bit
to
us
for
me
personally,
my
dad
actually
passed
on
Memorial
Day
2001.
He
passed
in
this
facility
and
they
treated
him
like
he
was.
You
know
a
general
to
you.
They
really
treated
him
quite
well.
It
was
really
nice
and
I've
had
a
lot
of
family
members
that
have
actually
worked
here.
Relatives
that
I've
worked
here.
I
have
friends
that
have
worked
here
on
the
nursing
staff.
It's
just
a
wonderful
facility.
It's
really
something
great.
The
state
of
Massachusetts
provides
for
our
veterans.

It
is
great
about
the
future
development
for
sure,
but
it
is
going
to
be
sad
not
to
have
this
iconic
image
on
the
top
of
the
hill,
representing
veterans,
the
soldiers
home
and
the
many
memories
and
fond
memories
and
recollections
that
we
have
of
our
you
know
of
our
veterans,
who
have
served,
but
the
soldiers
home
they've
done
a
great
job.
Yet,
unfortunately,
the
day
has
come
where
for
future
developments,
the
better
serve
veterans,
I
guess
the
decision
has
to
be
made
to
take
this
Watertown
cell
tower
down
so
much
for
being
here
today.

I
spent
42
years
I
just
moved
from
Chelsea
in
August,
but
I
spent
42
years
with
my
wife.
Here
we
raised
our
children.
My
father
was
a
resident
here
and
he
passed
while
he
was
here,
and
this
tower
has
always
been
a
symbol
to
me
of
hope,
even
though
he
passed
here,
he
lived
here
and
every
time
I
Drive
by
it
I
had
hope
and
love.

Appreciative
of
staff,
our
residents,
families,
members
of
the
community
here
to
toe
a
nose
as
you
write
before
I,
go
into
the
brief
history
of
the
tower
I
do
want
to
acknowledge
the
city
manager,
Tommy
and
the
members
of
the
City
Council.
As
you
drove
up
here
and
who
came
up
Summit
Avenue,
you
may
have
noticed,
we
have
a
beautiful
new
sign
for
the
soldiers
home
down
at
the
base
of
the
hill
and
obviously
those
are
signs
that
are
kind
of
at
all
the
historic
locations
in
the
city.

We're
really
pleased
the
city
thought
of
us
to
include
thus
has
a
very,
very
important
part
of
the
city
of
Chelsea
for
the
services
that
we
provide
here,
particularly
since
the
the
sign
actually
has
the
red
and
white
markings
of
the
water
tower
itself.
That
will,
for
me,
be
a
little
so
please
thank
you
very
much.

It
served
as
an
icon
to
the,
but
problems
were
discovered
with
the
tower
in
2009,
and
that
same
year
too,
and
structural
concerns
a
temporary
substation
was
installed
to
address
water
pressure
needs
on
the
campus
based
on
analysis
of
a
water
pressure.
Requirements
of
permanent
power
station
was
deemed
the
best
long-term
solution
this,
so
the
new
pump
station
was
constructed
was
operational
as
a
at
which
time
the
tower
was
decommissioned.

Over
the
following
year,
the
towers
suffered
additional
deterioration
and
has
been
targeted
by
vandals,
resulting
in
a
repainting
of
the
Bell
portion
of
the
tower
in
2015,
and
at
that
time
we
did
appreciate
that
it
was
made
grammatically
correct
by
adding
an
apostrophe
to
show
the
florist
during
the
design
of
the
new
community
living
center.
As
the
design
worked
on
applying
through
the
egg
funding
for
a
new
center
to
replace
the
current
quickly
long-term
care
building,
there
were
efforts
made
to
incorporate
the
tower
into
the
landscape.

However,
due
to
site
constraints
and
condition
of
the
tower
itself,
it
was
determined
that
tower
needed
to
be
it
is
bidding
in
a
program
for
those
who
have
served
our
nation
to
have
the
best
possible
and
their
needs
are
ultimate
priority.
The
new
community
living
center
will
afford
our
privacy,
like
environment
for
our
veterans
and
the
design
is
intended
to
it's
still
very
special
vision
on
the
horizon,
as
it
will
serve
our
veterans
decades
to
come.

neighbors

our
friends
and
our
supporters,
but,
more
importantly
to
that
week
among
us
we
do
have
some
staff
with
a
soldiers
home.
We
address
them
as
caregivers
and,
let's
give
them
all
a
great
round
of
applause.

so

have
come
to
know
the
soldiers
home
as
a
place
to
give
back
to
veterans
whether
if
it
has
volunteers
or
whether
as
caregivers
I,
know
that
some
this
is
a
bittersweet
moment,
but
know
that
the
investment
that
has
been
made
here
in
the
soldiers
home
represents
the
largest
investment
ever
made
in
the
Commonwealth
as
a
one
opportunity
for
long-term
care
and
an
opportunity
of
Veterans
infrastructure.
One
that
we
should
all
be
very
proud
of.
The
campus
itself
will
have
his
own
signature,
as
many
people
see
it
from
far
and
near.

But
we
couldn't
be
prouder
of
the
great
work
that
continues
to
be
had
here
in
the
soldiers
home,
and
that
is
thankfully,
to
all
of
you
whether
you
are
a
veteran,
the
resident,
caregiver
family.
The
accountability
that
we
owe
our
veterans
is,
first
and
foremost,
and
what
will
bring
here,
as
we
have
broken
ground
as
construction
continues
to
be.

to
be
a
beacon
of
care
beacon
of
long-term
enhancements,
for
so
many
who
will
depend
upon
that

I
couldn't
be
prouder
to
the
team,
to
superintendent
poppy

home.

I
grew
up
in
Chelsea
I
lived
here
until
I
left
to
join
the
service
for
three
decades
for
a
while
I
lived
break
down
the
speed
up
part
down.
My
sister
Tina
worked
in
the
dental
facility
for
a
while
and
that's
where
she
met
her
future,
and
so
we
have
four
memories
here:
I
as
a
member
of
veterans
organization,

often
come
up
here
to
host
the
different
pizzas
and
bingo
and
other
activities
for
the
veterans
I'm.

And
you
know
the
one
thing
that
I
always
say
about
New
England.
Is
that
the
reason
the
rest
of
the
country
has
a
little
bit
of
it?
You
know
a
little
bit
of
jealousy
against
us
is
because
we
we
are.
We
have
a
lot
of
historical
value.
This
is
where
our
country
started
and
we
do
preserve
our
history.
So
it's
a
little
bit
sad,
but
you
know
there's
always
casualties
in
progress.

Many
of
us
here
would
recognize
it
from
every
corner
of
the
city
kept
riding
back
from
the
one.
If
you
tell
exactly
how
many
miles
away,
you
are
from
all
based
off
the
water
tower,
I
can
tell
you
exactly.
We
can
see
the
water
tower
from
the
Boston
Harbor,
canoe,
16
and
removals
any
other
location
and
I.
Think
that's
what
the
reasons
might
resonate
so
well
with
so
many
people
community,
because
we've
seen
it
our
lives,
but
it
also
comes
because
of
pride.
We
have
pride
in
this
ocean.

We
have
crying
and
the
soldiers
who
did
their
lives
up
here
and
his
staff
that
speak
them.
So
well.
The
people
who
work
tirelessly
with
my
grandfather,
but
he
had
Alzheimer's
and
worked
with
my
other
grandfather,
but
he
came
up
here
to
get
his
medications,
the
people
that
will
always
watch
me
on
for
him
and
that's
what
every
member
moving
forward
is
we're
going
to
have
a
brand
new
facility
for
all
these
veterans
for.

People
in
this
audience
are
going
to
be
able
to
use
it
and
a
lot
of
people
are
going
to
be
able
to
enjoy
it.
So
when
they
look
up
and
they
see
the
skyline
built,
the
tower
I'm
gonna
miss
the
tower
a
tremendously
because
it's
always
been
hot.
My
life
I've
never
lived
my
life
without
that
tower,
but
the
mas
got
to
look
up
and
see
a
brand
new
facility.
That's
really
treating
our
veterans
rights.
So
that's,
what's
been
a
really
kind
of
sick.

In
my
hot
as
we
go
forward,
what's
ironic
is
I
moved
from
the
bottom
of
the
Willing?
We
can
almost
in
a
tower
when
you
look,
my
driveway
and
I
recently
moved
that
Jones
have,
with
a
patio
directly
overlooked
in
the
tower
and
I
thought
I
just
and
then
I
found
out
that
they
were
going
to
be
removing
a
tower.
But
here
I
am
I.
Have
this
nice
little
patio,
but
at
our
view
and
tell
we'll
be
gone,
but
so
I
really
do
look
forward
to
the
new
facility.

I
will
miss
the
tower
tremendously,
but
they
think
I
can't
Washington.
That
is
because
of
that
fry
and
that
crime
will
always
be
here
if
pride
shows
itself
today.
Thank

always
tremendously
respected
you
before
my
grandfather
was
up
here,
but
even
especially
after
just
even
care
that
he
brought
up
here
compared
to
the
care
I've
seen
in
other
places.

think
everybody
deserves
