turned-

whereas
elizabeth
mcbride
was
born
to
john
and
nelly
sullivan
on
february
6
1921
in
cambridge
massachusetts,
one
of
six
children
and
later
moved
to
chelsea
massachusetts
where
she
spent
the
majority
of
her
life
and
whereas
elizabeth
would
become
a
cheerleader
and
track
star
at
chelsea,
high
school
and
whereas
she
met
her
husband,
john
mcbride,
at
chelsea
high
school,
and
they
were
married
july.

3,
1943
and
shared
68
years
of
marriage
and
welcomed
eight
children,
16
grandchildren,
eight
great-grandchildren
and
two
great-great-grandchildren.
And
whereas
elizabeth
has
raised
her
family
worked
actively
in
chelsea
politics.
There.
She
led
the
bluebird
troop
was
president
of
the
pta
became
chair
of
the
school
committee
and
was
a
strong
advocate
for
teachers
in
education
and
whereas
elizabeth
was
a
delegate
to
the
democratic
party
and
first
female
member
of
the
kiwanis
in
massachusetts
and
eventually
received
the
nea
lifetime
achievement
award
and
whereas,
on
february,
6
2021
elizabeth
reached
the
impressive
age
of
100
years
young.

the
city
council
in
the
city
of
chelsea,
in
recognition
of
this
remarkable
milestone,
do
hereby
proclaim
saturday

to
be
elizabeth
mcbride
day,
and
we
urge

citizens

chelsea

commonwealth
of
massachusetts
to
take
cognizance
of
this
event,
participate
fittingly
in
its

a

school
committee

chelsea
kiwanis
club
and
has
given
back
a
lot

kids

want
to
wish
her
a
happy
birthday.

when

first
moved
to
chelsea,
moved
on
murray's
feet,
which
was
right
around
the
corner

he
lives
at

to
this
day
a
great

know
there

many
speakers

just
want
to
go
on
record
as
saying
I'm,
certainly
in
favor
of
this
package
of
zoning
amendments,
many
of
which
we
submitted,
they
all
advance
important
interests
of
the
city.
They
were
tweaked
a
bit
by
the
planning
board
and
we
are
perfectly
comfortable
with
those
changes
that
the
planning
board
has
recommended
to
you.

There
are
sort
of
the
package
of
housing
changes
that
I
propose
to
increase
density
and
what
I
hope
would
get
at
an
opportunity
to
increase
some
housing
opportunity
in
the
city,
which
I
do
consider
the
number
one
challenge
facing
us
in
the
next
in
the
years
ahead
and
then
there's
a
final
small
group
of
changes
to
our
marijuana
regulations,
which
will
open
up
that
industry
in
a
more
equitable
way
to
what
I
hope
would
be
some
minority
businesses
in
the
community.
So
I
just
with
that
said,
urge
you
to
consider
approval
of
the
entire
package.

regard
the
zoning
that's
being
proposed
for
marijuana,
marijuana

only
business

air
hospital
area
where
I
reside
and
I'd
like
to
know,
was
there
a
mandate,
and
I
know
it
was
voted
on
in
216,
as
was
explained
to
me,
I
also
was
told
there
was
a
relatively
s
margin,
very
small
margin
in
terms
of
the
pros
and
the
negatives.

I'm
asking
the
council
whether
there
was
a
mandate
to
change
the
zoning
in
the
residence
community
to
delivery
only
to
allow
delivery.
Only
marijuana
question
number
two
is,
I
know,
there's
great
concern
regarding
I
shouldn't
say:
there's
great
concern,
I
believe,
there's
some
concern
or
some
priority
when
you
do
a
retail
business
relating
to
security
security.

security

obviously
reasons

electric
aggression,

counselors,
I
am
writing
to
request
formal
city
council
approval
to
submit
the
city's
municipal
electric
aggregation
plan
to
the
department
of
public
utilities
dpu
for
approval.
As
you
may
recall,
the
city's
plan,
known
as
the
chelsea
electric
choice,
optional
retrica,
the
chelsea,
was
subject
to
a
public
hearing
and
public
comment
period.

Although
the
city
received
no
formal
comments,
public
reaction
was
generally
positive.
Following
the
public
hearing
and
comment
period,
the
plan
was
submitted
to
the
department
of
energy
resources
doer
for
its
review
on
commentary.
The
process
has
been
completed
to
the
satisfaction
of
doer.

copy
of
the
letter
of
january
27th
2021
dor
letter
is
attached.
With
do
our
consultation
completed.
The
plan
is
now
ready
for
final
submission
to
dpu.

I
have
previously
promised
that
the
city
council
had
final
say
before
the
submission.
I
am
now
requesting
authorization
to
make
that
submission.
The
full
plan
is
available
on
the
dpw's
page

the
city
of
chelsea's
website
and,
though,

publicly

available

chelsea
electricity
citychoice.com.

me
once
again
review
the
process
that
remains
before
implementation.
Assuming
the
council
approves
the
submission
to
dpu,
it
may
take
as
much
as
six
months
for
dpu
to
approve
the
plan
following
the
dpu
approval.
The
city
will
then,
through
a
formal
rfp
process,
solicit
competitive
bids
for
a
municipal
electric
supplier.

Once
the
new
electric
supply
is
selected
and
the
contracts
executed,
then
the
city
will
notify
by
mail
all
members
of
the
community
who
have
ever
sources
basic
service,
meaning
that
they
have
not
signed
a
contract
with
a
different
electricity
supplier
that
they'll
they
are
eligible
for
automatic
enrollment.
In
the
city's
new
plan,
the
letter
will
include
information
about
program
prices,
program
options
and
current
ever
source
basic
services
prices,
customer
rights
within
the
program
and
a
required
disclaimer
that
savings
cannot
be
guaranteed.

Council
robinson
asked
that
we
accept
and
file
the
communication.
We
have
something
under
new
business.
Seeing
no
objection,
we
have
the
next
communication
from
city
manager
regards
to
mass
save
municipal
partnership
grants.
I
am
writing
with
another
request
to
this
grant
to
accept
a
grant
this
time
it
is
a
municipal
partnership
grant
through
mass
save
funded
by
eversource
and
national
grid.
Copies
of
the
copies
of
the
grant
documents
are
attached.
The
grant
has
a
maximum
value
of
twenty
five
thousand
dollars,
depending
upon
participation,
grant
will
be
managed
by
the
department
of
public
works.

The
purpose
of
the
grant
is
to
raise
awareness
and
increase
participation
in
mass,
save
energy
programs
in
environmental
justice.
Communities
like
chelsea
due
to
the
barriers
such
as
language,
high
rate
of
renter
occupied
units
and
lack
of
public
education
communities
like
chelsea,
have
historically
under
participated
in
mass,
safe
energy
efficiency
programs.
A
These
programs
are
largely
free
for
to
our
residents,
but
can
make
significant
improvements
in
to
energy
efficiency
and
can
lead
to
a
reduction
in
utility
bills.
This
is
the
second
year
that
the
city
of
chelsea
had
been
awarded
the
municipal
partnership
grant
with
the
2020
grant.
The
dbw
was
able
to
significa
significantly
increase
participation
in
energy
efficiency
programs
and
achieves
most
of
its
targets
established
by
eversource
and
national
grid.

Tbw
is
ready
to
take
on
similar
challenge
with
the
2021
municipal
partnership,
grant
the
grant
funding
provides
salary
for
an
intern
to
oversee
the
program
and
covers
the
cost
of
printing
mailing
and
marketing
materials.
At
this
time,
I
respectfully
ask
the
city
council,
accept
the
2021
municipal
partnership,
grant
a
draft
order,
for
that
purpose
is
attached.

is
the
wish
of
the
council

I

request
acceptance
and
approval

new
grant
from
beth
israel,
leahy
health
and

amount

six
hundred

intended

fund
two
programs:

hundred
thousand
dollars
for
the
chelsea
housing
legal
aid
bureau
to
maintain
its
operations
for
the

months

chelsea
eats
program.

massachusetts,

funding

support
funerals

families
unable
to
make
such
payments

is

work
that
the
city
must
do
to
ensure

support

compliance

procurement
laws
most
likely.
We
will
handle
this
by
contracting
directly
with
a
funeral
home
pursuant
to
state
law
and
then
direct
in
saint
luke's
church
to
send
its
invoices
from
the
selected
funeral
home
for
payment
by
the
city.

be
added
to
the
10
000
that
we
previously
committed
on,
and
is
that
going
to
make
this

improve

projects

improve
the
city,

we
consider
to
seek
to
rebuild
our
rainy
day
funds
in
accordance
with
the
charter
requirement.

council's

want

in
chelsea

permit,

participate
in
the
parking
program,
because,

you're

argument

aren't,

know
you
don't
have
cars.
You're
going
to
your
residents
are
going
to
take
the
tea
and
all
that
all
that
stuff.

can't
come
back
and
say:
oh
by
the
way,
I'm
shoving
all

cars
of
my
residents
onto
the
streets,
exacerbating
the
that
area,
and
that
was
fair.

manager

his
staff

go
around
the

overnight

law

does

passed

and
I
believe
the
margin
was
about

let's
try
to
build
some
equity
here,
because
the
folks
that
were
coming
into
our
community
were
people
from
out
of
state
with
affluence,
and
so
this
is
just
an
opportunity
to
try
to
level
the
playing
field
and
the
same
activists
and
advocates
that
have
been
pushing
for
us
to
be
more
diverse
and
more
equitable
and
more
include
inclusive
are
the
same
people
that
have
been
advocating
for
this.
So
I
don't
think
that
we're
necessarily
moving
too
fast.
In
fact,
I
think,
addressing
the
old
drug
wars
that
disproportionately
affected
our
communities.

think
we're
way
behind

eight
ball
and
government
cannot
stop
simply
because
one
counselor
feels
uncomfortable.
We
need
to
really
face
this
head
on
by
making
sure
that
we're
crafting
policy
and
legislation
that
is
going
to
prioritize

most
vulnerable
in
our
community.

costs

marijuana

market

not

true
market,

so
I'm
worried,
economically
speaking,
that
adding
more
licenses
will
denigrate.

kind

you

people
that
have
already
put
up
the
money
and
established
their
their
businesses.

understand

marijuana
is
a
big
business
and
could
generate
a
lot
of
money,
but
until
there's
some
sort
of
you
know
relaxation
of
the

the
state
laws
you're
never
going
to
get
a
true
market,
because
illegal
marijuana

always

lot
cheaper
and
people
who
have
been
smoking
marijuana
have
been
buying
it.

long

about

of
sleep,
had

pet

family

suffers
from
ptsd
or
just
likes

quality
of
life,
of

having
to
hear

fireworks
constantly

this
past
year,

was
hearing
from
a
lot
of
constituents
that
it
was
extremely

challenging
to
have
to
deal
with
this
for,
for
an
extended
amount,
not
just
a
little
bit
before
july,
4th
but
leading
up
to
out
for
months,
and
it
was
going
on
and
then
months
afterwards,
and
this
hasn't
been
before
this
has
in
chelsea
every
summer.

It
was
particularly
back
last
year.
So
I'm
I'm
delighted
that
this
is
the
discussion
and
full
support.

mixed
feelings
about
this,
and
the
part
that
really
bothers
me
is
the
the
hefty
citation

should

we

noise

get
that

something

address
and

myself

trying

reflect

own
conditioning

honest
with

my
mentality,
when
I
hear
a
loud
noise
and

look
outside
it's

firework

first

think
about

It's
not

bullet
so

For
me,

mentality
is
a
little
different.

also
feel
like
we
live
in
a
city
and
like

we
want
quiet,
then
we
should

move

burbs.

saying

just
offering
another
side,
because
there
are
people
in
the
community
that
think
that
finding
someone
such
a
hefty
fine
is
a
bit
ridiculous,

when
we

even
willing
to
find
people

wearing
masks
in
the
face
of
a
pandemic.

we're
talking
about
people
that
are
unemployed.
We're
talking
about
people
that
have
been
laid
off.
People
can't
pay
their
rent.

can't
pay
their
mortgages
and

talking
about
finding
them

having

good
time

good
time
should
not
impede
another's
quality
of
life.
But
it's
a
conversation
that
I
think
requires
more
more
of
a
discussion
in
order
for
us
to
find
something
that
can
work
for
everyone.
