From YouTube: Traffic and Parking Commission of 12-8-20
Description
City of Chelsea, MA
Chelsea Community TV
A
Okay,
we're
going
to
open
the
city
of
chelsea
traffic
and
parking
commission
meeting
on
the
agenda
item
number
one:
approval
of
the
minutes
from
the
november
10th
2020
meeting.
B
B
So
our
consulting
engineer,
tech
has
prepared
a
conceptual
set
of
recommendations
for
the
streets
undergoing
review
right
now
by
our
department
in
the
public
works
department.
So
by
january's
meeting
we
should
have
recommendations
to
implement
in
the
spring
once
the
snow
clears
up.
C
Yes,
so
I
would
make
a
motion
basically
to
to
just
you
know
where
to
to
to
to
close
this
issue.
Right
I
mean
we're
addressing
it.
We
have.
We
have
a
contractors
that
are
are
working
on
it.
You
know
we
we,
we
will
do
some
improvements
in
this
area,
to
make
a
motion
to
to
to
recognize
the
importance
of
the
issue,
but
but
to
to
acknowledge
that
that
we
are
going
to
make
improvements
to
that
area.
B
Okay,
like
I
think
I'll
just
add
that
before
we
before
we
undertake
anything,
we
will
hold
a
meeting
with
the
neighborhood
so
we'll
reach
out
to
the
the
petitioner
we'll
reach
out
to
some
of
the
surrounding
of
butters
and
meet
with
them
to
go
through
the
plan.
D
So
my
name
is
staff.
It's
like
on
behalf
of
h,
discount
furniture
store
located
in
chelsea,
so
I
hope
you're
all
doing
well.
Thank
you
for
your
all
time
again,
I'm
just
asking
you
for
considering
the
conversion
from
meter
spot
made
a
space
parking
space
to
alarm
zoo,
for
the
reason
that
we
we
had,
you
know
articulate,
and
we
have
open
many
a
minute
time,
multiple
time
to.
Let
you
know
that's,
what's
what's
our
struggles,
I'm
not
good
speaker
so
bear
with
me.
D
I
would
like
to
take
a
chance
again
and
ask
the
team
to
consider
the
urgency
of
having
this
loading
zone
spot
as
a
plane
as
they
play
available
sustaining
the
business
since
our
nature
of
the
business
is
the
higher
level
of
freight.
Intensive
businesses
and
access
to
need
by
commercial
loading
zone
is
must
so
our
wish
we're
hoping
that
this
will
alleviate
double
parking
issue
and
it's
occurring
which
is
occurring
most
mostly
during
the
loading
unloading.
D
So
we
did
some
volunteer
survey
for
the
businesses
surrounding
the
area.
If
they're
going
to
be
impacted
by
this
conversion,
they
all
say
no,
I
had
a
chance
to
meet
six
business
owners
which
they
you
know
they
welcome
the
idea
and
they
like
it
because
they
have
received
shipment
and
phrase
as
well
and
they
had
troubles
since
when
that
hike
the
bus
bike
installed
last
month.
So
again,
I'm
just
urging
you
to
consider
this
as
to
sustain
our
business.
Thank
you.
Thank
you.
B
All
right,
thank
you
for
that
comment.
We
appreciate
it,
so
our
department
examined
the
loading
zone
location.
B
You
know
we
do
see
expanding
loading
areas
on
broadway
as
a
key
priority
right
now,
particularly
to
remove
impediments
to
traffic
flow,
to
make
sure
that
nothing
is
hindering
emergency
response
times
and
to
support
local
small
businesses,
particularly
now
in
the
the
wake
of
covet
19..
So
you
know
we're
firmly
in
support
of
this
request.
B
We
think
that
adding
a
loading
zone
in
this
space
makes
sense,
particularly
given
the
level
of
deliveries
that
you
you
experience
as
well
as
some
of
your
surrounding
neighbors,
so
the
zone
could
be
used
by
your
business,
but
it
could
also
be
used
by
by
other
businesses.
D
B
Exactly
exactly
so
yeah
with
that
said,
we
would
recommend
the
adoption
of
this
new
loading
zone
down
on
broadway
and
I'm
interested
here.
If
any
other
members
of
the
commission
have
any
feedback
on
it,.
C
I'll
just
bring
you
back
to
what
alex
is
saying,
the
the
installation
of
the
bus
lane
you
know,
has
really
changed
the
the
the
aspects
of
broadway
and
and
has
really
emphasized
the
need
to
to
create
more
loading
zones
right.
So
so
I
I
think
I
I'm
an
advocate
for
for
more
loading
zones
on
broadway,
where
we
it's
it.
C
It
is
going
to
help
reduce
double
parking
right
that
and-
and
it's
going
to
to
to
enable
you
know
more
deliveries
to
take
place,
whether
it's
it's
ups
or
fedex
or
or
or
the
the
the
free
online
truck
that
we
see
a
lot
downtown.
So
I
will
be
approving
this.
This
request
sure
thank
you.
B
Favor,
it's
all
set
it'll
take
a
little
while
for
it
to
be
the
signs
to
be
installed
and
everything
to
be
painted.
F
So
I'm
here
representing
north
suffolk,
mental
health,
we're
right
across
the
street,
and
so
I
just
wanted
to
clarify
where
the
loading
zone
will
be
on
the
same
side
as
the
bus
lane.
Yes,
yes
and
you
mentioned
that
it
will
be
accessible
by
others,
because
we
have
numerous
deliveries
and
now
with
the
bus
lane,
the
delivery
trucks
double
park
and
it's
very
inconvenient
for
everyone,
and
we
recognize
that.
So
that's
why
we
sorry
I'm
late.
F
But
so
that's
that's
the
way.
It's
going
that's
great
and
are
you
our
contact
person
like
if
we
have
an
issue
so
does
his
business
own
the
space
or.
B
E
He
sent
in
an
a
little
brief
notification
that
he
wanted
ready.
He
can't
he
couldn't
be
present
because
he
was
at
a
high
risk
for
the
quote.
E
E
E
C
Great,
I
just
wanted
to
add,
on
the
second
point
of
the
request,
the
the
removal
of
of
the
two
parking
spaces
so
that
that
those
two
spots
are
between
crosswalks
and
and
have
been
pointed
out
by
buyer
consultants
and
and
also
by
by
mass
dlt,
as
as
creating
a
sight
distance
hazard
right,
so
that
area
typically
before
the
pandemic
and
it
and
it
will
be
again-
it
is
a
high.
It
is
a
high
traffic
area
for
for
for
children.
C
The
the
clark
school
is
is
is,
is,
is
a
block
away
and
what
happens?
Is
the
the
the
crossing
guards
have
a
hard
time
with
with
managing
those?
C
Two
crosswalks
when
when
when
the
two
vehicles
in
in
in
between
the
crosswalks
are,
are
parked
there,
so
so
the
we
we
conduct
conducted
a
a
traffic
study
and
a
traffic
engineer
actually
recommended
that
those
those
two
parking
spots
in
in
between
those
crosswalks
being
removed,
so
they
were
actually
painted
painted
over
in
red
last
month,
and
and
you
know,
we
see
it
as
a
huge
benefit
to
pedestrian
safety
in
that
area.
B
Yeah
I'll
just
I'll
echo
that
you
know,
generally
speaking,
there
aren't
many
many
streets
where
we
have
sight
line
issues
like
we
had
in
that
particular
location,
particularly
because
of
the
the
school
traffic.
So
we
we
are
definitely
sympathetic
to
the
the
need
for
parking
and
and
recognize
that
every
space
is
valuable,
but
in
that
instance,
it's
really
was
weighing.
You
know
safety
over
over
that
convenience.
B
I
think,
on
the
you
know
the
first
part
of
the
request
in
terms
of
designating
30
minute
parking
areas
there
for
clientele
that
seems
relatively
sensible
they're.
Primarily
that
strip
serves
those
first
floor
businesses
during
the
business
hours
during
the
daytime
and
at
night
it
does
serve
as
resident
parking.
So
I
think,
having
something
set
up
there
in
a
convention,
that's
similar
to
what
we've
done
in
other
portions
of
washington
have
other
portions
of
the
downtown
area
where
we
have
a
30-minute
time.
Restricted
zone
for
patrons
would
be
advised
in
that
location.
G
Thank
you.
I
was
actually
reached
out
by
mr
orlandy
on
this
communication
and
I
was
the
counselor
who
had
forwarded
to
the
board
because
he
had
contacted
me
on
this
issue.
G
It
goes
back
to
again,
as
the
first
part
of
the
request
is
yes
understand
that
maybe
the
parking
cannot
be
given
back
given
the
sight
lines
and
this
need
for
pedestrian
safety,
but
definitely
support
the
request
that
those
spots
in
front
of
those
businesses
be
30
minutes,
as
we
have
in
other
areas
of
the
city
that
have
businesses,
you
have
the
laundromat,
you
have
a
phone
store,
you
have
a
corner
store
that
has
a
difficulty
trying
to
gain
a
tenant
because
of
the
situation
and
you
have
a
convenience
store.
That
is
currently
expanding.
G
They
should
have
sort
of
the
ability
to
have
people
coming
in
and
out
at
times
and
not
take
parking
spots
there
all
day,
long
that
inhibit
the
the
you
know
those
the
sales
and
the
impact
of
the
businesses
there.
So
I
strongly
suggest
and
support
a
board
to
vote
for
30-minute
parking
there
during
normal
business
hours
so
that
we
could
support
that
business
area.
Thank
you.
B
B
B
And
if
they,
if
they
need
additional
hours
in
the
evening,
we
come
back
and
revisit
it.
E
C
So
we
we
are
still
studying.
B
C
This
this
endeavor,
I
mean
we.
We
all
know
that
this
this
intersection
third
and
broadway,
it's
very
troublesome
right
I
mean,
and
in
many
ways
it's
it's
is
the
most
dangerous
intersection
that
we
have
in
in
in
the
city.
We
have
made
improvements.
We
we
installed
some
bump
outs
in
in
there
over
the
summer
and
and
and
now
the
the
the
bus
lane
has
reduced
the
travel
lane
to
to
to
one
on
broadway.
C
I
think,
though,
that
that
we
we
need
a
little
bit
more
time
to
to
to
to
study
this.
So
my
recommendation
to
to
the
commission
is
is
to
to
continue
this
for
for
the
january
meeting
and
and
allow
us
to
to
look
back
around
with
with
with
chelsea
fire
and
chelsea
pd
and
and
look
at
you
know
what
what
the
layout
would
be
and
and
and
to
come
to
the
board
in
january,
with
an
actual
proposal.
