referrals

two
referrals
last

of
four
referrals.
In
a
very
short
time
in
just
this
afternoon,
gladys

called
with
another
referral
of
a
60
year
old
man
who
passed
away
from
chelsea
because
of
kobe

and

brown

theme

black
history
this

black

strive

bring

to
us
as
a
community,

means

us

of

because
this
year
was
significant

terms
of
all
of
us,

progress

black

brown
families

community

basically
under
your
leadership

response
to
recent
city
council
order
requesting
an
update
on
the
testing
and
mwa
wastewater
system
for
covert
19..
As
you
may
know,
the
commonwealth
of
massachusetts
is
conducting
waste
water
testing
with
within
the
mwra
system.
The
testing
is
being
done
to
provide
an
early
indication
as
to
the
spread
of
the
virus.
As
far
as
I
can
determine,
this
is
purely
for
informational
gathering
purposes.
The
commonwealth
does
not
have
any
response
system
based
upon
the
finding
of
such
broad
testing.
The
city
of
chelsea
is
performing
its
own
independent
wastewater
sampling
in
the
city.
A
That
testing
occurs
at
two
specific
locations
within
the
city's
wastewater
collection
system.
First
location
is
at
the
intersection
of
marginal
street
in
pearl
street.
Second
location
is
that
is
on
crescent
avenue
near
eastern
avenue.
The
two
locations
represent
roughly
25
percent
of
the
city's
total
daily
wastewater
flow
in
early
21.
The
city
expects
to
add
two
more
sampling
locations,
increasing
the
coverage
to
approximately
40
percent
of
the
city's
total
daily
wastewater
flow.

The
cities
of
chelsea's
wastewater
testing
effort
is
being
privately
funded
through
an
effort
of
researchers
at
the
mit
media
lab,
with
further
support
from
the
metropolitan
area
planning
council
by
a
biobot
analytics
incorporated,
which
provides
lab
services
and
the
mit-affiliated
center
of
complex
interventions
cci,
which
oversees
the
overall
program.
The
city
is
providing
some
in-kind
services
from
our
dbw
water
and
store
and
drainage
department,
specifically
cci
acquired
and
with
the
help
of
the
city
installed.

Automated
waste
water
sampling
machines
at
two
strategic
sewer
locations
identified
above
sampling,
began
in
the
city
during
the
second
week
of
november.
Twice
each
week,
wsd
staff
program
from
program
the
samplers
collect
the
wastewater
specimens
and
deliver
them
for
analysis
to
biobot's
laboratory
in
cambridge.

However,
the
city
does
hope
that,
eventually,
with
potentially
more
funding
from
the
cci,
it
will
be
able
to
mobilize
quick,
neighborhood
testing
or
even
just
targeting
messaging,
when
a
spike
in
a
specific
neighborhood
is
identified
long
term.
This
is
the
kind
of
infrastructure,
if
maintained
after
covert
19
pandemic
ends,
could
allow
for
the
city
to
identify
the
spread
of
other
viruses
or
diseases
and
respond
more
quickly
than
currently
possible.
I
hope
this
information

I
am
writing
to
request
that
the
city
council
consider
adopting
as
local
options
the
provisions
of
the
massachusetts
general
law,
chapter
59
and
five
closets,
22g
and
22h
so
as
to
allow
for
the
city
to
provide
the
full
range
of
available
veteran
related
tax
exemptions.

Recently,
city
councilor
giovanni
vacupper
requested
that
I
review
all
the
statutory
exemptions
for
veterans
to
ensure
that
the
city
was
offering
the
maximum
benefits
provided
by
state
law.
In
that
review,
I
determined
that
there
are
two
relatively
as
recently
enacted
exemptions
that
the
city
does
not
offer
because
each
requires
a
local
acceptance.

The
second
massachusetts
general
law,
chapter
59-5
clause,
22-h
approved
by
the
legislature
in
2018,
provides
an
exemption
to
the
real
property
owner
by
surviving
parents
or
guardians
of
a
veteran
who
either
died
as
a
proximate
result
of
injuries
or
disease
suffered
during
active
duty
or
is
missing
in
action
with
a
presumptive
finding
of
death.
Although
the
city
has
not
yet
confronted
a
situation
whereby
a
resident
is
seeking
either
of
these
exemptions,
I
think
it
appropriate
for
these
options
to
be
available
if
the
need
arises.

retirement

president

boys

girls
clubs
of
boston,
almost
after

years

service

majority

years,
was
spent
developing

club
in
the
city
of
chelsea,

first
in
a
basement
of
a
chelsea
housing
authority.
Building
before
leading
the
effort
to
build
a
new
facility
on
willow
street
along
the
way,
mr
kraft
helped
countless
chelsea,
youth
and
families
renaming
the
stretch
of
willow
street
in
front
of
the
building.

organization
that
he
helped
to
create
will
be
a
fitting
capstone
to
his
work.
Here
in
chelsea,
if
approved,
we
will
prepare
an
appropriate
street
sign
for
the
area
by
the
terms
of
chapter
2,
section
2.3.

city
council

parties

he
worked

hard

the
youth

chelsea
an
opportunity,

least
to
have
something

our
city
didn't

nothing
for
them
to
go.

children

beneficiary

part

it

a
lot
of
children
from
this
city
benefit
from
him
being
here.

gentleman
deserves

lasting
effect

lot

children

our

children
youthful
chelsea
an
opportunity

go
places

it

camps,
whether
it

private
schools,
whether
it
was
colleges,
he
gave
a
lot
of
opportunity

He
could
have
left
at
any
time
he
stayed
here.

know
what
we're
asking
is
just
a
symbolic
thing,
but
it's
a
way
to
say
thank
you
for
the
30
years
of
service.

municipalities
in

nation

2020
census,

we
will

get

some

year
we

receiving

information

the
data
from
that
collection
and,
as
part

every
10
year,
the
local
cities
and
towns
have
to
then
go
over
and
figure
out
what
the
lines
are
going
to
be
and
take
into
account
any
population
shifts.

the
years
past,
we
had
some
input
because
of
the
department
of
justice
overseeing
our
process,
because
there
was
potential
lawsuits
dealing
with
creation
of
seats,
that
a
minority
could
win
at
the
time,
a
latino
seat,
and
there
was
some
pressure
in
that
point,
obviously
based
on
the
composition
of
our
city,
council
and
our
school
committees.
The
idea
that
a
latino
or
minority
cannot
get
elected
in
the
city
of
chelsea
just
isn't
the
case.

So
we're
not
under
those
that
pressure
anymore
and
that
power
to
create
the
districts
and
the
lines
now
can
fall
back
to
the
powers
that
be,
which
is
that
of
the
city
council.

somerville?
Does
this
revere?
Does
this
all
communities
around
us
go
through
this
process
and
it
needs
reminding
that
our
outlines
will
definitely
change
and
more
than
anything
else,
because
if
anyone
goes
back
10
years,
you
will
see
that
our
landscape
has
dramatically
changed.

didn't
have
the
two
apartment
complexes
at
the
parkway
commons.
We
had
none
of
that
so
which
one

obviously
our

numbers

shifted,
changed
and

conjunction

be
having
this

with
our
planning

are

to
be
happening

won't

to

our
state
legislature
will
be
depending
on
these,

the

will
be
dependent
on
what
we
choose
down
here
and
again
across
our

our
city,
towns
and
community
towns

cities
do
across.

place
this

we

lines

I'm
a
little
concerned
that
it's,
the
three
oldest
serving
members
in
on
council
that
are
on
this-
that
there
are
no
women.
I
think
that
if
we're
talking
about
redistrict
redistricting,
it
would
make
sense
to
have
the
entire
body
be
part
of

councils

committee

some
streets
may
jump
one
way
or

Okay
at
this
time,
I'm
going
to
ask
for
a
moment
of
silence-
and
I
just
want
to
preface
this
by
a
little
bit.

I
really
struggled
to
come
figure
out
how
to
say
this,
but
I
think
that
what
happened
in
washington
dc
this
earlier
this
week
was
tragic
in
so
many
ways,
and
I
want
to
just
recognize
all
of
the
lives
that
were
lost
there,
whether
it
be
the
veteran
who
participated,
you
know
and
was
shot
whether
it
be
the
officers
lost
their
lives
during
that.

But
I
just
want
to
recognize
that
that
was
tragic.
What
happened
and
I'm
hoping
that
you
know
this
country
comes
with
senses
and
comes
some
sort
of
middle
ground
at
some
point
it
really
was
unnecessary
and
that
that
happened
despite
our
political
differences,
I
don't
think
we
need
to
come
to
that
point
where
lives
are
lost.
There
are
enough
dangers
out
in
the
world.
This
country
has
enough
enemies
in
the
world
that
we
don't
need
to
actually
bring
that
sort
of
violence
to
our
own
selves.

that
family
and

mother
is

alive
and
she's

here
