A
B
And
have
a
wonderful
time
this
morning
we
expect
to
have
at
least
500
people
here
this
morning
who
we
encourage
people
to
come
and
support
our
nonprofit
here
in
Chelsea.
We
do
a
lot
of
work
with
our
18
to
24
year
old,
high-risk
youth,
and
it's
amazing,
the
people
that
come
out
who
support
us
and
help
us
with
our
people
and
in
the
community
I
look
forward
to
engaging
with
everybody
tonight.
Look
at
this
app
this
morning,
excuse
me
and
having
some
fun
Roka.
A
B
B
Believe
the
governor
is
that
may
not
be
here
this
morning
so
which
is
unfortunate,
but
we
do
have
our
Suffolk
County
Sheriff
is
going
to
be
here,
we're
all
excited
about
that
so
and
in
the
vichy
Fong
award
we
have
some
young
people
here.
They're
gonna
get
the
award
to
set
this
morning,
which
is
outstanding.
We
have
a
couple
young
men
from
the
Lynn
Lynn
site
and
we
have
young
lady
here
from
the
Chelsea
side.
So
we're
really
excited
about
that
today,
like.
B
C
I'm
not
too
bad.
How
are
you
this
morning?
Support
Roca,
yes,
broken!
There's
a
lot
of
good
things
over
the
past
years,
the
great
event
I
think
everybody
should
attend
and
support
Roca
for
all
of
they
do
for
all
the
kids
throughout
the
cities
and
towns.
How
are
things
at
Chelsea
city
hall,
Chelsea
city
hall,
going
pretty
well
moving
right
along
with
coming
up
with
the
budgets
next
week
and
we
seem
to
have
another
good
yeah.
You
look
sharp
as
always.
Thank
you.
I
appreciate
that
same.
A
D

A
E
F
E
Ago
but
Chelsea
is
where
we
started
and
Chelsea
is
our
heart
at
home
and
we're
just
really
lucky
to
be
able
to
be
with
young
people
and
watch
them,
make
big
changes
and
incredible
partners
with
the
government
and
with
police
and
probation
and
community
members,
and
we're
really
excited
this
morning
to
honor
some
young
people
and
some
of
our
partners
and
to
say
thank
you.
How.
A
E
The
MA
I
mean
just
witnessing
people
make
changes,
particularly
people
have
struggled
with
really
hard
issues
is
pretty
stunning:
it's
sort
of
a
gift,
it's
a
really
a
gift
and
watching
the
staff
team
kind
of
be
with
other
young
people
and
help
them
is
just
it's
pretty
remarkable,
I'm,
pretty
lucky
person.
We.
E
E
We're
excited
commissioner
cross
from
the
city
of
Boston
is
our
keynote
speaker
and
then
Michael
Jacobson,
who
is
from
worked
at
the
Bureau
of
Justice
Institute
and
ran
Correctional
Institutions
and
is
now
at
Kuni,
is
just
a
really
smart
and
capable
person
in
the
criminal
justice
world
and
he's
speaking,
and
we
get
to
honor
three
young
people,
case
law
and
Joey
and
Chris.
You
have
just
made
just
incredible
changes
in
their
lives
and
they're,
very
courageous,
so
we're
really
excited
you
started.
E

It
will
be
right
over
here
with
laylee
Louis
I
want
to
introduce
you
to
the
cameraman,
so
Louis
is
managing
our
program
to
help
all
of
our
young
men
get
SNAP
benefits,
so
it's
a
really
really
important
job
and
then
Mercedes
in
the
back
she's,
actually
an
intern
with
us
here
at
Roca,
and
she
just
recently
submitted
great
recommendations
on
how
we
can
improve
our
young
Mouse
program.
So
she's,
amazing
and
I'm
gonna
have
her
say:
hi
Mercedes,.

A

Boston
area
living
in
Boston
my
whole
life
I
work
for
Chelsea
now,
I
do
a
lot
of
the
outreach
work
for
okay
now,
I
do
a
lot
of
the
outreach
with
the
jet
young
men
and
the
prisons
and
I.
We
get
them
as
a
referral
and
I
transitioned
them
to
RO
cup
for
services
when,
when
they
release
that's
what
I
do
great.
A
K
K
It's
beautiful,
I
love,
it
I've
been
in
this
work
for
I've,
been
doing
youth
work
in
Boston
for
a
little
over
15
years
now,
and
no
one
serves
the
population
that
that
roca
serves
quite
like
Roca.
You
know
it's,
it's
amazing.
The
the
their
relentless
outreach
approach
and
Rochas
model
is
just
a
true
testament
to
to
the
passion
of
Molly,
Baldwin
and,
and
the
true
need
for
for
this,
for
this
work
in
the
city.

I
am
the
director
of
the
mayor's
office
of
criminal
justice
in
Baltimore,

and
Roca
just
started
a
I'm
about
my
maybe
eight
six
eight
months
ago
in
Baltimore
City,
it's
under
my
portfolio,
I
just
started
that
job
about
45
days
ago.
So
I'm
here
with
Molly,
seeing
I,
did
a
tour
of
the
site
yesterday
toward
Chelsea
and
learning
all
about
Roca
and
best
practices
to
take
back
to
Baltimore.
So
you
came.

Been
a
great
experience,
I'm
a
graduate
student
so
I'm
a
little
bit
more
removed
from
the
campus
itself,
because
I'm
not
an
undergrad,
so
you
know
I
go
in
for
my
classes.
I
come
back
out,
but
I've
had
some
really
awesome.
Professors
I've
had
I
mean
Roca
has
been
totally
integral
and
critical
to
my
experience
at
BC
I,
don't
think
I
would
have
had
that
the
the
experience
at
BC
without
Roca.
So
it's
been
awesome.
I'm.
A
Y

Z
You,
what
about
you
similar
similar
interests,
mass
incarceration
and
especially
focused
on
the
youth
aspect
and,
like
we
discussed
earlier,
there's
a
lot
of
theory
that
goes
into
these
making
this
change,
but
then
actually
studying
the
systems
and
seeing
how
it's
implemented,
which
is
great
again
talking
to
you
and
getting
a
first-hand
look
at
it.
Awesome
thank.
A
A
AB
AA
AC
A
AD
How
are
you
I'm
very
well?
Thank
you.
How
are
you
Corey?
He
had
a
support
roca.
Absolutely
when
I
was
the
chief
and
Lynn.
We
had
a
great
working
relationship
with
with
roca
Molly
Baldwin
she's.
Wonderful,
very
you
know
very
great
initiatives
coming
out
of
the
program
and
now
that
I'm
the
sheriff
she
feels
they
come
up.
They
work
with
us.
They
come
inside
the
jail
why
the
inmates
are
still
incarcerated
and
she
makes
that
link
between
working
with
the
inmates
while
they're
inside.
So
when
they
leave.
You
know
she
continues
those
those
relationships.
AD
So,
like
our
goal
is
that
we
save
to
the
inmates
and
I
say
it:
tongue-in-cheek,
thanks
for
staying
but
don't
come
back.
You
know
so
go
back
to
the
community
work
with
Roker
and
folks,
like
that,
build
those
relationships
back
up
with
your
family
and
your
friends
and
go
back
to
society
and
stay
on
the
right
path
and
that's
what
broker
does
I
love
them
with
things
in
Essex,
County,
Essex
County
is
big.
You
know
we
believe
it
or
not.
AD
Now
we
have
the
number
one
population
in
terms
of
inmates
in
the
state,
so
we
got
a
lot
of
programming's
programs
going
on
now.
We
start
the
new
one
two
weeks
ago,
something
very
unique:
it's
called
a
hot
skate
program.
We
got
a
nice
grant
where
we
we
work
with
Essex
North,
Shore,
Technical,
High,
School
teaching
the
inmates
how
to
do
masonry
for
landscape
purposes.
Walls,
patios
columns
like
that
the
inmates
love
it
because
it's
outdoor
work.

Meant
something
to
me
because,
through
my
professional
work,
I
was
actually
quite
familiar
with
the
existing
support
programs
for
young
homes,
wonderful
programs
like
healthy
families,
that
nervously
partnership
and,
frankly
to
me,
those
existing
programs
were
already
served
through
Jerry,
tiny
population,
and
the
truth
is
that
before
Broca
I,
just
didn't
understand
the
distinctions
between
high
risk
and
the
highest
risk,
and
even
once
I
saw
the
need
to
serve
those
who
are
left
behind.
I
have
to
say
that
Lukas
Prado
and
so
counter
to
the
traditional
research
paradigm.
AK
Where
evidence
is
built
among
those
who
popped
in
and
show
up
that,
I
just
felt
like
I
needed
to
learn
more
about
how
Roca
was
able
to
track
the
achieve
such
amazing
outcomes
for
this
vulnerable
population.
So,
four
years
ago,
I
became
the
co-chair
at
the
end,
whether
it
was
advisory
for
it
and
I
have
seen
that.
Not
all
these
Rochas
approach,
the
right
thing
to
do
and
completely
one-of-a-kind
and
it's
also
effective,
think
you're
Okafor,
knowing
and
respecting
and
serving
the
highest
risk.
AK
Well,
and
thank
you
to
each
of
you
for
being
here
today
to
support
this
incredible
organization,
because
you
enjoyed
the
event
and
just
when
the
quick
note
before
we
begin,
we
like
to
compliment
family
sponsors
of
today's

open

standing

just
by
your

about

just
showing
your

if
you're

if

to

to

time

a

I
could
have
been

advantage

people
step
up

they

I
was
headed
in

I

I

tips
about
my

but
I
did
start
to
play
something
that,
because
she
told

So
why
don't

He

everything

thinking.
Why
not
try

it
was
hard
for
me
to
start
a

My

father
didn't
want

Rachel

the

stuff
and
I
wanted
to
contribute
a

on
where
this
are
either
traveling,
with
about
20

30
other
district

to

to
see
some

the
wonderful

they're
doing
in
their

system.
So
we
can
bring
it
back
here
to
Suffolk,

elsewhere,
but
I
felt
really
compelled
to
just
thank
you
for
the
wonderful
hard
work
than
you
do.

in

knows
that
the

that

AF
I,
learn
from
you
to
make
sure
that,
I
being
a
little
more
confident
in
my
life,
you
are
lucky
to
have
Commissioner

as

I
want
to
make
sure
I,
think
Joey,

I
in

love

your
young

that
are
going
to
be
winning

today.
So
I'm,
very
proud
of
you.
Remember
this
space
I'm
gonna
be
actively
involved
in
your
life,
and
I
want
to
be
somebody
who
the
individuals
in
your
program
look
at
as
a
potential
employer
one

and
somebody
was
rooting

really
excited
also
to
introduce

bio

using
one
of
his
favorite
word's
he's
done
a
lot
of
stuff,
but
what
I
would
tell
you
is
if
it's
a
lot
of
good
stuff
he's
running
Chris
criminal
justice
institutions
he's
worked
on
direction
defined,
yet
he
continues
to
oversee
innovative
in
criminal
justice
and
government
in
a
way
that's
most
remarkable.
He
also
was
a
deep
commitment
to
helping
people
a
great
big
part,
important

The
country
by
about
8%
on
average,
we
have
some
places
like
New
Orleans,
which
is
population
almost
80%
of
New
York
City,
which
is
down
60.
So
there
are
interesting
things
happening,
there's
movement
all
over
the
country
and
one
with
those
declines.
Of
course,
racially
small,
but
meaningful
crying
continues
to
decline.
AQ
Places
like
you
know,
there's
enough
declined
much
more
than
just
heard
from
your
Suffolk
County
prosecutor.
One
of
the
things
that's
happened
in
the
last
few
years
is
his
emergence
of
progressive
prosecutors
who
are
concerned
not
just
with
the
traditional
indictment
and
conviction
rates,
but
how
people
are
treated
assistant
issues
of
dignity.
Issues
of
this
purporting
incarceration
has
been
a
wave
of
those
folks.

Violence
and
most
of
that
violence,
most
of
the
lethal
violence,
is
young
adults,
hurting,
sometimes
killing
other
young
adults.
Exactly
at
that
space.
Young
adults
are
perpetrators
and
victims
of
crime.
That's
the
space
that
defines
itself.
They
are
in
the
deepest
of
the
deep
end
of
the
work
that
happens
in
justices
field
and
given
themselves
the
most
difficult,
the
most
difficult,
substantively
and
politically
challenge
of
any
organization
that
I
know.

Organization
and
the
quality
that
epitomizes
Roldan
willingness
to
engage
and
tolerate
and
embrace
huge
amounts
of
organizational
risk.
I
was
going
to
say
you
can't
imagine
the
risk
they
engage,
but
you
can
but
to
combine
that
with
institutional
introspection
opening
themselves
up
to
incredibly
annoying
academic
researchers
will
look
at
every
aspect
of
their
performance
and
constantly
feedback
and
have
them
find
their
model
over
time.
That's
what
makes
them
at
the
top
of
their
field.
AQ
What's
the
challenge
for
them
going
forward,
for
me,
I
guess
is
how
to
think
about
skin,
and
the
scale
was
very
so
overused
kind
of
ephemeral
world
word
in
this
sector,
but
it's
really
applicable
here
right.
How,
in
this
phase
of
both
his
life,
expand
into
Baltimore's,
obviously
part
of
that.
But
how
do
they
think
about
threading
this
around?
For
the
greatest
extent,
they
can.

Our
friends

supporters
and
investors
and
partners,
most
importantly
Microsoft
clearly
explained
thank
you
to
credible
Roku
staff
and
our
board
for
meet
the
richest
and,
most
of
all,
to
the
remarkable
young
people
who
allow
us
into
their
lives
and
every
day
you've
been
most
patient
with
us,
I'm
going
to
say
a
few
more
words
and
I
promise
around
America
some
deal.
So
thank
you.
Over
the
years
we
witness
yo,
give
you
change.
We've
seen
the
city
change.
E
We've
elected
and
read
piles
of
data
that
changes
work
and
we
continue
to
bear
witness
to
the
market.
The
government
will
change
their
lives,
you've
seen
young.
If
you
choose
to
put
causes
nouns
and
is
out
of
work,
we've
stood
with
young
mothers
who
have
lost
their
children
and
gotten
them
back,
and
we
have
listened
to
stories
young
people
in
America.
E
We
are
now
in
Baltimore
that
is
struggling
with
corruption
and
where
the
violence
is
beyond
description,
there
is
about
a
murder
a
day.
The
young
people
there
are
so
tired
and
they
want
something
different
and
our
cars
are
complete.
Probations,
the
mayor,
copies
of
criminal
justice
and
investors,
and
so
many
others
are
just
as
tired,
but
together
we
will
find
our
way
and
we
must
believe
in
what's
impossible,
so
much
good
as
possible,
even
when
it
seems
it
is
not.
But
still
there
are
days,
I
need
breakfast.
