two
very
specific
votes
by
the
city
council
this
evening
that
are
before
you
adoption
of
a
35
percent
residential
exemption,
and
the
second
vote
is
adoption
of
the
minimum
residential
factor
that
will
result
in
a
175
percent
shift
of
the
tax
burden
to
commercial
industrial
taxpayers.

Now,
as
we've
said
in
subcommittee
just
this
before
this
evening,
this
will
result
in
an
average
tax
increase
for
single
family
homes,
for
two
family
homes
and
for
three
family
owner
occupants.
Condominiums
are
the
average
condominium
owner
is
likely
to
see
some
reduction
in
taxes,
but
for
those
other
three
classes
of
property,
single
two
families
and
three
families.
This
will
result
in
a
tax
increase
and
in
the
midst
of
cobit
19
and
the
economic
impact
that
has
had.

recognize
that
this
can
be
an
additional
hardship,
and
so
I
feel
that
this
is
a
time
and
appropriate
time
for
one
time
additional
relief
to
our
owner
occupants
and
so
contemporaneous.
With
this.
These
requests,
I'm
also
tonight,
have
submitted
to
the
city
council
an
additional
appropriation
request
to
move
seven
hundred
and
fifty
thousand
dollars
out
of
general
stabilization
and
move
it
to
the
homeowners
stabilization
program.
This
is
an
existing
program
that
currently
exists.

haven't
talked
about
or
thought
about
any
prohibition.
Just
because
you
you
obtained
relief
from
a
small
business
program,
do
the
impact
on
your
business.

haven't

not
creating
any
automatic
exclusion.

show
that
you'll
have
additional
economic
impact
on
your
home
from
the
impacts
of
covid,
so
you'd
have
to
make
the
same,
showing,
but
there's
no
automatic
shutdown
of
someone
just
because
they
might
have
received
some
small
business
assistance
for
their
business
operation.

have
previously
discussed,
the
shaw
family
foundation
in
the
united
way
have
both
awarded
the
city
of
chelsea
grants
for
the
purpose
of
supporting
the
chelsea
each
food
debit
card
program.
The
grants
are
as
follows:
822
thousand
dollars
from
united
way
and
seven
hundred
thousand
dollars
from
the
shah
family
foundation.

The
funds
will
help
to
extend
the
debit
card
program
to
two
additional
months.
Copies
of
the
respective
award
letters
are
attached
in
accordance
to
mgl
chapter
44,
section
53-a,
I'm
requesting
that
the
city
council
formally
approve
the
acceptance
of
these
two
grants.
Copies
of
the
orders
are
also
attached.
What
is
the
will
of
the
council.

That
current
restriction
is
due
to
the
fact
that
the
initial
two
hundred
fifty
thousand
dollars
in
funding
for
the
homeowner
stabilization
program
came
exclusively
from
the
affordable
housing
trust
fund
board
ahtfb
based
upon

ahtfb's
policies.
This
funding
can
only
be
used
to
assist
homeowners,
making
no
more
than
80
percent
of
the
ami
with
city
funding
added
to
the
mix.
The
city
can
set
its
own
program,
separate
income
grants
limits
for
grants
distributed
from
these
funds
and
brought
into
reach
of
the
program
to
include
more
homeowners.

above
reasons,
I
respectfully
request
that
the
city
council
appropriate
from
the
general
stabilization
fund
a
total
of
750
thousand
dollars
to
the
homeowner
owner,
sorry
homeowner
stabilization
program
offered
by
the
housing
and
community
development
department.

Given
the
economic
impacts
of
covet,
I
feel
we
need
to
maximize
tax
benefits
for
our
owner
occupants.
The
second
required
vote
on
the
mgl
chapter,
40
section
56,
is
for
the
city
council
to
determine
the
percentage
of
the
total
tax
levy
that
should
be
borne
by
each
class
of
real
property
and
personal
property.

city
has
historically
always
voted
by
virtue
of
adopting
a
minimum
residential
tax
factor
which
results
in
a
175
shift
to
transfer
to
commercial
industrial
properties,
the
maximum
amount
of
the
tax
levy
allowed
by
law.
I
recommend
the
same
this
year.
If
that
175
percent
shift
is
adopted,
the
residential
tax
rate
will
likely
be
13.62
pending
dur
approval
and
the
commercial
rate
will
approximately
be
26.65.

funds

the
existing
homeowner
stabilization
program
to
help
owner
occupants,

whom
this
increase
will

a

making

ensure

every
member

participates

any
commission
in
our
city,

their
vote

counted
and
is
not
considered

alternate

and

our
volunteers-
we,
we
usually
don't
have
a
lot
of
folks
to
volunteer
to
be
a
part
of
these
commissions,
so
when
they
go
volunteer
and
they
spend
the
time
to
show
up
to
these
meetings,
it'd
be
nice
for
their
votes
to
be
counted.

we

manager

respond

meetings

asked
for
the
attorneys
for
the

solicitors,
opinions

something

we
never
get
it,

tells

that
that's
a
problem
of
capacity

conflates

role
in
wearing
all
of
these
hats.

don't
think
it's
a
bad
idea
for
us
to
have
a
lawyer
on
retainer
to
make
sure
that
we're
acting
within
the
law
and
that
we
have
the
support
to
figure
out
how
we
can
best
serve
our
constituents.

that
standpoint,
I
know
that

the
past
I've
spoken
to
the
city
manager
and
he
said
the
last
thing
we
need
is
more
lawyers
in
on
the
conversations,
and
I
totally
get
that.
But
I
do
think
that
it
is

good
opportunity
for
us
to
empower
us
to
have
this
tool
to
figure
out.

what
can
we
do
and
what's
within
our
right
and
and
maybe
have
the
lawyers
talk
it
out,
because
sometimes
I
feel
that
I'm
not
getting
the
fairest,
I'm
not
saying
shell's,
not
being
fair.

she's
forced

many
roles
that
it's
kind

hard
for
her

really
be
the
support
that
we
need
as
counselors

advocating

effort
to
try
to
mitigate
some
of
the
economic
pressures
that
are
put
onto
a
lot
of
our
homeowners,
and
so
we've
been
working.
We
the
most
that
we
can
give,
is
a
35
residential
tax
exemption
and,
over
the
course
of
the
time
that
I've
been
a
city
councilor,
we've
upped
it
year
after
year
by
one
percent,
two
percent
just
to
try
to
make
sure
that
we're
supporting
and
give
helping
out
our
residents
as
best
as
possible.

We
are
having
all
these
conversations
about
housing
and
we're
doing
rental
assistance
programs
and
we're
carrying
burdens
that,
quite
frankly,
no
municipality
should
have
to
carry
but
we're
trying
to
do
the
best
we
can
to
protect
our
homeowners
and
our
residents.
And
so
at
this
point,
we've
exhausted
all
the
tools
in
our
toolkit,
and
I
just
want
to
urge
the
administration
to
really
hunker
down
and
really
figure
out
what
we
need
to
do
to
make
sure
that
the
bigger
commercial
buildings,
as
councilor
president
abeda
said,
are
being
held
accountable
and
paying
their
fair
share.

the
burden
doesn't
continue
to
fall
on
the
backs
of
the
hard-working
residents
of
our
community
or
even
the
small
businesses.
So
I
just
wanted
to
make
sure
that
I

I'm
naming

because
we
don't
have

a
little
nervous
about
what's
to
come
down
the
line,
and

urge
this
administration
to
really
take
this
serious

to

to

to

case.

talked
about
our
numbers
and
so
forth
and
of
course
our
community
was
much
different
than
what
it
was
back
in
the
1990s
and
1980s
when
we
were
in
receivership
and
our
finances
were
a
mess
so
based
on
a
better
position
financially
that
the
city
was
in,
they
said
sure
you
can
do
it.
We
actually
had
to
ask
the
state
to
allow
us
and
it
happened
so
as
we
can
finally
reach
to
the
maximum
35
percent.

to

think
that
we
really
did

great
job
at
working
together
and
not
buckling
under
pressure,

the

need,
we
stand
together,

put
politics
to
the
side
and

get
