from
the
city

C
Please
be
informed.
The
senior
member
of
the
city
council
of
office
as
a
requested
for
a
special
meeting

be

for
Tuesday
January
3rd
2023
at
7

in

The
following
subject

will

so

B
H
B
I
will
have
some
brief
remarks.
B
B
As
we
move
forward,
there
will
be
some
issues
that
we
as
a
council
have
to
vote
on
what
should
be
in
the
best
interest
of
our
city
and
the
residents.
I
would
like
to
quote
the
Isley
Brothers.
We
have
work
to
do.
This.
Council
has
plenty
on
on
our
agenda
for
the
next
couple
of
months,
such
as
the
budget,
the
capital
Improvement
plan
and,
more
importantly,
appointing
an
acting
city
manager
and
to
start
the
process
and
search
for
a
new
city
manager,
along
with
hiring
our
own
clerk
to
the
city.
B
B
The
well-being
of
a
community
is
the
sum
of
its
physical,
economic
and
social
matters.
It
is
easy
to
see
a
community
as
a
place:
homes,
schools,
streets,
Parks,
Church
shops.
These
make
up
the
infrastructure
of
a
community.
The
soundness
and
attractive
attractiveness
is
essential
for
a
great
Community
as
a
good.
Community
also
includes
economic
development,
jobs,
businesses,
education
and
sources
of
capital,
investment
without
economic
life
and
opportunity.
A
community
can't
meet
its
material
needs
and
a
good
quality
life
cannot
be
enjoyed.
B
In
closing,
I
will
end
with
a
quote
from
wdb
Du
Bois.
We
should
never
forget
to
urge
corresponding
duties.
Upon
Our
People
the
duty
to
vote
the
duty
to
respect
the
right
of
others,
the
duty
to
work,
the
duty
to
obey
the
laws,
the
duty
to
be
clean
and
orderly,
the
duty
to
send
our
children
to
school
and
the
duty
to
respect
ourselves,
even
as
we
respect
others
and
I
would
like
to
thank
you
for
giving
me
this
time
to
speak,
and
at
this
time,
I'll
open
up
the
floor
for
nominations
for
the
vice
president.

B
B
Yep,
the
chair
recognizes
councilor
Brown.
Thank.
J
You
Mr
President
I,
just
want
to
congratulate
Paul
on
his
outstanding
job
as
a
city
clerk,
so
as
his
as
was
just
mentioned,
all
the
work,
the
dedication
the
service
to
the
city
of
Chelsea,
obviously
to
the
residents
of
Chelsea
I'm
standing
in
a
gap.
It's
my
hope
that
this
will
not
be
his
last
meeting.
I
know
he's
ready
to
retire.
I,
know
he's
ready
to
move
on
and
and
lay
his
head
in
green
pastors,
but
I
hope
that
the
city
council
will
be
able
to
offer
him.
J
Some
type
of
you
know
job
to
allow
him
to
come
back
until
we
can
get
that
position
felt
it's
a
world
of
knowledge,
leaving
here
with
Paul
casino,
and
it's
just
an
understatement
just
to
to
just
say
thank
you,
but
I
just
really
want
on
behalf
of
myself,
my
family
and
all
those
that
I
represented
in
the
past.
We
really
thank
you
for
your
dedication,
your
service
and
just
showing
up
every
night
when
we
need
you
hit
the
altar.
Thank
you.
Paul.
Thank.
N
N
B
F
F
Okay,
well
I'm
not
going
to
get
up
not
for
a
lack
of
respect,
but
if
I
get
up
holding
a
microphone
on
my
bust
out
in
song,
I've
had
the
honor
to
work
with
Paul
Casino
for
the
past
seven
years.
I
think
the
one
thing
that
is
missing
on
that
plaque
is
amazing,
parliamentarian
and
human.
F
When
I
first
became
president
of
the
city
council,
he
was
threatening
to
retire
and
I
was
like
Oh
no
you're
not
going
to
leave
me
and
I
was
grateful
that
you
were
able
to
extend
your
plans
and
stay
longer.
I
know
you've,
given
your
all
to
this
city
council
and
a
lot
of
the
things
that
people
don't
see
on
the
other
side
is
all
the
things
that
happen
behind
the
scenes
and
counselors
talk
about
each
other
and
Paul
just
goes.
F
You
know
he
doesn't
comment
and
when
I
first
got
into
politics,
I
came
in
because
I
was
arguing
on
this
side
and
I
didn't
really
know
much
about
what
happened
on
that
side,
but
being
able
to
be
on
this
Council
I'll
tell
you
that
there
are
two
people
here
that
I
really
restored.
My
Hope
For
What
municipal
government
could
be
in
representing
the
people
and
doing
the
work
of
the
people,
and
that's
our
departing
city
manager,
Tom
ambassino
and
our
city
council,
clerk
policy,
Tommy
Racino
and
Paul
casino
at
Rhymes.
F
I'm.
Just
super
grateful
that
I
had
the
opportunity
to
work
side
by
side
with
you.
What
you've
taught
me
not
just
about
the
city
council
rules
and
parliamentary
and
Robert's
Rules
of
Order,
but
just
in
terms
of
temperament
and
terms
of
how
to
navigate
through
trying
to
get
work
done,
how
to
work
with
people
and
reach
across
the
aisle.
It
really
has
been
an
honor
to
work
with
you.
I'm
super
grateful
to
have
known
you.
You've
been
a
good
brother.
You've
been
a
good
friend.
You've
been
a
good
city
clerk
and
I.
F
Just
wish
you
nothing
but
the
best
and
lots
of
how
health
and
all
your
future
endeavors
I,
hope
that
you
stick
around.
I
know
that
councilor
Robinson
has
been
discussing
trying
to
get
you
to
stick
around
a
little
longer
to
help
us
in
our
transition.
But
there
have
been
a
lot
of
changes.
The
pandemic
staff
turnover
and
you
just
walked
with
us
through
everything
and
that's
just
a
that's
just
a
Testament
of
the
person
and
character
that
you
are
and
just
super
grateful
for
you,
Mr
casino
and
I'm.
A
I
really
appreciated
you
and
your
advice
to
me
which
I'll
keep
between
us,
but
but
you
have
been
the
consummate
professional
and
I,
really
appreciate
that,
because
I
think
that's
something
that
this
city
really
needs
and
you
will
be
sorely
missed
and
and
I
wish
that
you
weren't
going.
But
you
know
you've
gotta
you've
got
a
life
and
you've
put
in
enough
service,
and
so
from
the
bottom
of
my
heart.
I
really
say.
Thank
you
so
much
for
all
that.
A
E
You
Mr
President
briefly
I'll
say
congratulations
to
you
Mr
President,
and
also
to
vice
president
councilor
recupero,
two
leaders,
who
have
served
also
a
long
time
in
our
community
and
thank
you
for
being
our
next
leaders
and
what
better
way
to
close
off
with
recognizing
a
Cornerstone
of
this
Council,
and
that
is
you
Paul
Casino,
honestly,
you
know.
A
lot
of
the
colleagues
here
have
talked
about.
Many
of
those
skill
sets
that
you
have
to
me.
E
Learning
a
lot
about
how
to
navigate
city
council
and
how
to
be
effective
is
something
that
I'm
going
to
carry
with
me
in
in
my
years
of
service
that
that
are
to
come.
But
I
really
want
to
take
a
moment
to
really
acknowledge.
Congratulate
you
for,
for
all
these
years
of
service,
I
know
that
you're
going
to
be
doing
amazing
stuff.
Now
that
you
retire
take
some
rest,
because
it's
going
to
be
it's
a
big
year
for
Chelsea,
it's
a
year
of
transitions.
E
We
have
our
city
manager,
who
is
also
leaving
us
for
for
another
job
and
I,
wish
you
as
well
a
good
departure,
but
I
hope
that
Chelsea
moves
in
the
right
direction
and
you
guys
have
left
an
incredible
Legacy.
So
thank
you,
Paul
Casino,
for
what
you've
done.
It's
going
to
be
very
difficult
to
fill
your
shoes.
Thank
you.
So
much
any.
D
I
just
want
to
say
that
I'm
going
to
miss
you,
we
are
going
to
miss
you
I,
obviously
Echo
all
my
colleagues
but
Paul
you
are,
are
our
Rock
and
we're
not
gonna.
Have
you
and
it
makes
me
so
sad,
but
thank
you
for
being
patient,
loving
and
just
and
an
open
book
for
us.
Thank
you.
B
I
I
just
want
to
say
thank
you
for
all
the
years
that
you
dedicate
to
the
city
of
Chelsea.
You
taught
us
a
lot
during
my
seven
years
that
I've
been
here
every
time.
I
call
you
and
ask
your
question.
You
were
there
for
me
and
I
really
appreciate
that
and
from
the
bottom
of
my
heart,
I
wish
you
the
best
and
and
thank
you
for
everything
you
have
done
for
us.
G
And
to
end,
then
I
Echo,
what
my
sister
counselor
says,
then
ID
and
I
being
some
of
the
new
counselors
and
having
this
experience,
you
know
the
first
time
as
counselors
we
relied
on
you
a
lot
and
I
came
in
to
this
seat,
wondering
like
okay,
I've
seen
Paul
before,
but
from
the
other
side
right
and
and
just
getting
to
know
the
sense
of
humor
that
you
have
and
how
welcoming
and
warm
you
are
to
everyone,
regardless
of
race,
age.
G
C
K
One
has
already
mentioned
so
much
so
I'll
I
Echo,
with
a
lot
of
my
colleagues
that
but
Paul
truly
truly
has
been
in
honor
working
with
you
and
all
of
these
years.
You
are
truly
amazing
and
I,
like
can't
believe
it's
been
50
years
like
that
is
a
huge
deal.
You
know
that
is
a
lifetime
and
we
are
so
fortunate
to
have
you
and
you
know
you
will
be
missed
and
I
mean
that
just
shows
and
like
when
I
think
about
it.
I'm
like
damn.
K
Oh
sorry,
you
love
Chelsea,
you
know
what
I
mean
and
we
need
people
like
that,
and
so
truly
truly
it
has
been
an
honor
and
you
have
tremendous
shoes
to
fill
in
a
legacy
that
you've
left
behind
and
thank
you
so
much.
Thank.
