on
behalf
of
the
moas
that
are
up
for
ratification
by
the
school
committee.
This
evening,
the
superintendents
department
and
the
school
committee
and
the
union
have
been
involved
in
negotiations
for
a
long
period
of
time,
and
I
think
that
the
moas
in
front
of
you
represent
some
really
great
gains
on
behalf
of
our
paraprofessionals,
our
clerks
and
our
educators
unit.

contracts
to
you
tonight.

just
want
to
thank
ctu
our
school
committee,
members
that
participated
and
our
wonderful
cabinet
team
here
who
worked
diligently
to
bring.

think
we
have
three
contracts
here
that
represent
the
heart
and
the
spirit
of
what
we
were
trying
to
do
to
move
chelsea
public
schools
forward
and
the
culture
of
care.
So
I
won't
say
much:
I'm
excited
to
turn
it
over
to
our
amazing
hr
director,
christine
lee,
and
she
has
just
worked
diligently
on
this
and
spearheading
this.
So
christine
I'm
going
to
turn
it
over
to
you.

again,
I
will
present
the
three
tentative
agreements.
As
catherine
anderson
had
stated,
there
was
unanimous
vote
and
in
favor
of
these,
which
is
great
to
hear
that
we're
all
on
the
same
page
and
we
really
worked
hard
to
put
together
an
agreement.
That
is,
is
what
our
students
deserve.

We
negotiated
with
these
overarching
principles
which
I've
presented
in
the
past.
Ultimately,
we
work
together
to
always
do
what
is
in
the
best
interest
of
our
students.

We
always
want
to
make
sure
everything
that
we're
doing
is
centered
around
our
culture
of
care,
to
our
students
and
to
all
adults
who
work
in
our
school
community,
and
we
also
know
that
it's
a
challenging
time
in
our
workforce.
There
are
many
positions
that
we
were
working
hard
to
fill
and
our
goal
is
to
retain
our
amazing
staff
and
make
sure
that
we're
doing
everything
that
we
can
to
incentivize
this.

the
first
contract
that
I
will
present
to
you
is
the
teacher
contract.
We
had
a
representative
team
from
the
teachers
unit
that
you
can
see
here
made
up
of
various
teachers
from
our
elc
to
our
middle
schools,
to
our
high
school
and
on
the
management
side.
We
had
a
team
consisting
of
dr
veda
and
myself
principal
jackie
maloney
at
the
elc
and
jerry
mchugh.

As
with
any
contract,
there
are
various
housekeeping
items
that
we
make
sure
that
we
resolve,
but
you'll
see
some
of
the
language
changes
that
we
have
made.
We
updated
our
tuition
reimbursement
to
increase
the
amount
to
150
000,
and
we
also
want
to
make
sure
that
our
staff
are
incentivized
to
stay
in
our
district,
and
so
we
did
add
a
repayment
plan
if
someone
leaves
before
their
fourth
year.

We
think
it's
important
that
our
educators
have
time
to
set
up
their
classrooms
and
prepare
for
our
students
to
return
in
the
fall.
We
also
added
that
in
in
the
event,
there
is
a
loss
during
your
pregnancy
that
an
educator
would
be
entitled
up
to
five
days.
That
would
be
an
additional
benefit
for
our
teaching
staff.

We
are
offering
in
our
first
year
of
5.25
salary
increase,
which
is
a
huge
jump
from
previous
years,
where
it
ranged
from
between
2
to
2.5
percent,
and
so,
as
you
can
see,
we
made
a
very
large
increase
to
ensure
that
we
are
competitive
in
the
surrounding
area
and
ensuring
that
we're
also
retaining
our
staff.

We
also
wanted
to
recognize
our
paraprofessionals,
who
have
been
in
the
district
for
many
years,
and
so
we
increased
the
longevity
rate
to
additional
250
per
year,
and
we
also
wanted
to
make
sure
that
we
provide
some
time
if
apara
would
like
to
prep
with
their
teacher.

The
principal
is
allowed
to
provide
that
option
for,
for
our
paras
and
again
similar
family
lost
language
and
repair
contract
in
terms
of
salaries.
We
did
a
combination
of
things
to
get
our
paraprofessionals
salaries
at
a
higher
rate
and
also
competitive
around
our
surrounding
districts,
and
so
you'll
see
some
of
the
dollar
rate
changes
and
the
percentage
increases
we
have
provided
here.
So
I
won't
read
out
all
of
it,
but
I
do
want
to
highlight
again.

We
traditionally
have
about
a
two
two
point:
five
percent
increase
every
year,
but
as
you
can
see,
we
have
gone
above
and
beyond
and
we
were
able
to
provide
in
first
year
between
5.5
to
6.2
percent
increase
the
second
year,
the
three
point,
two
five
percent
increase
and
then
in
the
third
year
between
five
point,
two
five
point:
eight
percent
increase.
I'm
sorry
three
point
five
percent
increase
and
we
also
added
a
step
four
and
nominated
the
years
of
service
to
get
to
that
step.

five

a
clerical
contract.

And
so
we
made
some
amendments
and
extended
the
agreement,
so
the
going
back
to
this
year
they
were
adding
an
additional
two
percent,
so
a
total
of
four
percent
increase
and
then
in
year,
two
an
additional
one
percent,
which
is
a
total
thirty
percent
increase
and
in
the
following
year
a
three
percent
increase
for
our
clerical
unit.

so
here
is
the
timeline.
Today
we
I
am
presenting
all
of
these
things
to
you
for
a
vote
and
and
our
city
manager
is
also
here
to
also
vote
on
these
contracts.

can
I

I
kind
of
make
comments
or
anything
I
just
wanted
to
disclose.
So
there
have
been
just
wanted
to
raise
that.

I
currently
work
for
the
boston
teachers
union,
and
I
decided
that
I
saw
guidance
from
the
state
ethics
commission
on
whether
that
was
a
conflict
of
interest
after
some
folks
suggested
that
it
might
be
apologies,
my
eyes
were
being
caught
out
by
this
baby,
so
the
state
ethics
committee
commission
has
the
guidance
that
they
have
given
me
is
that
I
don't
have
a.
H
I
don't,
have
a
conflict,
but
there
could
be
an
appearance
of
a
conflict
where
they're
from
I've
been
asked
to
disclose
that
I
am
employed
by
the
boston
teachers
union
as
an
organizer.
The
boston
teachers
union
is
affiliated
with
the
american
federation
of
teachers,
which
the
chelsea
teachers
union
is
also
affiliated
with
where
they
are
completely
separate.
Financial
illegal
entities
and
my
compensation
is
not
tied
to
either
the
state
federation
nor
the
chelsea
teachers
union.

The
one
other
thing
I
need
to
mention
is
that,
during
the
in
december,
I
participated
in
a
rally
that
was
planned
by
the
ctu
to
advocate
for
the
schools
that
our
students
deserve.
Part
of
this
rally
was
focused
on
some
of
the
demands
that
were
brought
up
in
bargaining.

I
spoke
at
this
rally
to
show
support
for
our
educators
and
the
work
that
they've
been
doing
during
covet,
and
I
referenced
hoping
that
we
would
reach
an
agreement,
but
very
you
know
very
much
did
not
speak
to
any
of
the
demands
and
anything
that
was
discussed
during
contract
negotiation
and
therefore
I
believe
that
I
can
be
impartial
in
this
negotiation.

Yeah,
I
just
wanted
to
say
you
know
this
is
a
really
really
strong
contract.
I
am
very,
very
happy
with
with
you
know
the
way
that
this
turned
out.
This
is
really
going
to
allow
us
to
retain
staff
that
have
been
here
for
many
years.
It's
going
to
make
it
more
attractive
for
potential
new
hires
to
come
to
chelsea
and
we're
in
a
time
where
we
already
have
an
existing
educator
shortage
even
before
this
pandemic,
and
it's
only
getting
worse.

this
is
really
really
going
to
set
us
up
for
success
in
the
coming
years.
I
think
it's
a
win-win
for
the
district
and
for
ctu,
so
I
just
want
to
say
thank

to
everybody
who
made
this
happen,
because
this

it's.

people
are
really
excited,
and
I'm
just
really
really
glad
that
this
worked
out
for

better
for
everyone.

thought
it
was
important
to
update
you
on
our
reopening
in
january,
since
it's
been
an
opening
like
no
other
after
break
in
light
of
the
code
with
search,

just
wanted
to
provide
an
update
and
how
we're
doing
and
I'm
going
to
turn
it
over
to
our
assistant,
superintendent
and
mr
adam
delaney,
otherwise
known
as

covet
md,
mr
delaney.
So
I'm
going

I'm
certainly
not
a
doctor,
but
I
do
play
one
at
work,
so
a
little
covet
update
before
I
say
anything
I
just
I
want
to
acknowledge
the
hard
work
commitment
and
just
efforts
to
be
able
to
be
learning
in
person
and
doing
it
at
a
high
level
to
pretty
much
every
single
person
involved
in
our
school
district.

know,
first
and
foremost,
our
students.
These
are
the
kids
who
are.
These
are
the
people
who
have
been
impacted
the
most
by
this,
and
I'm
just
really
so
proud
of
all
the
work
that
the
students
have
done
to
be
able
to
deal
with.
You
know,
obviously
not
an
optimal,
not
an
optimal
situation,
but
our
kids
are
hard
at
work.
Every
day,
they're
masking
up
they're,
getting
vaccinated,
they're,
sanitizing,
they're,
doing
everything
we're
asking
them
to
do
so.
We're
so
proud
of
them
we're
proud
of
our
teachers.

Our
teachers
are
putting
up
with
a
lot
of
inconvenience
and
interruptions
to
their
instruction
and
still
being
able
to
make
education
happen.
Our
nurses
and
our
health
staff,
who
are
just
working
beyond
belief,
are
administrators
who
are
spending
their
days.
Cons,
contact
tracing
everybody,
so
it's
just.
This
has
really
been
a
district-wide
effort
and
we
are
so
proud
of
all
the
work
that
everyone's
doing
so
with
that
we're
going
to
cover
a
couple
of
things
just
an
overview
on
where
we
are
with
covid19.

It
is
an
ever-changing
situation
and
we
have
new
guidelines
which
I'm
going
to
briefly
cover,
give
people
an
an
idea
about
what
our
case
counts
are
for
students
and
staff
and
a
little
bit
about
contact
tracing.
We'll
talk
a
little
bit
about
our
covet
19
testing
program,
which
we
really
want
to
push.

I
know
we
see
people
in
lines
all
through
the
city
trying
and
all
through
the
state
and
the
country
trying
to
get
testing
completed
and-
and
we
have
free
testing
for
all
of
our
students
and
staff
on
a
weekly
basis,
so
we're
hoping
we
can
really
bring
those
counts
up
and
we'll
talk
a
little
bit
about
vaccinations
as
well,
and
then
we'll
have
some
time
for
questions
and
comments.
If
you
have
any
so
overall,
we
all
have
heard
that
the
deci
mask
mandate
was
extended
to
february
28th.
J
You
know
I
just
want
to
be
clear.
This
is
at
a
local
decision.
We
have
decided
to
put
a
masked
mandate
in
for
the
entire
school
year,
so
we
will
continue
to
require
masks
in
in
on
campus.
J
Then
the
only
way
to
remove
that
would
be
at
a
vote
at
school
committee,
and
I
don't
believe
at
this
point.
We
have
any
intention
of
doing
so
so
that
extension
of
the
mask
mandate,
while
it
does
apply
to
us
it
doesn't
really
change
anything
as
of
december
30th
during
our
school
vacation,
new
guidance
has
come
out
from
deci
and
dph
and
there
are
lots
of
little
changes,
but
the
big
ones
have
to
do
with
the
isolation
time,
and
I
want
to
be
clear.

Isolation
refers
to
positive
individuals
and
quarantine
refers
to
close
contacts,
so
those
quarantine
times
and
isolation
times
were
essentially
minimized
from
10
days
to
5
days,
so
positive
individuals.
After
a
5
day,
isolation
can
return
on
day
6
day
6.
However,
they
must
be
asymptomatic,
which
means
they
don't
have
any
symptoms
and
they
need
to
be
masked
for
an
additional
five
days.
That
is
on
campus.
However,
the
recommendations
from
cdc
also
ask
that
people
remain
masked
for
those
five
days
throughout
their
day,
not
just
at
school
or
work.

There
has
been
some
confusion
around
the
requirements
for
retesting
prior
to
coming
back.
I
want
to
be
clear:
there
is
no
requirement
to
retest
and
it's
actually
not
recommended.
So,
if
someone's
positive,
they
do
their
isolation
period
and
then
they
can
return
on
day
six.
If
they
are
asymptomatic,
they
do
not
need
to
retest
and,
as
a
matter
of
fact,
most
people
who
are
positive
are
going
to
test
positive
when
they
retest
up
to
90
days.

to

and
obviously
you're
looking
you
know
for
those
watching

You
can
really
try
to
take
a

can

remote
learning.

we
were
to
go
to
remote
learning,
it
would
not
count
towards
that
time
and
we
would
have
to
make
up
that
time,
just
as
we
do
when
we
take
a
snow
day,
so
we
are
doing
our
very
best
to
remain
in
person
so
that
we
can,
and
that
is
the
best
way
to
learn
anyway,
so
moving
forward.

a

student
case
counts.

Over
the
past
couple
of
weeks,
omicron
has
really
added
a
large
number
of
cases.
So,
since
we've
been
tracking
the
cases
going
back
to
last
september,
we've
had
451
total
student
cases
as
of
yesterday,
and
161
of
those
cases
have
actually
happened
since
december
break.
So
35.6
percent
of
all
of
our
cases
have
happened
in
the
last
couple
of
weeks,
so
we
are
dealing
with
a
large
number
of
cases.

The
graph
looks
similar,
but
actually
the
percentage
of
our
staff
cases
over
the
last
couple
weeks
is
actually
53
of
our
total
cases
have
happened
since
december
break
so
167
staff
cases
as
of
yesterday
and
we've
had
a
total
of
only
314
so
about
30
percent
of
our
our
our
workforce
has
been
positive
for
covet
at
this
point
and
167
since
the
last
couple
of
weeks
since
december,
22nd.
J
You
know
I
want
to
just
to
acknowledge
the
what
has
to
happen
when
we
have
a
positive
case,
whether
it's
a
student
or
a
staff
member
we're
typically
looking
at
a
one
to
two
hour
process
to
to
do
complete
and
total
contact
tracing,
because
that
involves
you
know
for
a
student
figuring
out
which
kids
are
sitting
near
the
near
the
child
during
school
during
classes
in
high
school
and
middle
school,
where
they
switch
classes,
we're
looking
at
multiple
classes.
So
often
we
can
come
up
with
15
or
20
close
contacts.
J

So
once
we
get
those
lists,
then
we
need
to
communicate
and
notify
families
and
teachers
or
anyone
else
who
might
have
been
within
contact,
and
then
we
have
to
communicate
the
individual
protocols,
whether
they're
within
zero,
to
three
feet
or
between
three
and
six
feet.
Those
are
different
protocols,
whether
they're
in
the
classroom,
but
not
within
six
feet.
So
it
takes
a
lot
and-
and
during
that,
prior
to
this
break,
you
know
we
were
dealing
with
two
three,
sometimes
four
or
five
cases.
On
a
busy
day.
J
Now,
most
schools
are
dealing
with
double-digit
cases
each
day,
the
high
school
and-
and
you
know,
some
of
the
middle
schools
are
dealing
with
double-digit
cases
daily.
J
So
often
we're
looking
at
figuring
that
out
and
then
really
nothing
happens,
because
if
you
have
a
fully
vaccinated
asymptomatic
student
or
staff
member
they're
exempt
from
protocols-
and
they
can
just
go
about
their
business
and
even
if
they're
not
they
can
continue
to
test
and
stay
which
we'll
talk
about
that
program
in
a
little
bit
symptomatic,
people
may
need
to
quarantine
depending
on
what
kind
of
symptoms
they
have.
So
I
would,
I
would
advise
people
best
practice,
assume
you're,
a
close
contact.

So
if
you
have
someone
immunocompromised
at
home
and
you've
been
around
the
city,
you've
been,
you
know,
out
about
in
the
world,
there's
a
strong
likelihood
that
omicron
has
crossed
your
path.
So
I
would
just
say:
please
be
careful
around
those
people.
I
know
we
want
to
hug
and
do
all
those
things,
but
omicron
is
around
and
and
it
spreads
like
wildfire.

So
please
just
constantly
monitor
for
symptoms.
I
ask
everyone:
student
staff,
if
you
are
sick,
stay
home,
mask
distance
and,
most
importantly,
participate
in
our
weekly
testing
program.
This
is
a
great
way
to
get
a
pcr
test
weekly
for
free
without
having
to
wait
in
a
line.
So
I'll
talk
about
that
program
very
quickly.

We
don't
pay
a
penny
for
it,
and
basically
people
have
to
provide
a
digital
consent,
one
time
only
and
once
they
do
that,
students
would
get
a
tube
to
bring
home
and
they
provide
a
saliva
sample
that
they
bring
back
the
following
day
that
gets
sent
to
a
lab
and
it's
a
free
pcr
test
and
will
notify
you
if
we
come
back
positive
and
another
part
of
this
program
is
if
we
have
a
consented
individual
that
becomes
symptomatic
while
they're
on
our
campus.
We
can
also
provide
a
free,
rapid
test
right
on
campus.

have

These

are

So
right
now
we're
we're
up
over
500
500
people,
but
we
do
have
6
000
6100
students
in
our
district.
We
have
about
a
thousand
employees,
so
we
want
to
see
these
numbers
get
up.
So
I
really,
I
really
encourage
people
to
participate
in
this
program.

Lastly,
I
want
to
talk
about
vaccinations
because
vaccinations
I
will
tell
you
I've
been.
You
know,
I
read
a
lot
and
I've
been
watching
a
lot
of
doctors
who
are
providing
presentations,
and
I
I
heard
a
little
quote
the
other
day.
They
said
if
you
are
unvaccinated,
omicron
will
find
you
and
I
don't
mean
to
scare
anybody
with
that.
But
these
are
people
who
know
what
they're
talking
about
and
omicron
is,
is
going
to
find
you
if
you're
unvaccinated.
So
I
strongly
encourage
anyone
who's
not
vaccinated
to
get
vaccinated.

I
will
say
that
our
city
leads
the
state,
our
students
and
our
our
residents
lead
the
state
and
vaccination
percentage.
I
know
we've
been
hit
hard
as
a
city,
but
you
know,
I
think,
we're
all
very
smart
in
in
looking
at
the
value
of
vaccinations,
but
there
are
still
some
people
who
haven't
done
it
yet,
and
so
I
want
to
keep
in
mind
that
the
city
side
has
been
providing
free,
walk-up
vaccinations
multiple
days
so
starting
on
the
seventh.

The
fridays
are
closed,
but
saturdays
and
sundays,
they're
open
at
the
senior
center
on
riley
way
across
from
city
hall,
10
to
5
every
saturday,
every
sunday
and
mondays
from
2
to
6
p.m.
You
can
just
walk
up
and
get
your
vaccine.

We've
run
some
school-based
clinics
as
well.
In
the
spring,
we
ran
three
clinics
specifically
for
our
staff
and
then
you
know
keep
in
mind.
These
vaccines
were
not
readily
available
back
then.
So
we
really
worked
hard
to
make
sure
we
got
them
available
and
then,
as
you
know,
last
last
spring,
they
made
it
available
for
ages,

to
the

can't
have
people
coming

building

encourage

high

haven't

vaccinated
or
need
their
booster
to

the
thing
that

the
most
happy-
we've

three
very
successful
clinics,

focus
on
our

to

likely
to
end
up
in
the
hospital.

being

part
of
that

found
that
in
the

the
districts
where
they

offering
testing,
not
everybody,
is
taking
advantage

it

every
district

struggling
to
get
their
numbers
up
participation,
and
so
we
have
brainstormed
with
other
districts

figure
out.

increase
the
number
of
students
that
are
tested
every
day
every
week
every
week?

so

just

it
known

if
we
are
not
the
only
district
that

struggling
with
this,
it's

a
struggle,
statewide

even
though
we
have
tested
stay
in
our
schools,
not
everybody
is
taking
advantage

gritty
to

lot
higher
than
the
weekly
testing
participation,
which
I
think
is
the
root
of
your
question.
So
what
ends
up
happening?
Is
you
know
when
we
call
home
and
say?

Oh,
you
know
your
child's
a
close
contact
he's
too
young
to
be
vaccinated,
so
he's
either
gonna
need
to
well.
It
used
to
be
ten
days.
He's
gonna
need
to
quarantine
for
ten
days
or
now,
five
days
or
if
you
fill
out
this
digital
consent.
He
can
just
you
know,
come
to
the
nurse
office
and
take
the
rapid
test
and
be
able
to
come
to
school
every
day.
Most
parents
are
like
okay
I'll,
take
option.

Two
I'll
fill
out
that
digital
consent,
so
our
digital
consent
is
high
and
then
what
happens
is
based
on
that
we
get
our
lists
of
everyone,
who's
consented
and
we
send
home
tubes
for
them
to
provide
that
saliva
sample.

parents
are
not
averse
to
filling
out
that
digital
consent.
As
a
matter
of
fact,
it's
pretty
close
to
a
hundred
percent
when
it
comes
to
the
phone
calls
that
we

who
said

would
take

the
majority
of
the
day
to

the
capacity
to

they're

wanted

share

that
many
students

mindful

virus
by
getting
their
booster
shots
wearing
their
mask
and
staying
home
when
they

sick.

virus
has
been
spreading
like
crazy.
Ever
since
we
came
back
from
break,
which
is
a
concern
for
many
students,
the
knowledge
and
experience
that
we
have
gained
from
being
remote
for
a
year
has
been
very
helpful
during
this
time.
