and

communicate

bob

ready

you

needed
help

housing.
What

appreciate
is
so
often
when
you're
in
this
field.

so
long
you
kind
of
lose
your
connection
to
the
people

community,

cappucci
is

committed,
still
very
grounded
in
the
community
and
I've
had

pleasure
of
walking
into
Kappa
CAF
you
times,

you
see
that
that
is
where
the
work
is
happening.

a

not

with

fuel
assistant

all

collaborated

with
some
projects
and
at
the

say

around
Thanksgiving

used
to
give
out
turkeys
and

I
get
turkeys.
Leftover

he
gives
out
turkey,

I
talked
to
his
staff
over
there.

He
has
wonderful
staff

there
and
they're
always
guarantee
that
when
you
give
them
something
whether
it's
closing
whether
it's
turkey

it
gets

the
people
that
really
need
it

just

work
that
you

leader
over
there

Street,
so
I'm,
a
youth
leader
at
the
Chelsea
collaborative
and
I'm,
also
a
student
at
Chelsea
high
and,
as
you
already
know,
our
school
district
is
facing
cuts.
Obviously,
once
again
and
because
of
the
cuts,
we
are
losing
teachers
in
the
high
school,
which
obviously
makes
everybody
have
to
force
like
the
like,
the
decision
to
choose
between
the
French
and
the
Spanish
classes,
instead
of
being
able
to
provide
both
of
them.

some
of
the
public
school
parts
are
being
renovated
this
year
and,
of
course,
that
obviously
cost
money.
But
my
question
is
like:
could
our
city
use
funding
from
the
Community
Preservation
Act
to
renovate
the
parts
in
schools,
since
a
portion
of
the
CPA
must
be
invested
in
parks,
recreation
and
green
space?
This
could
also
alleviate
the
school
budget,
and
that
way
we
can
potentially
use
that
money
to
support
the
areas
that
are
affected
by
the
cuts.

live
at
a

Broadway
I'm,
a
youth
leader
at
the
Chelsea
collaborative.
We
have
been
working
with
youth
and
family
in
our
study
to
engage
and
support
their
participation
in
the
public
education
system.
One
of
the
things
we
want
to
ensure
that
there
is
a
strong,
intentional,
intentional
'ti
and
getting
youth
and
parents
on
the
table
and
and
their
input
and
the
process
of
hiring
a
new
superintendent.

A
Dear
councillors,
I
am
writing
to
request
that
the
City
Council
consider
pursuing
a
plan
for
municipal
electrical
aggregation.
Let
me
explain
what
this
means.
Most
residential
customers
and
Chelsea
ins
and
other
communities
buy
electricity
from
the
electric
utility
that
services
their
community
in
the
case
of
Chelsea.
That
would
be
eversource.
The
eversource
monthly
bill
includes
two
charges.
The
first
is
for
the
delivery
of
this
of
the
electricity
to
the
resident,
which
is
actually
the
primary
service
that
the
utility
provides.
A
The
second
is
the
purchase
of
the
actual
electricity,
which
always
comes
from
a
third-party
supplier,
the
local
utility,
in
our
case
ever
source
contracts
for
electric
supply
every
six
months,
and
the
cost
of
the
supply
is
what
is
known
as
the
basic
service
supply
charge
to
the
customer.
That
appears
on
the
monthly
bill
in
Massachusetts.
A
All
residents
have
the
right
to
avoid
this
basic
service
charge
from
the
local
utility
and
instead
buy
their
electricity
from
a
competitive
electricity
supplier,
but
reality
is
that
most
residents
don't
do
this
and
instead
simply
remain
with
the
supply
company
contracted
by
the
utility.
Thus,
each
month
they
pay
the
basic
service
fee.
In
a
municipal
aggregation
program,
the
municipality
takes
the
initiative
to
contract
with
an
electricity
supplier
on
behalf
of
all
of
its
residents
and
business
businesses
who
have
remained
with
the
basic
service
typically
because
it
is
representing
thousands
of
residents.
A
The
municipality
is
able
to
use
this
collective
bargaining
power
to
negotiate
more
stable
and
often
lower
prices
for
electricity
for
its
residents.
Equally
importantly,
the
municipality
can
often
increase
the
proportion
of
renewable
energy
and
their
electricity
supply,
thereby
achieving
green
energy
benefits.
A
Even
after
the
municipal
aggregation
plan
is
in
place,
residents
still
have
their
electricity
delivered
and
billed
by
their
electric
utility,
and
they
continue
to
receive
just
one
electric
bill
from
the
utility,
but
where
municipal
aggregation
is
in
place,
that
bill
includes
the
supply
charge
negotiated
by
the
municipality,
because
municipal
electric
aggregation
has
a
potential
of
providing
more
stable
and
lower
prices
and
utilizing
more
renewable
energy
sources.
Over
140
municipalities
in
Massachusetts
have
taken
advantage
of
this
program.
Even
Boston
is
currently
in
the
process
of
adopting
a
municipal
aggregation
plan.
A
If
the
city
of
Chelsea
wishes
to
proceed
down
this
path
of
municipal
electric
aggregation,
the
City
Council
must
first
authorized
by
majority
vote.
The
development
of
an
aggregation
plan
Chelsea
will
then
create
a
plan
of
how
aggregation
will
work
typically
with
the
help
of
the
Department
of
energy
resources
once
the
plan
is
finalized.
The
second
vote
is
required
by
the
city
council
to
authorize
submission
of
the
aggregation
plan
to
the
Department
of
Public
Utilities
GPU.
A
If
dpu
approves
the
plan,
then
the
municipality
begins
the
competitive
process
of
selecting
a
supplier
for
all
of
its
residents
and
businesses
still
on
basic
service.
Anyone
that
currently
receives
basic
service
electricity
supply
will
automatically
be
switched
to
the
new
supplier
once
chosen
by
the
city.
Following
the
receipt
of
competitive
bids,
however,
residents
must
be
offered
the
chance
to
opt
out
before
the
program
starts
and,
equally
importantly,
residents
are
able
to
opt
out
any
time
during
the
program
without
any
financial.
A
Those
who
opt
out
can
choose
their
own
supplier
or
go
back
to
ever
sources
basic
service
charge.
At
this
point,
rather
than
requestable
to
begin
the
process,
I
am
asking
the
City
Council
to
schedule
a
subcommittee
meeting
so
that
we
can
further
discuss
the
pros
and
cons
of
municipal
electricity.
Aggregation
at
that
meeting
I
will
attempt
to
bring
in
some
experts
who
can
talk
intelligently
about
the
program.
Following
that
meeting,
the
council
can't
decide
if
it
wishes
to
proceed
with
aggregations,
emotion,.

Next
communication
updates
on
master
plan
and
Salvation
Army
dia
Council
as
I
am
writing
in
response
to
the
recent
City
Council
lot
is
requesting
updates
on
the
effort
to
proceed,
what
they
master
plan
and
the
effort
to
redevelop
the
Salvation
Army
site
on
Broadway.
With
respect
to
the
master
plan,
the
city
has
included
the
necessary
funding
to
proceed
with
such
a
plan
in
the
FY
2011.

Development
of
a
master
plan
requires
a
significant
investment
of
time
and
resources
that
we
do
not
have
in-house.
However,
there
are
many
consultants
in
the
Commonwealth
who
have
expertise
in
crafting
such
a
master
plan.
Assuming
the
City
Council
approves
the
requested
CIP
appropriation,
we
will
prepare
an
RFP
to
secure
such
services.
These
four
hundred
and
fifty
thousand
dollars
request
reflects
our
best
estimate
as
to
the
cost
of
this
work.

As
for
the
celebration
army,
the
planning
department
is
currently
working
on
a
draft
request
for
proposals
to
develop
the
site
in
a
manner
that
creates
some
housing
density.
Above
the
required
ground
for
commercial
governmental,
nonprofit
use,
as
is
true
of
any
development
in
a
Broadway
Carver,
expansion
of
the
existing
building,
will
require
zoning
relief.
The
city
is
contemplating
seeking
such
zoning
relief
in
advance
of
advertising.
The
RFP,
an
auditor
may
site
development
ready
and
that's
more
tractor
cover
development
community.

However,
we
would
only
do
that
with
the
consent
in
support
of
the
City
Council
once
the
draft
RFP
is
ready
for
circulation
of
comment,
I
will
forward
to
the
City
Council
and
request
a
subcommittee
meeting
so
that
we
can
discuss
the
most
appropriate
path
forward,
including
a
possibility
of
chic
and
advanced.

we
will
seek
bids

There
is

work
required

prepare

RFP

evaluate
responses.

our
DPW

to
move
forward
with
this
effort
commencing
on
or
about
July
1st
2020

approved

the

we

notify
rhy

the
terms
of
the
existing
10-year
contract.

The
DPW
has
spent
considerable
time
analyzing
the
cost
of
integrating
this
work.

comprehensive
spreadsheet,
showing

cost

can
see,
even
with
a
robust
new
workforce
that
should
be
able
to
accomplish
more
tasks
than
those
currently
being
provided
by
RH
right.
The
city
expects
savings
in
excess
of
three
hundred
and
fifty
thousand
dollars
annually.
The
only
potential
cost
item
not
identified
on
this
spreadsheet
is
an
early
termination
fee.

However,
the
contract
expressly
requires
that
any
such
sum
be
mutually
agreed
between
the
parties
and
the
city
is
fairly
confident
that
it
will
be
able
to
negotiate
an
acceptable
resolution
to
this
issue
that
does
not
materially
impact

identified
savings.

DPW
leadership
and
I
recommend
that
we
meet
in
subcommittee
to
go
over
the
spreadsheet
and
work
plan
in
detail.

the
council
to
understand
fully

believe
we
can
perform
these
services

cheaper
but
at

higher
quality

more
resources

we

achieved

annual

transition

the
start
of
fiscal
year
21,
there
are
some
upfront
costs
that
will
be
necessary
to
ensure
the
transition
is
smooth.

includes
not
only
capital
purchases
of
new
vehicles
and
equipment,
but
also
some
early
hiring
in
FY
20.

will
not
be
covered,
at
least
in
the
first
year
by
the
savings
from
the
eliminated
rhy
contract.
Specifically,
the
city
needs
to
acquire
in
advance
of
fiscal
year.

in
vehicles
and
equipment
to
perform
the
required
water,
sewer
and
drainage

addition,
seven
individuals
will
need
to
be
hired

prepared

take
full
control
of
the
system
on
July
1st
2020.

personnel

estimated
at

between

retained

CPC
committee
will

budget

cost
