So,
in
response
to
coven
19,
the
u.s
federal
government
established
the
american
rescue
plan
act
of
2021,
known
as
arpa.
This
bill
was
signed
into
law
by
president
biden
on
march
11
2021,
a
total
of
1.9
trillion
dollars
was
made
available
in
opera
funds
to
help
the
whole
country
recover
from
the
devastating
impacts
of
the
pandemic.
A
The
city
of
chelsea
is
expected
to
receive
approximately
40
million
dollars
in
oppa
funds.
Approximately
25
million
of
that
total
will
offset
lost
revenues
that
the
city
is
likely
to
incur
due
to
the
pandemic,
including
reduced
revenues
from
hotel
room
excise
tax
and
motor
vehicle
excise
tax
that
are
due
to
the
impacts
on
the
travel
industry.

The
remaining
15
million
in
opera
funds
will
be
dedicated
to
initiatives
and
priorities
developed
by
this
community.
Following
what
we
expect
to
be
a
robust
community
engagement
effort,
this
effort
will
identify
the
city's
most
urgent
needs
in
areas
such
as
housing,
food
security,
workforce
development,
small
business
support,
environmental
health
and
open
spaces,
and
behavioral
and
mental
health.

This
community
advisory
committee
that
we
just
described
will
consist
of
20
members,
two
city
councilors,
nine
executives
from
our
community
based
organizations
and
nine
unaffiliated
residents
by
unaffiliated.
What
we
mean
is
that
these
nine
residence
seats
are
set
aside
for
residents
of
chelsea,
who
aren't
city
employees
or
board
members
or
paid
employees
of
one
of
the
community-based
organizations
that
will
already
be
part
of
this
opera
community
advisory
committee.

So
if
you're,
not
a
city
employee
and
not
a
board
member
or
paid
employee
of
one
of
the
city's
community-based
organizations,
then
you're
free
to
apply
to
be
a
member
of
this
opera
community
advisory
committee.
In
addition,
these
residence
seats
will
also
be
open
to
small
business
owners
in
chelsea
business
people
who
own
small
businesses
in
chelsea,
regardless
of
whether
they
themselves
actually
rely
reside
in
the
city.

city
encourages
all
residents,
16,
plus
and
all
small
business
owners
to
apply
to
be
a
member
of
this
committee,
regardless
of
immigration
status.
Eligible
candidates
can
apply
online
by
going
to
the
city's
website
and
hard
copies
will
be
available
at
city
hall.
During
our
normal
business
hours,
the
city
is
going
to
hold
in
an
information
session
in
the
city
council
chambers
on
august
5th,
at
5,
00
p.m.
That's
next,
thursday
august
the
5th
at
5,
00
pm
and
that
session
will
be
broadcast
live
via
facebook.

advisory
committee
is
then
going
to
evaluate
all
of
this
information
gathered
in
this
community
engagement
process
and
based
on
that
community
input.
The
committee
will
then
determine
its
priorities
for
opera
funding,
and
then
the
committee
will
make
recommendations
to
the
city
for
allocation
of
that
15
million
dollars.
Based
on
these
priorities,
interpretation
services
will
be
provided
for
any
committee
member
that
needs
it.
So
you
do
not
need
to
be
proficient
in
english
in
order
to
apply
to
be
a
member
of
the
advisory
committee.

The
other
time
sensitive
piece
of
information
I
want
to
disclose
is
that
the
application
period
for
the
city's
homeowners
assistance
program
is
going
to
end
at
the
close
of
business.
This
coming
friday
july.
The
30th
applications
for
this
program
are
available
at
city
hall
and
on
the
city's
website
owner
occupants
of
condominium
units
and
owner
occupants
of
one
two.
Three
and
four
family
homes
can
apply
for
grants
from
the
city.
These
aren't
loans.
These
are
grants
from
between
five
thousand
and
ten
thousand
dollars,
depending
upon
the
size
of
your
home.

To
cover
covert
related
expenses,
applicants
may
apply
as
long
as
their
income
does
not
exceed
100
percent
of
area
median
income.
We
do
expect
many
applicants
for
this
program,
so
it's
likely
that
a
lottery
will
be
necessary.
We
will
notify
all
applicants
of
the
lottery
details
as
soon
as
they
are
available
this.
That
is
the
program
for
homeowners,
but
there's
also
still
help
available
for
tenants,
including
rental
assistance
through
raft
and
other
state
programs.

you

behind
in
your
rent
are
having
trouble
paying
your
rent
go
to
the
city's
website
for
information
on
rental
assistance.
That
information
is
available
on
our
housing
resources,
page
finally,
for
both
homeowners
and
tenants
struggling
with
bills
and
facing
any
kind
of
legal
problems.
The
city
has
legal
assistance
available
to
you
if
you're
having
a
difficult
time,
making
a
mortgage
payment
or
you're
threatened
with
eviction
contact,
chelsea
housing,
legal
clinic
by
calling.

Covet
19
virus,
unfortunately,
has
not
disappeared,
in
fact,
because
of
the
new
more
contagious
delta
variant
cases
are
rising
all
across
massachusetts,
as
well
as
here
in
the
city
in
chelsea.
In
fact,
as
of
today,
the
cdc
the
centers
for
disease
control
has
issued
a
brand
new
advisory.
As
of
this
afternoon,
tuesday
july,
the
27th
encouraging
all
people
vaccinated
and
unvaccinated
to
wear
mass
indoors
in
areas
of
high
transmission
and
the
city
is
encouraging
all
individuals
vaccinated
or
unvaccinated
to
wear
mass
in
crowded
indoor
spaces.

The
vaccine
will
protect
you
against
serious
illness
and
hospitalization,
even
if
you
get
covered
while
vaccinated
chances
are
extremely
high,
that
you
will
not
get
substantially
ill
now.
There
is
plenty
of
vaccine
supply
available
here
in
the
city
of
chelsea
for
anyone
who
wishes
to
be
vaccinated
and
we
encourage
everyone
to
do
so.
First,
this
thursday
july
29th
we're
going
to
be
having
a
vaccination
clinic
at
chelsea
high
school
for
students
of
chelsea
public
schools
and
their
families.

The
city
is
going
to
be
having
its
own
vaccination
festival.
This
saturday
july
31st
at
its
senior
center
clinic
from
11
to
3
very
similar
to
the
celebration
we
had
there
last
weekend.
This
festival
will
include
music,
a
360
degree
photo
booth
and
free
food.
Also,
free
gift
cards
will
be
distributed
to
those
getting
vaccinated
and
there'll
be
another
raffle
to
win
an
ipad.
Now
remember:
the
city's
walk-in
vaccination
at
the
senior
center
exists
every
single
weekend,
friday,
saturday,
sunday
and
monday.

hours
are
friday,
three
to
seven
saturdays
and
sundays,
ten
to
five
and
mondays,
two
to
six
the
vaccine.
There
is
pfizer,
which
means
it's
available
to
anyone.
12
years
of
age
or
older,
no
appointment
is
necessary,
no
payment
is
required
and
there
are
no
questions
asked
about
immigration
status.

Now,
in
addition
to
the
vaccines
testing
remains
readily
available
in
the
city
of
chelsea.
We
encourage
all
residents
who
have
not
been
vaccinated
to
get
tested
for
covin
regularly.
Remember
up
to
40
percent
of
the
individuals
who
have
covered
exhibit
no
symptoms
even
with
no
symptoms.
However,
you
can
and
will
infect
others.
So
the
only
way
to
know
whether
you
actually
have
covid
is
to
get
tested
regularly.
The
city
has
free
testing
seven
days
a
week.
The
testing
is
in
front
of
city
hall
on
broadway.

I'm
just
going
to
end
with
a
couple
of
non-coven
related
items.
The
first
has
to
do
with
the
parking
lots
that
were
created
under
the
tobin
bridge
as
part
of
the
viaduct
project
on
route
1.
so
beginning
this
coming
sunday
august
1st,
the
two
new
municipal
parking
lots
underneath
the
tobin
bridge
will
open
for
parking
to
chelsea
residents.
The
two
parking
lots
create
a
significant
increase
in
available
spaces
for
our
downtown.

In
total,
there
are
148
new
spaces
available.
The
lot
under
the
tobin
between
williams
and
2nd
street
has
88
new
spaces,
and
the
lot
under
the
tobin
between
2nd
and
everett
ave
has
60
new
spaces.
Parking
availability
is
as
follows:
from
8
a.m.
Until
6
pm,
the
lots
are
open
to
the
general
public
for
a
fee
of
50
cents
per
hour
for
up
to
10
hours
from
6
pm
to
midnight.
The
lots
are
open
to
the
public
for
free,
but
from
midnight
until
8
a.m.

Finally,
just
a
quick
note
about
the
redevelopment
of
the
farmer
salvation
army
building
on
broadway,
the
city
is
going
to
discuss
the
redevelopment
of
this
salvation
army
site
at
a
public
meeting
on
wednesday
august.
The
4th
at
6
pm
that
meeting
will
be
held
in
the
city
council
chambers
and
it
will
be
broadcast
live
on
local
cable
as
well
as
on
facebook
live.
The
redevelopment
concept
proposes
a
retail
development
on
the
first
floor
with
affordable
home
ownership
and
affordable
rental
units.
