Mary
Burke
Jason,
stocker,
present
Shirley
MacLaine
and
me
meet
raconteur
present
present.
Ok,
great
well,
most
of
our
members
are
here.
So
thank
you
for
joining
us.
I
know
that
part
of
the
the
commitment
that
we
had
last
week
was
to
read
section
2
of
the
city
charter,
but
before
we
get
there,
I
did
recieve
I
would
have
be
fully
transparent.
That
I
did
receive
some
reviews
from
some
of
the
members
here
in
terms
of
the
preamble,
so
I
want
to
take
a
moment
to
go
back
for
the
public
who's
watching
and
tuning
in.
A
We
will
be
displaying
the
actual
written
suggestions
that
our
member
have
posted.
Does
anyone
have
any
questions
before
we
head
on
to
discuss
some
of
the
suggestions
that
we
received
any
questions
online?
Any
questions
here,
great,
so
we'll
get
started
so
we
received
let's
go
ahead
and
get
started
with
the
one
of
the
suggestions
from
Charlene
who
is
currently
not
here.
She
suggested
a
change.
Do
you
have
that
on
file
now?
Can
you
put
it
up?
A
A
She
is
suggesting
changes.
Let's
see
here,
she
suggested
should
suggesting
changes
in
the
beginning
of
the
the
Charter,
and
it
seems
that
what
she
wants
change
is
in
the
first
sentence.
She
wants
to
move
out
some
of
the
terminology
here
and
add
in
a
manner
consistent
with
the
city's
history
of
fostering
a
diverse
community.
C
C
A
A
A
D
A
We
assert
our
willingness
to
assume
our
responsibility
for
the
code
for
the
conduct
of
matters
pertaining
to
the
city
and,
due
by
this
document,
honestly
affirm
our
right
as
inhabitants
of
Chelsea
to
live
and
grow
in
freedom,
dignity,
tranquility
and
prosperity
under
God
with
religious
freedom
would
secure
these
qualities
to
ourselves,
really
realizing
them
in
the
community
of
chowsie
and
its
government,
which
provides
for
system
of
law,
education,
Public,
Safety
and
public
health,
so
that
was
submitted
by
Charlene.
The
next
suggestion
is
by
Mary
Burke.
A
A
A
A
H
G
H
B
H
D
D
So
this
is
factual,
and
so
we
do
have
a
vote
by
the
state.
So
I
think
it
was
1987
in
2007
I
forget,
but
we
are
saying
shortly.
It
is
not
a
political.
It's
a
fact
at
this
point.
You
know
the
you
know
we
are
collecting
late
if
I
could
also
add
two
others.
Madam
chair
I,
like
Alex's
in
the
second
paragraph,
the
we
in
the
our
I
I,
think
that
really
helps
with
the
second
paragraph
and
if
there
is
one
grammatical
error
of
my.
I
A
A
Conversational
as
possible,
so
everyone
can
have
their
opinion
shared.
This
is
one
of
the
legal
document
of
the
city,
but
I
do
believe
that
the
sanctuary,
Venus
actuary
City,
is
something
that
does
the
final
and
it
wasn't
pass
lightly.
It
was
passed
because
of
the
character
of
our
city's
past,
because
we
have
we
were
made
out
of
out
of
a
community
that
really
relies
on
the
fact
and
on
the
the
safety
net
that
we
are
a
sanctuary
city,
so
I
personally,
like
Mary
Burke's.
A
C
We
seem
so
much
like
you
know
this
table
where
we
have
the
people
of
Chelsea
consent.
My
dog,
it
just
means
everyone
in
the
city
of
Chelsea.
We
stand
behind
at
the
paintwork
Chelsea
I
understand
what
they're
saying
here
when
it
says
we,
the
people
are
child
too,
but
I
like
that.
Keep
it
possible
as
the
people
of
Chelsea,
because
what
it's
the
people
in
Chelsea
defined
it
not
the
way
they
said
all
these
people
are
talking
here
is
really
right.
We
know
Chelsea
and
the
rest
of
us.
C
B
A
K
I
really
like
Mary's,
because
I
think
that
it's
like
a
mission
statement.
So
that's
what
it's
like.
It's
like
a
mission
statement
and
I
think
documents
are
living,
breathing
entities,
I,
don't
think
they're.
They
need
to
change
with
the
times
and
we're
talking
about
a
sex
toy
city.
That's
over
20
years
old,
and
especially
it's
you
know
we're
going
through
a
big
change.
I
love
the
fact
that
it
encompasses
everything
that
the
city
represents.
A
E
I
guess
to
be
back
off
that
a
little
bit.
So
if
the
city
council
decides
in
two
years
to
remove
sanctuary
status,
this
preamble
says
we
are
one,
but
the
councilors
voted
that
we
aren't
one.
Then
we
have
a
discrepancy
and
I
think
that
goes
back
to
Todd's
point
on
this
being
a
policy
that
and
removed
at
any
time.
I.
Don't
think
that
it
that
supports
the
view
that,
having
that
in
here
isn't
worth
it,
it
create
conflict.
D
Policy
gives
us
many
times
our
identity
and
our
collective
identity.
This
has
been
a
policy
for
over
twenty
eight
twenty
three
years.
It
is
our
collective
identity.
At
this
time
you
said,
can
change
but
then
again
into
changes.
Then
we
come
back
if
we
edited
about
ten
years
ago,
when
the
next,
the
Charter,
so
the
Charter
is
a
livable
breathable
document,
as
Mimi
said
at
any
point
in
time,
you're
describing
who
you
are,
isn't
collective
identity.
G
D
Make
any
recommendation
and
I
you
know:
I
have
to
look
at
it
right
now,
but
I
just
you
know.
This
is
we're
not
making
it
political
we're
stating
in
the
preamble
who
we
are
and
for
22
years
we
were
both
admirers
council,
I,
believe
our
City
Council
and
our
leaders
help
us
and
guide
us
to
our
collective
identity,
so
political,
but
this
time
the
22,
because
we
were
a
sanctuary
Sydney,
we
reaffirmed
it
in
the
23rd
year.
I
don't
see
the
harm
in
naming
what
we
are
and
what
our
identity
is.
K
This
chart
guides
the
council,
then
the
council
would
be
less
lumpy
to
vote,
not
being
a
sanctuary
City
if
it's
in
the
preamble.
If
this
is
what
the
council
rules
by
and
the
city
rules
by
then
I
would
give
the
council
less
pushback
or
less
like
installation
of
becoming
not
a
sanctuary
City,
it's
not
a
political
statement
to
me.
It's
just
saying
this
is
who
we
are,
and
if
the
council
way
shape
or
form,
then
we
could
say:
look
at
the
preamble.
You
could
vote
against.
You
can
say
we're
not
going
to
become
a
sanctuary.
L
L
I
think
that
it
is
part
of
our
identity
and
I
agree
with
what
means
just
stated
that
going
forward
for
any
City
Council
if
they
see
that
they
know
that
this
is
something
that
is
Chelsea
and
I.
Do
think
that
it
identifies
us
and
I
completely.
Disagree
that
you
know
I
know
we
can
say
this
describe
it
as
us
being
intrusive,
but
us
saying
we
are
inclusive
is
not
the
same
thing
as
saying
that
we
are
a
sanctuary
city.
So
it's
very
different.
C
We
established
that
we
will
just
go
over
this
and
this
would
not
be
the
chance
that
we
really
have
to
where
we
have
to
go
up
yes
or
no,
but
we
just
move
on
and
once
it's
done,
we
can
come
back
at
the
end
before
we
run
into
the
council
recommendations.
But
it's
great
that
we
add
this
year
and
at
the
end
of
the
day,
we
just
need
to
know
what
we're
going
to
Bonar.
But
we
have
the
recommendation
to
Gramma's
right
and
I.
Think
we
just
move
on.
A
This
happens
only
once
every
10
years,
so
it's
important
to
have
these
conversations
because
as
unique
as
you
must
understand,
there's
different
groups
different
views
and
they
are
all
equally
as
important
and
they
should
all
be
mentioned
as
we
move
on
so
I
get
it
we're
we're
on
a
schedule,
and
we
are
gonna
cover
everything.
But
the
discussion
is
important
in
terms
of
transparency
and
in
terms
for
everyone.
That's
watching.
C
A
E
Yeah,
sorry,
on
the,
if
we're,
if
we
do
move
with
marries
the
concept
of
saying
for
almost
200
years,
I
think
it's
better.
If
you
just
say,
since
1624
we've
been
doing
the
following
versus
keeping
non-defined
times
of
space,
so
just
since
1624
we
have
don't
have
to
change
it
and
say
for
over
200
years.
D
Being
a
student
of
the
history
of
Chelsea
from
for
the
first
three
for
the
first
100
years,
or
so,
we
actually
were
not
a
heavy
immigrant.
We
were
actually
the
resort
area
of
Boston
and
so
from
1624
through
the
girl
up
until
about
1800,
or
so
we
actually
were
a
very
high
class.
Do
we
have
a
lot
of
rich
people
living
here?
We
were
not
welcoming
immigrants.
Let
me
just
put
it
to
you
that
way.
D
So
that's
why
I
decided
to
do
a
whole
to
do
it
as
up
for
over
200
years,
because
it
was
after
1800
with
me
and
just
evolution
that
Chelsea
started
to
change
that
more
factories
and
came
in,
and
that
was
the
immigrant
workforce
that
came
in
and
actually
built
us
from
there
on.
No
that's
you
have
to
understand.
My
father
is
going
to
be
99
years
old
next
month
and
he
it
has
been
known
as
in
Chelsea
historian,
and
so
I
grew
up
having
to
learn
the
different
dinner
table.
A
As
we
mentioned,
you
know,
this
is
something
that
we
can
come
back
for
a
final
vote
once
we
start
moving
on
with
with
the
rest
of
the
different
sections
of
the
Charter.
That
being
said,
for
the
public,
it's
important
to
have
the
discussion
so
now
we're
moving
to
the
real
homework
assignment,
which
was
to
read
section
two
and
I
know
that
we
received
some
feedback
on
this,
so
I
will
go
ahead
and
get
started
with
section
section
2.1.
We
have
some
changes
that
I
have
requested.
F
City
council,
composed
of
nine
numbers,
which
shall
exercise
the
legislative
powers
of
the
city
for
members
to
be
known
as
councils
and
wide
shall
be
nominated
and
elected
by
in
front
of
the
voters,
and
why
five
members
to
be
known
as
what
councils
shall
be
nominated
and
elected
by
in
front
of
voters
of
each
district.
One
such
district
council
to
be
elected
from
each
of
the
five
Ward's
in
which
the
city
is
divided.
In
accordance
with
section.
G
1A
to
the
following.
There
shall
be
a
City
Council
composed
of
seven
members
which
exercise
the
legislative
powers
of
the
city.
Three
members
to
be
known,
counselors
at
large,
shall
be
nominated
and
elected
from
the
voters
at
large
for
members
to
be
known
as
ward
councillors
shall
be
nominated
and
elected
by
and
from
the
voters
from
each
ward,
one
such
ward
councillor
to
be
elected
from
each
of
the
four
Ward's
into
which
the
city
is
divided
eligibility.
Any
citizen
who
is
registered
to
vote
shall
be
eligible
to
hold
office
of
a
counsellor
at
large.
G
G
G
A
A
B
B
D
B
A
A
B
A
D
F
My
reason
is
is
that
the
city
shall
be
always
operated
with
nine
councillors
and
four
wives
and
five.
What
constants?
The
reason
I
suggested
this
I
think
the
war
should
be
Lajja
and
the
same
number
of
people
in
each
ward
and
I
think
it
gives
more
people
the
opportunity
to
come
out
participating
local
government
yeah.
That's
the
reason
why
I
go
back.
G
So
its
penile-
this
is
very
similar
to
Leo's.
The
political
division
of
the
city
is
divided
up
into
four
wards.
That
is
a
fact
several
years
ago.
They
wanted
to
change
it
into
districts,
which
is
kind
of
an
artificial.
You
know,
carving
up
of
of
the
city
for
all
other
offices.
Everything
it's
done
by
wards
as
it
is
in
you
know
the
vast
majority
of
all
cities
and
towns
and
stated
that
Commonwealth
Massachusetts.
G
G
I
think
that
we
need
to
get
people
more
involved
in
in
these
discussions
and
to
have
a
higher
level
of
discussion
in
the
city
about
about
the
rules
or
how
we
want
to
set
things
up
stuff
about
parking
or
house
these
types
of
things
that
people
really
care
about.
So
to
me,
this
seems
like
a
better
by
cutting
down
on
the
number
of
counselors
and
abiding
by
the
wards.
A
A
E
My
question
I
know
that
this
is
a
part-time
job
for
most
counselor,
so
I'm
looking
for
feedback
from
people
in
regards
to
do
you
think
if
you
reduce
the
number
to
either
one
of
the
options
that
the
work
you
anticipate
a
larger
workload
for
the
counselors
that
now
have
bigger,
Ward's
or
districts
or
or
is
that
not?
Is
that
not
a
concern,
since
you
have
plenty
of
bandwidth
to
support
more
residents
under
your
umbrella.
A
Dependent
on
the
city,
councilor
right,
I
know
that
at
large
councillors,
I
have
Leo
here
who's
a
member
of
he's
an
at-large
councillor.
Reality
is,
they
represent
the
whole
city,
so
they
can
get
bombarded
with
with
that,
you
know
request
from
anywhere.
In
my
case,
I
am
a
district
councillor,
but
I
get
calls
from
every
stable
district,
sometimes
even
districts
that
I,
don't
that
I,
don't
necessarily
quote-unquote
represent,
but
I
still
help.
So
it's
entirely
independent
to
the
character
of
each
city.
A
Councillor
just
because
you're,
a
city
councillor
doesn't
necessarily
mean
you're
too
involved
in
your
community.
You
know
so
some
people
might
work
a
little
more
than
others,
and
you
know
my
perspective
on
this
is
the
city
of
just
and
the
reasoning
behind
lowering
the
number
of
counselors,
however,
and
then
Leo
mentioned,
this
was
the
way
it
was
set
in
the
past,
but
the
population
used
to
grow
and
even
when
we're,
when
we're
look
situations
like
the
census,
you
know
it
takes.
A
They
count
the
number
of
populations
and
how
many
people
are
in
her
specific
city
figure
out
who's
gonna
represent
you
in
Congress
and
who's
gonna
represent
you
in
the
White,
House
right
and
so
I
think
that
that
the
number
the
growing
population
in
Chelsea
deserves
to
have
great
over
presentation.
Again,
that's
that's
my
point
here.
Mary
I
seen
you
so
I'll
give
you
the
board.
D
Our
number
one
years
ago
there
was
a
Department
of
Justice
lawsuit
and
we
had
to
read
district
was
part
of
the
result
of
that
redistricting
having
to
have
the
elected
and
therefore,
if
we
change
it,
when
we
now
be
putting
ourselves
back
into
a
possible
lawsuit
and
then
there's
a
second
question,
but
either
you
are
Cheryl.
Could
you
clarify
that.
M
Yes,
so
if
you
recall
the
Charter
change,
just
the
City
Council
into
the
eleven
councillors
and
this
school
committee
was
born
citywide
at
one
point,
everybody
was
citywide
not
by
the
district.
The
department
justice
determined
that
voting
for
school
committee
citywide
was
not
representative.
The
community.
The
Latino
community,
could
not
get
on
the
school
committee
because
it
was
citywide.
B
M
With
everybody
voting
just
citywide,
the
districts
were
created
for
city
councillors,
I
mean
the
argument
is,
is
how
many
politicians
you
need?
It's
not
really
about
whether
or
not
the
city
in
a
planning
form
of
government,
the
City
Council
and
the
school
committee
is
where
the
constituents
which
other
voters
and
the
residents
get
to
speak
to
you.
But
the
day-to-day
operations
are
still
the
city
management,
former
government.
It
depends
on
how
many
politicians
you
want
on
both.
A
F
Reason
that
we
got
to
the
number
eleven
was
we
Jerry
meant
the
voting
because
of
what
situation
came
about
that
City
Council's,
who
were
presently
sitting
at
that
time,
but
had
a
run
against
each
other.
So
when
the
state
was
redistricting,
we
had
a
divvy,
do
the
city
and
make
equal
number
of
people
in
each
one.
F
M
C
C
The
150
hurts
me:
you
have
additional
work
down
on
bail,
speed
to
spend
even
harder,
Chelsea,
so
I
think
census.
Numbers
per
Ward
also
have
something
to
do
with
that,
and
obviously
that
don't
that
doesn't
come
next
year.
So
what
we
do
here,
what
we
black
some
numbers
that
we
get
also
with
the
census,
because
they
have
to
make
sure
that
the
calculation
of
number
of
in
each
ward.
So
what
we
see
now
may
not
be
what
we
get.
M
To
change
the
Charter,
we're
gonna
have
the
districts
in
the
wards
that
we
currently
have
unless
the
census,
so
that
would
be
next
year.
We
would
still
have
the
current
situation
that
we
are
in,
so
the
people
who
are
in
Chelsea
actually
have
the
final
say
as
to
the
number
of
City
Council's
and
elected
officials.
Not
this
committee.
B
N
A
Okay,
perfect
Thank,
You
council
president,
so
any
more
questions,
suggestions
on
the
specific
section
so
we
can
move
on
is
that
the
share
all
raise
your
hand,
no
okay
great.
So
the
other
suggestion
that
I've
received
was
a
dramatic
one
to
change
councilor
and
actually
spelled
it
correctly.
So,
as
you
can
see,
I
can
do
that
was
do
right.
So.
E
M
C
K
L
A
Take
it,
but
now
we
have
a
note
of
it
and
you
can
submit
that
in
writing.
So
we
have
it
and
be
a
part
of
it
in
the
next
discussion
you
get.
The
idea
is
that,
as
everyone
suggests,
a
change
to
the
Charter,
we
compile
all
the
documents
we
present
the
final
package
to
the
council.
We
have
something
ready.
A
Okay
will
do
yeah,
but
I
love
that
you
brought
it
up
because
it's
relevant
to
the
section-
and
that
was
a
matter
discussed
here
and
I
did
not
receive
any
other
edits
on
any
other
suggestions
to
change
the
term
for
for
the
years
of
City
Council,
but
I
did
receive
some
suggestions
from
Rio
Robinson
for
section.
That's.
A
Difficult
in
terms
of
of
these
documents,
but
everyone
did
receive
a
copy
electronically,
so
well
either
you're
either
you
have
it
on
a
cell
phone
device,
but
this
might
be
easier
even
for
the
public
was
watching
on
Facebook
live
and
on
contacts
and
CCTV
as
well.
So
what
we're
talking
about
is
specifically
their
section
2-2
counselor,
video
Robinson
suggestion
that
we
add
the
word
counsel
right
before
Clerk,
to
clarify
that
we
have
a
counsel
clinic.
A
Any
groundbreaking
feelings
here,
it
gets
for
seems,
were
all
pretty
good
with
a
technicality
good,
okay,
great
and
we
have
any.
We
do
not
have
any
more
I
have
no
more
suggestions
in
terms
of
edits
for
section
two.
Besides
the
comment
that
was
submitted
by
councillor
of
A&E
that
Pennsylvania
I
know,
you
submitted
a
comment.
If
you
want
to
get
on
your
talk
about
it,
get
on
your
soapbox.
A
We
will
wait
until
section
seven,
so
in
terms
of
the
section
two
that
I've
received,
those
were
the
only
comments
that
I
received
so
far.
If
you
have
anything
else,
pressing
that
you
want
to
send
in
terms
of
suggestions,
send
them
to
me
and
Miss
Garcia
at
toasty
and
I
did
make
sure
to
have
these.
So
we
can
discuss
any
other
pressing
comments,
suggestions.
Anyone
great
well
I
think
you
offer
your
participation,
I
love.
The
conversations
specifically
around
the
preamble
and
I
wish
everyone
good
night
meeting
adjourned.
