It
is
beneficial
for
all
Americans
to
continue
to
learn
about
the
heritage
and
the
experiences
of
all
Americans
and
whereas
is
learning
that
we
became
enlightened
and
come
to
understand
each
other
more
clearly
and
whereas
the
Lewis
H
Lattimer
society
and
the
Chelsea
black
community
will
be
holding
events
throughout
the
month
of
February.
Now,
therefore,
be
it
resolved
at
the
Chelsea
City
Council
here
by
recognizes
February
as
Black
History,
Month
and
wizard
says
that
the
Lewis
H
lateral
society
and
a
Chelsea
black
community
for
their
contributions
to
the
city
of
Chelsea
and
beyond.

I've
seen
the
suspension
I'll
be
very
brief.
On
Chelsea,
black
community
would
be
holding
a
bunch
of
events
during
the
month
and
they'll
forward.
Their
calendar
here
and
Lattimore
society
will
be
doing
a
few
months.
A
few
events
during
the
month,
one
particularly
I'll,
be
working
at
the
complex
with
the
science
kids
in
the
fourth
grade,
helping
them
prep
for
EM
cast.
A
D
D
E
Justin,
okay,
thank
you,
everyone!
This
is
sort
of
general.
In
a
sense,
it
is
not
bearing
on
the
Commission
that
I'm
on
I'm
at
260
clark,
evan,
the
margolis
apartments
of
the
Chelsea
Housing
Authority
I've,
also
noticed
that
is
there
a
windmill
in
Chelsea
that
somehow
was
abandoned.
It
seems
to
be
like
a
window
way
off
in
the
distance.
E
Unfortunately,
I
don't
know
where
that's
located
and
if
it's
just
sitting
there
and
no
one's
using
it,
isn't
that
a
little
bit
of
our
I
don't
know
it's
tough,
because
I
remember
when
I
lived
other
places
that
wouldn't
any
talk
of
windmills
was
very,
very
difficult
and
very
political,
so
I
don't
know
about
that.
I
have
heard
from
the
neighborhood
and
Facebook
they'd
like
more
competition
in
terms
of
services
and
goods.
That
seems
like
the
same
companies
are
here,
and
it
takes
10
to
15
to
20
years
for
competition.
E
I've
also
heard
from
the
neighborhood
going
Clarke
eV
and
Broadway
the
900th
block,
and
such
of
is
there
enough
housing
for
veterans
and
disabled
and
elderly
and
I
know.
Not
only
does
that
have
to
be
worked
out
in
terms
of
the
taxes
and
developers
and
all
that,
but
also
utilities
and
the
fact
that
Chelsea
is
a
very
small
city
right,
we're
not
even
six
miles
long
by
six
miles
wide
where
we're
not
even
that
far
so
I
don't
know.
E
What
the
possibilities
are
on
that
and
finally
heard
a
lot
of
complaints
about
the
Chelsea
Street
Bridge,
apparently
that
there's
a
lot
of
difficulty
and
a
lot
of
people
that
are,
it
seems
like
it's
not
as
flexible
and
working
as
well
as
it
should
be.
I
guess:
I
saw
on
Twitter
that
there
was
in
the
upright
and
locked
position
for
like
an
hour
and
a
half
or
two
hours,
and
then
it
finally
came
down
something
like
that.
So
that's
the
other.
E
You
know
things
that
I
wonder
about,
because
if
I
see
them
on
Facebook
or
Twitter
and
I
know
it
could
be
right,
it
could
be
wrong,
but
this
is
what
I'm
hearing,
not
only
from
there
but
from
the
neighborhood
as
well,
and
then,
of
course,
I
have
other
questions
when
I
get
to
meet
again
with
the
disability
Commission
as
well.
But
thank
you
very
much.

Next
communication
from
the
city
manager's
street
light
inventory
I
am
writing
in
response
to
the
recent
City
Council
order,
requesting
that
the
city
inventory
all
exist,
all
exist
and
streetlights
and
take
steps
to
fix
all
those
that
are
non-working.
The
Public
Works
Commissioner
has
agreed
to
assign
an
employee
to
complete
the
separatory
task.
The
inventory
will
take
approximately
1
months.
Once
we
identify
all
non-working
street
lights,
the
city
will
assign
repairs
to
our
contractor.
B
Please
keep
in
mind
that
I
will
contract
vendor
can
only
repair
non-working
streetlights
if
the
problem
is
with
the
street
light
itself.
However,
on
many
occasions
the
problems
with
the
wiring
from
eversource,
when
that
is
the
case,
the
city
must
rely
upon
eversource
to
fix
the
problem
on
its
own
and
often
slow
repair
schedule
in
most
instances
where
street
lights
have
been
hour
long
for
long
periods
of
time.
The
problem
is
one
that
can
only
be
remedied
by
every
source
and
the
city
is
awaiting
that
ever
source
repaired
chair.
F
The
file
communication,
if
there's
no
objection
I,
would
love
to
speak
on
it.
Please,
yes,
it
was
I
was
really
this
respond
by
the
city
manager
when
it
said
that
it's
gonna
take
a
month
count
how
many
lights
are
no
working
of
the
city.
I
think
I
could
do
that
in
the
south.
It
won't
take
that
long.
Thank
you.
D
B
F
The
report
that
we
have
here
is
simply
that
it's
already
been
done.
Bellingham
Square
wasn't
part
Chelsea
square
km,
Park
Haile
Park.
We
mentioned
our
street
our
streets
like
Marlborough,
Street,
Essex,
Street,
Maverick
streets.
We
need
more
patrol
in
Chelsea
and
a
Chester
Street,
that's
what
a
woman's
got
assaulted
and
they
almost
drove
her
her
cell
phone
and
she
was
a
screaming.
That's
what
we
need.
We
need
patrol
actually
riding
around
the
city,
not
just
welcomed
squares
they've
been
doing
that
for
a
while.

the

What.
B
Next
communication,
a
community
center
and
homeless
shelter,
debt
councils,
I,
am
writing
in
response
to
the
recent
city,
council
orders
request
and
a
look
into
the
creation
of
a
community
center
and
a
homeless
shelter
I
will
discuss
each
in
turn.
With
respect
to
the
community
center
I
know
this
has
been
an
inspiration
of
the
City
Council
for
quite
some
time
to
constrain
truly
is
funding.
If
the
city
was
to
create
a
community
center,
it
will
need
to
make
two
significant
financial
commitments.
B
The
first
will
be
the
commitment
of
funds
for
acquisition
of
a
site
either
through
purchase
of
a
building
or
a
long
term
lease
and
built
out
of
some
of
existing
space
in
the
city.
However,
even
after
physical
space
is
required,
the
city
only
it
is
similar,
significant
and
long
term
financial
commitment
to
staff
and
equipment.
The
alternative
to
creating
a
brand
new
community
center
is
the
continued
expanding
program
within
our
existing
recreational
cultural
affairs
department.
Utilizing
school
space
that
we
currently
have
available.
B
I
do
believe
that,
with
new
space
provided
by
the
clock,
Avenue
middle
school,
this
may
be
a
more
cost-effective
means
for
accomplishing
the
council's
goals.
As
for
a
homeless
shelter,
this
is
this
too,
would
require
a
major
financial
commitment.
The
city
would
have
to
acquire
the
site
by
Lisa
purchase
and
then
engage
in
what
would
likely
be
an
extremely
costly
build-out
given
to
the
strict
regulatory
requirements
applicable
to
shelters
further
in
the
case
of
a
homeless
shelter,
the
city
would
also
face
the
challenge
of
finding
an
appropriate
location
for
this
use,
given
the
typical
objection.
B
Buyer
buddies.
Frankly,
this
is
not
an
effort.
I
would
recommend
pursuing
at
this
time.
Please
do
not
interrupt.
Please
do
not
interpret
my
lack
of
enthusiasm
for
shelter
is
lack
of
empathy
for
the
plight
of
the
city's
homeless.
We
commonly
spend
considerable
resources
caring
for
this
population
through
our
direct
services
contracts.
Will
cap
back
and
not
suffer
through
the
efforts
of
our
weekly
hub
roundtable
and
to
support
for
the
daily
resource
center
that
operates
from
in
Galatia
la
luz
de
cristal.
B
G
G
C
C
A
A
A
A
A
We
have
an
order
that
the
City
Council
appropriate
funds
in
the
amount
of
$400,000
in
free
cash
to
the
FY
2003
to
sidewalk
capitalist
treatment.
Street
lights
account
we
have
an
order
for
the
appropriations
of
funds
in
the
amount
of
one
hundred
and
fifteen
thousand
dollars
in
free
cash
to
the
FY,
2010
streets
and
sidewalks
street
signs.
A
A
A
A
C
A
B
H
B
H
B
A
B
A
A
A
I
A
Will
be
brought
up
for
clarification
to
those
in
the
audience
this
order,
which
was
a
request
to
look
into
the
purchase
of
tablets,
cases
keyboards
and
styluses
for
the
councillors
essentially
iPads
for
those
better
known,
as
was
introduced
by
counsel
as
Abbot.
The
reading
was
objected
by
counsel
Lopez
it'll
get
read
at
the
next
city
council
meeting,
okay,.
A
J
But
if
we
can
try
to
talk
to
them
about
the
extreme
backups
that
are
affecting
our
community,
it
would
sure
move
things
along
if
we
could
either
lengthen
the
amount
of
green
lights
or
change
the
configuration
of
the
lanes.
So
the
right-hand
Lane
is
a
right-hand
Lane
turn
only
so
it'll
keep
the
traffic
flowing
on
to
route
16
and
the
left
lane
could
be
a
left-hand
turn
and
straight.
That
would
solve
most
of
the
problems
if
that
was
okay,
so
I.
A
That
mode
that
motion
is
adopted
under
suspension.
It
has
been
brought
to
my
attention
that
in
the
packet
of
financial
transfers
orders
that
we
overlooked
a
one
of
the
orders,
and
that
is
order
that
the
city-
it's
on
a
second
reading,
ordered
that
the
city
hereby
adopts
the
provisions
of
mgl
chapter
60,
subsection
3f
for
the
purpose
of
creating
a
veteran's
assistance
fund
and
operating
such
fun
in
full
accordance
with
the
statute.
Do
I
have
a
motion.
B
I
Brown
Thank
You
mr.
president,
initially
at
the
last
meeting,
I
asked
for
this
go
to
second
reading,
so
want
to
thank
the
council
for
bringing
it
back
up
on
this
quickly.
I
was
hoping
that
we
were
able
to
try
to
get
it
into
a
subcommittee,
but
we
did
not
I
guess
they
took
it
up
at
the
finance
meeting
which
I
missed
but
I
looked
into
it.
I
know
it's
something
that
we're
trying
to
do
the
voluntary
voluntary
service
of
those
who
want
to
contribute
to
this
fund
to
make
some
funds
available.
I
C
Actually
I
did
spend
some
time
with
the
veteran
service
officer
and
I
think
I'd
like
to
amend
and
move
it
back
to
conference,
because
I've
had
some
other
conversations.
This
is
a
voluntary
program
for
veterans
and
I'd
like
to
explore
it
a
little
bit
more
to
look
at
another
alternative.
So
if
we
can
I
would
like
to
amend
it's.
B
A
B
B
J
Again,
some
of
the
traffic
problems
in
in
Prattville.
This
is
another
one
where
in
the
morning,
people
constantly
turn
left
onto
Garfield
from
Adams,
where
there's
no
left
turn
and
it's
a
complete
backup
and
is
dangerous.
So
I'd,
like
the
city
manager,
to
speak
to
the
chief
of
police
to
try
to
get
some
enforcement
in
this
area.
Thank
you.
J
I'd
like
to
amend
this
order,
if
I
could
to
strike
the
$500
fine
and
replace
it
with
the
hundred
and
fifty
dollar.
Fine,
which
I
gather
is
the
correct
amount
for
blocking
an
intersection,
and
it
also
moved
to
amend
that
it
would
stay
for
the
DPW
to
paint
the
intersection
so
that
they
can
clearly
see
where
the
intersection
starts.
So
cars
don't
pass
into
that
field.
