of

have
great
administrators

but

budget

not
happy
with
the
budget.

and

representatives
and

I
know
you

inevitable
task
of
passing
a
proposed
budget
and
a
balanced
budget
I'm
here,
obviously
to
speak
about
the
school
department's
budget.
That's
been
presented
for
you.

We
all
know
the
problems
with
the
bigger
state
budget
and
we
know
how
it
affects
many
urban
settings,
such
as
Chelsea
for
years
we've
been
saying
we
can't
continue
making
these
cuts
on
the
teachers
backs
on
the
administrators
backs
on
central
office
and
so
forth.
But,
more
importantly,
we
can't
keep
making
these
cuts
on
the
backs
of
our
children.
Many
of
you
are
familiar
with
the
State
House
activity
that
we
had
going
on
a
couple
of
weeks
ago.

The
fund,
our
future
program
over
5,000
people
were
out
in
front
of
the
Statehouse
asking
for
more
funds,
but
we
can't
wait.
I
have
a
budget
presented
to
you
is
less
than
what
we
need.
Any
other
changes,
although
may
seem
slight
to
you,
would
be
devastating
to
our
kids,
exempting
them
from
allowing
teachers
to
give
them
the
programs
they
need
to
have
the
teachers
with
the
resources
they
need
and
once
again,
when
we
talk
about
funding
our
children,
it's
every
citizen
student
who
lives
in
the
city
I.

Despite
a
continued
lack
of
resources
from
the
state,
the
budget
works
hard
to
prioritize
what
Chelsea
students
need
we're
able
to
expand
the
extremely
popular
Caminos
program
at
the
elementary
level,
it
adds
back
a
special
education
liaison
at
the
right
middle
school
and
it
maintains
the
outreach
workers
that
have
done
so
much
for
our
middle
school
students.
It
also
maintains
the
French
Department
in
the
high
school.
Well,
it
does
include
cuts.

Those
cuts
are
concentrated
where
student
population
is
declining
and
changing,
while
having
minimal
impact
on
the
programs
that
will
attract
and
keep
Chelsea
residents
and
Chelsea
Public
Schools
announcing
the
budget
as
it
is.
We
go
a
long
way
in
helping
our
teachers,
custodians
security
guards,
social
workers,
paraprofessionals
clerks
cafeteria
workers
and
administrators
to
meet
the
mission
of
our
Chelsea
public
schools
to
welcome
and
educate
all
students,
as
Don
alluded
to,
we've
been
working
really
hard
at
the
state.

brought
two
buses
so
that
fund
our
future
rally
and
I
know
of
a
teacher
who
has

meeting
scheduled
with
representative
Browns
burger
in
just
a
few
days,
so
we're
doing
everything
we
can
to
get
more
money
from

state.

the
best
that
we
can
do
with
what
we've
been
given
and
it's
been
very
carefully
considered
so

underfunded

from

suffered

fourth
consecutive
year

severe
budget
cuts
and
those

cumulative

do
impact
us
and
we
do
struggle
at
the
same
time.

feel

year

been
able
to
do
it
in
the
most
fiscally
prudent
manner
and
trying
to
minimize
where
the
impact,

negative
impact
against
our
students
has
taken
place.

ask
that
you
fully
fund
the
budget
as
the
school
department
budget,
as
it
has
been
presented
to
you
and
I
asked
for
that
full
adoption
to
do
anything
less

impact
our
students
in

negative

support

seeing

city
manager
regarding
soundproofing
program,
dear
councillors,
I'm
writing
a
response
to
the
two
recent
council
orders
requesting
that
I
established
a
soundproofing
program
for
Chelsea
residents
and
funded
with
50%
of
the
annual
mitigation
payments
from
Massport.
I
am
not
opposed
to
creating
some
local
grant
program
operated
through
our
planning
department
to
provide
funding
for
soundproofing
to
residents,
adversely
impacted
by
airport
related
noise.
A
Deciding
who
should
qualify
for
such
grants
and
how
to
prioritize
areas
of
the
city
might
be
a
bit
challenging,
but
I
feel
that
what
sometime
we
can
work
out
those
details
together
in
collaboration
with
the
City
Council.
However,
the
council's
proposed
funding
mechanism
is
a
bit
problematic,
the
annual
mitigation
payment
for
Massport,
currently
at
$600,000
annually,
although
Massport
has
not
yet
agreed
to
this
payment
for
fiscal
year,
20
cannot
be
directly
utilized
for
this
purpose.
The
mass
port
payment
is
considered
by
the
Massachusetts
Department
of
Revenue
as
a
pilot.
A
Payment
payment
in
lieu
of
taxes
accordingly
is
considered
a
general
revenue
source
to
deposit
it
to
the
city's
general
fund.
It
cannot
be
directly
appropriated
to
any
purpose
instead,
along
with
the
other
pilot
payments
of
the
city
and
as
a
general
revenue
source
that
supports
and
funds
our
annual
budget.
If
the
council
desires
to
depend
upon
this
Massport
payments,
our
help
fund
a
soundproofing
program
at
the
level
of
$300,000
annually,
it
must
appropriate
the
$300,000
separately.

can
do
that,
either
in
an
annual
budget
line
item
or
as
an
isolated
appropriation
from
a
source
such
as
stabilization
or
free
cash.
My
recommendation
would
be
that
the
city
commit
to
appropriating
$300,000

this

than

it

the
budget.

city

to

we

have

this
budget
shows
that
this
budget
is
well-managed
because
of
the
City
Council
working
with

city
manager.

continues
to
allow
us
to
provide
quality
service
to
our
residents
quality
service
to
the
folks
who
work
here.
If
you
come
into
City
Hall,
you
see
all
the
work,
that's
been
done,
the
renovation.
Yes,
you
still
need
to
be
done.

That's
why
we
have
this
budget
and
we're
going
to
try
to
get
that
done.
But,
more
importantly,
the
manager
of
this
budget
changes
us.
It
allows
us
to
show
that
we're
doing
what's
right.
What
folks
allowed
us
to
do
put
us
in
office
to
make
sure
that
we
not
only
watch
the
dollars,
but
we
also
manage
the
dollars
in
the
right
way.
We
talked
about
the
downtown.
We
talked.
We
didn't
talk
about
Kerry
Square.
We
didn't
talk
about
the
new
parks.
We
didn't
talk
about
eating
Park.

This
budget
covers
and
supports
all
those
initiatives
that
we
are
City
Council
at
large
and
district
councillors
go
into
that
office
in
the
corner
and
talk
to
the
city
manager
about
privately.
Not
only
does
it
support
that
and
support
our
agency
support
our
law
department.
It
support
our
Economic
Development
Department
to
go
I'll,
give
them
work
the
resource
that
they
need
not
only
to
send
someone
there
when
you
know
our
lead
council
general
council
cannot
be
there,
but
we
have
other
council
members,
that's
qualified
and
it's
doing
a
simple,
an
excellent
job.

So
yeah
we
spend
the
money
it's
600
or
695
thousand
dollars,
I.
Think
I
heard
the
managers
say
only
from
freak-ass
to
support
this
budget.
That's
only
the
amount
of
money
that
we're
taking
out
other
than
that
we
had
the
money
to
support
this
budget.
It's
181,
plus
million
dollars,
I
think
it's
about
four
percent
or
three
three
point:
five
percent
higher
than
last
year,
but
that's
inflation.
That's
inflation's
on
everything
that
we
do
here.
That's
the
quality
of
help.
We
keep
the
quality
of
service
that
we
give.

Appropriate
money
for
both
the
general
fund
budget,
which
is
the
hundred
and
eighty
one
million
dollars
that
we've
been
talking
about
separate,
and
apart
from
that,
you
do
an
appropriation
for
water
and
sewer
Enterprise
Fund.
That's
a
separate
budget.
That's
about
an
additional
20
for
million
dollars.
When
you
add
up
both
of
those
numbers,
the
total
amount
you're
going
to
appropriate
comes
to
around
205
million.

then
we
keep
him
on
the
payroll
for
six
months,
where
I
see
that
there
is
money
being
misused
in
programs
that
are
not
being
effective.
Yet
ISD
continues
to
stay
understaffed
and
not
being
able
to
keep
up
with
enforcement.

think
that
I

trust
that
the
city
manager
has
done
a
great
job.
I
have
supported
him.
I
have
called
him
out
when
I
don't
think
that
he
is
I,
don't
I,

don't
feel
comfortable
with
this
I
will.

only
reason
why
I
will
vote
on
this
is
because
I
know
that
we
need
a
votes
and
I
don't
want
the
education
aspect
of
it

anybody
else

suffer.

cannot
sustain
this,

that
is
a
reality

know
what
council
will
be
here
next
year,
but
I
really
hope
that
whoever
is
here
continues
to
hold
the
city
manager
accountable
and
really
push
on
these
things.

the

that
I've
been
on
the
council

think
this
is
the
woman.
The
first
time,
I've
ever
see,
had
serious
pause
on
a
budget
and
it's
not
because
again
it's
just
the
presentation
or
whatever
but
more
of
what
I
have
seen
in
the
last
year
and
this
last
budget
process
and
I
and
I
really
think
that
and
it's
a
self-criticism
that
we
don't
do
enough
during
the
budget
season
and
how
we
examine
each
department
here.

We
had,
we
have
a
serious
change
in
one
of
our
departments
and
I'm
and
that's
Public
Works
and
I
tried,
and
some
of
you
were
not
here
that
night,
but
I
tried
to
direct
a
line
of
questioning
and
I
was
cut
short
I
didn't
get
the
answers.
That
I
was
looking
for,
that
I
thought
we
should
have
been
asked.
We
are
looking
at
a
department
that
has
had
three
four
changers
as
department
lead.
We
got
an
email
about
a
new
structure
and
then
we
had
an
email.

should
have
looked
apples,
you
know
compared
other
communities
and
say
how
would
they
set
up?
How
do
we
look?
Does
that
make
sense?
There
are
other
communities
that
do
have
the
water
and
store
inside
and
I'm,
particularly
looking
at
the
administration
costs.
It
is
ballooned.
You
know
we
made
a
lot
of
comments
in
the
last
year
or
two
about
emergency
management
and
how
we
had
to
pay
a
retiree
for
and
carry
him
for
a
while,
because
we
didn't
have
a
back-up
plan
and
I
understood
at
the
time.

I
have
great
pause
with
that,
and
yet
we
couldn't
expand
and
couldn't
explore
it
at
the
same
time.
I
know
that
would
all
the
development,
god
that
was
here
and
then
grown,
a
last
million
dot.
We
raised
over
a
million
dollars
in
new
growth
and
the
city
manager
got
up
in
front
of
the
school
committee
and
said
all
of
that
is
being
eaten
by
the
school
department.
So
all
the
new
buildings
that
we
have
an
all
new
growth,
it
got
eaten
up
by
school
department,
and
yet
we
have
to
go
and
try
to
raise.

It
bothers
me
that
a
commercial
property
that
was
paid
for
by
it
but
bought
for
for
7
million
dollars
is
assessed
at
2
million
dollars.
There
are
and
I'm
telling
you
across
the
board.
I
looked
at
the
list.
There
are
many
many
many
buildings,
and
these
are
large
landlords
who
are
not
paying
their
due
in
this
community.
We
know
that
the
focus
of
the
assessor's
office
is
on
because
the
data
is
there
on
the
small
on
a
single-family
home,
a
two
family
home
into
three,
because
the
data
is
so
prevalent.

can
easily
get
that
but
they're
doing
a
terrible
job
when
it
comes
to
capturing
true
value
and
I'm,
telling
you
that
as
a
real
estate
professional,
they

seen
the
assessor's
office
is
doing.

value,
and
what
that
means
to
the
homeowner
at
home
is
your
rate,

than

needs
to
