Okay,
good
good
evening,
my
name
is
joan
crumwell.
I
live
at
38,
addison
street
chelsea
mass
and
I'm
also
president
of
chelsea
black
community
lifelong
resident
of
chelsea.
D
I
just
want
to
start
with
right
now.
I
wish
this
meeting
could
be
held
in
an
auditorium.
It
would
be
jam-packed
with
no
standing
room
at
all
covered
would
spread
like
wildfire.
D
We
have
planned
again
and
again
to
hold
town
hall,
style
meetings,
focus
groups,
forums
and
all
of
it,
but
in
respect
to
the
spike
of
covet
cases
in
our
community,
we
have
had
to
postpone
this
community
building.
Discussions
know
that
we
need
them
and
we
will
host
them
when
we
are
more
in
control
of
this
pandemic.
D
D
D
On
the
call
to
action
also
included
on
that
deck
in
that
declaration
above
the
full
spread
of
signatures,
it
was
a
beautiful
declaration.
It
was
heartening
we
were
strong.
We
were
together
as
one
this
call
to
action
included
to
gather,
listen
and
respond
to
the
needs
of
those
who
feel
they
are
voiceless
in
our
city
and
create
a
plan
of
action.

Your
greatest
legislative
duties
are
to
help
the
city
feel
critical
needs
rectify
graphs,
wherever
I
identify
to
be
efficient
responsibilities
that
are
not
conditional
but
required
as
an
oversight
and
so
on,
executive
overage.
Any
quid
pro
quo
attached
relegates
this
city
to
the
old
days
of
mayoral
positions
and
border
of
elder
men.
G
H
G
Of
the
affirmative
place
helps
the
city
to
effect
an
effective
front
wall,
to
make
decisions
that
are
sound
and
harmless
of
everyone
in
all
city
establishments.
The
oversight
serves
as
a
protective
insurance.
It
is
an
insurance
for
bad
deeds.
Frankly,
yes,
vote
does
not
need
any
convincing
for
any
fair-minded
city
council
who
knows
his
audience.
G
It
should
be
a
giving
it's
an
equinome.
A
yes
vote
ensures
that
we
have
a
city
government
that
functions
and
work
for
everyone,
and
not
just
for
the
very
few
and
well
connected
a
yes
vote
is
for
an
unmany
boss.
Man,
if
you
know
what
a
nominee
boss,
man
means
that's
what
you
are
voting
for,
to
have
an
oversight,
somebody
that
can
once
now
I
tell
you
your
operation.
G
I
I
Hello,
members
of
the
city,
council
and
members
of
the
chelsea
community,
my
name
is
jennifer
clotter.
I
live
at
11
orange
street
and
I
am
here
today
because
I
am
advocating
for
a
community
garden
to
be
started.
On
the
municipal
lot
at
41
to
43
orange
street.
I
have
provided
a
copy
of
an
online
petition
to
the
city
council
office.
I
I
I
Third,
there
are
many
people
living
in
apartments
in
chelsea,
without
access
to
growing
space
due
to
no
backyard.
One
example
is
the
building
at
14
bloomingdale,
which
is
a
block
away
from
the
lot.
When
I
walk
my
dogs
around
the
neighborhood,
I
see
many
yards
with
vegetables
growing.
It
would
be
nice
if
more
people
had
access
to
growing
space.
I
Lastly,
it
would
clean
up
the
lot
and
add
more
green
space
to
our
community
enhancing
the
ecosystem.
When
I
first
moved
to
chelsea,
I
do
not
remember
hearing
birds
chirping
in
the
morning,
then
the
eco
youth
organization
advocated
for
planting
2000
trees
around
the
city.
Now
I
hear
birds
changing
more
places
with
asphalt
into
growing
space
will
add
to
the
beauty
of
our
community.
I
So
far,
I
have
talked
to
many
people
in
organizations
about
this
idea.
These
include
mike
sandoval
of
the
department
of
public
works,
catherine
gaspar
of
the
chelsea
community
garden,
dominique
of
healthy
chelsea,
maricela
and
caroline
ellenberg
of
green
space,
and
there
are
others
as
well.
These
people
like
the
idea
of
another
garden
in
chelsea
and
are
offering
help
also.
I
know
there
are
grants
available
to
support
community
projects
like
this
two
examples
of
grants
that
I'm
aware
of
are
kaboom
and
grants
from
the
community
preservation
act.
I
I
J
Yes,
all
right
perfect,
so
my

is

to
the
members
of
the
city
council
of
chelsea
on
november
8,
2016,
55.2
percent
of
registered
voters
in
chelsea
approved
question
4
to
legalize
the
sale
of
adult
use
marijuana
while
regulating
it
in
a
manner
similar
to
alcoholic
beverages.
J
Chelsea
is
one
of
29
municipal
municipalities
designated
by
the
ccc
as
an
area
having
disproportionate
impact
by
the
world
drugs.
Over
the
past
four
years
there
have
been
a
handful
of
host
community
agreements
awarded
in
the
city.
However,
no
chelsea
resident
currently
has
ownership
in
a
dispensary
schedule
to
open
and
as
black
indigenous
persons
of
color
entrepreneurs
that
are
also
chelsea
residents.
We
face
a
high
barrier
of
entry
into
the
cannabis
industry
due
to
the
cumulative
cumulative
effects
of
systemic
racism
and
the
federal
slash
state
regulations.
J
The
current
zoning
ordinance
limits
adult
use
sales
to
only
the
industrial
business
highway
and
shopping
center
zones,
which
further
heightens
the
barriers
already
present.
We
have
spoken
to
many
residents
and
some
business
owners
who
believe
a
less
restrictive
zoning
for
the
sale
of
adult
use.
Marijuana
specific
to
district
br
will
have
a
positive
impact
on
the
local
economy.
J
K
K
They
broke
up,
but
the
girl
continued
to
pursue
my
son.
One
day,
while
I
was
picking
up
my
younger
children
from
school.
The
girl
had
came
to
my
home
and
she
had
asked
my
son
to
talk
to
her.
He
refused
to
talk
to
her
and
he
asked
her
to
leave
her
home
reluctantly.
She
did
so
the
next
day
because
of
the
continued
harassment.
I
tried
to
file
harassment
charges
with
which
the
school
suggested
that
I
go
to
the
courthouse,
which
I
did
we
had
to
wait.
K
K
K
She
did
not
call
911
when
the
incident
occurred.
She
did
not
inform
anyone
until
the
following
day
when
she
went
and
she
reported
it
to
officer
sweeney
at
the
chelsea
high
school,
who
was
the
sro.
My
son
went
all
the
way
through
a
trial
to
prove
his
innocence.
The
case
was
dismissed
due
to
no
evidence
no
witnesses.
K
My
belief
is
that
my
sons
should
have
never
faced
felony
charges
without
any
witnesses
or
corroborating
statements
or
evidence.
He
was
arrested
solely
on
the
ex-girlfriend's
statement
by
the
to
the
sro
officer
sweeney
the
next
day
when,
after
the
alleged
incident
supposedly
had
occurred
now
because
of
this
negligent
misrepresentation
of
law
enforcement,
my
child
has
felony
charges
on
his
record,
which
we
cannot
remove
unless
we
go
through
a
due
process
other
than
these
charges,
my
son
would
have
a
clean
record.
K
This
is
very
disturbing
to
my
family,
as
he
is
my
second
son
to
graduate
chelsea
high
school.
My
oldest
is
in
his
third
year
of
college.
We
try
to
do
the
right
thing
for
our
community
and
when
an
sro
can
just
go
and
if
his
job
is
to
mediate
a
situation.
Why?
Wouldn't
he
talk
to
my
son?
Why
would
he
just
go
and
just
say
you're
guilty
of
this
felony
charges,
choking
assault
and
battery
there's?
There
was
no
reason
for
that,
especially
with
no
witnesses,
or
it
was
the
whole
next
day.
K
I
hope
that
the
committee
takes
time
to
recognize
the
racial
injustices
in
our
community
and
we
can't
be
a
community
as
diverse
as
this
and
just
continue
to
brush
things
off
like
it
just
doesn't
happen
here,
because
that's
just
not
the
attitude
we
should
have,
because
it
does
happen
here
and
I
can
say
other
things,
but
I
know
my
time
is
allotted
so
I
will
share
my
time,
but
I've
seen
several
instances
of
pure
racism
and
injustices
in
our
community
and
something
should
be
done.
Thank.
L
L
Hello,
my
name
is
brian
garcia.
I
just
want
to
share
experience
ipad
living
in
chelsea,
so
in
our
community
and
the
latino
community
in
general,
it
is
seen
as
very
taboo
to
claim
an
identity
that
is
not
only
hispanic
or
latino.
We
have
become
so
blind
due
to
generational
trauma
that
we
now
think
of
hispanic
or
latino
as
our
race.
When
reality
it
is
an
ethnicity
growing
up
as
a
mixed-race
puerto
rican.
L
My
parents
always
told
me
that
for
generations
our
ancestors
had
always
been
mixed
with
white
native
american
and
black,
which
I
thought
was
a
cool
fact
about
my
family
history,
especially
considering
how
diverse
my
family
is.
When
you
look
at
it,
however,
once
I
began
to
share
this
fact
in
casual
conversations
with
others,
they
did
not
take
kindly
to
it.
I
was
I
was
quickly
labeled,
as
strictly
only
latino
and
my
identity
of
being
mixed
race
was
quickly
denied.
L
L
We
refuse
to
face
our
past
of
racial
mixing
and
we
have
refused
to
acknowledge
that
the
label
latino
is
not
a
race
races
of
the
human
kind
are
divisions
placed
on
humans
who
are
having
distinct,
visual
characteristics.
Ethnicity
is
belonging
to
a
culture
of
an
area
fighting
for
equality
and
equity.
We
must
realize
that
lots
of
the
latinos
we
have
are
white,
their
race
is
white
and
that
doesn't
take
away
from
them
being
latino.
L
Yet
we
hold
up
this
harmful
generalization
that
they
do
and
this
results
in
extreme
division
and
racism.
In
our
community,
our
mixed
race
latinos
suffer
at
the
time,
suffer
all
the
time.
Due
to
this
as
we're
seen
as
different
or
not
a
real
latino.
This
is
a
problem
present
our
community
and
we
must
start
realizing
that
ethnicity,
wise.
We
are
mostly
latino.
L
Sorry,
I
love
my
place.
This
is
a
problem
present
our
community
and
we
must
are
revealing
that
ethnicity
why
we
are
mostly
latino
in
chelsea.
However,
we
must
abolish
the
thinking
that
the
stereotype
of
latinos
looking
light
brown
and
having
certain
physical
traits
is
true,
as
we
can
as
we
come
in
all
shapes
sizes
and
colors,
we
must
start
looking
through
a
lens
evaluating
how
we
must
protect
our
latinos
up
every
race
which
will
lead
to
racial
justice
for
everyone,
whether
latino
or
not,
in
chelsea.
L
L
M
Hello
good
evening,
everyone,
it's
nice
to
be
here
in
the
chambers
with
you
now,
I'm
old
school.
I
come
from
a
long
long
way
of
racism
in
chelsea.
I'm
going
to
take
you
way
back
to
1977.
M
M
They
call
you
a
monkey
and
there's
no
job
for
you
here
I
was
17
years
old.
I
was
very
discouraged.
I
decided
to
go
back
to
new
york.
My
mom
stayed
here
in
chelsea,
my
brother
went
to
chelsea
high
matter
of
fact.
My
brother
got
the
key
to
the
city.
When
there
was
a
mayor,
a
young
black
man
from
chelsea
high
school
got
the
key
to
the
city.
M
He
must
have
been
something
special,
but
nobody
saw
that
so
he
wound
up
taking
himself
out
to
the
west
coast.
M
Now
he
lives
in
the
middle
of
america,
which
is
nebraska,
but
he
would
have
been
something
very
special
here
in
chelsea
if
he
was
given
half
a
chance
to
be
the
black
man
that
he
was
intelligent,
we
didn't
grow
up
with
racism
in
our
heart.
My
family
is
of
every
skin
tone.
That's
in
this
room
right
now,
but
I
was
so
naive
when
I
came
here,
I
I
saw
within
my
own
family
that
we
had
so
many
different
shades
that
you
feel
at
17.
You
would
be
accepted
by
anybody
right.
M
That's
not
what
I
found
when
I
came
here
to
chelsea.
Is
that
my
only
experience?
No,
I
faced
it
time
after
time.
You
couldn't.
I
couldn't
get
a
job
here
in
chelsea
there
was
very
few
blacks
that
had
jobs
in
chelsea
in
that
time
and
when
I
used
to
see
the
vision
of
city
hall
moving
forward
into
the
80s
and
90s,
that's
how
long
I've
been
in
the
city
for
40
years,
I've
been
taking
racism
up
till
today.
M
M
I
became
a
nurse
assistant
at
18,
chelsea,
jewish.
I
struggled
I
love
people.
I
wanted
to
take
care
of
people,
but
every
day
you
go
to
take
somebody's
grandmother
to
bed
and
she
goes
get
your
hands
off
me.
You
and
you
still
continue
to
do
that
job
because
you
love
the
job.
You
love!
What
you
do
you
want
to
take
care
of
that
person's
grandmother,
whether
they
like
you
or
not.
So
you
push
through,
but
you
hurt
you
push
through
you
hurt
because
you
gotta
feed
your
family.
M
M
M
I
see
the
vision
of
city
hall.
I
never
wanted
to
get
a
job
here,
because
I
thought
it
was
general
generational
jobs,
cousin
uncle
sister.
You
get
them
in
a
black
person.
Go
for
that
job.
They
can't
get
it
because
the
uncle
the
cousin,
the
brother,
the
sister
of
someone
else,
has
took
that
spot.
That's
not
fair!
M
M
M
I
was
asked
to
go
move
someplace
else.
I
did
go,
move
someplace
else,
but
I
love
chelsea
so
much
and
I
wanted
to
come
back
here
to
educate
those
older
ones,
those
same
old
ones.
That
said,
you
can't
get
a
job
here,
you're
a
mona
you're
a
just
like
now.
If
I
pick
a
piece
of
paper
off
the
trash
people,
look
at
off
the
ground,
people
look
at
me
like
I'm
the
lowly
beggar
or
the
slave.
M
And
I
wish
people
would
follow
that
lead
now.
Further
closing
I
came
back
here
to
educate,
so
when
I
was
able
to
have
a
platform
to
educate,
I
would
educate
the
older
latino
women,
because
for
generations
they
taught
their
kids
systematic
racism,
they
taught
their
kids
to
marry
lighter,
don't
bring
that
black
girl
home.
M
She
could
be
your
friend
but
don't
bring
her
home.
So
I've
encountered
all
these
things
right
and
I
have
many
more
stories.
I've
been
spit
on
by
a
white
man
in
this
city.
I've
been
spit
on
for
no
reason
just
for
being
me
just
with
being
there
but
another.
What
what
gives
me
hope
is
that
another
white
man
came
and
put
the
other
one
in
his
place
and
that's
what
started
giving
me
hope
that
there
are
some
good
people
here.
M
M
N
I
fear
my
neighbors
are
going
to
wield
their
white
privilege
to
put
pressure
on
the
board
to
force
our
landlord
to
evict
us
in
this
time
of
coven
19
having
to
uproot
my
family
would
be
devastating
my
partner
and
I
are
both
essential
workers.
I
work
at
boston,
children's
hospital
and
my
partner
at
an
assisted
living
facility.
N
We
are
on
the
front
lines
law
abiding
citizens
that
are
being
treated
like.
We
do
not
belong,
because
I
feel
my
son
scares
the
white
people
in
the
building
and
they
do
not
want
a
black
man
living
there.
For
the
most
part,
people
from
chelsea
or
revere
ever
are
able
to
get
along
with
all
different
types
of
people.
N
However,
the
recent
influx
of
people
due
to
gentrification
has
exposed
the
prejudice
and
fear
a
lot
of
white
people
have
of
their
fellow
citizens.
It
breaks
my
soul
that
I
have
to
fear
for
my
son's
safety,
not
because
of
what
he
may
do,
but
because
some
person
who
does
not
know
him
is
intimidated
by
his
race.
N
The
history
of
white
people
using
the
police
against
black
citizens
has
been
in
the
news
numerous
times
over
of
the
last
few
years,
and
this
is
not
something
I
want
my
son
to
have
to
experience
yet
he's
experiencing
it
and
he's
experiencing
it.
In
chelsea
mass
someone
made
a
point
about
hiring
a
diversity
and
inclusion
officer
that
I
think,
really
sums
everything
up
very
well.
A
director
of
diversity
and
inclusion
is
not
an
addendum
role
or
in
if
or
when
we
have
money.
N
It
is
at
the
foundation
of
how
a
good
organization
becomes
great
or
how
a
city
recovers
from
a
pandemic.
It
is
far
beyond
checking
off
boxes
of
representation
or
monitoring
unconscious
bias
and
how
that
impacts,
careers,
diversity
and
inclusion
is
about
making
sure
the
workforce
is
inclusive,
and
that
means
that
everyone
has
a
seat
at
the
table.
N
That
being
said,
you
can
read
in
these
stories.
You
can
talk
to
people
and
gather
from
their
experiences
whether
it's
in
school,
at
work
in
public
dealing
with
teachers,
law
enforcement
or
colleagues.
Racism
exists
at
all
levels
and
in
all
environments
in
chelsea
mass,
which
these
stories
are
showing
a
dni
officer,
is
not
going
to
rid
the
city
of
racism,
but
it
is
a
good
place
to
start.
N
It
is
necessary
to
create
this
position
to
provide
training,
oversight
and
strategies
to
create
a
more
diverse
workforce
in
our
schools,
fire
departments
in
the
city
hall,
et
cetera,
which
will
in
turn
create
a
more
inclusive
environment
where
everyone
gets
a
seat
at
the
table.
Everyone's
voice
is
heard,
and
that
is
representative
of
everyone
who
resides
in
the
city.
If
you
don't
vote
in
favor
of
this
position,
you're
upholding
the
structures
in
place
that
are
keeping
certain
people
disadvantaged
and
perpetuating
inequalities.
O
Good
afternoon,
everyone
good
evening,
everyone
I'm
going
to
read
another
story
that
we
that
someone
submitted
my
younger
brother
submitted.
Actually
he
wouldn't
come
up
and
read
it
so
I'll
read
it
for
you
guys.
O
Sorry,
my
name
is
kyle
yumemba,
I'm
from
addison
street
thanks
for
having
us
this
evening
and
putting
this
matter
forward.
Thank
you
for
everyone
for
attending
and
dedicating
time
to
this
I
have
been
racially
profiled.
Since
I
can
remember
the
first
time
I
was
profiled,
I
was
11
standing
on
the
sidewalk
when
I
noticed
a
sign
that
had
ink
and
markings
on
it.
O
I
randomly
chose
to
pick
some
of
the
mess
off
with
my
hands,
a
random
cop
drove
by
and
felt
the
need
to.
Pat
me
down
on
that
same
street
a
year
or
two
later
I
was
chased
from
my
biracial
in
lighter
skin
tone
relatives
front
porch
by
their
white
neighbors
with
a
makeshift
weapon
because
he
assumed
I
was
trying
to
break
in
when
the
cops
came
and
my
mother
confronted
him.
The
only
repercussion
he
suffered
was
embarrassment.
O
O
O
There's
this
famous
speech
right
and
and
the
guy
who
said
it.
They
they
got
a
day
after
him.
His
name
is
martin
luther
king
and
in
his
speech
he
says,
but
100
years
later,
the
negro
still
is
not
free.
O
O
O
O
Let
me
repeat
that,
but
we
refuse
to
believe
that
the
bank
of
justice
is
bankrupt.
We
refuse
to
believe
that
there
are
insufficient
funds
in
the
great
vaults
of
opportunity
of
this
nation,
and
so
we've
come
to
cash.
This
check
a
check
that
will
give
us
upon
demand
the
riches
of
freedom
and
the
security
of
justice.
O
O
O
O
H
H
They
look
at
you
and
they
say
how
could
this
person
live
here?
They're,
not
the
only
one
educated
they're,
not
the
only
one,
with
money.
All
of
us
are
just
alike.
As
far
as
I'm
concerned,
when
we
first
started
talking
about
this
committee,
I
got
back
to
the
chelsea
cbc
members,
and
I
said
you
know
this
is
not
just
for
black
people.
H
H
G
C
So
we
both
went
to
go,
get
it
and
she
grabbed
it
first
and
I
said,
can
I
please
have
it
because
the
teacher
called
my
name
first
and
the
girl
said
no
and
she
kind
of
shoved
me
and
then
the
teacher
saw
and
said
girls.
Please
stop,
and
I
said,
okay,
I'm
sorry
to
the
teacher
and
I
said
to
the
girl.
Can
I
please
have
the
basket
and
she
shoved
it
into
my
stomach
and
said
here.
You
can
have
it
with
your
black
self.
P
P
Q
What
you
have
in
front
of
you
tonight
is
something
so
important
that
you
will
remember
this
for
the
rest
of
your
life.
I
was
on
the
city
council
for
eight
years.
I
was
a
city,
the
city
council,
president
for
one
of
those
years,
and
it
was
a
while
ago
I
left
after
I
had
my
son
and
if
you
ask
me
now
what
I
did
on
the
city
council,
I
did
a
lot.
Q
I
think
I
did
a
lot,
but
I
might
remember
four
or
five
things
that
really
stand
out
in
my
mind
as
something
that
I
did
that
I
could
be
so
proud
of
to
take
with
me
to
carry
on
to
future
generations
to
say
I
was
part
of
that,
and
this
is
what
you
have
in
front
of
you
tonight.
You
have
the
opportunity
to
make
a
lasting
difference
in
this
city.
This
is
not
a
controversial
vote.
This
is
something
that
is
powerful.
That
is
long
overdue.
Q
This
isn't
a
sanctuary
city
resolution,
but
is
saying
that
we
value
the
people
who
live
in
our
community,
the
children
we're
raising
in
our
community
the
people
who
work
for
our
city.
We
are
saying
we
accept
everybody,
we
welcome
everybody
and
we
want
to
do
what
is
right
by
the
city
by
our
residents
by
our
community
members.
Q
I'm
I'm
not
a
very
you
know
religious
person,
but
I
do
believe
that
you
all
should
think
tonight.
He
who
has
no
sin
should
throw
the
first
stone
every
single
one
of
us,
whether
we
believe
that
we're
not
racist
or
we
really
aren't
racist.
Whatever
we
have
all
made
mistakes,
there's
a
whole
lot
to
learn
a
whole
lot
every
single
day.
We
are
learning
and
we
should
continue
to
learn
to
do
better
to
be
better
to
be
a
better
city
as
a
city
councilor.
I
know
that
you
have
to
scrutinize
over
numbers
and
budgets.
Q
Two
hundred
fifty
thousand
dollars
is
at
one
percent
of
the
city's
annual
budget.
It's
not
even
one
percent.
Have
we
invested
in
youth
jobs?
Yes,
and
are
you
proud
of
that?
Yes
have
you?
Have
we
invested
in
emergency
food
for
folks
on
chelsea?
Yes,
are
we
proud
of
that?
Yes,
have
we
invested
in
parks
and
open
space?
Yes,
are
you
proud
of
that?
Yes
you're
there
cutting
ribbons
make
this
be
the
next
thing
that
you
are
truly
proud
of
and
vote
unanimously
tonight.
Q
You
do
not
want
to
be
on
the
other
side
of
this,
where
you
think
back,
and
you
say
damn
I
wish
I
made
the
right
choice.
Look
at
the
cities
that
surround
us
and
the
and
and
the
decisions
that
they've
made.
You
have
an
opportunity
to
be
a
model
city.
We
have
been
a
sanctuary
city,
we
have
been
an
all-america
city.
We
have
been
a
robert
wood
johnson
culture
of
health
award-winning
city.
Q
Q
R
Using
this
mask
to
try
to
help
my
allergies
a
little
bit,
because
I
have
a
lot
of
hay
fever
and
stuff.
Can
you
guys
hear
me?
Okay,
alexander
floyd
vargas,
I'm
at
260
clark,
ave,
I'm
also
a
commissioner
on
disability,
and
thank
you
for
that.
Sorry
guys.
I
don't
mean
to
turn
my
back
to
the
audience
here.
I'm
sorry,
I'm
mixed
race,
I'm
so
mixed
race.
R
Even
I
didn't
know
for
many
years
how
mixed
race
I
was,
and
I've
also
been
here
and
in
somerville
and
in
boston
and
a
lot
of
other
places
and
I'm
also
disabled,
because
I
have
cerebral
palsy
from
birth.
I
wasn't
even
four
pounds
when
I
was
born,
I'm
not
trying
to
give
you
my
life
story,
but
I'm
just
trying
to
tell
you
that
I
have
racism
and
prejudice
thrown
at
me
too.
You're
short
you're,
not
a
bodybuilder
you're,
not
tall
you're,
you're
brown
skin.
R
I
can
only
do
what
I
can
do
as
long
as
like
my
west,
indian
stepfather,
says,
and,
and
he
married
a
italian
cuban
jewish
spanish,
you
know
so
we
go
way
back.
Okay,
I
mean
cuba
wasn't
even
the
original
country.
It
was
spain,
but
in
any
case
you
know,
I
said
to
them.
I
said:
well,
I'm
gonna,
do
you
know
I'm
gonna
be
a
friend
to
you,
I'm
gonna,
do
what
my
conscience
says.
R
R
R
That's
it
so
I
don't
care
about
the
politics,
because,
even
if
they
were
slave
owners
or
whatever
the
bill
of
rights
and
the
declaration
of
independence
were
good
documents
and
it's
documents
that
are
wide
enough
to
support
all
kinds
of
people
and
I've
even
bought.
You
know
all
kinds,
no
matter
what
it
is,
what
you
look
like
what
age?
You
are
what
gender
you
are
doesn't
matter
and
in
the
law
it
shouldn't
matter
either.
R
R
S
S
S
If
there
was
some
kind
of
systemic
issue
there,
with
fingerprinting
young
black
men
at
a
young
age
to
have
it
on
file,
that's
the
only
thing
I
can
think
of
why
something
like
that
would
happen
where
he
did
not
see
us
in
possession
of
anything
we
weren't
doing
anything
wrong.
It
also
speaks
to
my
the
story.
My
nephew
kyle
mentioned
earlier
with
my
other
nephew
as
well
kingsley,
and
I
believe
that
there
is
something
there.
S
S
S
The
only
thing
they
spoke
of
that
blacks
were
slaves,
nothing
positive.
You
make
young
black
children
and
of
color
feel
so
small
as
if
they
can't
achieve
anything.
American
history
is
not
factual
at
all
in
our
education
system.
It
is
a
disgrace,
it
really
is.
It
doesn't
tell
the
real
story:
how
do
you
go
through
american
history
and
not
know
of
the
1921
tulsa
oklahoma
bombing
and
what
took
place
there?
How
is
that
possible?
T
T
T
T
T
There
was
four
of
them.
There
was
a
female
and
two
male
dressed
in
their
uniform
and
one
was
in
civilian
clothes.
Undercover.
He
came
in
my
house.
My
apartment
pulled
out
his
gun
and
started
doing
this
started.
Doing
that
I
said.
First
of
all,
you
don't
need
to
do
that.
What
did
you
see
his
record?
I
was
there
for
every
case
he
had
he's.
Not
here
went
through
my
bedroom
drawers
open
in
the
drawers.
I
said
I'd.
T
Let
you
in
here
I
could
have
said,
go,
get
a
warrant,
I'm
not
hiding
anything
and
he's
two
times
taller
than
me.
How
can
he
fit
in
a
bedroom
drawer?
And
I
said
if
you
looked
at
your
records,
you
would
have
seen
that
he's
already
been
arrested,
but
now
you're
violating
my
rights,
who
has
never
committed
a.
T
Crime
then,
one
time
I
come
out
my
sister-in-law's
house
on
229
washington.
Now
I
see
about
five
kids
latino,
a
couple
of
blacks
just
sitting
in
the
gutter
same
detective.
I
don't
even
know
if
he's
still
on
the
force,
because
I
don't
even
go
out
really
that
much
anymore
and
he
had
them
sitting
in
the
gutter
and
I
stood
there
and
I
walked
over
them.
I
said
what
are
you
doing?
T
Why
do
you
have
these
kids
sitting
in
the
gutter
like
this
and
he's
talking
to
them
and
saying
to
them?
Oh,
I
know
you
got
something
on
you.
I
know
you
got
something
on
you
and
he
told
me
he
said
ma'am.
You
need
to
mind
your
business
and
move
on.
I
said
I'm
not
going
nowhere,
I'm
staying
right
here.
This
is
my
right
and
I
stood
there
and
I
watched
him
harass
them.
Kids
found
nothing
on
them
and
they
got
up
and
walked
away.
T
U
Good
evening,
everybody,
you
all
know
me
henry
wilson,
105
beacon
street,
I'm
standing
here
today
to
let
you
guys
all
look
at
this
person
right
here
in
front
of
you
henry
wilson.
U
This
is
what
a
person
who
lives
in
the
city
that
he
loves
the
person
who
committed
himself
for
so
many
years
on
different
boards
in
the
city,
fighting
for
everything
and
everybody
in
the
community,
letting
himself
be
last
as
always
and
continue
continuing
the
fight.
This
is
what
racism
looks
like.
This
is
what
happened
to
me.
U
I
have
been
been
treated
so
poorly
from
running
for
office
from
being
on
different
boards,
from
applying
for
positions
in
the
city
of
chelsea
alone,
a
homeowner
for
over
25
years,
and
I've
been
whatever
for
so
many
years,
but
I
keep
on
fighting,
I
keep
fighting.
I
know
each
and
every
one
of
the
counselors
up
here.
Personally,
I
know
everything
about
you
good
and
bad.
Whatever
the
case
may
be,
I
still
look
at
you
guys
as
friends,
including
divali
who's
on
the
television
right
now.
U
U
For
I'm
not
being
bitter
about
anything,
I
learned
I
was
raised
by
a
single
black
man
from
the
south.
He
raised
six
kids,
all
six
of
us
three
boys
three
girls
to
be
strong
to
be
committed
to
work
with
your
head
up
all
the
time,
regardless
of
where,
whatever
whoever
knocks
you
down
today,
I'm
I'm
here,
because
the
passion
that
each
and
every
one
of
us
have
up
here
as
well
as
you
see
the
council
leaders
of
our
community
have
we
need
to
work
together.
U
U
U
U
To
be
honest,
everybody
if
you
really
want
to
see
what
diversity
looks
like
and
how
diversity
works
together
before
we
had
our
executive
director
here
we
had
bob
mccoopio
and
jo
and
michelle
cromwell
is
there
now
that
was
a
diversity
group
of
people
working
together
and
still
going
on
right
now,
with
with
michelle
cromwell's
leadership,
that
is
it
go
to
catholic,
go
to
catholic
and
see
what
diversity
looks
like
go
to
captain
see
what
people
don't
don't
look
at
you
for
whatever
reason
they
work
together,
they
give
back
to
the
community.
U
U
U
V
V
V
I'm
here
in
chelsea,
I
live
in
chelsea
because
of
its
diversity,
and
we
are
at
a
tipping
point
with
the
pandemic
and
gentrification
and
all
of
the
pressures.
Many
of
you
have
been
working
so
hard
to
try
to
counter
this.
Many
of
us
together
have
been
working
so
hard,
but
I
need
help
to
make
my
way.
I
need
help
in
my
white
skin
to
get
stand
up
when
I
make
mistakes
and
to
learn
and
notice
and
see
that
I
am.
V
I
think
this
position
is
critically
important
for
everyone
who
lives
in
chelsea,
and
I've
heard
that
tonight
and
I
just
want
to
reiterate
how
much
I
need
this
position,
as
I
try
to
take
leadership
in
the
community
support
my
community
that
I
care
deeply
about,
and
I
am
proud
to
be
from
chelsea-
I'm
proud
to
live
here,
proud
of
how
we're
trying
to
make
it
through
this
pandemic,
how
we're
trying
to
stay
who
we
are.
But
this
is
a
position
that
supports
everyone,
and
I
urge
you
to
vote
for
it.
Thank
you.
W
W
W
So
I
sit
here
and
I
listen,
you
know
and
I
listen
and
I
mean
the
pain
that
people
feel.
I
mean
it's
raw,
I
mean.
How
can
anyone
not
feel
that?
How
can
you
not
acknowledge
that
systemic
racism
in
this
country
in
this
community
yeah
yeah?
I
have
white
friends,
lifelong
friends,
that,
with
everything
that's
going
on,
I'm
seeing
them
in
a
different
light,
I'm
like
wow,
they
have
subconscious
and
conscious
biases.
W
W
W
W
This
is
only
a
small
portion
of
chelsea
residents.
This
goes
way
beyond
this.
Okay,
it's
2020..
It's
not
1960!
Okay!
It's
not
with
your
mother,
your
father,
this
to
that!
It's
today
all
right!
So
if
you
don't
challenge
your
assumptions
and
stay
in
that
paradigm
paralysis,
then
you'll
always
be
exactly
who
you
are,
and
everybody
will
see
that.
Thank
you
very.
X
X
X
I'm
sorry,
I'm
with
lawrence
rochelle
cromwell
and
my
address
is
58
garfield
avenue
in
chelsea,
and
it's
unfortunate
to
me
to
see
that
we
are
still
crying
out
to
people
telling
people
what
we
suffer
every
day.
Really
it's
20
20..
We
are
still
having
to
tell
stories
of
racial,
racial
injustices
against
us.
That's
ridiculous!
We
have
to
show
our
pain
to
get
a
response.
X
X
We
don't
want
people
to
know
our
pain,
and
it's
so
unfortunate
to
me
that
people
have
to
know
your
pain
to
respond
really
come
on,
and
this
is
about
money,
no
okay.
So
if
we
are
telling
you
that
this
is
how
much
pain
that
we
are
in-
and
these
are
the
the
racial
injustices
that
we
suffer
every
day,
if
this
is
about
money,
you
need
to
figure
out
a
way
to
do
it
without
the
money.
X
You
need
to
figure
out
how
to
address
these
issues.
If
this
is
about
money,
if
your
ultimate
decision
is
going
to
be
like,
we
can't
afford
that,
then
these
issues
need
to
be
addressed
without
the
money
these
did.
There
should
be
some
council
formed
without
the
money
without
just
the
support,
and
just
just
to
say
this
isn't
about
money.
X
This
is
what
we
should
be
doing
all
along
making
sure
that
people
have
an
equal
opportunity
and
if,
if,
if
we
can't
depend
on
the
city
council
to
you
know
give
us
the
support
that
we
need,
then
we
don't
have
the
right
represent
representation
there,
because
this
this
should
have
been
done
years
ago
in
chelsea.
X
It's
not
that
it's!
It's
not
that
difficult.
It
should
have
been
done
years
ago.
This.
This
is
something
that
should
have
been
offered
in
chelsea
years
ago.
I
can't
believe
that
we
have
to
once
again
show
our
pain,
bring
it
to
the
light
to
let
people
know
we're
suffering.
We
don't
have
to
do
that.
These
these
these
councils
should
be
already
in
place.
This
is
the
support
that
minorities
should
already
be
getting
in
chelsea.
That's
all
I'm
gonna
say.
Y
Y
I
live
on
a
voucher,
formerly
homeless,
veteran,
I'm
a
community
activist,
so
I
do
a
lot
of
work
in
boston
and
now
I'm
doing
a
lot
of
work
in
chelsea.
Now
I
emailed
our
solicitor
this
morning,
so
you
know
about
some
of
the
racism
that
I've
gone
through
and
still
continue
to
go
through,
I'm
also
a
racial
equity
consultant.
So
I
do
a
lot
of
work
with
non-profits,
particularly
boards,
who
are
all
white
and
we
talk
about
how
to
build
racial
equity,
and
I
concur
with
everybody
here.
Y
Y
So
one
of
the
things
I
just
want
to
bring
to
everyone's
attention
is-
and
people
have
said
it
in
so
many
ways,
but
racism
doesn't
flow
in
one
stream.
It
doesn't
flow
in
one
stream.
What
I
mean
by
that
is
it's
not
just
white
people
against
black
people.
It
can
be
latinos
against
black
people
right,
so
racism
has
different
streams
and
a
lot
of
it
is
really
just
structural
right.
We
talk
about
individual
stories,
but
really
it's
structural
and
that's
what
the
council
is
for
to
address
structural
issues
that
individuals
cannot
do
for
themselves.
Y
So
you
guys
have
a
responsibility
like
everybody
said
here,
we're
all
watching,
but
not
only
the
city
of
chelsea,
everybody
is
watching
in
the
state.
All
of
this
is
happening
across
the
country.
Things
are
changing.
I
certainly
want
chelsea
to
be
a
part
of
that.
That's
why
I'm
offering
any
type
of
volunteer
I'm
trying
to
get
on
boards,
but
now
is
the
time
we
have
to
do
it
now.
We
can't
wait.
It's
just
it's
it's
now
whenever,
if
we
can't
do
it
in
the
middle
of
a
pandemic
right,
it's
just
you
know
so.
Y
Z
Z
You,
city
councils,
are
the
leaders
of
the
community.
Your
leader,
tom
amacino,
has
answered
the
question.
Yes,
there
is
systematic
racism
in
city
government
in
chelsea.
He
is
behind
this
plan
when
you're
a
city
council.
Your
job
is
to
follow
your
leader,
providing
that
that
leader
is
doing
something
that's
going
to
be
beneficial
for
the
community
as
a
whole.
Z
This
committee
of
inclusion
and
diversity
is
long
overdue.
In
the
city
of
chelsea,
you
have
heard
the
story
of
various
people.
We
open
up
websites,
as
kyle
said,
and
people
came
in.
We
want
to
do
town
meetings,
but
with
this
pandemic
it
kept
us
from
doing
this,
and
I'm
going
to
say
now
that
this
should
be
a
unanimous
vote,
because
we're
looking
at
you
and
those
who
are
not
stepping
up
to
me
you're
saying
you're,
not
for
equality
that
you're
letting
your
undercover
bias
control
your
decision,
you're
not
here,
to
make
decisions
for
yourself.
Z
A
We'll
now
have
the
approval
of
the
minutes.
Council
robertson
asked
that
you'll
be
recognized.
We're
asked
to
be
recognized
you
you
are
so
you
are
thereby
recognized.
Okay,.
AA
I
would
like
for
us
to
take
out
order
the
city
manager's
request
for
funds
for
the
office
of
diversity,
inclusion
and
also
the
pulley
order
requesting
the
252
000,
but
for
the
audience
so
everybody's
on
the
same
page
city
council
rule
is
when
it
comes
to
money.
There
has
to
be
two
readings,
so
this
would
automatically
go
to
a
second
reading
which
will
come
up
next
monday
night,
and
it
could
be
possibility
of
a
conference
before
that.
If
one
of
my
colleagues
requested.
AA
A
Out
of
order,
if
there's
no
objection,
we're
moving
out
of
council
robinson
is
asking
that
we
take
out
of
order
the
items
to
appropriate
252
000
from
the
general
stabilization
fund
for
the
office
of
diversity,
for
the
creation
he's
asking
it
to
be
taken
out
of
order
so
that
we
can,
we
won't
be
voted
on
tonight.
It
would
just
be
handled
yes,
it
needs
two
readings
right
correct.
A
A
Record
dear
counselors,
as
one
of
the
several
proposed
responses
to
the
problem
of
systematic
racism,
I
am
writing
to
request.
Funding
for
a
new
office
of
diversity
and
inclusion
within
city
government
is
my
strong
belief
that
only
a
permanent
office
with
sufficient
resources
can
affect
and
sustain
lasting
cultural
cultural
changes
and
create
a
fully
diverse
and
equitable
workplace.
A
This
exempt
position
will
be
paid
at
a
grave
mm-9
on
an
exempt
pay
scale,
a
level
consistent
with
directors
and
other
major
departments
like
hr,
isd
and
housing.
Community
development,
in
addition
to
the
salary
line
item
the
also
the
office,
will
also
have
line
items
for
training
and
contract
services
in
the
first
year.
Part
of
the
contract
services
will
be
a
comprehensive
assessment
of
a
of
the
city
by
an
outside
entity
to
help
frame
the
initial
short-term
work
of
the
director
a
proposed
two-year
budget
is
attached.
A
My
hope
is
in
that
the
initial
commitment
of
to
a
two-year
budget
will
send
the
message
that
the
office
has
strong
institutional
support
which
may
help
us
attract
quality
talent
for
the
director's
position.
I
urge
the
council
to
support
the
creation
of
this
office.
I
believe
it
will
move
the
city
in
the
right
direction
in
terms
of
addressing
implicit
bias
within
our
government
systems.
A
A
Seeing
none
we,
the
communication
from
the
city
manager
on
the
office
of
diversity,
is
accepted.
I
will
now
read
the
order,
ordered
that
the
city
council
authorized
the
appropriation
of
252
thousand
dollars
from
the
general
state
stabilization
fund
number
7020
to
create
an
office
of
diversity
and
inclusion
funded
for
fiscal
years,
2021
and
2022..
A
That
motion
is
going
to
a
second
reading.
We
will
be
voting
on
that
next
monday.
We
are
having
two
successful
meetings
in
recognition
of
yom
kippur.
We
are
having
back
to
back
so
next
monday,
rather
than
every
other
week
we're
meeting
next
week.
So
the
city
council
will
be
voting
on
this
next
monday
night.
AB
A
Well,
I
would
ask
that
we
reserve
all
questions
until
next
monday
or,
if
there's
questions
directed
to
the
city
manager
in
the
interim
right
now.
The
motion
has
been
second,
you
know
already
sent
to
a
second
reading,
so
we'll
have
time
to
discuss
at
the
next
council
meeting
when
it
comes
up
to
vote.
A
Okay,
moving
on
to
approval
of
the
minutes.
A
Presently,
the
plan
calls
for
deploying
the
system
at
the
beginning
of
august,
with
an
initial
setup
of
six
bike
stations
at
various
state
locations
across
the
city
containing
36
total
bikes.
The
exact
locations
for
these
six
stations
will
be
determined
in
consultation
with
the
residents
and
the
council
over
the
course
of
the
next
month.
A
A
A
A
Dear
counselors.
I
am
writing
in
response
to
the
city
council
order,
requesting
an
update
of
the
traffic
study
requested
by
the
city
council
for
the
pearl
street
park
congress
street
intersection.
You
may
recall
at
the
end
of
fiscal
year
2019
the
city
council
approved
300
thousand
dollars
for
a
comprehensive
study
of
this
intersection.
A
A
Unfortunately,
both
the
line,
painting
effort
and
the
study
itself
was
delayed
by
covid
pandemic.
However,
at
this
point,
both
efforts
are
moving
forward.
The
line,
painting
pilot
approved
by
the
city
council
should
be
accomplished
sometime
next
month
or
so,
and
the
tec
study
should
be
fully
completed
by
early
fall.
I
will
provide
the
council
and
tc's
final
report
as
soon
as
it
is
available
wish
to
council.
A
It's
accepted
under
suspension.
What
would
you
like
to
say.
AB
Mr
ambrosino,
when
is
this
going
to
be
completed?
Well,
you're,
going
to
actually
come
and
tell
us
this
is
what
we're
going
to
do
that.
A
Is
that
is
not
a
statement
that
is
now
asking
a
question?
So
if
you
want
to
have
a
question
you
can
do
so
through
the
chair.
That
is
not
a
statement.
It
is
a
question
if
you
want
to
ask
a
question
you
can
through
the
chair.
What
would
you
like
to
know,
or
would
you
like
to
ask
me
to
ask
the
city
manager,
okay,.
A
AB
A
AD
I
don't
have
an
exact
date
as
to
when
the
study
will
be
done.
It
should
be
done.
This
fall.
That's
what
we've
been
told
by
tech
and
the
expectation
is.
It
will
have
a
full
range
of
recommendations
for
that
intersection,
including
probably
some
signalization
but
we'll.
When
we
get
the
final
report,
we
can
do
what
we've
done.
In
other
circumstances,
we
can
have
a
subcommittee
meeting
bring
tech
in
and
we
can
go
through
their
recommendations,
but
that
should
happen
sometime
this
fall.
AD
A
Next,
communication
from
city
manager
regarding
the
request
for
a
conflict
of
interest
law
exemption,
their
counselors,
the
division
of
recreation
and
cultural
affairs
wishes
to
hire
chelsea
school
teacher.
Mrs
mel,
melanie
carubia
to
a
part-time
position
assisting
in
the
teaching
of
some
art
music
classes
for
chelsea
community
schools.
A
All
right
pp,
but
I'm
looking
at,
is
that
okay
excuse
me.
Thank
you,
council
brown.
A
The
next
order
is
in
regards
to
grant
for
ppe
equipment.
Dear
counselors.
I
am
writing
in
response
to
city
council
order,
requesting
that
the
city
establish
a
grant
fund
to
help
small
businesses,
buy
personal
protection
equipment
or
install
safety
partitions
to
manage
outdoor
spaces.
Please
note
that
the
city
does
expect
to
have
funding
available
for
these
purposes.
Shortly.
Just
last
month,
the
city
council
approved
a
small
business
grant
loan
program
to
be
administered
by
our
planning
department
of
more
than
1.1
million
dollars.
A
A
A
A
I've
already
read
the
first
paragraph.
I
think
I'm
just
going
to
read
the
second
one.
I
respectfully
request
that
the
city
council
approve
this
exemption.
Our
work,
performed
by
ms
carubia
for
the
division
of
recreation
of
cultural
affairs
will
be
consid
would
be
outside
of
her
normal
hours.
As
a
teacher,
she
meets
all
the
statutory
requirements
for
the
grant
of
an
exemption.
A
A
A
The
next
communication
from
from
city
manager,
tom
aberzino,
regards
to
a
request
to
appropriate
commonwealth
transportation
infrastructure
funds
hold
on
one.
Second,
these
are
out
of
order.
AF

Their

because
miss

This
is
a
separate
matter.
She
needs
an
exemption
vote
by
the
city
council
for

I
respectfully
request
that
the

approve
this

F
A
Communication
from
the
city
manager
regards
to
requests
for
appropriate
commonwealth

funds.
I
am
writing
to
request
the

appropriate
ninety
six

seven

ninety
six

and
fifty

and

and
will
be
sent
by
the

before
the

of

A
One

is
distributed
proportionally
to

exempt

The
new
rate

are
for
2021..
A
Please
note
that
in
setting
these
rates,
the
city
was
cognizant
of
the
economic
impasse
caused
by
culvert
19
pandemic.
For
this
reason,
these
rates
increases
were
kept
particularly
low.
The
downside
is
that,
with
these
very
small
increases,
we
are
not
covering
our
cost
for
the
various
systems,
for
example
with
respect
to
the
trash
rates.
We
anticipate
that
these
new
rates
will
generate
approximately
2.1
million
dollars
in
fees.
However,
our
actual
trust
cost
for
fy
21
is
2.35
million.
A
A
The
situation
is
different.
In
the
water
and
soar
enterprise
systems
there,
we
are
required
to
set
sufficient
fees
to
cover
our
costs.
When
we
do
not,
we
must
appropriate
accounting
steps
to
remedy
the
def
to
remedy
the
deficit.
This
will
not
be
a
problem
for
the
city
as
it
closes
books
on
fy20
in
fy
20.
We
did
not
generate
the
water
and
soil
revenues
and
we
anticipated
at
the
start
of
the
fiscal
year
for
fy20.
We
anticipated
revenue
of
more
than
22.1
million,
but
we
actually
collected
only
21.3
million
in
revenue.
A
The
deficit
for
these
systems
at
the
close
of
fy20
will
be
moderated
somewhat
by
the
fact
that
we
had
a
surplus
in
our
water
and
sewer
appropriation
accounts
at
end
of
the
year.
Nonetheless,
I
do
anticipate
some
water
and
soil
deficit
for
fy
20
and
that
the
city
will
need
to
address
through
a
drawdown
of
retained
earnings.
A
A
I
do
caution
that,
with
limited
retained,
earnings
left
in
fy21,
the
city
will
not
have
the
ability
to
subsidize
future
water
and
soil
rates,
so
you
should
expect
a
larger
rate
increase
in
fy
22.
I
am
available

any
questions
the
council
may
have
about
these
new
rates.

the
city

in
regards
to
creation
of
I'm
sorry,
this
general
stabilization
fund
for
the
chelsea
city,
clock
city
hall,
clock
tower
project.
Dear
counselors.
I
am
writing
with
a
request
to
that.
The
city
council
approve
a
significant
supplemental
appropriation
of
thousand
seventeen
dollars
to
fund
the
contract
for
reconstruction
of
this
chelsea
city
clock
tower.
A
As
you
may
recall,
the
chelsea
city
council
approved
a
transfer
of
1.1
million
last
winter
from
the
sale
of
land
account
for
the
purpose
of
funding.
The
comprehensive
reconstruction
of
the
city
hall
clock
tower
repetitive
water
weeks
from
this
tower,
have
caused
several
severe
rather
damage
to
the
upper
floor
of
city
hall.
On
several
occasions.
A
At
this
time
of
the
transfer
from
the
sale
of
land
account,
the
city
had
only
an
estimate
of
the
cost
of
repairs
and
we
believe
that
the
1.1
million
dollars
would
be
sufficient
to
cover
the
construction
bid.
Unfortunately,
our
bids
for
the
project
came
in
far
in
excess
of
this
estimate.
The
city
received
bids
from
four
companies
that
specialize
in
the
kind
of
historical
renovation
required
for
the
clock
tower
all
were
in
the
vicinity
of
1.8
to
1.9
million.
A
A
In
order
to
proceed
with
construction,
it
will
be
necessary
to
appropriate
an
additional
eight
hundred
seventeen
thousand
dollars
from
the
general
stabilization
fund.
Beyond
the
original
1.1
million
approved
last
fiscal
year,
the
balance
of
the
150
000
will
be
coming
from
the
community
preservation
act
funds.
The
community
preservation
act
committee
has
already
approved
this
request.
It
is
a
recommendation.
It
should
be
coming
to
the
city
council
shortly
approval
of
both
the
cpa
funding
and
this
general's,
the
general
stabilization
appropriation
will
be
necessary
to
move
forward
with
construction.
A
I
recognize
this
has
become
an
extremely
expensive
project,
far
in
excess.
What
we
originally
anticipated,
however,
the
chelsea
city
hall
clock
tower
is
a
substantially
compromised
and
is
in
desperate
need
of
repairs.
The
lane
delaying
the
work
will
only
lead
to
further
deterioration
and
more
frequent
water
damage.
A
A
A
This
fund
will
allow
for
the
city
to
receive
and
manage
funds
for
the
purpose
of
the
improved
waterways
in
the
city,
including
mill
creek
and
the
chelsea
river.
If
the
chelsea
city
council
approves
the
creation
of
this
fund,
the
first
contribution
will
come
from
a
developer
of
105
broadway
as
a
compensation
for
the
loss
of
public
access
to
the
waterfront.

local

to
this

I'm
writing
to
request
funding
for
the
local
housing
rehabilitation
program
originally
proposed
in
late
winter.
A
Last
winter,
before
impact
of
cobit
19
pandemic
city
council
has
specifically
requested
that
the
city
appropriate
three
hundred
thousand
dollars
to
supplement
the
existing
housing
rehabilitation
program
operated
by
the
housing
community
development
department,
in
accordance
with
the
terms
of
the
council

The
purpose
of
this
additional
three
hundred
thousand

was

the

rehabilitation
funding
would
be
available
to
homeowners
in
all
areas
of
chelsea
who
earn
up
to

medium

A
As
you
know,
the
existing
housing
rehabilitation
program
is
currently
funded
through
our
community
development
block
grant.
During
the
past
two
federal
fiscal
years,
fy18
and
fy19
cdbg.
Funding
for
this
program
has
been
170
000.60,

respectfully,
but
the
cdbg
funding
is
strict
subject
to
strict
hud
regulations
pertaining
to
geographic
locations,
the
hud

80

A
As
a
result,
certain
deserving
homeowners
in
chelsea
have
been
unable
to
qualify
with
this
three
hundred
thousand
dollars
in
supplemental
funding.
The
city
will
have
some
flexibility
to
help
those
homeowners.
For
the
above
reasons,
I

that
we
can
have
maps
available
for
these
places
that
we're
talking
about
in
the
changes
in
the
past
we've
had
maps
with
them?
This
show.
I
know
we
have
the
streets,
but
if
we
could
have
maps,
especially
if
it's
in
different
districts,
so
the
counselors
will
know
what
we're
proposing
what's
being
proposed
and
where.
A
Yes,
there
will
be
maps
provided
to
the
counselors
when
we
have
the
meeting
and
the
subcommittee
thank.
E
A
I
have
a
communication
from
the
city
manager,
the
request
for
conflict
of
interest
law
exemption,
the
division
of
recreation
and
cultural
affairs
wishes
to
hire
another
chelsea
school
department,
employee
ms
catherine,
hernandez,
menjivar,

library,
street
apartment,
one
chelsea,
two,
a
part-time
six
hours
per
week
position
providing
technical
support
for
its
english
language
program,
because
because
ms
minjavar
is
an
existing
municipal
employee
with
a
financial
interest
in
this
separate
matter,
she
needs
an
exemption
vote
by
the
city
council.
From
from
the
statutory
conflict
of
interest
laws,
I
respectfully
request
the
city
council
approved
its
exemption.
A
A
Dear
counselors,
I'm
writing
for
a
review
for
the
proposed
zoning
amendments
of
the
zoning
map
produced
in
conjunction
with
the
draft
mutable
harbor
plan.
These
zoning
changes
create
three
districts
along
the
waterfront,
a
waterfront
district,
a
newport
district
and
a
new
waterfront
upland
district.
Each
of
the
districts
is
described
below
as
now
proposed.
The
old
waterfront
district
has
been
substantially
reduced
and
now
encompasses
only
the
forbes
site
and
those
waterfront
parcels
between
lower
broadway
and
the
meridian
street
bridge.
A
The
remainder
of
the
old
waterfront
district
is
now
in
one
of
two
other
waterfront
zones.
None
of
these
old
uses
in
this
waterfront
districts
have
chains.
The
only
significant
change
is
the
new
way
in
which
lot
sizes
are
defined,
but
this
district,
as
well
as
all
other
districts.
The
new
definition
of
a
lot
excludes
the
area
of
that
lot,
that
is
under
the
high
water
mark.
This
will
significantly
reduce
the
density
of
a
development
allowed
in
once
on
certain
waterfront
parcels
in
the
future.
AA
Mr
chairman,
can
we
waive
the
rest
of
the
reading
and
accept
and
file
a
communication
with
some
coming
up
on
the
new
new
business
will
do.
A
A
A
We've
had
a
conference
previously
on
this
and
it
was
sent.
We
sent
it
right
to
the
planning
board.
We
can
send
to
you
the
rev,
the
original
order,
just
to
rekindle
your
memory.
AC
AF
A
Correct
we'll
have
two
different
public
hearings
next
week,
one
just
for
the
zoning
to
adopt
whether
or
not
we
adopt
the
zoning
change.
A
F
A
A
Okay,
well,
we
have
an
order
introduced
by
consular
royal
geneva
in
regards
to
the
expansion
of
blue
bikes
into
the
city
of
chelsea.
What
is
the
is
there?
A
motion
on
the
floor.
A
Bikes,
okay,
so
just
to
remind
everyone,
the
I'm
going
to
read
the
order
that
the
city
plans
to
join
blue
bikes,
bike
sharing
system
to
offer
a
healthy
transportation
option
for
residents.
And
whereas
the
bike
sharing
equipment
necessary
to
carry
out
the
system
will
be
donated
to
the
city.
For
a
period
of
two
years
from
the
metro
future
incorporated
a
non-profit
subsidiary
of
metropolitan
area
planning
council
consisting
of
six
bike
stations
and
36
bikes,
which
will
be
integrated
into
the
current
blue
bike
systems,
operated
by
lyft
and
surrounding
municipalities.
A
And
whereas
the
city
understands
that
through
this
donation,
it
will
provide
a
stationed
bike
share
system
that
will
be
located
on
city
property
approved
by
the
city.
And
whereas
the
city
will
effectuate
the
proper
operations
and
maintenance
of
the
system
as
to
ensure
the
system
remains
safe
and
accessible
to
all
for
all
residents.
And
whereas
the
city
seeks
to
execute
a
contractual
agreement
with
lyft
for
the
implementation,
operation
and
maintenance
of
a
bike
share
system
in
the
city
of
chelsea.
A
AF
I
just
got
a
question
a
few
questions.
One
is
when
we
read
the
order
earlier
tonight.
It
stated
that
the
total
cost
for
the
first
two
years
is
one
hundred
thousand,
which
will
be
fully
covered
for
the
grant
of
the
is
that
for
two
years
or
is
that
for
one
year
cost
of
grants
for
two
years.
I
believe.
AF
So
the
first
two
years
it
would
be
100
000
each
correct
for
a
total
of
200.
Okay,
thank
you
I'll
be
supporting
it.
I
believe
this
is
again
another
at
the
of
the
order
states,
another
transportation
method
option
for
residents
of
chelsea
it's
right
now.
It
looks
like
that.
We're
getting
this
at
an
option
of
you
know,
try
it.
If
you
like
it,
you
know
you
have
two
hundred
thousand.
You
have
these
36
spikes.
AF
AB
So
we're
going
to
move
on
to
allow
them
for
the
extension
two
more
years
right.
Does
the
city
make
any
money
off
of
them?
This
is
all
they
don't
make
no
money
at
all.
So
are
they
going
to
take
up
space
within
parking
spots
or
they're,
going
to
put
them
on
the
sidewalks
these
stations.

Next
order
order
introduced
by
councillor
roy
of
asia
in
regards
to
a
conflict
of

exemption

melanie

ordered
that
the
city
of
chelsea
hereby
approve
the

AB
A
Why
am
now,
having
counsel
robinson
has
asked
for
a
roll
call
vote
on
the
approval
of
a
conflict
of
interest?
A
yes
or
no
would
be
approving
or
rejecting
the
approval
of
a
conflict
of
interest.
AB
A
AB
AB
A
AB
AF
You
brother,
I
have
a
question
for
the
city
manager
on
this
one
here
with
the
current
situation,
with
the
covet
going
on,
and
I
know
it's
a
school
position
outside
of
the
scoop
or
within
the
schools
at
the
community
schooling.
AD
AD
I
think
this
will
take
effect
immediately.
These
are,
are
all
classes
being
taught
remotely
for
community
schools,
so
I
believe
this
is
a
school
teacher,
and
most
of
these
situations
are
community
school
situations,
where
some
employee
of
the
city
is
doing
some
part-time
teaching
for
community
schools
at
nights
or
on
weekends
outside
of
their
normal
working
hours.
That's
the
majority
of
these
conflict
of
interest
cases
that
come
before
you
and
most
of
the
time,
they're
teachers
who
are
also
teaching
in
community
schools
at
night
or
on
weekends.

Eleven

We
have
a
order
here
that
the
city
of
council
approves
a
conflict
of
interest.
Exemption
person
went
to
mgl
chapter
26
268,
a
section
20b
for
part-time
technical
support
position
for
the
chelsea
community
schools
to
be
held
by
catherine
hernandez
man,
javar
effective
immediately.
AC
F
F
A
AB
There's
been
a
rash
of
shootings
all
around
the
city,
so
I
like
it
would
be
a
good
thing
to
find
out
what
is
driving
this
recent
shootings
all
over
the
city
and
the
increase
of
this
type
of
behavior
around
our
city.
So
it's
a
nice
thing
to
ask
the
chief
of
police
if
he
could
come
in
and
we'll
have
a
talk,
and
he
can
explain
to
us
why
this
is
happening.
AF
A
AB
Yes,
lately
a
lot
of
there's
been
a
lot
of
people
saying
that
that
the
rise
of
co-workers
coming
back
and
because
they
haven't
been
that
they're
not
enforcing
the
mask
rule,
I
don't
know
if
we
can
enforce
the
mask
rule,
I
don't
know
if
we
can
or
we
can't,
but
I
would
like
the
city
manager
to
promote,
maybe
that
he
would
like
you
know
that
it
would
be
wiser
for
the
resident
of
our
city
to
wear
it
at
all
times
in
and
out.
AB
E
AF
Thank
you.
So
I
think
again,
I've
had
this
conversation
with
the
city
manager
many
times,
and
I
know
it's
hard
to
go
out
and
enforce
the
no
mass
wearing
on
the
outside,
and
I
did
talk
to
my
colleagues.
AF
It
is
something
that
a
lot
of
our
residents
and
a
lot
of
store
owners
and
restaurants
are,
you
know,
requiring
folks
to
go
on
and
believe
it
or
not.
I
was
talking
to
my
law
department,
legal
counsel
today.
If
they
don't,
then
they
subject
to
violations.
So
I
think
it's
incumbent
upon
us,
as
elected
officials,
to
continue
to
go
out
and
talk
to
folks
and
remind
folks
how
how
important
it
is
to
wear
mass
outside
and
inside
of
establishment,
especially
when
we're
out
about
where
a
lot
of
folks
are
congregating.
AF
AF
Again,
I
spoke
to
the
city
manager.
It's
a
state
park,
it's
hard
to
enforce.
We
do
have
our
policemen
up
there
at
times,
and
we
talk
to
those
that
we
don't
see
wearing
these
masks.
We
have
folks
up
there
handing
out
mass,
and
I
think
we
also
as
we're
out
and
about
that.
We
should
continue
to
show
people
not
only
show
folks
but
also
promote
the
safety
of
wear
and
mass
inside
and
out
of
stores.
AF
AF
You
know,
maybe
our
law
department
can.
Let
us
know,
because
I
don't
I'm
not
looking
to
reinforce,
but
I
just
want
residents
to
know
they
keep
action.
Can
we
find?
Can
we
make
folks
wear
mass,
and
my
answer
is
that
the
enforcement
is
not
there
and
I
don't
know
what
you
can
charge
for
them
if
they're
not
where
so,
maybe
if
we
get
a
moment,
maybe
our
legal
counselor
can
let
us
know.
A
Well,
I
think
that
we'd
wait
for
them
to
let
us
speak
first
and
then
we'll
address
it
later.
Council
lopez.
B
In
touch
with
city
manager,
I
have
been
getting
complaints
about
people
playing
soccer
at
highland
park
over
a
hundred
people,
people
walking
on
the
sidewalks
and
going
to
stores
without
masks.
I
came
to
mr
ambrosino
and
I
actually
asked
the
same
thing.
You
said:
how
can
we
find
people
because
the
rates
are
going
up
in
chelsea?
People
are
not
taking
this
very
serious,
and
this
is
serious
stuff
and,
as
you
have
seen
on
the
emails
that
he
sends
20
15
17
every
day,
except
one
day
we
have
zero.
B
We
got
to
take
these
very
serious,
also,
parties
around
the
city,
the
other
day
was
congress.
In
chamber.
There
was
a
party
there
was
over
150
people
in
a
small
area.
Nobody
was
wearing
a
mask,
so
we
need
to
do
something.
We
need
to
enforce
something
and
maybe
give
some
fines.
I
told
mr
ambassador,
he
said:
oh,
is
that
that's
not
possible
because
you
know
we
gotta
start
somewhere
and
do
something,
because
this
is
getting
better.
Thank
you.
AD
Yes,
so
it's
not
that
fines
aren't
possible.
We
have
the
legal
authority
to
issue
fines
for
people
who
don't
wear
mass,
but
it's
practically
very
difficult.
Despite
what
you
may
hear
from
other
cities,
oh
we're
going
to
find
people.
The
practical
reality
is
the
governor's
order.
One
has
this
huge
loophole
in
it
which
says
anyone
can
just
say.
I
have
a
medical
condition
and
at
that
point
your
inquiry
stops.
You
can't
find
someone
if
they
say
that
you
have
a
medical
condition.
They
don't
have
to
provide
you
any
proof.
AD
The
order
makes
clear
you
can
ask
for
no
proof,
no
evidence.
Person
simply
has
to
say
I
have
a
medical
condition.
The
second
thing
is:
everyone
has
a
right
to
remain
silent
in
the
face
of
police
inquiry.
So,
if
someone's
not
going
to
tell
the
police
what
their
name
or
address
is
there's
no
way,
you
can
actually
issue
a
fine.
AD
It's
not
an
arrestable
offense.
So
at
that
point,
as
a
practical
matter,
issuing
civil
fines
for
the
purpose
of
not
wearing
a
mask
is
really
impractical
and
because
most
everyone
recognizes
this,
everyone
is
turning
more
to
education,
piece
which
we
are
doing
so
we
are
constantly
promoting
both
in
signage
on
cable
tv,
on
social
media.
In
videos
we
put
out
about
the
necessity
for
people
in
this
community
to
continue
to
do
the
things
that
helped
us
substantially
reduce
our
covered
infection
rates.
AD
AD
We
are
now
down
to
cases
that
are
mostly
in
the
single
digits
or
high
or
teens,
but
nowhere
near
where
we
were
in
the
height
of
this
pandemic,
and
that's
because
people
have
engaged
in
good
practices
like
physical
and
social
distancing
wearing
face
coverings,
not
gathering
in
large
groups,
doing
good
hygiene,
and
we
have
continued
to
encourage
that.
We
are
doing
some
enforcement
in
conjunction
with
the
state.
We
have
the
abcc
in
here
on
weekend,
nights
going
to
license
establishment
to
make
sure
people
are
wearing
masks
and
complying
with
covert
rules.
AD
We
have
representatives
from
the
department
of
labor
standards
going
to
barber
shops
and
spas
in
the
city
to
make
sure
they're
in
compliance.
So
there
is
a
lot
of
enforcement
efforts
that
we're
doing
this
weekend,
in
particular
because
of
complaints
I
received
to
both
highland
park.
I
had
the
police
down
there,
mostly
educating
people
giving
out
mass
to
people
explaining
to
them
the
need
to
do
good
social
distancing.
AD
This
virus
will
continue
to
spread
if
people
get
complacent
and
stop
doing
the
things
that
got
us
to
the
point
we
are
today,
but
our
emphasis
from
the
city
side
has
been
much
more
on
education
and
trying
to
convince
people
that
doing
these
things
like
mask
wearing
good
hygiene
keeping
physical
distance
is
the
best
way
for
them
to
be
a
good
neighbor
and
protect
their
community.
That
that's
the
message
that
seems
most
effective
with
most
people
that
if
you
convince
them
that
it's
their
way
to
do
something
socially
good
for
their
neighbors.
AD
AD
I
don't
want
to
say
change
their
behavior
because,
honestly,
for
the
most
part,
people's
behavior
in
the
city
has
been
good.
It's
how
we've
brought
this
rate
of
infection
down
from
70
plus
a
night
to
the
numbers
we're
at
now,
which
tonight
I
think,
were
three
or
four
the
other
and
for
the
past
week
or
so
have
been
in
the
single
digits.
So
we've
made
good
progress,
but
we
do
have
to
continue,
and
I
can
assure
you
the
messaging
from
this
office
is
not
one
of
complacency.

Well,
there
was
an
order
that
was
similar
to
this,
that
I
laid
it
on
the

and
I
don't
know
if
this
should
be
laid
on
the

sent
to
a

what

So
if

wants
to.

We
have
an
order
introduced
by
council,

or
introduced
in
regards
to
accept
provisions
of
the
mgl-40

that
the
purpose
of
creating

as

in

AF
A
AF
A
C
F
AF
A
AC
A
A
AE
I
proceed
with
the
reading,
whereas
it
is
the
express
purpose
of
municipal
zoning
to
promote
the
health,
safety
and
general
welfare
of
the
inhabitants
of
the
city
of
chelsea.
Whereas
a
specific
objective
of
the
city
of
chelsea's
zoning
ordinance
states
the
need
to
encourage
the
most
appropriate
use
of
land
throughout
the
city
of
chelsea,
and
whereas
the
city,
administration
and
the
city
council
intend
to
capture
a
wide
range
of
zoning
uses
throughout
the
city.
AE
Whereas
the
city
of
chelsea
city
council,
after
due
notice,
public
hearing
and
deliberation
fines,
one
that
the
amendment
chapter
34
advances
amendments
that
are
legitimate
aspects
of
public
interest,
two
that
it
further
promotes
the
health,
safety
and
general
welfare
of
the
inhabitants
of
city
of
chelsea
and
that
it
encourages
the
most
appropriate
use
of
land
throughout
the
city
of
chelsea.
Now,
therefore,
be
it
ordained.
A
AE
AE
Great,
we
move
to
the
next
order
and
the
next
order
is
an
order
introduced
by
counselor
vayner
in
regards
of
scheduling
a
public
hearing
on
amending
chapter
34,
section
28
by
adding
waterfront
residential
commercial
overlay
district.
I
proceed
with
the
reading
order
that
the
city
council
will
schedule
a
public
hearing
on
amending
chapter
34,
section
28
by
adding
water
from
residential
commercial
over
overlay
district
wrcod,
article
2
zoning
district,
section
34-29,
and
the
accompanying
zoning
map
by
including
the
following
parcels
in
wrc
od,
tba,
19-167,.
A
AE
AE
That
remains
within
the
designated
port
area.
And
whereas
the
city
of
chelsea
wishes
to
increase
its
tax
base
through
thoughtful
redevelopment
of
underutilized
parcels
along
and
adjacent
to
the
waterfront
along
chelsea
creek,
whereas
the
city
of
chelsea
is
committed
to
harmonizing
and
aligning
and
zoning
ordinances.
AE
Now,
therefore,
be
it
ordained
that
the
revised
code
of
ordinances
of
the
city
of
chelsea
as
amendment
by
further
amended
and
adopted
as
follows:
an
ordinance
revised
in
part
two
chapter,
34
of
the
chelsea
code
of
ordinances
to
add
and
modify
the
following
zoning
provisions.
Chairwoman
recognized
as
counselor
of
canada.
I.
A
Asked
we
waived
the
reading
and
that
we
send
this
to
the
planned
planning
board
and
also
to
conference,
and
I
may
speak
on
it.
A
Thank
you,
mr
vice
president,
we
had
just
introduced
three
comprehensive
zoning
amendment
changes
or
amendments
proposed,
which
we
go
now
to
the
planning
board.
That
will
take
public
comment
on
these
proposals.
A
A
We
have
an
increase
in
density
for
our
r2
districts,
a
change
in
the
dimensions
for
the
r1
but,
more
importantly,
the
two
last
packages
was
a
comprehensive
review
that
has
been
in
the
works
for
years,
a
amendment
to
our
existing
zoning
ordinances
for
our
waterfront,
specifically
the
area
between
the
two
bridges
and
many
may
know
that
the
city
has
been
working
with
this
consultants,
the
planning
department
and
the
state,
the
coastal
zone
management
on
what
the
future
of
the
waterfront
itself
would
look
like
the
allowed
uses,
which
is
very
limited.
A
What
we
can
do,
but
can
change
the
character
for
the
rest
of
the
neighborhood.
It's
it's
definitely
a
game.
Changer
possible
game
changer
for
the
community
to
stimulate
growth
of
both
tax
base
and
increased
use
for
that
area.
We
see
if
anyone
drives
by
that
marginal
corridor.
We
see
that
much
of
it
is
underutilized
and
vacant
so
to
increase
the
tax
base
for
that,
which
is
what
the
goal
of
zone
changing
is.
That
is
the
hopes
of
both
the
administration
and
the
council.
A
So
we
look
forward
to
having
some
discussion
and
input
from
the
residents,
particularly
those
in
that
area.
That
would
be
positively
impacted
by
a
change
in
some
of
the
counterproductive
uses
that
are
currently
going
on
next
to
homes,
and
so
this
is
the
it
will
be
accumulation
work,
but
also
it
doesn't
just
start
here
or
end
here.
A
We
expect
residents
to
please
participate
in
the
meetings
of
the
plan
department
and
definitely
we
will
notify
the
residents
when
the
city
council
itself
has
its
subcommittee
conference
on
zoning
changes
and
also
when
we
have
in
the
future
our
public
comments
portion
of
the
meeting.
So
it
is
cumulative
a
game,
changer
quite
comprehensive,
and
I
appreciate
the
work
done
by
the
city
manager
and
his
planning
staff
on
this.
Thank
you.
AE
A
President,
are
there
any
public
announcements
during
this
time.
AC
AC
Thank
you,
mr
president.
I
have
a
moment
of
silence,
but
I'll
wait
in
case
other
people
have
some.
I
just
wanted
to
say
two
things.
I
just
really
wanted
to
acknowledge
the
stories
that
were
shared
earlier
today
during
public
speaking.
AC
It
takes
a
lot
of
courage
to
be
able
to
come
up
here
and
talk
about
something
that's
so
vulnerable,
particularly
when
you're
on
the
receiving
end
of
racism,
and
I
say
that,
especially
when
I,
when
I
think
of
sanai,
who
came
up
and
spoke,
the
young,
the
young,
beautiful
girl
that
came
and
spoke
so
eloquently
about
sharing
her
story,
and
I
just
want
to
make
sure
that
we're
just
acknowledging
that
takes
a
lot
of
courage
and
that
we're
acknowledging
the
folks
that
did
that.
The
other
thing
is.
AC
I
want
to
thank
the
city
manager
ramon
from
it
dpw
and
ricky
from
channel
3
for
accommodating
me.
As
everyone
knows,
I
have
an
autoimmune
disorder,
and
so
I
can't
really
expose
myself
to
to
the
virus,
and
so
I
just
want
to
thank
everyone
at
city
hall
and
the
city
manager
for
making
sure
that
I
was
accommodated
so
that
I
didn't
pose
a
threat
to
myself.
Thank
you.
AF
Excuse
me,
I
just
want
to
remind
folks
that
you
still
have
time
to
fill
out
your
senses.
We
need
you
to
fill
out.
Your
census
form
it's
extended
to
the
end
of
this
month.
The
30th
of
september,
I'm
this
year
here
in
chelsea,
as
we've
been
through
this
pandemic,
and
it's
covert
19
you've
seen
how
much
that
we
really
need
the
money,
how
helpful
the
money
has
been,
whether
it's
been
with
rental
assistance
or
food
supplies.
AF
It's
really
an
opportunity
that
you
know
in
the
future
as
we
get
everyone
counted,
we'll
be
able
to
get
dollars
on
funding
for
each
and
every
one.
That's
counted
it's
very
important
to
ensure
that
we
get
every
dollar
that
you
know
we
need
or
every
dollar
for
everybody.
That's
here
so
please
I
mean
you
can
do
it
on
your
iphone.
You
can
do
it
on
your
your
laptop.
AF
It
needs
to
be
done.
We're
we're
lagging
behind.
It
was
a
story
out
a
few
weeks
ago.
Chelsea
is
still
way
behind.
We
have
time
to
have
folks
to
go
out
and
fill
out
those
census
report
and
bring
those
federal
dollars
in
again.
That
money
helps
us
with
housing,
it
helps
us
with
education,
and
it
definitely
helped
us
this
past
six
months
with
the
food
and
also
the
assistance
that
we
extended
to
our
residents
here
in
chelsea.
AF
So
if
you
haven't
done
it,
please
fill
out
your
senses
and
then
in
november
the
third-
if
you
can
please
go
out
and
vote
remember
this
election
cycle
is
not
over.
We
just
had
a
really
nice
election
this
past
two
weeks
ago
on
september
1st,
but
please
exercise
your
right
to
vote,
go
out
and
help
make
this
country
what
it
should
be.
Thank
you.
A
AA
A
It
was
mentioned
earlier
by
council
video
about
the
work
tonight
to
accommodate
her
request
and
be
able
to
join
us
from
remote.
I
also
want
to
echo
her
sentiments
for
assisting
us
and
doing
that
to
ricky
to
ramone
to
steve,
but
also
to
fatima
who
was
working
behind
the
scenes
going
crazy
preparing
and
also
to
fidel
from
dbw
who
set
this
all
up
for
us
so
that
we
can
finally
get
together.
A
You
know
and
and
get
back
to
business-
and
I
don't
want
to
just
for
tonight,
but
actually
you
know
from
the
start
back
in
march,
when
we
were
doing
all
this
remotely
and
we
were
working
out
the
kinks
and
just
beginning
to
have
a
new
norm.
So
again,
I
want
to
appreciate
all
your
efforts,
and
I
know
that
you
know
it
was
strange
to
have
to
go
through
all
that,
but
we
all
learned
a
new
skill
and
definitely
in
doing
all
this.
A
But
again
I
appreciate
all
the
work
behind
the
scenes
for
it.
So
thank
you
to
fatima
to
paul,
obviously
to
leo
for
the
help
and
doing
this
also
and
to
our
it
crew,
counselor
cupro,.
AB
I
don't
have
no
too
much
public
announcement.
The
only
public
announcement
I
like
to
make
is
this
that
I
believe
that
if
you
work
in
the
city
of
chelsea,
you
should
live
in
the
city
of
chelsea.
Some
of
my
colleagues
might
not
agree
with
that,
but
I
believe
that's
what
it
should
be,
because
if
you
live
here
and
you
can
understand
what
we
all
go
through
for
us
for
you
to
not
live
here
and
tell
the
rest
of
the
people
what
to
do-
and
you
don't
know
what
they
go
through,
it's
a
bad
thing.
