be
retiring
and
whereas
denise
vernon

worked
faithfully

was
a
dedicated
worker

authority,
therefore
being
resolved
on
behalf
of
the
city
of
chelsea.

the
members
of
the
chelsea
city

was

service
to

grant
from
bar
foundation
for
the
north
suffolk
resilience
and
sustainability
office.
Dear
councillors,
last
week
the
bar
foundation
formally
approved
the
grant
request
from
chelsea
revere
and
winthrop
for
the
support
of
the
north
suffolk
resilience
and
sustainability
office.
The
grant
award
is
six
hundred
thousand
dollars
over
a
period
of
three
years.
The
city
council
previously
approved
the
internet
municipal
agreement
for
creation
of
this
office
on
november,
2nd
2020..

Welcome
to
chelsea
sign
at
pearl
and
marginal
dear
counselors.
I
am
writing
in
response
to
the
city
council
request
for
a
welcome
to
chelsea
sign
at
the
entrance
to
chelsea
at
pearl
and
marginal
streets.
I
am
in
full
agreement
that
this
location
is
appropriate
for
a
welcome
to
chelsea
sign.
However,
given
the
narrow,
sidewalks
and
lack
of
public
space
here,
we
will
need
to
secure
permission
from
one
of
the
private
property
owners
at
the
intersection
in
order
to
successfully
locate
such
a
sign.

At
one
point,
we
did
have
an
agreement
with
eastern
minerals
that
some
welcome
to
chelsea
saanich
would
be
included
as
part
of
the
renovation
at
its
parcel
at
the
corner
of
appeal
and
marginal.
Unfortunately,
the
redevelopment
of
that
site
has
been
delayed
as
an
alternative.
We
are
now
asking
eastern
minerals
to
allow
the
city
to
move
forward
with
installation
on
a
portion
of
its
site
of
a
standard,
welcome
to
chelsea
sign,
notwithstanding
the
absence
of
any
other
site
improvements.

on
behalf
of
my
colleague
mccooper
councillor
cooper,
he
was
very
passionate
about
this
at
our
last
meeting.
We
both
spoke
in
favor
of
accident
city
manages
to
see
if
he
can
get
a
place
on
location
where
we
can
put
a
sign
to
just
let
people
know
as
they
enter
into
chelsea,
that
we're
tao
city
here,
and
we
welcome
them.
So
I
want
to
thank

city
manager
for
his
work.

donations
to
the
chelsea
public
library,
dear
council,
is
pursuant
to
the
massachusetts
general
law,
chapter
44,

one

city

donation

the
chelsea
public
library,
a
used
kindle
reader,
a

donation
from
compare
supermarket
and
a

Okay,
the
next
communication
is
street
lights.
I
am
writing
in
response
to
the
challenge.
The
council
lawyer
requested
an
update
on
street
light
improvements.
As
you
know,
the
city
owns
and
is
responsible
for
all
its
street
lights.
However,
the
wiring
and
electrical
infrastructure
for
such
lights
remain
owned
by
eversource,
the
city,
outsources
maintenance
and
its
streetlights
to
third-party
vendors.

Currently,
the
streetlight
vendor
is
daigle
electrical
construction
corp.
When
a
street
light
is
reported
out,
the
eagle
is
dispatched
to
attempt
to
repair.
If
the
problem
is
with
the
street
light
itself,
daigle
is
typically
able
to
perform
to
repair
in
short
order.
However,
there
are
many
times
when
the
problem
with
the
street
light
is
with
the
underlying
electrical
wiring
or
infrastructure.

In
that
case
daigolando.
The
city
reports
the
matter
to
eversource,
and
we
must
await
an
ever
source
repair
that
often
takes
a
very
long
time.
This
is
typically
the
reason
why
specific
street
lights
remain
inoperable
for
lengthy
periods.
Over
the
course
of
the
past
few
years,
the
city
council
has
requested
improvements
to
our
street
lights.
Initially,
when
I
first
arrived,
we
responded
to
these
requests
by
increasing
the
settings
on
the
existing
street
lights
to
the
highest
level.

Unfortunately,
in
certain
cases,
the
city
realized
that,
because
of
the
limited
size
of
the
existing
street
lights,
increasing
lights
to
the
highest
setting,
wasn't
always
an
adequate
remedy
for
insufficient
lighting.
So
starting
in
2018
time
frame,
we
we
began
to
replace
existing
street
lights
with
new,
stronger
heads
on
at
least
three
separate
occasions:
utilizing
free
cash,
fifty
thousand
dollars
in
fy
18,
180
000
in
fy,
nineteen
and
four
hundred
thousand
dollars
in
fy
twenty,
the
city
council
provided
funding
for
the
street
light
upgrade
program.

I
have
attached
to
this
ladder
four
separate
spreadsheets,
showing
locations
where
street
lights
were
replaced
with
stronger
lights.
Although
it
is
possible,
some
locations
are
missing.
I
do
believe
these
spreadsheets
provide
a
fairly
comprehensive
list
of
the
streets
on
which
we
have
replaced
street
lights
and
improved
lighting.

We
are
if
the
particular
streets
that
counselors
believe
require
an
upgrade.
I
encourage
you
to
contact
public
works,
commissioner,
fidel
martez
directly,
we
may
be
able
to
include
such
streets
in
the
current
program.
Any
additional
streetlight
work
after
this
spring
will
be
required.

appropriation.

Design
work:
okay,
dear
counselors,
I
am
writing
to
request
a
transfer
from
a
completed
capital
project
in
order
to
fund
the
final
design
of
public
infrastructure
related
to
the
innis
apartments
redevelopment.
No
new
funding
is
required.
As
you
know,
the
city
was
awarded
five
million
dollars.
Mass
works
grant
for
the
infrastructure
improvements
required
for
this
project.
Approximately
one
million
dollars
of
that
amount
will
be
used
for
construction
of
the
street
and
underground
utility
work
in
the
central
ave
area.
The
city
is
responsible
for
completing
the
full
design
of
that
infrastructure
work.

At
this
point,
the
city
has
some
funding
from
its
ini
fund
for
the
sewer
and
drainage
design,
but
a
gap
remains
for
the
design
of
the
remaining
work.
There
is
funding
available
for
this
design
in
the
2014
capital
project,
the
admirals
hill
pump
station
project.
That
project
is
fully
complete
and
has
a
remaining
surplus
of
126.82.

money
is
tran,
if
transferred
will
be
sufficient
to
complete
the
indus
infrastructure
design
work
based
upon
the
above.
I
am
a
question
that
the
city
council
transfer
funding
from
the
completed
admirals
hill
pump
station
capital
project
for

purpose
of
completing
innis-related
design
work.

accomplish
this
transfer
is
attached.

the

platform

elected

None

us
expected
what
we
were
going
through.

community
went

with

country

world

that,

course,
all
of
that
those
plans,
those
ideas
and
that
agenda
all
got
shoved
to
a
side,

you

covert.

that,
this
city,
like
many
others,
had
to
adapt
and
struggle
with
the
community
that
more
than
many
got
hit
hard,
and
we
mentioned
of
ken
all
the
work
that
the
city
manager,
his
staff,
all
the
city,
employees
did
amazing
the
long
hours
here.

know
we
adopted
here
at
city's
council
in
having
to
meet
in
a
much
different
way
that
we
were
accustomed
to.
Although
I
I
jokingly
say,
although
the
you
know,
the
ability
to
face
time
has
been
around
for
a
while.
It
wasn't
until
literally
this
year
that
I
started
using
it.

I
just
never
warmed
up
to
it
and
I
was
faced
with
it
and
I
did
it,
and
I
know
many
of
my
other
colleagues
have
done
it
and-
and
I
I
want
to
say
thank
you
to
rit
team
here
at
city
hall,
ramon
your
work,
your
staff
did.
I
read
with
satisfaction
how
other
cities
had
struggled
to
accommodate
our
colleagues
here.
That
could
not
make
it
here
so
that
they
could
safely
do
it
from
their
homes
and
they
they
didn't,
have
the
infrastructure.

However,
we
can
make
it
to
these
meetings,
and
I
know
that
I
speak
for
a
lot
of
our
colleagues
that
you
allowed
us
to
safely
be
able
to
do
it
not
only
from
here
but
from
our
homes
and
again
to
our
public
safety
officials,
who
are
out
there
front
lines
dealing
with
this
unprotected.

know
that
was
mentioned
earlier.
You
know
that
I
was
up
here
and
I
was
able
to
continue
the
meetings,
but
quite
frankly,
if
it
wasn't
for
fatima-
and
it
wasn't
for
paul
who
himself
had
a
personal
heart
year
for
himself
lost
his
brother,
I
wouldn't
be
able
to
do
this
job,
and
you
got
to
remember
that
you
know
we
had
fatima
it
was
year.
One
fatima
was
just
hired.

was
not
the
job
that
she
solely
expected
and
you
know
she
came
on
and
she
did
a
great
job
she's
not
here
tonight,
because
she
has
a
cold.
So
but
you
know
she
was
really
great
and
it
was
a
great
hire
that
we
hired
someone
from
chelsea,
a
chelsea,
high
student
and
so
forth,
and
it's
she
did
us
proud,
so
it
made
you
know
my
job,
obviously
a
lot
easier
and
smoother.

I
just
want
to
thank
everyone
here
and
there
for
all
their
work,
great
team
effort.

much

past

served

two
years
before
councilor

feel
spoiled

casino.

my
side
we
were
able
to
meet

person.
Things
were
just
a
lot
smoother
and
that
I
recognized
how
much
work
it
took
for
you
to
be
able
to
to
be
able
to
chair
these
meetings
remotely
reading
your
own
orders
when
paul
couldn't
come
in.

As
everyone
knows,
I
have
an
autoimmune
disorder,
and
so
I
couldn't
come
in
because
I'm
vulnerable-
and
I
just
really
want
to
thank
everyone
for
helping
out
to
make
sure
that
I
was
able
to
still
attend
these
meetings
and
to
try
to
keep
me
in
the
loop
as
much
as
possible
because
it
really
does
feel
very
removed
during
the
pandemic.
But
I
just
want
to
thank
everyone
in
whatever
capacity
that
they
serve
this
community
with
respect
to
covet.

It
has
not
been
an
easy
year
and
on
top
of
public
safety,
I
definitely
want
to
acknowledge
dpw
because
they
also
adapted
and
we're
even
making
boxes
down
at
the
south
house
to
make
sure
that
that
people
were
getting
the
food
that
they
needed,
as
well
as
e911
that
turned
to
the
to
the
3-1-1
for
the
city
and
just
all
the
ways
that
we
had
to
adopt.

Everybody
just
really
showed
up,
and
in
the
midst
of
all
of
that
chaos,
there
was
a
there's,
a
civil
rights
movement
happening
in
this
country,
and
we
showed
up
yet
again
in
creating
an
office
of
diversity,
equity
and
inclusion.
So
I
just,
I
think
we
had
an
awesome
year.
All
things
considered,
and
I
just
really
want
to
tip
my
hats
to
each
and
every
person
and
the
way
that
we
were
able
to
work
with
one
another
yeah.

him

daughter,

huge
family
man
and
this
is
a
huge
loss
to
not
just
him

children

who
passed
away
suddenly
on

on
saturday.

spoke

him
last
night
and
his
wife
is
having
a
difficult
time
with
it.
You
can
imagine
that
we
are
preparing
for
christmas
and
now
he's
preparing
for
a
burial
of
his
loved
one.
So
if
you
know
him,
if
you
respect
him,
if
you
appreciate
what
he's
done
and
do
for
you,
please
consider
sending
him
a
card.

Lastly,
a
couple
of
nights
ago
we
received
information
from
our
police
department,
chief
kais,
that
a
young
man,
unfortunately
was
found.
He
had
left
his
home
and
due
to
the
inclement
weather,
the
man
was,
he
was
unstable.
Unfortunately,
he
did
have
an
alcohol
problem
and
it
just
led
to
an
unfortunate
death
of
hypothermia.

If
you
see
anyone,
I
just
wanted
to
take
this
opportunity
as
this
as
this
unfortunate
death
as
a
spotlight
to
say
be
on
the
lookout
amongst
your
friends
and
family
members
that
if
anyone,
if
you
say,
is
down
not
failing
the
normal
self,
you
think
they're
a
danger
to
themselves
in
whatever
which
way
pick
up
the
phone
give
them
a
call
do
whatever
you
need,
you
think
needs.
There
is
definitely
help
out
there
for
people
who
just
need
someone
to
talk
to.
We
have
the
resources
in
this
community,
so
this
time
is
very
rough.
