my

vagineda

I
am
a
candidate
for
counselor
at
lodge
re-election.
Actually,
I
was
going
over
my
notes
from
what
I
had
spoken
about
two
years
ago
when
I
was
here
now
is
my
third
term
in
a
row
what
I
had
spoken
about
and
the
ideas
and
platform
that
my
campaign
was
about
and
going
over
it
and
realized
covet
happened
and
all
of
the
plans
that
we
all
had
two
years
ago,
suddenly
changed
one
of
the
biggest
things
that
happened
was.

personally
had
to
close
down
my
coffee
shop
that
I
had
operating
in
kerry
square
and
helped
co-found
a
food
pantry
which
is
still
going
on
today.
I
spent
nearly
eight
months
volunteering
during
2020
in
that,
in
that
capacity
on
the
council,
we
helped
fund
other
food
pantries,
the
city's
own
food
pantry
that
was
assisted
with
the
national
guard.

helped
create
a
rental
assistance
program
to
help
pay
for
the
rent
for
those
using
cpa
money,
a
program
that
I
had
advocated
years
before,
not
even
knowing
that
we
could
have
used
this
money
for
this
event.
But
what
I
had
forecasted
said
at
the
time
why
I
support
the
cpa
is
because
none
of
the
things
we
know
we
can
do
is
what
we
don't
know.
We
won't.
We
will
do
in
the
future
and
covet
came
and
sure
enough.

don't
know
what
the
future
lies.
I
can
come
up
here
and
tell
you
that
I'm
going
to
continue
to
advocate
for
better
transportation
housing.
My

key
thing
for
me
is
to
create
affordable
home
ownership
opportunities
in
the
city
of
chelsea.

want

continue
to
work
on
on
environmental
issues
in
the
city
and
help
change
it.
So
we
breathe
healthier
air
and
have
cleaner
streets
in
our
community.

crisis,

that

a

influential

that

a
good
education
system
for
them
here
parking.
Obviously
we
all
know
that

a
major
problem
here
in
chelsea.

anybody

builds
property
here
in
chelsea
needs
to
have
the
adequate
parking
for
them.

trash

a

situation
we
hate
to
talk
about,
but
you
know
litter
can
be
a
major
problem
in
chelsea.
We
need
to
fix
that.

Affordable
housing
is
another
issue.

know
why
not
have
affordable
housing.

I

things
are
getting
way
out
of
hand.
These
days
prices
are
going
up.
Real
estate
is
high.
There
isn't
enough
housing
here
for
people
that
want
to
live
in
chelsea.

we
continue
to
work
on
these
issues
and
our
major
thing
is
businesses.
We
should
bring
more
businesses
into
chelsea
with
the
businesses
here
in
chelsea.
They
can
help
us
focus
on
helping
us
out
with
the
tax
revenue.
They

also
bring
jobs
to
chelsea.
So
let's
try
to
do
that.

a
city
councilor

little
bit

my

a
five-term
president
of

city
council,

homeowner,

co-founder
and

past
term
much
has
been
achieved,
including
earning
a
bond
rating
increase,
while
balancing
budgets
that
don't
quite
require
proposition
two
and
a
half
override,
which
has
generated
tremendous
economic
development,
promoting
public
safety,
including
staffing,
police
and
fire
departments
at
its
highest
levels.
Ever
I
am
committed
to
development,
as
I
help
steer
central
avenue
project
development,
a
150
million
dollar
project
which
is
for
all-
and
let
me
explain,
the
96
housing
authority
units
will
always
be
housing
authority
units.

priorities
continue
to
be
around
public
safety,
education,
neighborhood
improvement
and
balance
in
budgets.

need
to
know
that
I
remain
committed
as
a
lifelong
resident
of
the
city
and
a
long-term
public
official
and
community
champion.

city

love
working
for
its
betterment.
Its
betterment
includes
your
lives
and
those
of
your
fellow
neighbors.

wife,
regina
and
I
spent
most
of
the
pandemic
delivering
food
boxes
as
part
of
the
chelsea
coveted
response
team
almost
every
day
to
people
in
chelsea
who
were
in
covid
quarantine,
the
city
of
chelsea
accomplished
an
incredible
task
of
making
sure
no
one
went
hungry
during
the
pandemic,
with
the
help
of
the
national
guard
and
later
a
paid
contractor,
the
city
distributed
food
at
two
different
locations
every
day
to
those
who
needed
it.
Every
wednesday
I
distributed
food
boxes
from
10
a.m,
to
1
p.m.

We
provided
economic
aid
through
rental
assistance,
homeowner
assistance
and
grants
to
our
restaurants
and
the
business
community,
I'm
very
proud
to
have
played
a
part
in
the
city's
response
to
the
coveted
pandemic,
one
that
was
unequaled
by
any
other
community
in
our
commonwealth,
but
moving
beyond
the
pandemic.
One
of
my
priorities
was
traffic
and
parking.

I
would
encourage
the
voters
of
chelsea
to
insist
that
if
a
candidate
is
elected,
that
they
quit
their
job
at
the
non-profit,
people
must
choose
to
either
work
for
a
non-profit
or
to
run
for
office.
Trying
to
do
both
creates
an
ethical
conflict
also
when
voting
for
school
committee
or
city
council,
please
vote
for
those
people
who
are
able
to
do
the
job.

My
experience
is
focused
on
environmental
and
climate
justice,
fighting
for
equity,
youth,
empowerment,
leadership,
development
and
housing,
and
immigration
advocacy
this
past
year,
as
your
city
councilor
during
a
global
pandemic,
was
definitely
not
what
I
expected
to
take
on
being
that
chelsea
was
the
epicenter
and
hot
spot
for
the
state.
Colvin
19
was
detrimental
to
us,
but
I
feel
that
I
thrived
under
the
urgency
and
crisis
of
the
community
and
supported
chelsea
in
many
different
ways
to
ensure
that
our
needs
were
being
met.

active
member
of
the
city's
pandemic
emergency
response
team
and
supported
la
collaborativa's
food
distribution
center.
During
the
peak
of
the
pandemic,
I
introduced
chelsea's
first
ever
celebratory
resolution,
acknowledging

autism
acceptance
and
awareness
and
recognize
gifted
children,
such
as
my
son,
achilles
maldonado.

community

remember
just
recently
reappointed
for

three-year
term

city

the
chelsea

rights

over
10

3

been
my

I
am
the
director
of
policy
and
organizing
at
la
collaborativa,
where
13
years

life

been
dedicated
to
community
engagement,
community,
organizing
and
advocacy.

In
2016
I
led
the
passage
of
the
community
preservation
act,
an
ordinance
that
has
brought
1.46
million
dollars
to
our
city
of
chelsea
in
2017
I
was
the
key
leader
in
the
passage
of
statewide
housing
court
bill.
This
law
was
a
major
victory,
not
just
for
chelsea,
but
also
84
communities
in
our
state.

In
2019,
I
fired
up
the
state
house,
with
hundreds
of
chelsea
youth,
to
pass
the
student
opportunity
act
in
2020
as
a
trustee
of
the
chelsea
affordable
housing
committee.
I
drafted,
along
with
my
peers,
the
rental
and
homeowner
financial
assistant
vouchers
that
kept
our
families
housed
during
this
pandemic.

2021
the
governor
signed
into
law,
the
youth
eviction
stealing
protections
legislation
that
I
empowered
our
chelsea
youth
to
draft.
I
assure
you
that,
as
you
saw
me
during
a
global
pandemic
this
year,
risking
my
life
in
the
neighborhood
distributing
food,
supporting
our
families
with
housing,
health
and
financial
contributions.

our

I'm
running

council

example,
I
make
sure
street
lights,
the
city

the
city
are
fixed,
a
street
cleaning,
speeding
meters
are
installed
and
applicated
for
the
speed
tables
to
promote
pedestrians
driver
safety.

also

part

environmental
friendly
projects,
such
as
banning
plastic
bags
through
the
city
and
increasing
recycled
efforts.

only
did
we
create
a
line
where
a
hundred
volunteers,
many
of
you
served
time

help
us

the
situation,

I
also
took
the
opportunity
to
sit
and
spare
head
many
of
these
initiatives,

included

program

help
many
families
who
could
not
afford
to
pay
for
rent
after
many
lost
their
jobs.

also
helped
create
an
emergency
relief
fund
for
many
of
the
businesses
in
the
downtown
area
who
were
struggling
because
of
this
pandemic.

those

for
these
projects

we
slowly
emerge
from
this

serving

past
few
years
has
been
a
great
honor,
and
I
want
to
make
sure
that
I
earn

once

This
november
2nd
of
course,
this
time
around
chelsea
schools
are
a
little
more
personal
to
me,
because
my
wife,
sarah
and
I
welcomed
our
first
baby
last
year
in
july.

However,
the
longer
I
did
the
work,
the
more
that
I
realized,
that
it
was
the
college
admission
system
and
the
school
funding
system
that
were
fundamentally
broken.
So
I
left
my
job
to
become
a
labor
organizer
so
that
I
could
work
on
fixing
the
systems
that
we
have
so
that
they
work
right
for
students
and
for
working
families.

When
we
were
being
denied
the
funding
that
our
kids
are
legally
entitled
to,
I
advocated
to
pass
the
law
that
fixed
the
broken
funding
formula
when
the
pandemic
started.
The
state
house
wanted
to
put
a
hold
on
that
new
money,
so
I
brought
together
school
committee,
members,
superintendents
and
teacher
unions
in
chelsea
in
everett,
in
brockton,
in
worcester
and
in
every
immigrant
city
in
massachusetts,
together,
150
of
us,
we
loudly
said
that
this
was
unfair
and
that
we
needed
this
money
even
before
the
pandemic.
O
It
took
them
a
year
to
do
it,
but
we
finally
were
rewarded
by
getting
millions
and
millions
of
new
dollars
this
year
for
our
schools.
Throughout
this
pandemic,
I
have
been
a
persistent
advocate
for
the
best
public
health
measures
that
we
can
have.
We
need
to
wear
masks.
We
need
to
get
everyone
vaccinated.
O
We
need
reopening
processes
that
work
for
chelsea
and
we
have
to
focus
on
the
mental
health
needs
of
our
kids.
Unfortunately,
the
state
has
gotten
in
the
way
many
times,
but
I
have
continued
to
work
with
other
allies
to
make
sure
that
our
students
wear
their
masks
and
have
access
to
the
vaccine.
I
am
proud
to
say
that
chelsea
has
the
highest
teenager
vaccination
rate
in
massachusetts
over
90
percent,
and
that
is
because
of
the
great
work
that
we
and
our
staff
have
done.

As
your
school
committee
member,
I
will
continue
to
fight
for
our
children
inside
and
outside
of
school
students
need
stable
housing,
they
need
food
on
the
table
and
they
need
economic
stability
so
that
they
can
learn
better.
