the
superintendent
of
the
Chelsea
public
schools
here
at
500
Broadway.
After
a
great
deal
of
advocacy.
This
spring
and
summer,
Chelsea
schools
received
its
supplemental
budget
from
the
governor
on
August
22nd.
The
School
Committee
approved
our
budget,
and
we
moved
it
forward
to
the
city
manager
who
in
turn,
moved
it
forward
to
you
at
the
City
Council.
I
The
money
is
needed
by
our
schools
to
put
back
cuts
that
we
have
made
due
to
underfunding
in
our
budgets
from
the
state
and
the
money
is
needed
to
meet
the
needs
of
our
students
in
our
growing
complex
student
population.
From
my
understanding,
it
is
right
now
the
appropriation
is
in
unfinished
business
I.
Ask
that
you
take
it
out
for
a
vote
this
evening,
so
that
we
can
move
forward
with
the
schools
in
with
our
spending
plan,
to
support
our
students.

partially
as
the
vice
president,
the
Chelsea
teachers
union,
but
also
as
a
special
education
teacher
at
the
brown
Middle
School
I,
just
wanted
to
again
speak
in
favor
of
passing
that
1.3
million
in
additional
funding
from
the
state
thanks
to
continued
advocacy
across
the
state.
We've
seen
an
amazing
funding
bill
come
out
this
past
Thursday.

will
help
us
in
future
years,
but
right
now
we
have
some
special
education
students
at
the
brown
and
that
the
Clarke
we're
in
critical
need
of
more
special
education
teachers
who
are
on
the
docket
to
be
funded
with
this
money.
We
currently
have
three
special
education
teachers
serving
our
entire
student
body,
and
this
would
allow
us
to
have
four,
which
would
make
an
incredible
change
in
the
life
of
a
lot
of
our
students,
particularly
in
their
math
classes.

now
we're
working
our
hardest
to
get
all
the
needs
met
for
our
students,
but
this
would
allow
us
to
continue
looping
the
students
so
working
with
them
for
two
years
in
a
row
and
allow
us
to
have
enough
teachers
that
we
can
have
more
in
depth,

planning,
so
that
our
math
teacher
would
only
be
working
with
two
grades
at
a
time,
instead
of
all
four
the
faster
that
we
can
get
access
to
this
teacher,
the
greater
the
gains
for
our
students.
So
it's
already
September.

Control
Commission,
the
state
is
finalizing
regulations
on
home
delivery
and
social
consumption
of
cannabis,
and
once
those
regulations
are
in
place,
they're
gonna
open
up
a
pilot
program
and
each
individual
town
needs
to
opt
in
to
the
pilot
program
if
they
want
to
even
be
evolved
in
during
the
lockout
period
for
social
equity
and
economic
empowerment.
So
I'm
here
to
encourage
you
to
look
over
the
current
regulations
as
they
are
now
and
final
regulations
when
they
vote
them
into
law
tomorrow
and
encourage
you
to
take
a
hard
look
at
joining
the
pilot
program.

around
Broadway,
that
a
lot
of
street
signs
and
stop
signs
somehow
I've
been
taken
out
from
the
ground
and
either
they're
laid
right
down

base
is,
you
know,
though,
or
they
were
in
the
crosswalk
and
I,
even
had
to
tell
a
policeman
that
you
know
there
wasn't
a
streetlight
right
there
right
at
the
gas
station
that
was
Stockton
and
Williams,
or
something
like
like
that.

few
blocks
away
from
Clarke

it,
the
stoplight,
was
actually
ripped
out,
and

was
right
on

crosswalk,

streets

cleaner

about
food

used

see

lot

food
on
the

mess

Department

also

to
call
because
there's
been
like
food

remember:

to
call

left

parks

even

park
right
across
from
Gillooly

apologize
the
Devers
Park
that
was
just
recently
renovated
through
Chelsea
and
JetBlue,
and
all
that
three
weeks
have
gone
by
and
there's
already
damage

said,

goodness.

even
keep
it
clean

month,
but
thankfully
they
were
trying
to
repair
it.
But
I
am
a
little
bit
confused.

admit
from
this
weird
destruction
of
parks

stoplights

street
lights

be
damaged
within
three
weeks,

know,
I
can't
be
outside
trying
to
find
out
who
these
people

car

it
or
whichever

applaud

council

attempted
to
increase
the
number
of
liquor
licenses
that
are
available
to
establishments
in
Chelsea.
We
believe
that
this
will
draw
more
traffic
to
the
city
and
we
are
looking
as
part
of
our
project
to
increase
the
prosperity
of
local
businesses
and
one
of
the
things
that
we
think
is
a
contributing
factor
to
this.

trying
to
get
bigger
approach

specific
thing

new
business,
but
five
years
ago
there
was
a
discussion
about
a
whole
new
petition,
which
is
usually
a
very
slow-moving
thing.

it
was
underway

actually

this

found
out
that
it

never
happened
that
the
City
Council
decided
not
to

move
forward
with
it.

I
would
encourage
you
to
Google
liquor
licenses
in
Massachusetts,
because
you'll
see
town
after
town

town
that
has

awarded
five,
ten
thirteen
liquor
licenses
and
they're
now
actively
courting
restaurants.
Brookline
said:
hey,
we've

liquor
licenses,
you
want
to
open
a
restaurant,
come

Brookline.
We
have
restaurant
owners
here
who
are
on
a
list
in
addition
to
a
function
Hall.

that
there
are
no
liquor
licenses
available
and
that's
what
we
keep
being
told,
but
there
could
be
liquor
licenses
available
and
those
licenses
will
add
tax
revenues
to
the
city.
We've
got
hotels,
full
of
thousands
and
thousands

visitors
every
year
and
those
folks
are
not
coming
out
and
exploring
the
city.

marches
on
its
stomach
people,
travelers

love
food

with
new
restaurants

Chelsea

think
we
have

opportunity
to
capture
some
of
the
dollars
that
those
hotel
visitors

spending
elsewhere,
and
it
would
be
a
lifeline
to
the
restaurants
and
Chelsea
who
don't
have
liquor
licenses.

that

I
am
right
and
recommend
that
the
Chelsea
community,
cable,
TV,
building
at
317
Chester
Street,
be
renamed
the
babadook
Bradley
community,
cable
building,
given
mr.
Bradley's
prominent
role
in
the
creation
and
expansion
of
local
community
cable
programming
in
the
city
of
Chelsea.
This
is
the
most
deserving
honor.

Councillors,
I'm
writing
a
response
to
the
recent
City
Council
order,
requesting
that
I
consider
a
30%
senior
discount
on
water
and
sewer
bills,
as
I've
stated
in
the
past,
I
do
believe
that
our
current
cent
percent
senior
discount
on
water
and
sewer
bills
applicable
only
to
the
unit
in
which
the
you
owner
occupant
lives,
is
insufficient.
I
agree.
A
more
robust
discount
is
warranted.
However,
I
also
believe
that
30%
is
too
high.
I
have
done
some
research
on
what
surrounding
communities
offer.
Not
all
communities
provide
a
senior
discount.
A
In
fact,
only
17
communities
in
the
entire
MWRA
system
provide
any
kind
of
senior
discount
further.
Only
two
communities
have
a
30%
discount,
but
both
of
them
come
with
significant
limitations.
In
Boston
there
was
a
30%
senior
discount,
but
it
is
on
the
water
portion
of
the
bill.
Only
there
is
no
discomfort,
sewer
charges
and
revere.
There
is
a
30%
discount,
but
it
only
applies
if
the
senior
household
uses
only
30,000
gallons
per
year,
the
average
household
uses
90,000
90,000
gallons
per
year.
Revere's
discount
drops
to
10%
for
those
using
over
70,000
gallons
annually.

Based
upon
my
review
and
analysis,
I
am
recommending
that
commencing
with
the
FY
21
billing
cycle,
the
city
of
Chelsea
increase
its
senior
discount
to
20%
but
extent
the
discount
to
the
entire
bill
for
any
senior
who
owns
and
occupies
his
or
her
own
home
in
the
city.
Although
it
is
hard
to
precisely
calculate
the
cost,
I
asked
them
me
that
this
will
increase
the
cause
of
the
discount
program
from
approximately
thirty-five
thousand
dollars
annually
to
approximately
120
thousand
dollars
annually.
The
cost
will
be
absorbed
by
the
other
ratepayers
in
the
city.

The
reading

I,
am
writing
to
request
that
the
City
Council,
considering
new
ordinance
that
will
assist
the
city
and
its
permitting
process,
specifically
the
new
ordinance,
a
copy
of
which
is
attached,
will
allow
for
the
creation
by
the
city.
Auditor
of
a
special
municipal
account
so
hold
funds
that
are
provided
to
the
city
by
contractors
to
secure
obligations
required
by
their
parents.
A
My
adoption
of
this
ordinance,
the
city,
will
be
able
to
use
these
deposit
funds
to
directly
perform
the
permit
obligation
in
two
circumstances,
one
where
the
contractor
fails
to
perform
or
to
where
the
contractor
agrees
in
advance
to
allow
the
city
to
perform
the
work.
There
are
many
situations
in
which
contractors
provide
the
city
with
funds
to
secure
the
performance
of
a
permit
obligation.
A
A
most
typical
situation
occurs
with
utility
companies
like
eversource
or
National
Grid
that
have
an
obligation
to
restore
streets
and
sidewalks
when
they
receive
a
permit
for
underground
utility
work
at
times,
rather
than
actually
repair
the
roadway
on
its
own.
The
utility
will
provide
the
city
with
funds
to
do
the
work,
particularly
when
the
city
has
plans
to
reconstruct
the
roadway.
In
the
near
future,
unfortunately,
under
current
municipal
finance
law,
as
it
applies
in
Chelsea
when
such
payments
are
made
to
the
city,
the
funds
must
be
deposited
to
the
general
fund.
A
They
cannot
be
set
aside
to
perform
the
desired
work
for
the
city
to
actually
accomplish
the
work.
It
requires
a
separate
and
distant
appropriation
of
funds
by
the
City
Council.
That
is
often
quite
inefficient,
asking
the
City
Council
to
make
an
appropriation
for
a
road
or
sidewalk
project,
typically
from
free
cash,
when
money
was
just
paid
to
the
city
for
this
work
by
a
contractor,
but
that
is
the
current
state
of
the
law.
Recognizing
this
inefficiency,
the
state
just
a
chair,
made
a
change
in
the
law
as
part
of
the
2016
municipal
modernization
act.

change
allows
for
these
kinds
of
payments
to
be
deposited
in
a
special
account
instead
of
going
to
the
general
fund
and
then
utilized
by
the
city
departments
such
as
the
DPW
to
directly
perform
the
work
using
these
funds
without
further
appropriation,
a
copy
of
the
new
law,
mg/l
chapter
44,
section,
53,

and
a
half
it's
attached.
However,
for
the
law
to
be
implemented,
the
municipality
must
adopt
an
ordinance
allowing
for
this
alternative

never

commission

disability

commissions
beneficial

municipality

compliance

important
state
and
federal
laws
that
affect
people
with
disabilities

often

existence
of

disability
Commission
is
often

prerequisite

applying

state
and

grants
that
fund
infrastructure
improvements

occasion
to
visit
the
new
McDonald's
up
on
the
Parkway
yesterday
and
was
quite
surprised
that
it
really

not
handicap
accessible.
They
have

handicap
parking.

have
a
ramp
to
go
up
to
the
door
when
you
get
to
the
door,
if
you're
in
a
wheelchair,
you
can't
get
in
there's
no
push.

they
have
to
push
things

open

door,
there's
nothing
there

open

door
and
it's
a

it's
a
doorway
that
is
so
now

only
allows
one
person
to
go

rule
petition

Chelsea
Street
Bridge
parcels.
Dear
councillors.
As
you
know,
the
city
has
been
working
diligently
to
advance
a
new
Waterfront
Park
that
would
exist
on
both
sides
of
the
entrance
to
the
Chelsea
Street
bridge.
The
park
is
intended
to
provide
interesting,
waterfront
access
to
an
area
of
the
Chelsea
Creek
that
has
been
inaccessible.
The
City
Council
recently
supported
this
effort
by
authorizing
$500,000
in
capital
funds
to
commence
full
design
work
and
provide
seed
money
for
the
start
of
construction.

The
city
is
seeking
other
funding
for
this
Waterfront
Park,
including
fronts
from
Massport,
as
we
work
on
design.
Another
critical
piece
in
this
development
process
is
land
acquisition.
The
land
on
both
sides
of
the
Chelsea
Street
bridge
is
owned
by
various
agencies
of
the
Commonwealth
of
Massachusetts.
We
have
been
in
regular
communication
with
the
office
of
the
governor
for
the
past
few
years
to
formulate
a
plan
for
acquisition
of
these
parcels.

At
this
point,
we
have
made
considerable
progress
on
acquisition
of
the
parcels
on
the
southern
side
of
the
bridge
for
that
land
owned
by
the
Department
of
Conservation
and
Recreation,
and
a
division
of
capital
as
asset
management
and
maintenance.
The
city
and
governor's
office
have
agreed
that
the
city
can
acquire
the
parcel
as
surplus
property
through
special
legislation.
The
cost
of
the
property
will
be
determined
by
an
appraisal
of
the
property
based
upon
its
limited
use
for
conservation
and
passive
recreational
purposes.

I
have
attached
a
proposed
Home
Rule
petition
for
this
acquisition.

construction,
dear
counselors,
I,
am
writing
in
response
to
the
recent
City
Council
a
lot
of
requesting
an
update
on
everyday
Avenue
construction.
The
everyday
Avenue
construction
project
is
coming
to
a
close.
Currently,
with
one
exception,
all
the
water,
sewer
and
drainage
work
is
complete
and
the
road
has
a
base
coat
of
asphalt.
The
remaining
work
to
be
performed
within
the
next
month
also
includes
installation
of
sidewalks
and
new
lighting
that
will
be
followed
by
final
paving
of
the
roadway
we
are
hopeful
in
this
entire
project
will
be
completed
no
later
than
November.

date

and

they,

they

beyond

should
be

swore

confidence

spent

schools

capital
improvements,

added
considerable
money
over
the
last
couple
of
years
to
both
of
those
accounts
and
I
only
hope
and
pray.

money

get
to
the
point

we're

repairs.

there's

rare
occasions

is
taken

gains
ownership

tax
title.

are
rare,
but
they
happen
every
couple
of
years
and
on
those
rare
occasions
the
whare
is
also
very
clear
that
the
only
way
the
city
can
dispose
of
that
property
and
get
it
back
into
the
tax
rolls
is
by
a
public
option.

the
only
way
the
state
allows
you
to
dispose
of
property
that
you
gain
by
tax
title.
You
have
to
have
a
public
auction
and
at
public
auctions
when,
if
the
city's
goal
was
to
make
that
housing,
affordable
housing,

puts

out

public

giving
the
city
one
more
tool
exclusively

of

lost

authority
when

charter

license
and

of

license

on
the

of
Aldermen
many
years
ago,
and
now

goes

few
things

the
City
Council

authority

public

one
is
the

of
the

manager

council

have
to

no
on

now

were

share

concerns

what

lands

and

think

could
be
classes

Hill,
all
types
of
training
and

for
residents

available

by

other
community
by
any
other
state

fact
that
we're
taking

hundred
thousand
dollars
out
of
funding
from
what
was
gonna
be
roadwork.

will
know
if
you
have
ever
examined
our
CIP.

hundred
thousand
dollars
doesn't
really
get
you
much,
but
it
will
pay
three
times
four
times
as
much
in
returns.
If
we
train
our
people
on
a
hundred
thousand
dollars,
there's
no
funding
for
Workforce
Development,
there's
plenty

money
available
for
streets
and
sidewalks.
There's
chapters,
ninety
money,
there's
workforce
grants

mean
not
work
for
rent,
but
there
is
work.
Mass
works
plans
out

mitigation
developers
if
they're
going
to

the
project

enough,

have
funding
from
the
developers
that
will

new
sidewalks
and

residents

casino

locations

in
our

idea
why
this

would
want

think
we

subcommittee
meeting

this

we

a
regional
effort

group
of
organizations
in

city

trying

what
we
found
is
that
we
have
a
lot
of
people
that
want
to
work
and
that
have
skills
or
over
employed
and
what
we
don't
have.

this
city
continues

change

rent
continue
to
rise,

it's
an
investment
into
our
community
to
be
able
to
provide
these
resources

helping
our

residents

adequate
employment

job

maybe
go
to
that
kids
football
game
or
be
able
to
participate
and
be
civically
engaged.

doing

invested

investment

trees

money

going

workforce
development

that

office
in

where

can
actually

apply
for
the

casino
jobs,

we

don't

what
we
do
have
is
the
willingness
of
the
business
community,
the
nonprofits,
the
local
community
college.

help
folks
learn

only

conversation

but
also
how
to
prepare

an

and

Bunker
Hill

workforce,

we
they
had

commitment,
they're
trying
to
get
500
jobs,

casino
offered
them
500
jobs
at
the

us
they
got

and
out
of
209.

two
of
them

reason
why
the
others
couldn't
get
the

of
them

basically
couldn't
understand

job

in

to
clean

level

skills

downtown

to
like
keep

with

licenses

of
the

hamstringing

from

where

beautiful

were
hundreds

people

people

over
the
state
at
the
Emiliana

around
the
corner
of
the

was
an
amazing
event.

was,
it
was
just

was
really
proud
to
be
in
Chelsea,
and
it's
the
biggest
hall
that
we
have
in
the
city
where
we
can
actually
host
like
real
events.

year,
the
city
of
Chelsea
hosts
a
Christmas
party
at
a
hotel
in
East
Boston,
and
my
concern
is
why
are
we
not
investing
those
dollars
here
locally
and
so
I'm?
Looking
specifically
at
Emiliana,

the
owner
of

Indiana's
is
Vladimir
Chino,
who
happens
to
be
here
as
well?
He
is
the
owner
of
Misawa
Don
Mexicano,
and
he
doesn't
have
a
liquor
license
now.
In
no
way
do
I
mean
to
undermine
the
role
of
the
licensing
Commission.

one
that
we
abide
by,
and
so
what
I'd
like
to
do
is
for
us
to
really

would
like
this
agenda,
make
it
to
the
licensing
Commission,
because
at
the
very
without
trying

don't
want
to

fact
that
you

there's
a
fine
line
between
a
full-out
license
and
a
one-day
license.

proposal
here
is
to
have
a
liquor
license.

halls

over

people
and
mainly
because
function
halls
serve

people
every
time

a

licenses

there

think
that

can
get
creative

businesses
waiting
for
a
liquor
license
before
the
licensing

it

easiest
way
to

it
is
to
do

be

depends
on
the
City
Council
in

Chelsea
licenses,

purchase

license

another
person

longer
