a
couple
different
reasons:
I
think,
if
you
look
around
you're
gonna
notice,
why
everyone's
here,
that's
not
an
issue
whether
we
agree
with
the
city
manager
on
numbers,
that's
for
debate
in
my
opinion,
but
we
haven't
been
given
a
full
chance
to
debate,
especially
with
new
information.

come
out
what
I
need
to
say
before
I
can
decide
to
make
a
good
decision
for
the
600-plus
members
I
represent
is
where
is
the
city
health
insurance
numbers?
If
they're
in
the
position
of
five
to
seven
point
five
million
dollars
as
to
what
I've
been
led
to
believe,
then
I
don't
see
the
need
of
increasing
any
health
care
premiums,
instituting
deductibles
or
anything
else.
If
at
some
point,
mr.

Yoshino
comes
back
to
the
PEC
and
says
we're
hurting,
we've
taken,
some
large
hits
I
believe
every
present
the
attendants
representing
the
PEC
would
be
more
than
happy
to
sit
in
me
and
you've
heard
all
that
before.
But
the
main
reason
I'm
here
is,
as
you
look
around,
there
are
a
lot
of
people
here
and
I'm
sure.
Almost
all
of
the
same
reason,
two
weeks
ago,
I
was
appalled
at
the
way
this
meeting
ran
a
fault
I've
been
to
numerous
City
Council
meetings
in
different
cities.

Numerous
school
committee
meetings
I've
never
seen
the
curveball
thrown
like
it
was
thrown
two
weeks
ago.
You
were
well
within
your
rights
to
do
so,
but
not
letting
the
number
of
residents
in
city
employees
in
some
cases
both
who
were
here
to
talk
about
such
an
important
issue,
was
wrong
in
my
opinion
and
I'm
sure
shared
by
a
number
of
other
people.

Here
they
deserve
to
be
heard,
especially
those
employees
who
happen
to
be
residents
and
they
weren't
giving
the
chance
either,
and
the
second
point
I
was
appalled
that,
after
doing
a
little
bit
of
homework
after
the
sixth
through
backchannels
and
so
forth,
that
we
all
have,
it
was
reported
to
me
the
second
hand,
from
a
very
good
source
that
a
member
of
the
council
suggested
that
there
were
racism.
Undercurrents
coming
from
the
employees.
I'm
insulted
by
that
I
could
speak
to
every
school
personnel
that
there
is
nothing
that
could
be
further
from
the
truth.

that
much
money
in
the
bank,
it
seems
very
strange
to
be
asking
for
public
servants
to
be
paying
even
more
in
health
care.
The
deductible
increases
especially
are
going
to
impact
our
my
colleagues
who
have
children

read

$500
deductible
in
the
same
way
that
my
colleague,
who
has
two
kids
is
going
to
reach
a
$1,000
deductible.

slight
increase

insurance

one

claims

one
percent

last
year's

need
for
such
a
request
by
the
city
manager
when
the
council
asked
him
why
he

replied
quote
to
get
leverage
on
the
unions
and
quote
the
reply
should
tell
you
that
he
isn't
bargaining
good
faith
from
day
one.

arbitration

city
manager
continues
to
bargain
unlawfully,

that
is
evident
by
his
most
recent
communication
to
both

Council
that
resulted
in
an
unfair,
labor
practice
being
filed

days
after
the
adoption

to
the

lawmakers

state

the
intent

the
law
was
to
give
cities

towns
the
ability

their
trust
funds
weren't
doing
well
in

free
cash

a
way
that
if
they
couldn't
get
the
percentage
of
votes,
they
need
my.

a
right

union

the
fire
department.

see

care

about

health

with

has

grievances

amazing

my

they

once

incredible
work
and
they're

responsive.

speak
as
the
chairperson
for
the
Community
Preservation
Committee
I
submitted
a
letter
to
the
City
Council
with
four
projects
that
we
would
like
you
guys
to
consider
appropriating
the
funds.

This
is
the
first
time
that
we
have
introduced
some
projects
for
you
guys
to
actually
consider
funding.
This
act
was
passed
in
2006
and
it
has
been
a
long
process
where
we
reached
out
to
many
folks
in
our
community.
We
hire
a
consultant
to
really
help
us
understand
the
needs
of
our
community
for
us
to
do
it
right,
and
it
took
this
long
for
us
to
come
out
with
a
pilot.
We
have
learned
a
lot
from
this
experience
and
we're
hoping
that
our
community
can
benefit
from
the
community
persuasion
act.

you
may
know,
the
Community
Preservation
Act
funds
are
for
open
spaces
and
recreation,
historic
preservation
and
housing
or
affordable
housing.
So
please
consider
the
four
projects
that
are
presented
to
you
and
we
look
forward
to
working
with
you
guys
to
create
and
improve
our
community
and
preserve
history,
create
more
affordable
homes
and
also
create
more
open
spaces
and
in
our
community.

what

want

say
is
increase
the
duck
tables
make
our
district
Chelsea
district,
an
amazing
district,
but
a
less
desirable
district
to
apply
to

even
remain
working
long
term.
We
become
a
less
desirable
School
District,
a
less
desirable
Police
Department,
a
less
desirable,
Fire
Department
to
work
in
etc.

Many
of
our
employees
are
fresh
out
of
college
working
at
the
lowest
steps
of
pay,
even
those
that
are
not
the
beginning,
steps
of
other
financial
obligations
that
make
paying
a
deductible
a
huge
burden.
The
federal
reserve
says
about
41
percent
of
people
say
they
can't
pay
a
$400
emergency
expense
without
balling
or
selling
something
ridiculous.

So
how
will
they
pay
a
500
or
1,000
dollar
deductible?
One
of
the
ways
our
city
has
offset
the
lower
paceco.
This
is
offsets.
A
part
of
me.
The
out
lower
space
scales
of
our
district
is
by
providing
high
quality
care
for
all
our
employees.
Taking
away
this
benefit
is
honestly
a
true
financial
burden
for
people
who
work
hard
to
serve
our
city
without
enough
races,
which
we
have
not
or
do
not
receive.
These
costs
will
not
be
offset.

can
mean
illnesses
that
might
have
been
caught
early
and
can
go
out
there
undiagnosed
and
untreated,
becoming
potentially
life-threatening
and
in
more
enormous
ly,
costly
for
the
medical
system,
and
for
you
guys,

way

City
Council
acted.
Remove
the
power
of
the
Union,
the
voice
of
the
fire
department,
the
police
department,
the
school
department,
DPW
et
cetera,
and
the
voice
of
folks
and
live
in
the
city
will
work
hard
in
the
city
that
anybody
should
tolerate
on

local
or
national
level.

brief

it's

fact
piggyback
on
what
was
just
said.
I
want
you
guys
to
think
about
the
legacy
of
this
decision.
I
understand
that
money
is
tight
and
we
don't
have
the
resources
that
we
would
like,
but
we're
going
to
suffer
a
brain
drain.

worked
in
the
mentoring
program
in
our
school
system
for
many
years
now
and
we
are
not
holding
on
to
people.
An
additional
cost
is
going
to
make
us
less
attractive.
On
top
of
that,
I
want
you
to
understand
that
we've
had
year-over-year
multi-million
dollar
budget
short
cuts
and
I
understand
that
some
of
that
is
a
state
issue.

that
is
a
federal
issue.
But
what
are
we
doing
here
to
keep
the
people
that
are
of
high
quality?

partnerships

we
should

and
perhaps

financial

communicated

disappointed
in
the
council,
not
giving
everyone

opportunity

just
want
to
say
to
everyone
that
you
know.
The
council
realized
that
the
city
employees
that
you
have
working
for
you.

not
the
old
Chelsea
and
he's
not
the
old
city
employees

Years

you

here
when

federal
investigations

on,

people
being
indicted.
Members
of
the
City
Council

Mayors

being
indicted.
Members
of
the
police
department,
other
city
workers,

employees
you

working
for
you
today.

School
Department,
you
know
have
to
be
you
coming

here

revitalizing
at
new
schools.

compare
our
salaries
to
the
surrounding
cities,
right,
we
don't
get
paid,
we
don't
get
paid.

know
what

believe
many
of
the
employees
in
the
city
of
worth,

you
need
to
consider
that
when
this
stuff
started
with

insurance
committee

back
with
city

we

got
pay
raises

soon

the
pay
raises

through,

forced

The
form
of

sort
is
the

as
the

to
2019

adopted
by
the
City
Council

proposed
CPA
FY
20,

reserves
for
appropriation,
95%
of
the
estimated
revenues
with
10%
allocated
to
each
of
the
three
statutory
reserve
accounts

the
remaining
65%
being
allocated

All
of
these
accounts
are
subject
to
future
appropriation
by
the
City
Council,
based
upon
recommendation
from
the
Community
Preservation
Committee
to
fund
specific
projects
for
the
remaining
5%
of
the
estimated
revenues.
The
committee
is
requesting
an
appropriation
for
administrative
expenses
which
are
expressly
allowed
by
statute.
Most
communities
use.

administrative
funds
will
provide
the
Community
Preservation
Committee,
with
assistance
in
accomplishing
its
mission

Chelsea.
The
Community
Preservation
Committee
expects
to
utilize
the
majority
of
these
funds

consultant
taxed

outreach
development,
developing
the
annual
community
preservation
plan,
tracking
acts
of
projects
that
have
been
funded,
managing
the
application
process,
assisting
community
members
and
preparing
fundable
applications
and
preparing
materials
for
committee
meetings.

February
and
seven
completed.
Applications
were
received
in
April
at

meeting

Community
Preservation
Committee
recommends
an
approval
of

write

place

latest
evidence
of
unlawful
tactics
regarding
implementation
of
plan
design,
changes
to
health
insurance
plans

public
employees.
During
negotiations,
you
propose
to
transfer
1
million
dollars
of
health
insurance
costs
from
the
city
onto
the
sickest
families
enrolled
on
the
city's
program.
Your
proposals,
whether
increasing
premiums
paid
by
employees
or
adding
deductibles,
were
for
changes
to
be
implemented.

Only
in
a
third
year
of
a
peck
agreement,
you
and
the
peck
agreed
that
no
changes
to
plan
design
or
premium
splits
would
occur
for
the
next
two
years.
Given
the
astonishing
surplus
and
the
health
insurance,
self-insured
trust
funds
and
the
flatlining
of
premium
increases,
the
peck
declined
your
proposals.
The
peck,
however,
in
the
spirit
of
good-faith
negotiations,
proposed
modifications
to
the
pact
to
ensure
the
self-insured
trust-fund
remain
solvent.
We
even
offered
to
waive
our
contractual
rights
of
reimbursement
or
return
of
excess
funds.

reject
the
proposals
without
even
caucusing
and
threatened
to
have
the
City
Council
adopt
sections
21
to
23
of
chapter
32,

Massachusetts
General
Laws.
To
empower
you
to
enact
your
plan,
design
changes

use
them

Council
adopted
the
laws
haven't
been

by
you

until
we
are
able
to

to

common

place,
where

addressing

parking
issues

of

that
we
cannot
continue
to
provide
relief,
there's
nowhere
to
park
our
vehicles,

think

that
I
proposed
this
in
the
past.

lot
of
conversation,

was
