Description
City of Chelsea
A
A
A
Wow
that
mike's,
can
you
hear
me
great
welcome
to
the
chelsea,
license
commission
meeting
it's
december
9th
at
6
00
pm
in
city
hall,
so
an
adoption?
The
first
agenda
item
will
be
adoption
of
the
minutes
end
of
november
18
2021.
Can
I
get
a
motion
to
adopt
minutes
motion
seconded
great
all
in
favor,
I'm.
A
Okay,
great
so
clerk's
update.
C
So
the
list
of
the
2022
licensing
calendar
meetings
posted
it
that
I
needed
to
be
adopted,
adopted.
D
D
D
C
C
C
The
others
are
fine,
okay
and
then
the
next
one
is
the
indoor
mass
mandate.
It
went
into
effect
friday
december
3rd
and
it
was
issued
by
the
boh.
C
A
Okay:
first
agenda
item
public
hearing
to
consider
a
transfer
of
a
wine
and
malt
beverages,
alcohol
license
application
from
parochia
enterprises,
dba
prattville
mart
to
van
sand
corporation
at
383
c
washington
avenue,
chelsea
mass
come
on
up.
E
How
are
you
my
name
is
jairus
garpacy,
I'm
representing
the
company
van
sand
corporation
who's,
seeking
the
transfer
from
pryosha
to
who's,
doing
business
as
prattville
mart
there
for
383
washington
c.
So
I
brought
the
manager.
Her
name
is
manu
guy
she's
going
to
be
the
manager
that
will
be
at
the
store
majority
of
the
time.
E
She'll
be
the
only
manager
that
is
on
record
as
well
too.
So
I'm
seeking
the
transfer
as
her
as
the
manager
as
well.
D
G
I
live
around
the
corner,
it
gets
it's
been
robbed
like
yearly
and
I've
told
the
previous
owner
he
where
the
clerk
stands,
he
has
advertisements
or
he
had
or
she
had
advertisements
blocking
the
view.
I
told
him
every
time
I
frequent
the
place.
Often
my
family
does
like
you
need
to
keep
the
window
clear
when
the
license
goes
through.
I
will
stop
and
it's
just
it's
a
deterrent.
It's
it's
a
tough
place,
but
it
has
been
robbed
almost
yearly
around
this
time
and
it's
always
because
of
the
visibility
of
the
clerk.
A
Thanks
captain,
anyone
from
the
public
have
any
comments
or
want
to
say
anything.
A
Over
the
age
of
two
okay
motion
to
they
want
to
make
a
motion.
H
E
A
Okay,
next
up
a
transfer
of
license,
pledge
of
inventory,
pledge
of
stock
and
pledge
a
license
of
all
kinds
of
alcoholics
application
from
young
young
inc
to
lime,
chelsea,
dba,
lime
at
73,
wino
submits
sorry
to
butcher
the
name
street
chelsea.
I
Good
evening
attorney
peter
paschuco
on
behalf
of
lyme
chelsea
inc
here
with
me,
is
petal
joseph
seal.
The
mike.
I
Who
is
the
the
applicant
she's
going
to
be
the
manager
on
the
license
she's
going
to
be
running
the
the
business?
It's
a
new
restaurant
she's
really
excited
about
it.
It's
going
to
be
international
fusion,
asian,
mediterranean
and
african
food's
going
to
be
on
the
menu.
It's
a
vacant
space
right
now,
but
it's
brand
new
it
was
recently
renovated.
There
was
a
business
in
there
for
a
short
time
that
closed
into
the
pandemic.
A
I
A
I
To
open
in
february
to
march
time
frame,
but
we're
obviously
seeking
to
transfer
the
liquor
license.
First.
D
D
I
Business
she
does
extensive
experience
front
of
the
house
back
the
house.
She
was
the
executive
chef
at
I
have
the
name
here.
Excuse
me.
H
The
executive,
the
executive
sous
chef
at
rialto
in
when
it
was
open
back
in
1999.
I
She
ran
the
food
service
at
the
park
plaza
from
2004
to
2008,
and
then
she
also
ran
a
small
bakery
in
in
cambridge
from
2012
to
about
2016.
I
and
she's.
As
I
said,
both
front
of
the
house
back
in
the
house,
she's
she's
been
the
chef
but
she's
also
handled
payroll,
accounting
all
the
likes,
so
she
doesn't
know
how
to
run
a
restaurant.
B
Quick
question
so
in
the
front
of
the
house,
have
you
managed
to
be
purchasing
and
inventorying
of
liquor.
J
A
A
No
okay
motion
to
approve.
A
Okay
vote
on
the
following
renewals
for
2022
and
mike
I'm
going
to
defer
to
you
on
this
for
process
or
naomi.
Did
we
just
go
through
the
votes
and
then.
A
Great
renewals
of
liquor's
licenses
can
I
get
a
motion
that.
B
B
A
A
Great
all
in
favor,
aye,
great
renewals
of
roommate
house
licenses
are
completed
motion
two
great
all
in
favor
aye,
okay,
great
thank
you
and
finally,
the
remand
of
las
papusas
delcino
decision
by
abcc
come
on
up.
K
Chelsea
law
department
I'd
like
to
review
this
decision
from
the
abcc
with
you
briefly
and
then
have
I
have
a
request
great.
So
those
of
you
who
were
here
at
the
time
may
recall
that
we
revoked
the
the
license
the
alcohol
license
of
las
pucus
delcino,
probably
around
18
months
ago.
K
K
We
lost
on
the
first
two
because
we
had
inadequate
evidence
in
their
view
of
the
violations.
We
had
no
one
physically
present
in
the
establishment
at
the
time
of
the
service,
so
they
credited
the
abcc
credited
the
testimony
of
officer
mclaughlin
and
captain
houghton
our
two
witnesses,
but
because
they
weren't
present
for
the
service
we
weren't
able
to
demonstrate
that
the
violation
occurred.
K
K
K
C
J
My
memory
has
this
established
me
being
has
been
in
front
of
us
before
many.
J
A
G
I
agree
with
the
city
attorney.
I
think
it's
kind
of
groundbreaking,
because
we
have
one
of
the
strictest
video
storage
requirements,
and
I
you
know,
speaking
to
the
city
attorney,
I
believe,
to
prove
you
know.
If
the
video
was
properly
given
to
us,
we
would
have
proved
service,
not
all
of
it
was
given
to
us,
and
you
know
the
officer
testified
if
just
to
refresh
someone
new
members,
it
was
a
very
three-car
accident
after.
G
So
yeah,
so
it
was
evolving
from
the
establishment
to
outside
it
affected.
Thankfully,
no
one
was
seriously
hurt,
but
I
I
do
believe
we
should.
You
know
challenge
this
because
of
a
strict
30-day
video.
I
mean
we're
not
going
to
be
there
ever
most
likely
to
see
over
service
right.
B
L
Good
evening
I'm
tom
campbell,
I
represent
the
licensee
with
me
as
the
manager,
lucia
lopez
and
the
corporate.
You
can
stay
there.
It's
okay
and
gustavo
sarna
who's,
the
corporate
officer
again
mr
treadway
and
I
have
discussed
the
abcc
decision
together
and
he
told
me
what
his
recommendation
was
going
to
be
before.
Can.
L
Have
talked
about
the
abcc
decision,
even
though
it
only
came
out
yesterday,
we've
had
a
couple
of
conversations
about
it
and
what
I
would
ask
is
that
if
the
commission
is
inclined
to
appeal
this
to
the
superior
court
that
the
commission
consider
allowing
my
client
to
operate
pending
the
appeal
there
was
a
three-day
suspension
issued
he's
been
the
the
license
has
essentially
been
de
facto
revoked
since
june
of
last
year,
and
with
the
commission's
permission,
he
would
like
to
go
back
into
operation
for
the
time
being
pending
the
resolution
of
the
superior
court
case,
which
could
be
another
year
year
and
a
half
where
there's
a
significant
distinction.
L
L
He
accepted
responsibility
before
this
group
and
I
would
say
that
I
would
say
that
one
of
the
reasons
for
the
decision
by
the
abcc
in
terms
of
its
remanding
for
the
penalty
that
it
recommended
was
that
it
felt
that
the
revocation
was
not
consistent
with
the
penalties
that
have
been
issued
in
similar
cases
across
the
city.
So
for
that
reason
I
would
respectfully
request
that
you
permit
him
to
continue
in
operation.
J
L
K
And
the
city
of
chelsea
law
department
would
have
no
objection
to
allowing
mr
cernan
to
continue
to
operate
las
vegas
delcino,
while
the
appeal
is
pending
from
our
perspective,
this
is
more
about
making
sure
that
the
city
has
the
necessary
tools
to
enforce
the
liquor
laws.
We're
not
necessarily
interested
in
punishing
the
licensee.
So.
F
L
L
He
operates
another
licensed
establishment
which
recently
the
licensee
passed
away
and
there's
a
there's,
a
difficulty
in
the
legal
transfer
of
the
estate.
L
So
what
he'd
like
to
do
ultimately
is
transfer
this
license
over
to
the
other
establishment,
which
is
called
rancho
las
popus
and
that
doesn't
have
a
bad
record
of
violations
at
all
before
this
group.
In
fact,
I
think
it
has
none.
L
B
D
A
A
B
Okay,
did
we
all
have
to
make
the
motion
on
the
appeal
we.
A
Okay,
next
meeting
is
so
we
decide
on
january
13th,
or
is
that.
