From YouTube: Zoning Board of Appeals Meeting of 2-14-23
Description
City of Chelsea
A
A
Where's
Hector
I
am
joined
today
by
Hugo
Perdomo
Joe,
Mahoney,
Maryland,
Vega,
Torres,
Arthur,
Arsenault
and
Joan.
What
am
I
having
I
know
that
Joe
crumble
I'm.
Sorry,
it's
been
one
of
those
days.
We
are
going
to
take
a
couple
of
things.
John
just
announced
that
there's
somebody
here
to
whose
translations
you
need
to.
If
you
need
English
translation,
we
are
going
to
take
a
case
out
of
order
today,
2022
41
8,
Addison,
Street,
St,
Mary's,
Orthodox
Church.
We're
going
to
take
that
first
today
and
I
am
going
to
hand
over
the
gavel.
A
B
Voted
to
recommend
approval
of
the
special
permit
with
standard
conditions
and
and
I'm
sorry
and
the
use
of
pervious
pavement:
okay,
okay,
so.
C
Sure,
before
and
afterwards
really
right
absolutely
good
evening.
First
of
all,
my
name
is
Father
Tudor
I'm,
the
parish
priest
at
Saint,
Mary,
Romanian,
Orthodox
church,
and
so
what
we're
trying
to
accomplish
is
we're
trying
to
turn
the
left
side
of
our
church
into
a
I
guess
smaller
parking
lot,
we're
also
asking
that
the
curve
would
be
cut
so
that
we
can,
you
know,
Park
in
there.
C
The
reason
why
we're
asking
for
all
these
things
is
because
we
don't
have
a
parking
lot
and
obviously
parking
on
Sunday
mornings
is
quite
difficult,
since
everyone
is
is,
is
home,
every
single
parking,
spot
counts,
I,
think
I've
said
it
here
before,
and
that's
actually
true
right.
So.
D
D
E
Can
you
remind
us
of
how
many
par,
how
many
cars
you
can
park
on
the
on
the
ones
already
there
right.
C
So,
probably
not
more
than
three
to
four.
C
Actually,
a
good
point,
we
have
I
mean
there's
obviously
Street
lighting,
but
not
necessarily
in
there
when
we
needed
the
most
and
actually,
when
we'll
use
it
it'll
be
on
Sunday
morning.
C
C
C
E
C
So
during
the
week
we
have
maybe
a
couple
of
services
in
the
morning
mainly
and
we're
using
street
parking
or
right
or
the
right
hand,
side
parking.
But
obviously
Sundays
is
like
the
big
kind
of
issue.
C
D
I'm
going
to
ask
the
question
that
Hugo
always
asks
snow
storm
removal.
What
do
you
put
the
snow?
How.
C
C
D
D
C
G
C
C
It's
just
that
again.
The
main
problem
is
the
fact
on
Sunday
morning,
it's
quite
hard
to
find
parking
and
I'm,
obviously
the
first
one
to
be
there
around
eight
o'clock
and
it's
usually
I
try
to
save
the
spots
at
the
church
for
the
parishioners
and
I
try
to
kind
of
circle
around
just
because
I
started
knowing
the
the
neighborhood
a
little
bit
better
and
it's
not
easy.
G
B
B
The
the
planning
board
recommended
with
the
applicable
standing
conditions
and
with
the
use
of
pervious
pavement.
Okay,.
C
And
I
think
it's
also
we've
had
a
it
wasn't
an
incident
per
se.
We
have
a
shed
in
the
back
and
we've
had
some
homeless
people.
The
neighbors
actually
told
me
because
I'm
not
here
at
the
church
every
day,
but
the
neighbors
actually
called
me
and
told
me
that
they
started
actually
coming
and
getting
in
the
and
I
think
lights.
I
mean.
Obviously,
at
this
point
we
have
surveillance
cameras
all
around
and
I
think
that's
a
big
kind
of
deterrent
but
lights.
Usually
they
definitely
help.
C
D
A
A
A
Second
Joe,
all
in
favor,
the
next
case
in
front
of
us
is
2022-40
245,
257,
Marginal,
Street,
Enterprise
Rent-a-Car
company
of
Boston
LLC
for
a
recommendation
on
a
special
permit,
seeking
approval
for
airport-related
storage
and
parking
of
Motor
Vehicles
and
for
other
related
or
incidental
to
such
use,
with
the
off-street
parking
requirements
of
the
zoning
ordinance
whoever's
here
to
speak
to
this
John.
This
has
already
also
gone
to
the
planning
department
hasn't.
B
It
planning
board,
it
has
gone
to
the
planning
board.
The
planning
board
recommended
approval
with
standard
conditions,
submittal
of
a
parking
layout
plan
and
submittal
of
a
signage
plan.
Okay,.
A
I
Pretty
nothing
more
to
say
pretty
pretty
simple
process
I
mean
as
far
as
what
we're
looking
to
to
accomplish
is
what
we're
utilizing
these.
I
It
is
and
I
don't
know
if
I
want
to,
let
you
guys
touch
on
the
actual
property,
but.
E
I
Oh
I,
don't
know
what
the
and
sorry
I
do.
Apologize.
I
am
filling
in
a
little
bit
for
a
person
that
is
some
transition.
But
yes,
what
we
were.
We
were
leasing
the
property
with
the
intention
of
parking
rental
cars
on
the
property.
I
D
J
J
They
were
here
up
until
covet
and
then
they
wound
their
operations
down
and
Consolidated
a
little
bit
at
that
time,
and
we
had
only
owned
the
property
for
about
two
years
and
they
kind
of
just
Peak
around
the
time
of
the
Fall
Foliage
and
and
bring
extra
rental
cars
into
the
area
when
kind
of
the
cruise
ship
season
in
Boston,
which
isn't
that
long
and
they're
intending
to
use
it
for
the
same
purpose.
I
believe
and.
J
Do
yeah
and
we
have
to
make
some
improvements
required
under
that
permit
too.
Okay,
so.
E
I
B
F
I
E
Oh
good,
the
site
where
I
think
in
the
past
a
couple
cars
were
stole
or.
I
Something
like
that
that
was
actually
across
the
street
at
where
my
office
is
yes,
there
was
a
property
where
somebody
got
into
the
property
and
went
through
a
fence,
so.
I
We
typically
utilize
a
third-party
security
company.
We
already
have
a
third
party
security
company
at
the
adjacent
lot.
That's
that's
there.
We
have
internal
security
during
the
day
and
overnight
we
use
a
third
party
security
company
already
at
the
adjacent
lot
next
door.
E
That
law
that's
going
to
be
with
lights,
the
lights
will
be
on
during
the
night
or
just.
I
E
I'm
sorry,
the
snow,
if
you
can
have
600
cars,
how
are
you
gonna?
You
know
it's.
I
F
I
can
tell
you
that
yeah.
I
We
we
move
cars
around,
we
obviously
wipe
down
the
cars,
move
them
around
and
have
a
plow
truck.
We
have
our
own
internal
plow
trucks
as
well
as
using
a
third-party
plow
company
as
well.
I
Depends
it
hasn't
since
I've
been
here,
it's
only
been
a
couple
years.
It
we
haven't
had
enough
snow
where
it's
needed
to
be
removed,
off-site
I,
know
back
I've
heard
stories
about
Saint
when
Sandy
than
they
did
have
to
figure.
You
know
move
snow
off-site
kind
of
thing
when
that
snow
was
there,
but
I
haven't
seen
that
since
I've
been
here.
A
This
is
the
public
hearing.
I'm
going
to
this
is
the
only
opportunity
you
will
have
to
speak
on
this.
Is
there
anyone
who
wishes
to
speak
on
this
there
being
none
I'm
going
to
close
the
public
part
of
this
hearing,
because,
though
it's
gone
out
in
Reverse,
as
this
has
already
gone
to
the
planning
board,
we
can
in
fact
vote
on
this.
So
John
again,
please
repeat
to
me
what
the
recommendations
were
from
the
planning
board.
My.
I
I
A
Special
permit
seeking
approval
to
convert
the
first
floor
Recreation
into
five
residential
units,
which
does
not
meet
the
minimum
requirement
for
off-street
parking,
as
well
as
a
special
permit
authorizing
extension
alteration
or
change
to
a
non-conforming
structure.
This
is
the
first
time
we'll
be
hearing
this,
so
we'll
not
be
deciding
this
today,
you
will
go
in
front
of
the
planning
board
in
room
305
on
the
28th
that
will
happen
in
305
and
the
zoning
board
here
back
on
March
14th,
okay
got
those
dates.
H
Since
we
purchased
the
building
in
2017,
we
haven't
stopped
with
improvements
in
the
building
we
we
were
here
previously
in
2017,
and
we
and
we,
we
developed
seven
units
on
the
second
floor
in
the
Roby
Hall
area
and
it's
very
successful,
we've
rented
them
for
thirteen
hundred
dollars
a
month
with
utilities
we're
being
fair
with
the
program.
H
H
So
there's
this
we
have
the
space
to
install
five
more
micro
units,
I
mean
when
I
went
for
my
building's
license
to
renew
it.
They
showed
us
films
of
New,
York,
Chicago,
Detroit
Philly.
They
were
all
in
that
going
with
that
concept.
What.
H
H
So
where
we
have
the
space
we're
looking
for
Relief
with
parking
I
can
tell
you
that
probably
I
could
count
the
cause
on
one
hand
on
the
tenants
that
are
there
now
we've
installed
more
bike
racks
because
there's
more
bicycles
than
it
than
ever
before,
and
the
reason
we're
here
this
far
from
2017
till
now
was
covered
and
we
just
got
the
1200
amp
triple
Phase
Electric
service
installed.
H
So
we
can
move
forward
with
the
heat
pump,
type
heating,
air
conditioning
and
it's
been,
it's
been
a
chore
with
kovitz
to
be
honest,
but
we're
moving
through
it.
So
we'd
like
to
get
five
more
Apartments
on
the
first
floor
of
that
building,.
K
A
H
Gas
tank
yeah,
we
have
an
oil
tank
in
the
backyard
there.
That's
a
3
000
gallon
oil
Tech.
Now
we're
going
to
be
removing
in
the
next
probably
60
days.
E
H
There
now
it
was
an
Explorer
post,
we
had
was
probably
a
step
up
from
Boy
Scouts
and
when
covet
hit,
we
had
to
close
everything
down
and
now
at
this
point
to
have
young
children
or
men
in
the
building,
with
the
tenancy
that
we
have
it's.
Probably
it's
not
feasible,
really.
H
E
B
L
H
And
and
and
the
to
be
honest,
we've
got
the
bus
line
right
out
the
door,
the
men
that
go
to
work,
that's
where
they
want
to
be
we're
very
downtown
here
in
the
past,
with
those
seven
units
we
haven't
had
any
issues,
I,
don't
out
of
the
seven
units,
I
think
only
one
has
a
car
so
and
on
the
rooms.
It's
basically
we
counted
on
one
hand
to
be
honest,
parking's,
really,
not
a
problem
for
the
building.
H
H
G
I'm
sorry
Joe
in
terms
of
amenity,
so
I
remember
so
it's
where
the
YMCA
used.
L
G
That
have
benefit
for
from
such
housing,
so
appreciate
what
you
do,
but
also
I'm,
wondering
I
know
there
was
a
lower
level
with
the
pool
it
used
to
be
a
polls
there,
not
sure
if
it's
still
there,
but
in
terms
of
common
space
and
like
rec
room
in
terms
for
the
tenants
to
you
know
like
socialize
and
as
a
common
space
thinking
about
working
into
it.
K
Can
explain
it's
a
really
nice
common
space?
Actually,
it's
very
large.
We
have
a
common
space
on
the
third
floor.
As
Jim
said,
there
is
there's
a
library
that's
in
present
being
submitted
and
enrolled
for
occupant
to
enroll.
We
have
a
computer
lab.
We
have
a
TV
for
training
workshops
to
have
Nana
meetings.
Things
like
that
Community
collaterals
come
in
and
going
to
be
navigating
meetings
and
workshops
and
trainings
for
the
occupants.
K
K
Yes,
yes,
we
have
the
on
the
second
floor.
There
are
the
other
Studios
that.
K
To
and
on
the
second
and
third
floor
of
this
eating
kitchen
area
too,
so
there
is
plenty
of
space
for
that
to
be
added
and
just
a
population
that
you're
you're
aware
that
was
we're
able
to
offer.
The
Chelsea
Community
has
been
a
tremendous
change.
We've
been
able
to
house
individuals,
referrals
from
the
Chelsea
Hub
the
eviction
task
force
in
the
neighborhood
task
force.
So
it's
been
a
really
good
success
in
helping
the
Chelsea
Community
of
50
individuals
that
are
now
living
there
in
affordable
housing.
B
A
You,
okay,
this
is
a
public
port,
a
public
hearing
is
there
anyone
who
wishes
to
speak
on
this
matter
to
bring
none
I'm,
not
going
to
close
the
public
portion
of
this
hearing,
because
you
will
be
back
in
front
of
us
on
the
14th
of
March
and
that's
all
we'll
see
you
so
the
28th
and
the
planning
board,
and
in
Room
305
and
here
on
the
14th
of
March.
Okay,.
