patrons

part
of
the
third
generation
family
ownership
team
at
scrub.
It
up
chelsea.

no,
I
don't
live
there.
That's
the
address
of
the
business
I
personally
live.
I
have
a
an
address
in
boston
and
address
in
newton
right
now:
okay
dude,
but
my
grandfather
built
one
of
the
first
car
washes
in
the
northeast
in
1966,
my
family,
my
cousins
and
I
are
third
generation
we've
been
building
and
operating
car
washes
for
over
50
years.
We
purchased
this
car
wash
in
chelsea
and
made
a
substantial
investment
to
improve
it
and
add
value
to
the
service
that
it
provides
in
the
community.

After
hours,
we
were
directed
to
work
with
chelsea
police
in
the
following
manners,
so
in
2019
we
were
directed
to
install
no
trespassing
signage
on
the
property,
as
I'm
showing
here
it
says,
customer
use
only
after
8
pm.
If
you
are
not
using
a
vacuum
or
self-service
wash,
you
are
trespassing
police
take
notice.

We
installed
many
of
these
throughout
the
property
scrub.
It
up
also
worked
with
captain
houghton
and
several
members
of
the
chelsea
police
to
provide
access
to
our
security
cameras
to
remotely
monitor
our
property
and
assist
with
patrols,
and
we
actually
worked
with
our
management
to
start
monitoring
and
reporting
to
chelsea
police
the
times
and
days
that
the
group
trespassed
on
the
property,
including
having
our
management
watch
cameras
as
late
as
midnight
to
3
a.m.

Over
the
past
two
to
three
years
scrub,
it
up
hosted
a
conference
call
with
residents
of
the
one
webster
apartment
and
city
councilor,
naomi
zabat,
and
I'm
sorry.

I
don't
know
how
to
pronounce
your
last
name
in
july,
2020
to
proactively
listen
to
the
neighborhood
and
understand,
if
there's
any
additional
strategies
that
we
could
implement
to
address
the
matter,
and
we
continued
to
work
with
captain
houghton
to
increase
patrols
from
both
from
the
chelsea
police
and
they
did
reach
out
to
the
state
police
to
help
with
this
matter,
and
I
think
that
they
will
speak
today
as
to
why
state
police
was
unable
to
to
assist.

But
chelsea
police
did
utilize
a
coordinated
effort
with
the
traffic
division
to
effectively
corral
the
the
group
at
times
by
blocking
the
entries
and
exits
when
they
were
on
the
property
and
they've
towed
vehicles
identified
operators
and
issued.
Some
arrests
for
warrants
have
been
made,
as
well
as
fines.
They'll,
speak
to
that
today,
scrub
it
of
staff
were
trained
to
show
anyone
loitering
on
the
property,
the
no
trespassing
signs
and
kindly
will
request
that
any
patrons
exit,
the
property
when
they
have
finished
washing
or
vacuuming
their
car.

On
several
occasions,
various
members
of
this
group
have
threatened
to
physically
assault
scrub.
It
up
staff
and
some
of
our
employees
have
been
assaulted.
I
have
a
manager
here
this
evening.
He
can
testify
to
the
the
fact
that
basically,
our
employees
are
afraid
for
their
safety
at
times
upon
receipt
of
the
recent
notice
from
the
chelsea
licensing
commission
dated
july
20th
2021
my
leadership
team
and
I
acted
quickly
to
hire
a
private
security
company
that
started
patrolling
the
property
for
multiple
nights
per
week.

We
had
initially
presented
the
idea
of
hiring
private
security
to
the
city
of
chelsea
back
in
2019,
and
they
said
that
that
wasn't
necessary
that
it
would
be
better
that
we
work
with
the
chelsea
police
at
the
time
to
resolve
the
matter.
We
additionally
added
no
more
no
trespassing
signage
at
the
entrance
and
exit
of
the
property
that
our
staff
now
displays.

Every
single
night
at
approximately
7
p.m,
the
private
security
staff
and
additional
signage
have
now
been
in
place
for
the
past
two
weekends
and
we're
proud
to
report
that,
as
of
this
past
weekend,
there
was
no
trespassing
or
illegal
activity
on
the
premise,
and
I
think
the
city
councilor
can
also
speak
to
the
fact
that
there's
been
a
significant
improvement
in
the
matter.
So
the
written
notice
on
july
20th
was
the
first
time
that
we
learned
of
an
increase
in
formal
complaints
from
neighbors
on
this
matter.

Obviously,
we've
been
working
diligently
with
the
city
with
the
police
department
and
and
using
our
resources
to
implement
strategies
to
resolve
the
matter.
Obviously,
we
also
have
to
be
mindful
that
we're
running
a
business-
and
we
can
only
you
know,
afford
to
do
you
know
so
much.
You
know
within
reason,
without
it
impacting
our
profits.

last
weekend
there
was
no
incidents,
there's

no
loitering
or
trespassing,

city
councillor

the
police
can
speak
to

group

been
loitering
on
this
property
way.
Prior
to
my
me,
owning
the
business
the
city
has
has
had
this
group,
and
many
of
them
are
not
even
residents
of
the
city
of
chelsea,
and
I
think
the
police
department
can
speak
to
that.

regional

lynn,
boston
issue.
They
seem

each
police
agency
will
move
them
out

one
community

summer

brazen
dark,
saying
a
city
counselor

facebook.
Again
our

They
are
not
chelsea
people,
regardless
of
who's
chiming.
In
on
facebook,
the
difference
is
in
2019

met
with
matt.
We
placed
the
no
trespassing
signs.
He
gave
us
access
to
cameras,
he
actually
did
offer
security
at
that
time.
The
city
higher
up
on
the
chain
than
me
said
no.
We
can
try
to
work
this
out
and
again
it's
a
seasonal
and
very
difficult
to
to
track
these.

people,
because
they're
in,
like
I
said
in
boston
lynn,
and
they
seem
to
get
broomed
out
of
one
community
and
go
to
another.

issue
we
have
is
in
the
past.
We
would
bring
the
everett
state
police
our
traffic
unit.

boxed
the
unit
the
place
down
trespassing
and
we
issue
citations.
We
are
no
longer
doing
that.
Due
to
public
safety
officer,
mccarthy
can
speak
a
couple
of
times.
People
on
motorcycles
with
no
helmet
would
in
lack
of
better
terms,
the
street
word
of
a
whaley
going
down
eastern
ave.

are
not
pursuing.
The
state
police
are
not
going
to
get
involved
with
us
because
of
that.
It's
a
misdemeanor
that
suffolk
county
doesn't
take
seriously
this
office.
They
have
paul.
Mccartney
will
speak
that
he
came
up
with
an
idea.
He
found
the
law
that
he
issues
250
citations
to
the
owners
of
the
vehicle.

that
this
will
stop
soon,
but
we'll
be
back
again
next
summer

next
spring
or
could
be
a
warm
spell
in

winter.

happens
all
the
time

was
just
like
again,
thumbing
through
these
are
not
chelsea
residents

hanover
boston,
several
from
rivera
lynn,
everett,
the
minority
from
chelsea,
and
the
officer
will
speak
tonight
that
they're
smoking
marijuana
they're
drinking
they're,
basically
using
it
as
their
private
club.

even
suggested
to
them.
There
are
club
private
clubs
that
you
know
you
go
to
malls.

They
should
probably
try
to
get
a
permit
and
do
it
the
right
way
and
look
at
each
other's
cars
without
alcohol
without
marijuana,
without
people
riding
with
motorcycles,
with
no
helmets
on
the
business
has
done
the
best
they
can
do,
and
I
believe
he
emailed
me
a
couple
weeks
ago
about
hiring
security
which
they
have
hired
officer.

and
I
were
the
other
night.
The
crowd
was
a
very
warm
night.
I
think
two
nights
ago
limited
people
who
we
think
may
have
been
loitering
to
answer
the
commissioner.

work
24
hours,
liveries,
uber
drivers,
those
bays
are
filled
all
night.
People
do
airport
runs
they
clean
their
cars,
especially
the
livery
drive.
There's
a
couple
of
livery
companies
close
by
the
place
is
always
crowded.
You
can
tell
the
people
using
the
bays
and
the
people
not
obeying
to
lack
of
better
words,
so
I
would
have
officer
mccarthy,
if
you
don't,
if
the.

paul
mccarthy,
I'm
police
officer
for
the
city
of
chelsea
a
few
weeks
ago,
under
the
direction
of
captain
houghton
and
chief
kais,
we
started
a
program
where
we
were
looking
to
somehow
get
this
issue
resolved
in
the
past.
What
we've
done
is
we
pull
in?
We
start,
you
know
id
and
people
and
things
like
that
telling
people
to
leave
hasn't
worked
and
what
it
came.
It
became
a
game
where
officers
would
arrive.
O
People
would
take
off
in
these
cars
that
they
have
souped
up
and
they
have
loud
exhaust
and
they'd
be
running
from
the
police,
not
that
we
were
even
chasing
them,
but
it
got
to
the
point
where
people
getting
in
accidents
driving
over
sidewalks
and
driving
very
erratically.
It
was
a
safety
concern
for
the
people
involved
for
the
younger
people.
Who
are
you
know
doing
this
kind
of
activity
and
we
didn't
want
to
be
the
precipice
for
somebody
getting
hurt.

So
we
came
up
with
an
idea
of
using
the
trespass
motor
vehicle,
trespass
law,
which
is
a
non-criminal
complaint
that
through
the
registry
motor
vehicles,
we
write
a
citation
for
somebody
who
has
a
motor
vehicle
on
somebody
else's
property
and
they're
trespassing
with
that
motor
vehicle.
It's
a
250
dollar
fine.
Several
weeks
ago
we
started
issuing
those
fines.
We've
stepped
up
enforcement
for
loud
exhaust,
they
had
modified
exhaust
systems,
drag
racing
and
speeding
in
that
area.

We
began
warning
them
that
didn't
seem
to
work
since
we've
been
actually
issuing
the
money.
Fines
we've
seen
a
substantial
drop
in
people
who
are
in
there.
I
can
attest
that
when
I'm
down
there
now
I
drive
through
there.
There
are
many
livery
uber
and
lyft
drivers
in
there
all
hours
tonight,
three
four
o'clock
in
the
morning.
I
work
at
five
to
three
thirty
in
the
morning,
I'm
down
there
routinely
because
of
this
situation,
and
I've
seen
a
huge
improvement,
but
it's
also
a
business
that
they're
running.

know
and
I
think,
as
city
employees,
we
have
a
duty
to
assist
them
if
they
were
doing
it
at
7-eleven
or
somewhere
else.
I
mean
we'd,
be
there
doing
the
same
thing
we're
doing
now.
I
think
we've
reached
a
point
with
the
issuing
of
citations
and
the
other
officers
working
knights,
who
have
jumped
on
board
with
this
and
we've
really
enforced
the
the
trespassing
aspect
of
it
motor
vehicle
has
passed.

think
we've
seen
a
significant
decrease
in
that
activity.

on
grove
street
here

chelsea

and
I
just
want
to
say
I
mean
the
officers
and
the
owner
kind
of
covered
it
that
we
are
compromising
some
somewhere
here
in

middle,
with
having
the
added
security
and
added
patrols,
but
to
simply
close
the
car
wash
down,
which
would
is
what
I
seen
as
the
original
proposal.
I
think
it's
unfair
to
us
in
the
community
because
we
don't
have
another
car
wash
here
so.

literally
have
to
go
to
another
town
just
to
clean
our
vehicles.
The
car
wash
has
known
to
be
a
hangout.

personally
do
not
hang
out
there.
I've
never
been
threatened
there.

never
felt
intimidated
there.
Nothing

happened
to
me
there,
but
I'm
not
there

7.,

I
just
feel
like
we
can
all
meet
somewhere
here
in

middle
as
opposed
to
what
was
originally
proposed,
seemed
to
be
to
shut
the
car
wash
down.

don't
have
24-hour

one
of
the
ones
that
it

the

majority

the
perpetrators
are
not
chelsea
residents,
it's
very
unfair

take
this
from
us
or
to
even
restrict
it

point

we
have
to
only
wash
by

pm.

school
committee

district
three

this

long
cared
about
the
safety
of
this
area
because,
obviously
we
have

our
elementary
complex
sit
right
here
near
the
car.
Wash
I've
lived
in
the
area
personally
for
over
10
years.
Now
it's
a
great
neighborhood,
I'm
sure
you
know
a
lot
of
folks
have
probably
shared
with
you
throughout
the
years
that
it's
a
pretty
great
neighborhood.

think
our
neighbors
are
really
concerned
with
the
neighborhood.
Clearly
you
know
contributing
and
making
sure
that
it's
a
safe
place
and
that
people
actually
feel
like
they
have
access
to
walk
freely
down
the
street
or
to
enjoy
businesses
such
as
the
car
wash
I'm
just
particularly
a
little
bit
concerned
as
well.
That
I
saw
language
that
suggested
and
and
actually
proposed
that
we
that
the
licensing
commission
consider
revoking
the
license
for
this
business.

do
agree
that
I
think
there
needs
to
be
conversations
I
was.

interested

coming

today
to
hear
if
there's
been
a
history
with
the
business
owner
where
he
hasn't
been
compliant
and
what
I'm
hearing
is
he
actually
has
been,
and
so
I'm
just
curious
to
see
that,
like
stacy
said
that
we're
in

business
of
supporting
our
business
owners
that
we're
creating
a
shared
responsibility
for
sure
in
the
neighborhood
between
residents
and
business
owners-
and
I
also
thank
the
captain
for
sharing
that
you
know-
there's
been
information-
that's
been
brought
forward
about
who's,
actually
participating
in
and
making
it
difficult
for
residents
and
for
the
business
owner
himself.

would
just
hope
that
the
commission,
you
know,
continue
to
work
with

business
owners.
Clearly,
you

shown
that
they're
they're
trying
to
do
their
best.

think
the
community
also.
We
have
a
duty
to
continue
to
support.

improving

of
the
the
information
that's
being
shared
or
communicating
the
information
in
a
better
way
but

think
this
is
a
beloved
neighborhood,
where
we
just
want
to
make
sure
that
everybody's
treated
fairly
in
what
we
respect
and
that
all
perspectives
are
being
hard.

counselor
and
I
would
just
like

briefly
state
that
what
was
going
on
at
the
car
wash
has
improved
exponentially,
I
would
say,
even
100,
since
the
security
was
installed,
and
I
would
just
like
to
clarify
that
it
was
never
the
intention
to
shut
down
the
car
wash
the
language
that
is
used
when
it
is
coming
before
the
licensing
board
is
that
it,
the
license,
will
be
revoked
or
suspended
or
modified,
and
that
is
the
language
that
is
used
and
that
in
that
way
there
are
different
options
for
what
will
come
before
the
licensing
board,
and
I
think
that
businesses
are
are
incremental
to
the
the
growth
and
the
success
of
this
city,
and
I
really
do
commend
as
I,
as
I
said,
I
commend
the
owner
for
due
diligence
from
the
very
beginning
of
of
of
trying
to
keep
this
a
business
that
is
viable
that
that
benefits
the
community
and
what
has
just
been
done
as
far
as

security
has,

I

made
it
much

safer
and
more

more
of
a
community
experience
for
everybody.

first
time
we've

tension

new
people
coming

chelsea
and
the
way

done
and

tension

times

front

tensions
around
shutting
things
down
or
not,
and
things
that
you
know
are
really
important
to
people
in
the
community.

what
we
have
solved
before
is
that
we
have
really
tried
to
have
the
parties
work
together
to
first
come
up
with
a
solution
to
see
if
there
can
be
improvement
and
then
before
the
commission
takes
any
action
around
seriously
revoking
or
suspending
licenses,
we
don't
want
to.
We
don't
want
to
hurt
the
business
community
here
right.

also
want
to
you
know,
honor
and
respect
the
way
things
are
in
chelsea
in
in
a
positive
way
right.

don't
want
to
change
things
because
we
have
new
people
coming
in.

security

customers

vacuums

bays

customers

trying
to
use
the
bays
or
the
vacuums
are
obviously
sending
us
messages
when
there
are
people
who
are
not
even
from
the
chelsea
community,
preventing
them
from
doing
so,
so
we're
all
trying

work
together.
